중소기업 품질시스템 운영 방안에 관한 연구 (A study on Quality System Management in Small and Medium Enterprises)

  • 본 논문에서는 현재 강원도 중소기업들이 기업경쟁력을 높이기 위해 실시하고있는 품질경영 방안에 대해 연구하였다. 연구결과 강원도에 위치한 중소기업에서 실시하고있는 활동은 고객 중심의 품질경영과 자동화, 신기술, 공정개선을 위한 활동 및 ISO 9000인증 획득에 많은 관심을 갖고 있으며, 다음으로 5S에 의한 공장합리화${\cdot}$제안제도에도 관심을 두고 있는 것으로 나타났다. 본 연구 대상인 기업은 고객 만족을 위한 제품/서비스를 제공함으로써 경쟁회사보다 시장성 우위를 확보하고, 가격경쟁력을 확보하려 노력하고 있는 것으로 분석되었다.

  • We analyze the current quality management status for firms producing steel outfits of ships and develop an efficient QMS appropriate to Korean steel outfit industry. The firms recently obtained ISO 9000 certificates and are located in Pusan ${\cdot}$ Kyungnam district of Korea. The analysis is based on the audit results from ISO 9000 for seven steel outfit firms during last three years. We find out major requirements of ISO 9000 and investigate statistical relationship among major requirements, types of data, and groups of firms by using a statistical package, SAS. Recommendations regarding add-on requirements are suggested to install an efficient QMS in Korean steel outfit firms.

Cost Estimation for ISO 9000 Certification in Japanese Companies

  • It is widely recognized that ISO 9000 certification bring some profits, such as enhancement of quality system and some concerns. Since one of the major concerns is cost for certification, this paper considers the cost for ISO 9000 certification in Japanese companies through review some winning reports and case studies. Specifically, a model that describes the certification activities and their cost is derived through reviewing some winning reports in order to give a framework of cost estimation. Based on the model, we estimate the certification cost in an electric division of a company through an interview survey. Furthermore, we focused on the cost for promotion and administration as a cost for the sake only certification, because these activities will not be needed if a company does not implement ISO certification. It is concluded that this cost may vary approximately 300,000-700,000 (US$) per certification by the interview and telephone surveys to Japanese steel companies.

  • Since Industrial Revolution, the sudden industrialization and population explosion have brought about a serious environmental pollution on the air of the earth, the quality of water and the soil, and the greenhouse effect by the destruction of the ozone layer and the greenhouse gas, the organism diversity decline, the desertification by the ruining of woods and the overall global environmental pollution such as the contamination of the ocean and rivers have been come to the front. So the new recognition on the environment is being spreaded in construction business and the efforts for certification acquisition of ISO 14000 being followed by ISO 9000 are progressing, Accordingly, with an example of H Company where integration system is built so that it can minimize the efforts and cost at the construction of the management system, operation and management after the fact, this paper shall suggest the practical scheme of 3 steps through a study to integrate both existing quality management system and new environmental management system. As the integration system of the quality and environment which is constructed by this method is executed, the number of the established and managed document is cut by about a third and so the disorder to encounter between these documents is prevented and unnecessary efforts is reduced in constructing a system, consequently the efficiency of the system is accomplished. Also as the dualization of quality management system and environmental management system additionally needs more men and money after certification acquisition, the non-construction of the integration system may give rise to a cause to aggravate the burden of the company and hereafter when a new system is imported, it may be very difficult to integrate the system. This system integration enables a efficient and effective system to be constructed , operated , and managed after the fact.

  • This paper attempts to identify empirically whether the certification of Quality Management System affects positively to firm performance using the sample sets of 200 SMEs in Korea who have adopted ISO 9000 majoring in the domestic markets as well as the overseas markets. The empirical study has been done on the assumptions and the hypothesis that the certification itself can conceptually and practically be considered an effective tool to improve the level of standardization of quality management system, and it would result in higher productivity and good corporate image by enabling firms to strengthen up their capabilities to achieve competitive advantage. The empirical findings show that the ISO 9000 has positively contributed to not only obtaining competitive advantage but also bringing about a superior firm performance as it would be, making sure that the certification itself would be used as a powerful tool for good management. This study also pinpoints that the success/failure in introducing & adopting the certification depends highly upon the managers' interests and concerns, especially the CEO's.

  • The revised ISO9000 family of standards represents a significant improvement on the 1994 version and, if implemented well within organizations, should facilitate the development of effective, process-oriented Quality Management Systems. This paper describes how the International Standardized Testing Organization (ISTO) tests the understanding of ISO9000 : 2000, and presents an analysis of the results of the first examinations held in the UK, USA, Mexico and Hong Kong, in February and March 2001.

  • In this research, we investigate the countermeasure of Product Liability through existing research or books for reference about PL and ISO 9001 : 2000 quality management system. And we analyze relation between PL system and ISO 9001 : 2000 Quality Management System after compare ISO 9001 : 2000 and ISO 9000 : 1994. base on this analysis, we integrate the Quality Management System of company and an important factor of PL system in accordance with the product liability law. So we present a general improvable scheme of ISO 9001 quality management system that reduces overlap of quality business and utilize efficiently.

강원도 중소기업 품질경영 운영 방안 사례 (A study on Quality Management in Small and Medium Enterprises)

  • Quality system management adapted by small and medium enterprises in Kangwon province to enhance the competitiveness was studied. Variance analysis on several questionnaire answers was performed. Motives for acquiring the accreditation, such as product export, adjustment to international trend, enhancement of brand/product recognition, CEO's mind change, and management innovation, have been changed significantly among business types. Mind changes after the accreditations were setting company's first priority on quality, enhanced recognition on compliance of in-house standards and regulations, employee's performance with the recognition of quality. Amongst service problems to maintain the ace reditations were difficulties in maintaining the recognition of the company's finality management, labor increase to maintain the ISO 9000 enforcement team, and financial burden to keep the accreditation. Quality recognition after the accreditations was significantly improved in setting company's first priority on quality, enhanced recognition on compliance of in-house standards and regulations, employee's performance with the recognition of quality.

  • ISO 9000시스템이 품질경영을 향한 출발점이 되기도 하지만, 품질경영의 기본 골격을 형성하므로 ISO 9000시스템의 성공이 품질경영의 성공과 밀접한 관계가 있다는 기존의 연구들의 개념을 바탕으로 ISO 9001:2000의 핵심요인을 품질경영활동요인으로 선정하였다. 그리고 서비스공급자인 해운기업의 지각을 중심으로 핵심요인과 해상운송서비스성과 간의 상관관계와 매개변수로서 내부고객만족과 고객지향성의 역할을 검정하였다. 이러한 설계는 품질경영활동을 실행하고 성과를 실현시키는 주체들이 각 핵심요인들과 성과에 관한 상관관계를 가장 잘 이해하고 있다는 인식에 기초를 둔 것이다. 본 연구의 실증분석 결과를 통해서 ISO 9000의 '경영책임', '자원관리', '서비스 및 제품실현'과 '측정, 분석 및 개선'의 네 가지 핵심요인이 내부고객만족, 고객지향성 및 서비스성과에 미치는 영향과 해운기업의 내부고객만족이 고객지향성과 어떠한 상관관계가 있는 가를 검정하였다. 따라서 본 연구는 해운기업이 품질경영활동을 전개하는데 있어서, 각 요인들의 중요성과 품질경영활동의 개선점을 파악하는데 중요한 시사점을 제공해 줄 수 있을 것이다.

  • In these days, there is doubt about the effectiveness of ISO-9000 and ISO-14000 which are generally introduced in korean corporation by the consensus and even by corporations themselves. In order to find out the reason about the doubt, we should understand the present situation, and consider what countermeasure shall we take. It's obvious that if there is no doubt about the effectiveness and availability for quality system authenticated and verified by the international, then all the authentication can be made from that excellent system. In that case, it is necessary to find out whether it only exists in Korea or it generally exists internationally. This thesis considers the problems and try to search for a system management project and measure which is suitable for Korea.
