A Case Study on Qualitative Efficiency of National R&D Projects: Focused on Agricultural Research Area (국가연구개발사업의 질적 효율성 분석에 관한 사례연구: 농림축산 분야를 중심으로)

  • In order to examine the ways to improve the efficiency of R&D investment, this paper presents analysis on both quantitative and qualitative efficiency of R&D projects. As Korea's R&D investment has significantly increased in recent years, the efficiency of R&D investment has attracted attention. In this paper, a Data Envelopment Analysis(DEA) method is used to construct models for quantitative efficiency and qualitative efficiency analysis. Based on a cases of agricultural R&D projects of Korea, the efficiency of national R&D projects were analyzed and their quantitative and qualitative efficiencies are compared. As a result, statistically significant difference between quantitative and qualitative efficiency was found. Also, characteristics of Decision Making Units(DMUs) which can influence both quantitative and qualitative efficiency were identified. In particular, the stage of a R&D project has significant impact on R&D efficiency. This study suggests that in order to enhance R&D efficiency both quantitative and qualitative nature of outputs should be considered when measuring R&D efficiency.

Dynamic Analysis of National R&D Projects' Qualitative Efficiency (국가연구개발사업 질적 효율성의 동태적 분석)

  • Korea's R&D investment has significantly increased in recent years. However, the efficiency of R&D investment is still in question. In order to examine the ways to improve the efficiency of R&D investment, this paper presents dynamic analysis on both quantitative and qualitative efficiency of R&D projects. A Data Envelopment Analysis(DEA)/Window method is used to analyze static and dynamic efficiencies of Industrial Material R&D projects in Korea from 2012 to 2016. As a result, statistically significant differences between quantitative and qualitative efficiency have been found. It has been observed that characteristics of Decision Making Units(DMUs) have an impact on both static and dynamic efficiencies. In particular, textile and ceramic projects showed relatively stable qualitative efficiency for a short-term perspective, while steel and chemical projects showed such stability for a long-term perspective. Among the types of project principals, universities showed relatively stable efficiency, compared with private sectors and research institutes. The results of this paper can be used as a guideline to manage the performance and stability of R&D projects' efficiency.

  • Korea's R&D investment has significantly increased in recent years and the quantitative outputs such as number of papers and patents have also increased with the investment. However, the quality of R&D outputs has not been fully addressed. In particular, quality of technical performance, such as the quality of patents, has attracted little attention. In this paper, a Data Envelopment Analysis (DEA) method was used to construct models for efficiency analysis of R&D investment, focused on quality of technical performance. Indices were proposed to analyze the quantitative and qualitative efficiencies of R&D investment. In order to effectively analyze R&D efficiencies, the measurement units of the input and output variables were standardized. Based on cases of livestock quarantine R&D projects of Korea, the quantitative and qualitative efficiencies of national R&D projects were analyzed and factors that would influence R&D efficiencies were identified. This paper suggests that both quantitative and qualitative efficiencies should be considered when measuring R&D efficiency. Also, it is recommended to carefully consider the characteristics of R&D projects during project selection stage.

  • The article examines the economic essence and approaches to determining the efficiency of the enterprise. The author in the study considers the effectiveness and from the standpoint of qualitative analysis of the effectiveness of change and implementation of enterprise development goals. It is established that the tool for ensuring qualitative impacts on the efficiency of the enterprise is the innovative development of the economic space of the enterprise. The article considers the dominant innovations that have influenced the means and methods of production. An organizational and economic mechanism has been recommended to coordinate the costs of innovation activities in order to ensure the efficiency of enterprises. The object of management in the organizational and economic mechanism is the innovation process in the enterprise: from the design of strategic goals of innovation, search and commercialization of innovations, to building and implementing innovation potential. The efficiency of the enterprise under the condition of realization of innovative potential will be characterized by steady competitive advantages and strategically-oriented behavior in the market.

  • The purpose of this study is to analyze the relative efficiency of the research results of the convergence research project (CAP, Convergence Research Center) and general trust research project under the auspices of the NST, as the qualitative assessment of the government's R&D investment has recently been emphasized. To achieve this objective, DEA, which is widely used for the relative efficiency of research results, was used. The analysis targets were focused on the case of the KBSI, and the quantitative assessment of the number of papers and patent applications using net research and labor costs as input indicators for the DEA was compared and analyzed through IF of the paper and SMART3 of the patent. The analysis results showed that convergence research projects were highly efficient from a qualitative perspective in terms of CCR standards and BCC standards. This suggests that convergence research is being conducted at a higher level than general entrusted research. As a result of this study, we would like to present the criteria for qualitative assessment, which the government has recently emphasized, and expand this study to provide implications for planning policies and research tasks for rational R&D investment choices for human resources and research funds by assessing the efficiency of qualitative perspectives on all institutions in the future.

  • The prevention of safety accidents can be achieved through Harvey's 3E's: Engineering, Enforcement, and Education. On construction sites, however, enforcement and engineering did not prove to be valid ways of reducing the number of safety accidents, as enforcement and engineering have failed to overcome and/or supplement the realistic limits regarding the relatively lower education levels of construction workers and the communication issues with foreign workers. On the other hand, safety education can enable the advancement of safety management by enhancing the educational contents and their methods of delivery. To improve the efficiency of safety education via educational contents, this research conducted a qualitative and quantitative analysis on the validity of the newly educational contents by overviewing possible accident types in different work phases. Of the accident types identified by the qualitative analysis, neither highly important nor insignificant accident types were found, yet all the suggested types are found to be required. In addition, this study did not find any significant differences in the occurrence probability of safety accidents related to the level of importance of each type of accident. The qualitative analysis in this research verified that the suggested accident types can be valid, educational material that can take into account future safety accidents.

  • Industrial facilities are becoming more complex and various with rapidly developing technologies. A number of installations and equipments are increased to improve productivity, and they are operated under the condition of high temperature and pressure. They are continuously repaired, replaced or abolished because of the deterioration with time, but their repair and replacement are not easy for economical and environmental concerns. If possible, the deteriorating equipments should be inspected and repaired effectively considering the state of maintenance and preservation, economic efficiency, and safety. That's where RBI(Risk Based Inspection) fits in. Even if RBI technology has been known among specialists, there were no tools readily available and it was hard to practice and apply RBI in industrial inspection and safety management. In the development of the qualitative RBI, the overall algorithm adopted API-581 BRD. The qualitative RBI program was developed to search the appling process.

A Study on the Qualitative Analysis of Creative Leadership (창조적 리더십의 질적인 분석에 관한 연구)

  • Public and private sectors are experiencing a worldwide economic depression originated from the failure of U.S. financial system. At a harsh time like this, policy-makers need to understand more about the effects of the creative leadership in the digital era. However, there haven't been enough studies performed on this field in Korea. This study aims to fill the blank and learn more about the correlation between creative leadership and organizational effectiveness. To achieve this goal, various previous leadership studies have been reviewed in terms of organizational behaviors, comparative culture studies, and etc. In the end, this study argues previous qualitative studies' weaknesses and limitations, and tries to suggest new aspect of qualitative research method of creative leadership.

A Study on the Analysis of Attracting Factors for Global Foreign Direct Investment Inflows

  • Purpose - The objective of this study is to investigate what motivates global FDI inflows in the different economic development level and to clarify the FDI motivation type in the level of qualitative economic growth. Design/methodology/approach - Major macroscopic social·economic factors induced FDI inflows were analyzed using fixed-effect panel regression with 30-year panel data of 28 countries from 1985 to 2014. For analysis in the stage of economic growth, two category of developed and developing countries was used. And to analyze FDI motivation type in the level of qualitative economic growth, 4 shares of GDP; consumption·government·investment expenditure and export, was used as explanatory variable. Findings - In developed country, TFP(total factor productivity) and GDP have a great influence on FDI inflows, and consumption and labor compensation have a slight effect. This result indicates that the market seeking-driven, horizontal type investment is shown along with efficiency seeking investment. In developing country, human capital and TFP is shown to have greater impact on FDI inflows and labor compensation, exports, investment and government expenditures also have impacts. Thus it has confirmed that not only efficiency-seeking vertical investment for using low cost well educated laborer, but also government-driven economic growth and export policies could affect the FDI inflows. Research implications or Originality - The FDI investment decision making of multinational companies is decided by their own purpose. But, in the concept of as follows; 1) FDI is a long-term capital flowing for maximization of economic utility with limited global resource, 2) Thus FDI could be affected by macro socio·economic factors of host country. 3) Also such macro factors is different by each economic growth qualitative level. Therefore macro socio·economic factors of each country could be affected by the qualitative level of their own economic growth. To attract FDI inflows, it is desirable to implement differentiated incentive policies in the qualitative level of economic growth. Furthermore in developing countries it is recommended to implement government driven economic growth policies as follows; fostering well educated human resources, improving technology productivity in the relative lower cost labor market compared to developed countries and boosting international export volume.

  • This study is interested in modeling the selection of optimal repair materials in view of the qualitative evaluation. In order to architecting the evaluation model of various repair alternatives, Analytical hierarchy process techniques was applied to this study. It is composed of aesthetics, easy-to-application, economical efficiency, and environment-friendly properties in upper level. Among the qualitative evaluation items, Environment-friendly properties and execution cost included in economical efficiency is highly weighted. It was concluded that the evaluation model by this study is very useful to choose the best alternative among various repair materials.
