한국의 민간경비 산업은 발전하고 있지만 영세한 업체들의 난립으로 인해 결국 저가입찰을 할 수 밖에 없다. 그 결과 경비원은 낮은 보수와 후생복지의 취약 등으로 인해 업무 숙련도가 떨어지고 사기가 저하될 뿐더러 양질의 서비스를 기대하기 어려운 것이 현실이다. 또한 민간경비 분야의 전문 인력 양성체재에 대한 교육 및 훈련과 전문 인력에 대한 자격인증제도도 미흡한 실정이다. 이러한 문제에 적극적으로 대응하기 위한 방안 중의 하나로 자격제도를 활성화시키는 방안을 들 수 있다. 따라서 주요 국가 및 한국의 민간경비 관련 자격제도들의 현황을 조사한 후 문제점을 분석하여 다음과 같은 개선방안을 제시하고자 한다. 첫째, 경비지도사 자격제도는 경비지도사의 직무와 직접 관련성이 높은 과목을 검정하고, 실기시험을 추가하며, 경비 업무별 실기 위주의 교육과 정기적인 보수 교육 등이 필요하다. 또한 민간경비 산업에서 실질적으로 필요한 인원을 정확히 파악하여 검정하며, 1차 시험 면제 대상의 축소가 요구된다. 둘째, 경비원 직무교육 과목은 법적으로 명시되어야 하며, 경호 경비와 관련된 학력 및 경력자들에게 경비원 교육 과목을 일부 면제 해주거나 평가만을 통한 이수방법이 필요하다.

Including the Qualfication of Staffer required for Commuinication, the National Law of Professional qualification is a basic law for supply with manpower of high growth industry, and it is aiming at perfect the national Policy Concerned improvement for education and training of staff, carrying out of state examination for qualification and getting an occupation or application for special qualification. This law has established a management committee for qualification system in The Ministry of Science and Technique ROK, and authorized competence Minister according to kind of special qualification aiming at getting employment, practical use and courteous treatment in society and economy for national qualification, and also regulated their each official duty. A qualification of staffer required for communication is an administrative measure giving as occupational certificate after some examination for knowledge, technique and faculty in vocational ability to adapt to intrinsic of telecommunication. This certificate has the cause of an attribution of over the sphere of telecommunication, and so it has been originated in international situation, and then some of them is forced by international law, otherwise it be in common use between the nations. The Characteristic and orthodox of communication certificate has been succeded continually in company with development of telecommunication and the appliable field of them is specified, but the sovereign power of nation is approved by ITU that she can extent the applicable position for communication certificate and coordinate the utility of qualification for telecommunication value. Korean telecommunication law excepted the application of communication certificate in public communication field. It is unreasonable and even disobeyed against the theory of communication science and intrinsic of telecommuncation. Therefore it should be corrected immediately and then communication certificate have to accept in the public communication field at all, if so, the application field of communication certificate can have more than useful extenxion such as administration measure should be achieved by the management committee for qualification system in Ministry of Science and Technique and competemce Minister appointed according to special kind of certificate and the administration have to manage by the method and proccess caused by communication science or cooperative system between administration, industry, education and science. And, then, every acquisitor of qualification also has to try to perfect his vocational duty sincerely and to promote each self-realization.

본 연구는 국가기술자격취득자들의 경력개발에 대한 인식을 조사 연구한 것으로 조사결과는 ${\bullet}$ 자격취득자들은 취득한 자격과 관련된 직업에 종사하고 있으며 미래에도 취득한 자격과 관련된 직업에 종사하기를 원하고 있다. 또한, 취득자격등급이 높을수록 취득자격과 동일하거나 관련된 직업을 더욱 선호하고 있었다. ${\bullet}$ 자격취득자들은 자신의 경력개발에 대하여 많은 필요성을 느끼고 있으나 직장에서 경력개발을 일부라도 지원받고 있는 자격취득자는 45.4%이며 이 또한 교육훈련에 국한되어 있다. ${\bullet}$ 자격취득자들은 기술변화에 민감하고, 이에 대처하기 위하여 새로운 기술이나 지식의 습득, 전문가 집단과의 연계를 원하고 있으며 자신의 경력을 인정받을 수 있는 상위 자격취득 정보와 교육훈련을 원하고 있다. ${\bullet}$ 이러한 경력개발 및 관리를 체계적으로 제공해 주는 것이 자격취득자 배출기관인 공단의 역할이라고 응답하였다. 끝으로 자격취득자들에 대한 경력개발지원 프로그램을 개발하여 일반 기업 등에서 운영하고 있는 경력개발 프로그램에서 조직이 담당하여야 할 부분을 자격취득자 배출기관에서 담당할 수 있는 체제를 구축하여야 한다는 제언으로 본 연구를 마친다.

In this study, it is to contribute to Korean aviation safe system as well as the improvement of the domestic(Korean) aviation mechanic qualification examination system by comparing and contrasting with the advanced aviation mechanic qualification examination system of ICAO, FAA and EASA. In addition, by reforming and improving Korean aviation mechanic qualification examination system, it can be achieved to keep the international competitiveness and can be authenticated even in international standardized countries in aviation mechanic qualification examination system.

본 연구는 반도체 산업에서 반도체장비 유지보수에 사용되어지는 반도체장비 유지보수 분야의 전문기술인력을 효과적으로 양성할 수 있는 반도체장비 유지보수의 자격종목을 개발하고자 하는데 그 목적이 있다. 연구의 목적을 달성하기 위하여 반도체장비 유지보수 분야의 국내외 실태 조사, 문헌조사를 통하여 반도체장비 유지보수 관련 교육훈련기관 및 검정 수요 예상 인력을 파악했으며, 유사자격제도(전자부품장착기능사, 전자부품장착산업기사, 생산자동화기능사, 생산자동화산업기사)를 분석하였고, 직무분석을 통하여 반도체장비유지보수기능사의 직무 및 교육내용을 분석하였다. 또한 반도체장비 유지보수 자격종목 신설에 대한 설문조사를 실시했으며, 반도체장비유지보수기능사 자격종목의 출제기준 및 채점 방법을 제시했고, 필기시험과 실기시험에 대한 모의 검정시험도 실시하였다. 이러한 결과를 토대로 반도체장비유지보수기능사에 대한 교육프로그램을 만들었으며, 자격검정을 실시할 수 있는 출제기준을 제시하였다.

본 연구는 3D프린팅 산업에서 3D프린팅 운용과 개발에 사용되어지는 전문기술인력을 효과적으로 양성할 수 있는 3D프린팅전문운용사와 3D프린터개발산업기사의 국가기술 자격종목을 개발하고자 하는데 그 목적이 있다. 연구의 목적을 달성하기 위하여 3D프린팅 분야의 국내외 실태 조사, 문헌조사를 통하여 3D프린팅 관련 교육훈련기관 및 검정 수요 예상인력을 파악했으며, 유사자격제도를 분석하였고, 직무분석을 통하여 3D프린팅전문운용사와 3D프린터개발산업기사의 직무 및 교육내용을 분석하였다. 3D프린팅전문운용사의 필기시험은 3D 스캐너, 3D 모델링, 3D프린터 설정, 3D프린터 출력 및 후가공, 3D프린터 교정 및 유지보수 5개 과목과 실기시험의 경우, 3D프린터 작품제작, 3D 모델링, 3D 스캐너, 3D프린터 유지보수 실무 등을 내용으로 검정 방법으로는 작업형이다. 3D프린터개발산업기사의 필기시험은 3D프린터 회로 및 기구, 3D프린터 장치, 3D프린터 프로그램, 3D프린터 교정 및 유지보수 등 4개 과목과 실기시험의 경우, 3D프린터 조립 및 출력점검, CAD 작업, 3D프린터 프로그램, 3D프린터 유지보수 실무 등을 내용으로 검정방법으로는 작업형이다. 또한, 3D프린팅전문운용사와 3D프린터개발산업기사 자격종목 신설에 대한 설문조사를 실시했으며, 3D프린팅전문운용사와 3D프린터개발산업기사 자격종목의 출제기준 및 채점 방법을 제시했고, 필기시험과 실기시험에 대한 모의 검정시험도 실시하였다. 이러한 결과를 토대로 3D프린팅전문운용사와 3D프린터개발산업기사에 대한 교육프로그램을 만들었으며, 자격검정을 실시할 수 있는 출제기준을 제시하였다.

산업보안은 융·복합 기술의 급속한 발전과 함께 그 중요성이 지속적으로 커지고 있다. 이에 따라 산업보안 전문인력의 수급 차이도 매년 커질 것으로 전망하고 있다. 산업보안 전문인력 수급 차이를 줄이기 위해서는 전문인력 양성뿐만 아니라 전문자격 취득자도 동시에 확보해 나가는 것이 필요하다. 이를 위해 우리나라는 2010년부터 민간자격으로 산업보안관리사를 도입하였고, 2017년부터는 국가공인자격으로 승격시켜 산업보안 현장에서 전문가로 활동할 수 있도록 지원하고 있다. 그러나 산업보안관리사 자격은 아직 산업현장에서 전문자격으로 인정받지 못하고, 활용도 측면에서도 낮은 것으로 나타나며 학문적 연구도 정체된 시점이다. 본 연구는 이러한 배경 하에 산업보안 전문자격 중 산업보안관리사 자격을 중심으로 활성화 방안을 도출하는 것에 목표를 두었다. 세부적으로 산업보안관리사 자격의 운영실태와 관련 선행연구를 분석하여 조직적 측면, 자격증 제도개선 및 운영측면, 자격증 취득자 활용측면, 전문성 제고측면 등 4가지 분야의 활성화 방안을 마련하였다.

This study intends to present the UAM pilot qualifications and training and education systems based on the roadmap of technology for K-UAM operation system, which is being promoted for commercialization in 2025. There are currently about 250 eVTOL manufactures around the world, and they are gearing up to produce a variety of UAM aircrafts. In Korea, 35 companies including Hyundai Motor company, Korean Air, Lotte and SKT are accelerating the development of UAM aircrafts. UAM is being developed as a public goods concept centered on public transportation and urban aviation rather than private transportation. Therefore, the UAM pilot qualification and education and training system should be suitable for operations in densely populated areas and complex urban enviroments. In other words, in order to ensure safe UAM operations, the competencies and qualifications of UAM pilots should be clearly established.

The purpose of this study is to suggest a necessity and development of radiation counsellor qualifications system for the public to solve the anxiety and the curiosity about radiation exposure. We analyzed the definition and role of radiation counsellor and define radiation counsellor qualifications system. Qualification is given to those who have completed the professional training course organized by Korea Energy Information Culture Agency (KEIA). Since 2014, KEIA has been conducting radiation counsellor training, Examination and certification. This system continues to promote efforts to disseminate and develop the right knowledge about radiation risk and information of radiation risk to the public. Also, it is thought that radiation counsellors could be able to fulfill the roles needed in society through legislation for the mandatory placement of radiation counsellors.
