A Preliminary Study for Training Child Counselors and Integrating Such Training into the National Qualification System in Korea (아동상담사의 양성과 국가자격검정제도 안을 위한 기초연구)

  • The aim of this study was to explore the current status, and public policy issues related to child counselors, with a special focus on training programs and integrating such training into the national qualification system in Korea. The number of children manifesting various social and emotional developmental problems have increased recently. Thus, there is a clear and growing need for suitably qualified specialists to help them and their parents. Child counselors (CCs) are qualified specialists in child counseling and therapy. However, there are no national qualifications or training systems for CCs in Korea. Therefore, in this study, we proposed a Korean national qualification and training system of CCs by comparing the Korean Youth counselor's qualification, training and in-service training system, and with those of both Germany and the USA. In addition, this study suggested the inclusion of a practicum component and a suitable in-service training system for Korean CCs.

  • The purpose of this study is to prepare a plan to activate vocational training through a company-customized qualification system that meets the needs of the industry and responds promptly to changes in the external environment and trends. The BRIDGE 3.0 model was presented as Establishment of qualification system based on education and training result certification, a customized qualification operation system based on local companies by setting the qualification system as a strategy centered on companies that are consumers. To this end, the current status and limitations of vocational competency development projects, the current status and limitations of the domestic qualification system, government policies related to vocational competency development, FGI of corporate personnel managers, surveys of personnel managers of SME, expert advice.

  • The history of Korea Qualification system began after the Korea War. The Qualification was recognized to it's value with economic growth until the 2000. But the value of qualifications has to be re-evaluated under the current global environments. Almost Previous research has not to work for the value of qualifications all of Korea. So, This study presents a evaluation structure frame to work and some evaluation factors for the qualification value. In addition, the methodology proposed to obtain results using the AHP weights based on the evaluation methodology and questionnaire. The analysis results are used as a basis for selecting the future policy direction of the national qualification.

  • Photovoltaic and Thermal collector (PV/T) systems are renewable energy devices that can produce electricity and heat energy simultaneously using solar panels and heat exchangers. Since PV/T systems are exposed to the outdoors, their reliability is affected by various environmental factors. This paper presents a reliability test for a PV/T system and evaluates the test results. The reliability assessment entails performance, environment, safety, and life tests. The factor that had the greatest influence on the life of the system was the hydraulic pressure applied to the heat exchanger. A test was conducted by repeatedly applying pressure to the PV/T system, and a reliability analysis was conducted based on the test results. As a result, the shape parameter (β) value of 5.6658 and the B10life 308,577 cycles at the lower 95% confidence interval were obtained.

  • Avionics is a compound word of aviation and electronics that began to be used in the late 1930s. In the components or sub-systems installed to the aircraft, avionics is something that works by electronic technology. In the past, the aircraft mate, the flight engineer, and the radar operators performed the work on board the aircraft but the modern aircraft have replaced these tasks with avionics. the aircraft mechanics who maintain and manage such complex aircraft must have expertise and technics with the development of avionics to maintain aircraft airworthiness. This paper is about the introduction of domestic avionics qualification system and the development of avionics maintenance technology. For this, the SWOT analysis is performed by identifying the internal and external environment. And recommend the strategy and direction of domestic avionics qualification and education system.

Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

  • The space qualification has to be conducted by a high level of screening to ensure the design margin of devices, materials, manufacturing processes, units, modules, and subsystem or system. The space qualification according to traditional test standards proposed by US military, NASA and ESA involve high cost and tight schedule due to their conservative requirements. It is necessary to develop a space qualification guideline that is cost-efficient and schedule-optimized for the development of domestic satellites. In this study, as a basic research to develop the space qualification guideline, the articles related to space qualification in test standards document released from military and space agency have been investigated. We are planning to utilize the results as a basic database for establishing the independent tailored space qualification guideline.

  • Although the national technical qualification scheme has a historical background for thirty-five years, it hasn't any study of an obvious cause analysis, effective counterplan and analysis relation to its historical changes. This paper analyses the internal and external factors of technical qualification policy of the Human resources development service of Korea using PEST and SWOT and surveys the influence on its environment and the variation cause of the ratio of successful applicants to the qualification scheme. This paper also suggests systematically the direction for development of the technical qualification scheme using FMEA. Thus, this study assists to construct rapidly a correspondence system to the environment change simultaneously to determine decision making to the marketing policy.

  • Objectives: The purpose of this study is to provide comprehensive information of qualification systems of developed countries needed to establish our national system for QI(Quality improvement) specialists. Methods: All articles related to any applicable domestic or foreign countries' laws, operational status, and detailed programs for professional qualification system of QI were reviewed. Result: In the United States, a non-profit organization, Healthcare Quality Certification Commission (HQCC) has set the policies, procedures and standards in the field of health care quality. And qualification system of CPHQ (certified professional in healthcare quality) has been operated in order to authenticate the qualifications in the field of quality management. IBQH(international Board for quality in healthcare), a qualification system of experts in the United Kingdom, was designed to assist the qualification of professionals to improve the quality of healthcare. In addition, Health Research Center of Feinberg School of Medicine in Northwestern University has been operating Master's and doctoral degree programs in the field of the quality of care and patient safety and IHI (institute for healthcare improvement) open school was operating a professional training course related to the quality of care and patient safety. Conclusion: Quantity and complexity of information of the quality of care and patient safety have been increased. For reform of the health care system, a special training course of the expertise and leadership are needed. So far, there is no national professional certification courses in our nation. Therefore essential job skill should be acquired individually. For systematic and effective quality improvement activities, the educational and certification system with professional development model are needed.

  • This study examined current system of qualification for dance teacher and curriculums along with their actual state, and sought to suggest methods to improve system of qualification for teacher among secondary school dance teachers by type and curriculums. Firstly, through literature analysis, the study examined systems and methods related with acquiring certificate for the current secondary school teacher (2nd grade) and for culture & art teacher for physical education (2nd grade) at the time when preliminary teachers qualified as secondary school dance teacher turned out. And then, using instrumental case study, it analyzed main issues and discourses by examining the cases in which they acquired qualification for secondary school teacher and qualification for dance teacher. Building on this, the study suggested how to improve systems in regard to qualification for dance teachers among regular teachers of secondary school, acquisition path, method and curriculum.
