A Study for Improvement of The Qualification System through The Value Evaluation Methods (가치평가 방법에 따른 자격제도 개선방안에 관한 연구)

  • The history of Korea Qualification system began after the Korea War. The Qualification was recognized to it's value with economic growth until the 2000. But the value of qualifications has to be re-evaluated under the current global environments. Almost Previous research has not to work for the value of qualifications all of Korea. So, This study presents a evaluation structure frame to work and some evaluation factors for the qualification value. In addition, the methodology proposed to obtain results using the AHP weights based on the evaluation methodology and questionnaire. The analysis results are used as a basis for selecting the future policy direction of the national qualification.

Analysis of the Problem of fire Qualification Information and Employment Information Due to Incomplete Information in the Job Search Process

  • This study analyzes the problems of fire qualification information websites and job search websites due to incomplete information in the job search process and suggests an improvement plan. It has been confirmed that the main reason for the cost of job searching is incomplete information required for a job search and job search through existing analysis. As a result, it is suggested to construct a smooth information system for economic entities and to provide easy access to information by mitigating the incompleteness of information. Based on this, analysis of the problems of Korean qualifications in the firefighting realm reveals that there is a qualification holder information and a job information site, and a qualification holder management system is established but only information of either qualification acquisition information or employment information is provided. In addition, it is easy to access information through a qualification acquisition information and employment information site via the Internet, but there are inconveniences that qualification acquisition information and employment information are dualized. In order to improve this, it is necessary to build a new customized integrated qualification management system that covers existing Q-net qualification acquisition information and worknet employment information.

  • Although the national technical qualification scheme has a historical background for thirty-five years, it hasn't any study of an obvious cause analysis, effective counterplan and analysis relation to its historical changes. This paper analyses the internal and external factors of technical qualification policy of the Human resources development service of Korea using PEST and SWOT and surveys the influence on its environment and the variation cause of the ratio of successful applicants to the qualification scheme. This paper also suggests systematically the direction for development of the technical qualification scheme using FMEA. Thus, this study assists to construct rapidly a correspondence system to the environment change simultaneously to determine decision making to the marketing policy.

  • In South Korea, the history of the qualifications has been matured with industry development. Since National Technical Qualifications Act was enacted in 1973, the government makes an effort to develop the ability for improving socioeconomic status and the contribution of qualifications to industry. As the industry has been diversified and globalized, the government has efficiently and systematically operating the qualification by enacting Framework Act on Qualifications in 1997. And then, the qualifications are classified into national qualifications, private qualifications, and foreign qualifications. However, it is hard for national qualifications to abolish or establish a qualification by each organization and the privileged license acquisitors as the qualifications are separately operated by the laws and the organizations and lack consistency. For private qualifications, it is harder to organize even by the government because of the entry barriers by each qualification association. For those reasons, it is necessary to organize the system adapted in the changing job market and operated by the organization managing the qualification system with consistency. This research indicates the inefficiency of the qualification system because the work-study parallelism National qualification system, enacted in 2020, is like the qualification system in business in terms of the general operating system and the operator, except the institute and the law related. Therefore, we analyze the work-study parallelism National qualification system and the qualification system in business and suggest the efficient method to operate and the future research plan regarding the whole qualification system.

  • The purpose of this research was to draw implications for preparing utilizing and management course assessment type of national technical qualification based on the awareness of teachers in industrial secondary vocational high schools. To achieve it, this researcher analyzed the awareness about management course assessment type of national technical qualification of teachers at industrial secondary vocational high schools and analyze possibility to introduce course assessment qualification, degree of agreement for expected effects, and importance and necessity for the matters to be considered when introducing management course assessment qualification. Concrete results of this research are as follows. First, the degree of understanding management course assessment type of national technical qualification at industrial secondary vocational high schools was common, but the degree of agreement for introducing goal, purpose, and necessities was low. Second, for the expected effects to be obtained when acquiring course assessment qualifications, there were acquisition of qualification at the same time of education, suggestion of studying goal from an angle of concrete and significant performance, systematic education based on NCS, possibility to develop and form training career, and possibility to acquire industrial field-centered knowledge and technology in order. Third, to draw priority of each item to be considered when introducing course assessment type of national technical qualification at industrial secondary vocational high schools, the importance and necessities were analyzed. As a result, for the sectors whose requirements are more than average, there were flexibility of course assessment type qualification classes, preparation of proper measure by NCS revision, relief of edited classes of necessity ability unit, etc.

  • When certificates of qualification relating to computer have shown up like dam water and meeting the age of office automation (OA) utilizing computer throughout the community, and at the point of time when the promotion of efficiency of duty is attempted by utilizing internet, the improvement plans should be groped for to expect to cultivate the national industrial manpower efficiently and by easily approaching the related OA certificates of qualification related to computer so that everyone can acauire the additional points for recognition of credit, entering company and promotion by the dimension of public trust, recognition degree, practial using level in actual affairs, reliability of problems and after manpower management of the certificates of qualification less expensively and saving time. the concrete plans are as follows: First, in the standard of making questions for the examination of 'Computer Utilizing Ability' executed by the chamber of commerce and Industry, there is the independent examination, but by inserting the presentation portion in the higher grade and middle grade, it should be contributed to improve office efficiency both in mane and reality. Second, though the internet retriever's examination is executed by the nongovernment specialized examination, since it is actually widely utilized in the office activities due to universality of using internet, it is now the time to newly establish and accommodate it as the national examination of 'internet Utilizing Ability', not the interest specialized retriever. Third, the applicants, shall take examination for the nongoverment certificate of qualification or enterprise's certificate of qualification at the date and place designated by the applicant, but there are much restrictions for the national certificate of qualification, so the date of examination shall be decided flexibly and efficiently to give chances to students by adjusting to the semesters of the students. Fourth, in this rapidly changing age of the informationalization community, the acquisition of the certificates of qualification through the university and the designated and entrusted educational institutes should be increased the proportion of activation to become officially recognized, and the extent of special treatment for obtainers of the certificate of qualification should be expanded to equip manpower competitive power in the age of informationalization.

A Study on Measures to Strengthen National Authorized Qualification (국가공인 민간자격 활용성 강화 방안 연구)

  • The purpose of this study is to prepare diverse measures to enhance the utilization of national authorized qualification. The detail objectives of this study are first, to re-establish the utilization scope and range of national authorized qualification through analysis of advance research and theory in various fields of learning on the function of qualification; and second, to set the direction to strengthen the utilization of national authorized qualification. Based on discussions on the various fields of learning on the function of qualification, this study divided the utilization scope of qualification into personal utilization for the benefit of the qualification acquirer him or herself and public utilization for the social and economic benefits. And according to this distinction, we prepared measures to strengthen the utilization of national authorized qualification. First of all, as a way to strengthen personal utilization of the national authorized qualification, we prepared measures to enhance accessibility and facilitate further improvement. As a means to enhance accessibility, we proposed restriction on setting the application condition, diversification of qualification authorization method, facilitation of partial qualification system and minimization of expense required to acquire qualification. Also for the further improvement, we proposed creation of job-level centered grade system and development of job-level centered qualification item by stage. For strengthening the public utilization of national authorized qualification, we come up with ways of strengthening flexibility, transparency, public trust and compatibility. As a way to strengthen flexibility, we proposed establishment of qualification demand monitoring system, expansion of direct participation of users on qualification management, establishment of qualification expiration period and its renewal. For the strengthening of transparency, we proposed to build general qualification information system and to utilize qualification recommendation system. To strengthen public trust, we proposed to strengthen the management of qualification management regulation, secure independency, establish internal audit system and strengthen post management of national authorized qualification. And lastly, we suggested that compatibility comparison standard between qualification and qualification level standard be developed for the strengthening of compatibility.
