건설위험직종 작업자의 위험체감도 평가 (Risk Assessment for Hazardous Construction Work Recognized by Workers)

  • This study is to investigate the related materials such as domestic law regulation, research paper, research report, and the other material, and to suggest suitable counter measures, to find out hazard degree for its works of workers and work place through direct survey, in order to determine risk score of each hazardous work which is designated by the Government, without consideration of labour's consciousness against risk level at a site. Therefore, a new questionnaire survey related to the decision of risk level are made and distributed to find out what risk level each worker recognizes. Also, the authors tried to approach reasonable conclusions after discussing reasonability of qualification standard and improving ideas of worker at hazardous work places with worker, faculty member, H&S manager, labour union. And the results show hazard degrees by each work kind of the above: 3.75 for working with machinery, 3.7 for steel structure, 3.5 for operation of tower crane, 3.51 for retaining wall, 3.85 for form work, 3.46 for scaffolding are obtained. This quantified risk can be applied to establishing a reasonable system to keep safe against hazardous works.

  • 본 논문에서는 KSLV-I 상단조립체에 대하여 수행된 시스템 인증수준의 전자파시험에서 GPS 수신기 시스템을 위한 시험 구성 및 운용 방법을 소개하고 성능분석 결과를 기술한 다. GPS 수신기 시스템은 이미 단품 수준에서 수차례의 설계 변경을 통하여 MIL-STD-461E 기준으로 규정된 KSLV-I 상단 전자장비 시험 규격을 만족함을 확인하였다. 시스템 인증수준으로 수행된 전자파시험에서 GPS 수신기 시스템은 다른 탑재물들과의 전자파적 간섭에도 정상적으로 동작하였으며 전계필드 입사 및 정전기 방전의 조건에서도 성능저하가 발생하지 않아 KSLV-I 상단 전자파환경 조건에서의 동작성이 검증되었다.

다면 AHP 방법론을 활용한 역량 모델링과 국가기술자격제도 개선 방안 도출 (Competency Modeling Using AHP Methodology and Improvement of National Technical Qualification System)

  • The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer's comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers' information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improvement of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.

사서자격인증제도의 도입방안에 관한 논의 및 분석연구 (Discussion and Analysis Study on the Introduction Plan of the Librarian Qualification System)

  • 본 연구에서는 전문가 인증을 위한 제도로서 전문가의 자격수준을 높이고 전문가로서의 사회적 인지도를 높이기 위한 방안으로 논의되고 있는 사서자격인증제도 도입에 대한 논의를 집중적으로 살펴보고자 하였다. 첫째, 문헌정보학 교육과정 인증제도 도입에 대한 논의를 하였다. 둘째, 인증제도 도입 시 고려할 사항에 대해서 논의하였다. 즉, 인증제도를 논할 때 우리가 고려해야 할 사항이 무엇인지에 대해 깊이 있게 분석했다. 셋째, 국내외 인증제도의 구성요소를 조사·분석하고, 사서자격인증제도에 적용할 수 있는 방안에 대해 논의하였다. 넷째, 문헌정보학과 인증제도 도입 방안을 제안하였다. 또한 분석결과를 기반으로 국내 문헌정보학과에 인증제도를 도입할 때 문제가 될 수 있는 것은 무엇이고 어떠한 내용들이 검토되어야 하는지를 제안하였다. 본 연구에서는 사서자격인증제도 도입을 제안하기 위하여 세부적으로 사서자격인증제도의 목적, 인증 기준, 인증기관, 대학과 문헌정보학과의 대비 등에 대한 내용도 구체적으로 다루었다.

비용을 고려한 신뢰성 샘플링검사 설계에 관한 연구 (The Study on the Failure Rate Sampling Plan Considering Cost)

  • This study considers the design of life test sampling inspection plans by attributes for failure rate level qualification at selected confidence level. The lifetime distribution of products is assumed to be exponential. MIL-STD-690C and KS C 6032 standards provide this procedures. But these procedures have some questions to apply in the field. The cost of test and confidence level($1-{\beta}$ risk) are the problem between supplier and user. So, we suggest that the optimal life test sampling inspection plans using expected cost model considering product cost, capability, environmental test cost, etc.

로봇교육을 위한 로봇기술자격증 현황 및 제언 (Current Status and Suggestions on Qualification Test of Robotic Technology for Robot Education)

  • 국내외적으로 STEM교육과 창의성 신장에 관심이 높아짐에 따라 로봇교육이 주목받고 있으며, 우리나라는 최근 초등학교 방과 후 교실, 로봇경진대회, 영재교육 등을 중심으로 매우 활발하게 이루어지고 있다. 이에 따라 로봇에 대한 전문지식을 객관적으로 평가하기 위한 기준을 제시하고자 로봇기술자격시험이 개발되어, 초등학생에서 일반인가지 그 응시규모가 해마다 늘어 국가공인자격증으로서의 준비를 하고 있다. 그러나 방과후학교 로봇교실이 활성화인데 반해, 아직 로봇기술자격시험에 대한 초중등 교사에 대한 인식은 매우 부족한 상태이다. 따라서 본 연구에서는 로봇기술자격시험의 추진배경 및 검정 기준, 자격증 운영 조직, 내용 및 출제 방향, 급수별 검정 내용, 응시자 현황분석 및 요구를 조사하였다. 로봇기술자격증의 현황을 살펴본 바, 문제의 난이도 및 측정 내용에서 개선 요구사항이 많은 것으로 나타나 학생들의 수준에 맞는 적절한 교재와 학생들의 다양한 로봇기술을 측정할 수 있는 다양한 내용이 뒷받침이 필요하며, 방과 후 교실과 연계하여 자격증 시험을 확대하는 등의 향후 로봇교육의 객관적 인지적 평가기준으로서 자리매김 하기 위한 제언을 제시하였다.

  • This paper describes an experience on the equipment qualification of CRCS(control rod control system) that has been developed for nuclear power plants. A very high level criteria should be satisfied for the equipment to be used for nuclear power plants. We have developed a CRCS that is aimed to be applied to commercial plants. This system adopts a duplex system structure that is based on the state-of-the-art digital technology so that it has higher reliability than the existing systems. The CRCS has been tested at a licensed testing organization and finally qualified. In this paper, the procedures and some trial-and-errors we have been through in the qualification process are explained. It is expected that our experience will be a helpful tips to the industry that are developing various systems for safety-critical plants.

  • We need a study of the ratio of successful applicants control methodology about the national technical qualification under the global-green industrial society and rapid change of international circumstances, infinite competition rider society under FTA aspects. It is necessary to develop of HRD Korea selfishness and increase brand value of national technical qualification. So, this study is analysed to the ratio of successful applicants of national technical qualification toward change of the 'bank of problems' control rule, various characters of candidates and the trend of demand and supply of labours instead of the absolute evaluation method. Accordingly, this study suggests to a methodology for the forecasting model of the ratio of successful applicants using the level of problems difficulty and pattern and the candidates academical carriers.

건강가정사의 역할, 자격 및 양성 방안 (The Roles, Qualification, and Fostering System of Healthy Families Specialist)

  • The purpose of this study is to recommend the roles, Qualification, and fostering system of healthy families specialist. In 2003, 'Organic Law to Develop the healthy Families' was legislated. The law endows the responsibilities and duties of the government, local government, and families, in order to embody the healthy families. Also, this suggests appropriate ways to solve diverse families problems and identifies the necessities of establishing social policies to increase the well-being of family members. The enactment system of this law is to place 'Healthy Families Center' under the Prime Minister, and to foster 'healthy families specialist' who have professional knowledge and skills for strengthen diverse families. The major recommend are as follow. First, the roles of healthy families specialist are a practician, deliverer, and administrator to enact the law's philosophy and ideal. Secondly, to protect the competency of those, the qualification is restricted to university and the same level school graduate people, who majored in Home Economics, Social Work. and Women Studies. Finally. to foster and qualify this specialist. the Council of Healthy Families will be compound.

NCS기반 학력-경력-자격 연계 및 활용 방안 관한 연구 (A Study on Education-Career-Qualification Link and Utilization Method Based on NCS)

  • The National Competency Standards(NCS) has been developed a good curriculum to reflect the demand in the industry. NCS is defined as systemizing the knowledge, skill, and attitude required to perform a task in the industry. It is an effort to reduce the gap between educational requirements and occupational requirements. However, when NCS is applied, the task level is changed to the title of qualification according to the policy outcomes for the government project. And, the NCS has been emphasizing the purpose of license acquisition, rather than using the standard for tasks in the industry. It means that the misuse of NSC hinders utilizing it as the original purpose of standardizing a task. It requires the customer to study the required competency unit with a no-choice option. Moreover, it makes it hard for companies or industry autonomically run the NCS. Therefore, we define the operational range in terms of the education field, the qualification field, and the career field to diffuse and apply NCS, and suggest the effective utilization method.
