Improvement Plans for Protection Specialist Guard Certification Performance test System (신변보호사 자격검정 실기시험제도의 개선방안)

  • At the present moment when around 60 years have passed after the introduction of private security, there are security instructor and protection specialist guard as government official recognition qualification. This study discussed problems of secondary performance test system among qualification certification items which have been implement ed as government official recognition qualification since 2013. Current qualification certification for protection specialist guard is composed of primary academic test and secondary performance test. Since it is estimated that it is high time to increase clients' satisfaction and public reliability through strict qualification certification for protection specialist guard. Following improvement plans are intended to suggest. First, it is a plan to divide and diversify difficulties of performance test evaluation events. Second, it is a plan to diversify evaluation criteria of performance test. Third, it is a plan to make criteria for selecting specialized performance test evaluation committee. Fourth, it is a new plan of exclusion system to avoid any relation between performance test evaluation committee and applicants. In this respect, institutional improvement should be followed in order to improve specialty of qualification certification of performance test system for protection specialist guard.

  • The objective of this project is to get the qualification for participation in any procurement conducted by NYCT by proving Hyundai-Rotem's capability of truck development according to NYCT Pre-Qualification program. The scope of the PQ program is to develop the new fabricated truck from NYCT's old-fashioned casting truck and to operate the new fabricated truck in normal NYCT passenger service during 1 year. In this paper, the characteristics of the new fabricated truck in terms of design, manufacture and tests criteria are mainly introduced comparing with the domestic and European-style trucks.

  • Currently, there are various institutions performing fire investigation and identification, such as fire stations and police stations as well as institutes related to fire safety, etc. And the manpower working at the institutions reaches a large number of persons. But there is no objective index on the expertise of the persons. In this paper, we suggested the examination criteria through job analysis and the enforcement method of the exam system. And we developed suitable exam subjects and exam content specifications for qualification of fire identification and estimation that investigate a fire cause, combustion, escape circumstances and fire facilities at the scene of a fire, survey the fire damage and analysis fire cause, etc. It will increase the public trust to develop national technical qualification items of the fire identification and estimation engineer.

  • Proceeded with a research with basic data about the qualification standard improvement scheme about the environment school architecture in which a comparison analyze the specialized field of BREEAM system of LEED of the hit environment building qualification standard G-SEED of the domestic and U.S Green Building Counci evaluated with the certification system of the world top class and Building Research Establish, essential item, and mark distribution and weight in this study at this and which I hit with a domestic afterward. The school facility with a hub among the equipment receiving the hit environmental qualification standard, and the range of this research does LEED of the domestic green building certification system February is revised in 2013 G-SEED and which US and BREEAM in UK with a range. The way of the research checked the environment school building certification system and situation hit home and abroad, and a comparison analyze the division of the specialized field of each country qualification standard, essential item, and mark distribution and weight.

  • Liquid Composite Molding (LCM), an Out of Autoclave (OoA) composite manufacturing process, has big advantages when making large and complex structures of airplanes. Since the importance of LCM process is increasing, FAA has suggested recommended guidance and criteria for the development of material and process specifications for LCM materials and process. The importance of LCM process is also raised by domestic composite material suppliers and OEM. This study suggested structures of material specifications and process specification of LCM materials. Material qualification method for LCM process and material was also developed in this study.

  • The current government strives to train those supposed to drive the national economy, and bridge the gap between qualification and industrial sites through competency-based qualification systems, not the educational background. In this regards, the government is planning to adopt the course evaluation qualification system. The course evaluation qualification system, on a basis of the NCS, is a system to qualify certain people completing the education and training fulling a specific requirement for a national technical qualification in case they meet the internally and externally assessed criteria. This can be seen as an attempt to practically link between job training and qualifications. The NCS model and learning module in the cadastral field are already utilized as the training and eduction in the specialized school and colleges. However, the current national technical qualification system is considered as a main system because the course evaluation qualification system has not been introduced yet. This study analyzed the process of the course evaluation qualification system, and conducted a survey to solicit feedback on introduction of course evaluation qualification system, Besides, the NCS evaluation model is presented in order for the introduction of course evaluation qualification system in the cadastral fields.

  • The study aims to design and suggest criteria of the academic credit approval for those who obtain diverse qualifications. In order to achieve the objectives of this research, a Delphi survey was conducted. Consequently this study suggests the following, based on the argument that existing credit approval system covering all qualifications requires improvement especially due to limited function and efficiency. First, most respondents who took part in the management of academic credit bank system in the Korea Educational Development Institute stated that the current system is of limitation. Out of the all items, one was indicated as one not directly related the majoring area for the degree, three items were indicated as approved in the bachelor degree and two items were as approved in the associate degree. Second, occupational area for approving qualification items should be classified according to the KRIVET classification structure for national qualification.

A Study on Developing Qualification Criteria in the Private Security Industry (민간경비 자격검정 개선방안에 관한 연구)

  • As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.

  • This paper describes an experience on the equipment qualification of CRCS(control rod control system) that has been developed for nuclear power plants. A very high level criteria should be satisfied for the equipment to be used for nuclear power plants. We have developed a CRCS that is aimed to be applied to commercial plants. This system adopts a duplex system structure that is based on the state-of-the-art digital technology so that it has higher reliability than the existing systems. The CRCS has been tested at a licensed testing organization and finally qualified. In this paper, the procedures and some trial-and-errors we have been through in the qualification process are explained. It is expected that our experience will be a helpful tips to the industry that are developing various systems for safety-critical plants.
