Risk Reduction Rate for Each Risk Mitigation Measure on High Pressure Urban Gas Pipelines Proposed by Quantitative Risk Analysis (정량적 위험성 평가를 통해 제안된 도시가스 고압배관의 위험경감조치별 위험감소효과)

  • After conducting QRA(quantitative risk assessment) for the high pressure urban gas pipelines planned to be installed, RMMs(risk mitigation measures) when the societal risk is outside the acceptable region have been derived in this paper. Also risk reduction rates are calculated for each RMM. As a result of QRA, we find out that damaged distance caused by radiational heat is largely dependent upon the wind velocity and the atmospheric stability. The measure that has the highest risk reduction effect is No. 10 which includes pipeline corrosion monitoring, MOV(motor operated valve) installation and the method to protect pipeline damage caused by third-party mechanical interference, and which shows 75 % of risk reduction effect.

  • The government is converting the fuel for trucks, one of the causes of PM in Korea, form diesel to LNG. Mobile LNG station are being developed to solve the problems of insufficient charging infrastructure and facilitate the spread of LNG fuel. In this study, QRA was used th calculate the CA of the facility for a secure design prior to the development of the mobile LNG station and to predict the individual/societal risk the scenario. As a result, the danger of mobile LNG station was in ALARP.

  • A study on the standardization of design fire HRR(heat release rate) curve was conducted for various railcar from the fire simulation or the fire tests. These standard curves are listed on the tunnel fire safety manual which will be used for the QRA(quantitative risk analysis) process of the long railway tunnels. The design fire curve is based with four simple factor representing the key of fire curve characteristics. Flashover time, maximum HRR and burn out time are the key factors of the design fire curve. Specially total heat release is decided by the burnable material amount in the car.

  • Due to the benefit of QRA(Quantitative Risk Analysis) method, we can evaluate the risk, and it helps us to make our safe. We also depend to some of correlation equations to assess the jet fire at high pressurized transmission line. However, we can evaluate the risk within limitations. After comparing the current model to investigation report of natural gas transmission line accident at EL-Paso in U.S., this study concludes that more research and study are required because currently developed model cannot expect factors of the fire risk such as flame configuration.

  • Recently, railroad long tunnels are increasing and growing longer due to topological feathers like a lot of mountain in Korea. But fire disaster of a long tunnel cause many people to injury and death. For that reason, at the early design stage of a long tunnel, risk assessment and mitigation measure of risk for satisfying tunnel safety are required. According to the railroad facility safety standard (Korean MLTM Announcement No. 2006-395), risk assessment for railroad-tunnel fire should be performed when design stage. Therefore, various methods of risk assessment for tunnel fire have been studied and applied. In the paper, QRA(Quantitative Risk Analysis) for fire risk assessment by using CFD code is presented and the usefulness of CFD is discussed.

Fire and Explosion Analysis for Quantitative Risk Assessment on LNG Test Plant (LNG 시험 플랜트의 정량적 위해도 평가를 위한 화재 및 폭발사고 해석)

  • Fire and explosion analysis are performed for the quantitative risk assessment on the LNG test plant. From the analysis for a case of fire due to large leakage of LNG from the tank, it is obtained that loss of lives can be occurred within the radius of 60 m from the fire origin. Specially, wind can extend the extent of damage. Because the LNG test plant is not enclosed, the explosion overpressure is less than 6 kPa and the explosion has little effect on the integrity of the LNG test plant.

  • 도로터널은 반지하 공간으로서 환기에 많은 설비와 구조에 대한 연구가 진행되고 있으며 특히 제트팬의 경우 평상시에는 환기를 담당하고 있다. 또한 화재시에는 화재연기의 유독가스를 효과적으로 차단하는 제연역할을 함으로서 피난에 대한 중요한 역할을 담당한다. 이러한 제트팬의 특성을 정량적으로 유추하고 공학적인 QRA의 수행을 위한 기초적 연구로서 터널내부의 제트팬의 환기특성을 알아보기 위하여 모형실험체의 내부측정을 2/3까지한 전보에 이어 이번 연구에서는 터널내부전체를 측정하여 제트팬이 모형터널내에 미치는 영향을 CFD와 비교한 연구이다.

  • 가상현실 기법(virtual reality technologies)를 해양안전사고 가시화 시스템 개발에 적용하기 위한 개발론에 대해서 기술하였다. ‘목포해심’ 재결서 700여가지 사건에 대한 분류표와 수령화 표를 작성하여 질적 데이터를 양적 데이터로 변환하였다. 개발론에 대한 검토결과, 과거 10년 간의 해양사고 사건사례를 압축하여 저차원 데이터를 획득하기 위해서는 다변량해석기법(multivariate analysis)을 적용해야하고, 위기관리를 종합적으로 수행하기 위해서는 기존에 제시되고 있는 PRA, QRA, SPE 등의 기법 중 적합한 것을 적용할 필요가 있으며, 통계 데이터의 가시화를 위해서는 MATLAB의 Simulink 와 VR Toolkit을 이용하면 가능함을 분석할 수 있었다.

A Study on Safety Distance for Small Scale LNG Storage facility (소규모 LNG 저장시설의 안전거리 기준 연구)

  • In this study safety distance was investigated for small-scale LNG storage facilities in order to provide basic data for safety. The results are as follows; (1) For explosion pressure criteria, current criteria are reasonable, but water spray system should be recommended to LNG storage tank to ensure safety. (2) For criteria based on the results of the quantitative risk assessment, criteria applied to people are $5kW/m^2$ for radiation, LFL for dispersion, and 7kPa for explosion pressure. And criteria applied to facility are $37.5kW/m^2$ for radiation and 20 kPa for explosion pressure.

  • In this study, we analyzed the accident scenarios of chemical plants through the analysis of lots of chemical accidents and using experts knowledge, and looked into the method of prevention and response. Moreover, we developed a systemic and actual Emergency Response Plan Software(ERPS) that could prevent, prepare and respond totally for the chemical industry facilities using the data from the accident effect estimation from the local society and the geographic information of a chemical plant. The ERPS consists of the information for the plant and process, the consequence analysis and the ERPTA(Emergency Response Plan Tree Analysis). In conclusion, the program developed in this study could help effectively all the chemical industry facilities to prevent and respond to possible accidents.
