Management System Practices Analysis for Integrating Management Systems in Korean Marine Equipment Enterprises (경영시스템 통합을 위한 조선기자재 업체의 경영시스템 운용분석)

  • Organizations worldwide make efforts to develop their management systems for business functions. The representatives of management systems include quality management system(QMS), environmental manage ment system(EMS) and occupational health and safety management system(OHSMS). Implementing EMS and/or OHSMS in addition to QMS requires the integration of separate management systems in alignment with the organization's strategies and goals. Through the questionnaire survey on Korean marine equipment enterprises, this paper deals with the operational practices of management systems and analyzes perceptions about integrated management system(IMS). We found out the degree of perception is not sufficient enough to prepare background for IMS in Korean marine equipment enterprises. The results contribute to solid understanding and successful implementation of IMS.

  • 사중극 질량분석기(Quadrupole Mass Spectrometer, QMS)의 신뢰성을 향상시키기 위해 이온소스를 개선하고 평가하였다. 공정가스에 의한 오염 및 charging 효과로 인해 이온전류가 감소하는 현상을 발견하였고 이를 개선하기 위해 이온소스의 표면 거칠기를 줄여서 신뢰성을 향상시켰다. 또한 이온소스를 평가하는 방법으로 희석된 혼합가스를 이용하여 MDPP (Minimum Detectable Partial Pressure)를 측정하였고 이를 위해 희석된 가스의 이온 전류와 배경 노이즈의 비율(Signal/Noise)을 극대화시키면서 QMS를 튜닝하였다. 이 평가방법을 이용하여 상용 이온소스와 한국표준과학연구원에서 제작한 두 종류의 이온소스를 평가 비교하였다. QMS에 대한 국제표준안(ISO/TC 112 CD14291) 제정을 위한 진행상황도 소개하려고 한다.

Analysis of contaminated QMS, cleaning and restoration of functions (오염된 QMS의 원인 분석과 세정 및 기능 복원)

  • Quadrupole Mass Spectrometers (QMS) is a very useful tool in vacuum process diagnosis. Tungsten filament based ion sources are vulnerable to contamination from process gas monitoring. Common symptoms of quadrupole mass spectrometer malfunction is appearance of unwanted contaminant mass peaks or no detection of any ion peaks. We disassembled used quadrupole mass spectrometer and found out black insulating deposits on inside of ion source parts. Five steps of cleaning procedure were applied and almost full restoration of functions were confirmed in two types of closed ion source quadrupole mass spectrometer. By using a numerical modeling (CFD-ACE+) technique, the electric potential profile of ion source with/without insulating deposit was calculated and showed the possibility of quadrupole mass spectrometer malfunction by the deterioration of designed potential profile inside the ion source.

  • 점점 취약해지고 있는 우리의 산업 경쟁력은 WTO 체제의 새로운 무역 질서와 치열해진 품질 및 생산성 경쟁으로 더욱 심한 어려움에 직면하고 있다. 품질 우위를 통한 산업 경쟁력 향상 노력은 기업마다 가지고 있는 공통적인 경영 과제가 되고 있지만 정부와 관련 단체 등의 의욕적인 품질관리(QC : Quality Control)시책과 노력에도 불구하고 이를 통한 가시적 경영 성과는 극히 일부 기업에서만 확인되고 있는 실정이다. 본 연구에서는 이와 같은 QC 적용상의 이론적 과제 해결에 보다 접근하기 위하여 품질관리시스템(QMS : Quality Management System) 을 조직에 적용하는 방법을 제시하였다. 즉 조직에 대한 품질관리가 QMS 체제 구축을 위해서 유용한 수단이 될 수 있음을 보이고, 어떠한 단계로 전개하는가를 단계별로 연구하였다.

  • Because of the number and complicate relationship, it is difficult to improve the processes and activities in a company. The continuous improvement for ISO 9001, we introduced IDEF Model for re-engineering the ISO9000 Process. A valve maker was selected as a sample company, and we confirmed that several processes can be reduced and several processes can newly be added for effective and more practical operation of a company.

  • The relatively recent emphasis on a total allowable catch(TAC) system is placing new demands on fisheries management. Korean fisheries law has provided recently for implementation of the TAC based on fishery management system, in order to conserve and manage fisheries resources rationally in its exclusive economic zone(EEZ). In 1998, the TAC system was first applied to Korean fisheries. This TAC system is currently undergoing a second trial period, having been put under the system for 20012002 and continuous trial basis until the complete settlement of EEZ system agreement among three countries, Korea, China and Japan. The TAC system implementation needs are sophisticated information collection, analysis and modeling that will continue to increase and require the high management resources. In addition, data on social and economic impacts on TAC system is sometimes inadequate. The implementation of the TAC system provides a unique opportunity to examine the limits of management information and resources, and to solve the problems in Korean fisheries management system, These limits and problems are complicated by an inadequate biologically and economically information and insufficient management resources. Government and fisheries cooperatives must be cooperated in the management process in order to minimize its conflicts and maximize commitment to sustain fishery development. Recognition of the ineffectiveness and its potential consequences leads to the adoption of the cooperative-based co-management approach in implementation of TAC system. In 1998, the TAC system was first applied to Korean fisheries, where traditional fishery management has consisted mainly of technical measures and input controls. The QMS of TAC system has been implemented in the form of cooperative-based co-management framework. This QMS framework was chosen to overcome many difficulties and limits that a competitive TAC system would impose on Korean traditional fisheries management. The implementation of the QMS of TAC system provides a unique opportunity to examine the limits of management information and resources, and to solve the problems in Korean fisheries management system.

An Empirical Analysis on ISO 9001:2015 Transition Audits (ISO 9001:2015 전환심사의 실증적 분석)

  • The International Organization for Standardization (ISO) published ISO 9001 Quality Management System (QMS)-Requirements in 1987 and has revised four times since then. ISO 9001:2015 is the latest edition. This latest edition has two most noticeable changes. The first major change of new edition focuses on performance with an emphasis on Risk-Based Thinking (RBT) to enhance the process approach. The new edition consists of ten clauses whose first three clauses are largely same as older edition but risks are clearly stated and stressed in last seven clauses, emphasizing on Plan-Do-Check-Act cycle at all levels in the organization. The second major change is that the new edition has the same overall structure as other ISO management system standards known as High Level Structure (HLS) with Annex SL. The companies obtained the certificate of new ISO 9001:2015 QMS by September 15, 2018 in order to maintain as an ISO QMS registered firm. In this article we collected transition audit data from more than 100 companies that registered ISO 9001:2015 QMS for recent three years. We performed a statistical analysis to disclose the relationships between the characteristics of companies and the minor nonconformities found in ISO 9001:2015 requirements during transition audit processes. We also aim to interpret the findings and deduce the implications of the statistical results.

Implementation of a KPI Focused e-QMS: A Case Study in the Aerospace & Defense Industry (KPI 중심의 e-QMS 구현: 우주항공 및 방위 산업 사례 연구)

  • Purpose: The purpose of this paper is to design an integrated informatization system that can manage quality & KPI by integrating management systems in the aerospace and defense industry, and study the effect on KPI when applied to related companies. Methods: The 7 management systems required for integration in the AS&D industry were studied, and an empirical analysis was conducted for H company in South Korea for the application of e-QMS integrated informatization & KPI system based on security environment and open quality. Results: The results of this study were analyzed to have an effect on the improvement of customer satisfaction and the positive improvement of quality failure cost in the aerospace and defense industry. And it was analyzed that it works to continuously comply with ethical management and environmental laws and prevent safety accidents. Conclusion: The greatest significance of this study is that it attempted to build an e-QMS integrated system in the aerospace and defense industry. Considering that the case of integrated management system and integrated operation of KPI in related industries has not been introduced in the existing literature, the results of this study will be shared as a meaningful preceding study in the era of digital quality information. In addition, the fact that the open-quality quality innovation methodology emphasizing measurement(M), tracking(T), and connection(C) was actually applied in an AS&D company and its effectiveness was objectively proven. It is expected that it will be a good paper for follow-up research.
