A study on sustainability improvement of tuberculosis control projects supported by ODA (공적개발원조(ODA)로 지원되는 결핵관리사업의 지속가능 방안 연구)

  • This study was an attempt to review of tuberculosis control projects supported by(Official Development Assistance: ODA) and to describe the meaning of the influencing factors. Also, the study aims to determine the exit strategies of donor countries to sustain these projects. The research was conducted reviewing of tuberculosis-related reports and documents, and understood the tuberculosis control projects in Philippines. There were 14 people who participated, and explored the sustainability limits using in-depth interviewing and observation method. Data from interviews and participant observations were analyzed to the phenomenological method by Colaizzi(1978). A total 4 categories were grouped on the final. The finding shows factors that affect the sustainability of these tuberculosis control projects within Philippines supported by ODA have been divided and explained as follow; "limit of workforce", "limit of finance", "limit of facility and equipment", "limit of participation". To sustain these projects, the following alternative plans have been exemplified; "strengthening professionalism", "strengthening education and public relations", "activated strategy for community involvement", "matching funds for financing". Furthermore, the study of integrated tuberculosis control projects will be needed.

An Automatic Access Registration System using Beacon and Deep Learning Technology (비콘과 딥러닝 기술을 활용한 전자출입명부 자동등록시스템)

  • In order to prevent the national wide spread of the COVID-19 virus, the government enforces to use an electronic access registration system for public facilities to effectively track and manage the spread. Initially, there was a lot of hassle to write a directory, but recently a system for creating an electronic access list using QR codes, what is called KI-Pass, is mainly used. However, the procedure for generating a QR code is somewhat cumbersome. In this paper, we propose a new electronic access registration system that does not require QR code. This system effectively controls the suspicious visitor by using a mask wearing discriminator which has been implemented using deep learning technology, and a non-contact thermometer package. In addition, by linking the beacon, a short-range wireless communication technology, and the visitor's smartphone application, basic information of the facility visitor is automatically registered to KDCA through the server. On the other hand, the user access information registered in the server is encrypted and stored, and is automatically destroyed after up to 4 weeks. This system is expected to be very effective in preventing the spread of other new infectious diseases as well as responding to the coronavirus which is recording a high spread worldwide.

Validation of the Scale of Attitudes towards Disabled Person(SADP and ATDP-O) in Korea (장애인에 대한 태도 측정도구(SADP and ATDP-O)의 타당도 검증)

  • The purpose of the present study was to develop a Korean version of the scale of attitudes for disabled Persons and attitudes towards disabled person-original by translating and modifying the scale proposed by Antonak(1982). In order to test validation, this study was focused on processing survey and statistic data analysis and tried to find a way to applicate in Korea. The data were collected from 500 non-disabled persons divided into two groups, which were consist of target group (public officials, health care providers, teachers, journalists and rehabilitation facility staffs) and general group. Based on the descriptive analysis, exploratory factor analysis and confirmatory factor analysis of the data, validity and reliability were examined. Also to find the statistic significant difference on attitudes towards disabled person between target group and general group, t-test was proceed. The result of the exploratory factor analysis drew 15 items representing 3 factors (Pessimism-Stereotype, Optimism-Human Rights, Derogatory Personality Stereotype). A confirmatory factor analysis results provided the construct validity of this scale as good and reasonable fitness. Cronbach's alpha ranged from .67 to .85 showed internal consistencies of the sub-scales. The subscales were significantly correlated with convergent with DFS(Disability Factor Scale) variables. And the target group had more positive attitudes toward disabled person than general group. It is suggested this scale more suitable for various disability types be elaborated, and get a practical implication on attitudes towards disabled person.

  • In 2005, the government introduced BTL(Build-Transfer-Lease) projects as one of the methods of private investment in infrastructure. In a BTL project, a private company builds a public facility and leases it to the government to withdraw its invested capital. But there appear several problems with it due to a short period of preparation and lack of experiences. Specifically, private companies that plan to participate in this project have to take a risk since serious problems are likely to take place because of unrealistic estimation of construction costs, etc., and they finally avoid participating in this project. A case study was made over advanced countries, Japan and the United Kingdom, to find out how to resolve the problems, and rational 7 improvement method were presented from a perspective of Special Purpose Company (SPC), which could be accepted by both of SPC and government agencies. The findings of the study are expected to provide workable solutions to BTL projects from a standpoint of private companies to facilitate the rational improvement of BTL projects, and this study is ultimately expected to stimulate the active participation of SPC to make a contribution to the vitalization of domestic BTL projects.

Construction of Kobe′s World Cup Venue and the Development of an Urban Resort

  • The usual definition of and urban resort was a place vastly different from places of daily life such as a theme park or other tourist destination. At the same time, revival of the combination of usual and unusual spaces, in a way like the mixed "Hare"(Special occasion of public event) and "Ke"(Daily life) spaces of communities of old Japan, is part of the idea of urban resorts. And they are places, which start by making a comfortable urban environment for citizens, providing a daily life full of culture and promoting a city′s identity to visitors. if we think about the kinds of structural elements of urban resorts, the usual elements include community, local culture and industry, while the unusual elements include symbols, festivities and interaction. Kobe Wing Stadium is a venue for the 2002 FIFA World Cup hosted by Korea and Japan. The city will build the stadium, but after construction management will be given over to private enterprise, hoping to utilize that sector′s business know how. A competition was held to determine the private executor who would be entrusted with the planning, design, construction and management of the project, considering the conditions of the area, the stadium′s relationship to it and local revitalization. The competition was won by a private enterprise (Kobe Steel Obayashi Group). The them of "Creation of a Sports Community Park" grapples with the large issue of the facility′s relationship with the community. American geographer Yi-fu Tuan coined the word "topophilia" to indicate love of a place. No other word could better describe the desired urban resort nature of the stadium. From this historical perspective it seems that stadiums have great potential as urban resorts. The factor that will determine their success is the attitude of citizens toward them, in short whether they develop topophilia for them or not. We examined the urban resort nature of Kobe Wing Stadium. Regarding daily life, we saw the attempts to revive the local community, the possibility of deepening the local culture and the weakened state of local industry. As a place that is for more than daily life, we saw the certainty of the stadium′s symbolism, its potential as a place for festivities and the test it will face as a space for interaction. Even though several issues are left for future resolution, evaluating Kobe Wing Stadium through these elements of an urban resort, it is clearly founded in the daily life of the community while providing a venue for "Hare"occasions. Fulfilling the roles of an urban resort, it provides many opportunities for local residents to enjoy their and gives visitors a reason to come repeatedly.

Analyzing Characteristics of Forest Damage within the Geum-buk Mountain Range (금북정맥의 산림훼손 특성 분석)

  • The characteristics of forest damage in the Geum-buk Mountains were analyzed by using satellite images and a field survey for landscape conservation purposes. A survey scope was fixed using DEM, and areas of damage in the mountain range were analyzed via ArcMap v. 9.2 using SPOT 5 images, a high resolution satellite image. All damaged areas were reviewed and corrected in a field survey. As a result, 75 roads were found to completely fragment forest patches. Of those roads, 26 have the width under 3m, which means that the fragmentation of the forest by these roads may have a minor effect on forest habitat and its ecosystems, while other roads such as two-lane roads may have broader detrimental influences on the ecosystem. Two thousand eighty-three sections of accounted for a total area of about 5,760.7ha. Orchard areas including chestnut tree plantations were ranked as the largest in the damaged area within the Geum-buk Mountains, followed by public facility areas and grassland areas. This means that man-made land usage has progressed in the area regardless of slope and elevation.

  • The purpose of this study is to establish a utilization plan according to the cultural value of Placenta Chamber of King Sejong's Princes. We used SNS to analyze various public perceptions and opinions, collected data and analyzed it. The collection period is from June 01, 2007 to June 30, 2017 (for about 10 years), We gathered data from blogs, cafes, and Knowledge IN that contain keywords related to 'Placenta Chamber', 'Placenta Chamber of Seongju', 'Placenta Chamber of King Sejong's Princes'. and Analyzed using the text mining method of the big date program. Based on the main results of the big data analysis, Placenta Chamber's method of utilization was derived. As a result, major keywords such as King Sejong Great, Prince, Sungju, Feng Shui, culture, preservation, blessing etc were derived. The association of 'world', 'heritage', 'cultural heritage' is high, and the connection of 'Placenta Chamber', 'Gyeongsangbuk-do', 'cultural property' is high, and it was able to confirm the value of Placenta Chamber as a world cultural heritage. and It is necessary to induce visitors to feel stimulation or change of surroundings through facility refurbishment and environmental improvement around Placenta Chamber.

Spatial Distribution of the Emergency Medical Facilities and Spatial Disparity of the Demand-Supply Level for the Emergency Medical Service (응급의료기관의 공간분포와 응급의료 서비스 수급의 공간적 격차)

  • Emergency medical service pertains highly to the public service sector which has to be provided equally in a society and evenly in a spatial dimension by the government. However, emergency medical centers in Korea are inequally distributed in a space and also human capital, facility, and equipment for emergency medical centers show clear disparity among regions. This research analyzed the spatial balance of the demand supply level for emergency medical service in Seoul by constructing the potential demand surface map and supply surface map for this service. The surface map of demand-supply balance for emergency medical service was constructed by GIS based map algebra algorism. The results by this analysis very clearly reveal the spatial disparity of emergency medical service. The places where are over-represented by demand level compared to their supply level are estimated to require an additional establishment of emergency medical centers in the near future. While, the places where are over-represented by supply level compared to their potential demand for emergency medical services indicate the possibility of problems in the management of emergency medical centers because of a surplus in the supply of emergency medical services. The results of this research can be utilized in providing valuable information for the adequate provision of emergency medical centers and for the estimation of range on the service area of emergency medical services.

  • According to the changes in society, the knowledge industrial center, which is a factory related to the manufacturing industry, is now including various programs, such as information and communication knowledge. This study defined the knowledge industrial center related law into three periods: deduct layout planning type and outside space composition elements by previous research; case analysis; and suggestions of the direction of layout planning and outside space plan. As a result of the analysis, first, before 1999, the layout of the building is made mainly with a car, but depending on the form of the site, it is configured as a centered, side layout. Second, in the case of distribution, the support facility on the lower part is integrated and the factory on the higher part is distributed, so it is partly integrated and the building is unified. Third, beginning with the activation of privately owned public space in a semi-industrial district according to architecture regulations in 1999, the outside space is wider but the construction area is reduced, so the outside space composition has been changing in a similar manner to the planning methods of business facilities, such as office buildings.

Optimum Allocation Modelling of Rural Facilities by Decision-Making Technique - With Special Reference to Agricultural-cum-Industrial Complex- (의사결정기법을 이용한 농촌지역시설 적정입지선정 모델 - 농공단지를 중심으로 -)

  • For efficient development of rural facilities, choice of their optimum locations would be an important issue, however, existing research works concentrated much more an allocation policy of urban industrial complex and public facilities than rural ones. In this study, because agricultural-cum-industrial complex has been the most widely developed representative one of rural facilities, it was selected as a case study facility. As a pre-study to system development, existing governmental location-decision system was checked and interviewing survey carried out to find out on-spot problems. And, being based on literature review and survey analysis results, 4-step optimum locational decision model was developed , formulation of locational goal system, ranking tabulation on components, determination of significance values of components, calculation of component scores. Finally, through the case study works on 3 sites, system applicability was checked, Considering together the simplicity problem of existing guidelines and the interviewing survey results favoring the diversified viewpoints, it would be necessary to develop multifaceted support system for locational decision making. 3-tier classification steps from the higher, middle to lower one were used and their underpinning viewpoints were sorted as on regional development, entrepreneurship, spatial rationality, from which a tentative locational goal system was formulated. Through the expert group checking, final locational goal system was determined having 3 of the higher classification items, 7 of the middle ones, 23 of the lower ogles. For ranking tabulation, 3 types of ranking criteria were arranged which were based on statistical analysis using mean and standard deviation(Type I ), its existence or not 1 good or not(Type E ), and the others(Type E ). From the significance evaluation results, regional development and entrepreneurship aspects were valued much higher than spatial rationality aspect. And, in the middle step, items as spread effects of regional economy, accessibility and social potentialities were highly valued while infrastructural development level and natural condition being low. The application results of the system to 3 case study total. However, the detailed ones differed among study the influencing effects on regional economy, and contrast greater the infrastructural development level. Conclusively, final evaluation values well represented the characteristics of each area. If this system be complemented and applied comprehensively by the successive studies, it would be developed to a general model of locational decision supporting system for rural facilities.
