The study is to find the possibility of cooperation between civil servants as a mediators for changing a society in a region into community of practice. "Community" is the value-oriented concept and exists in a local community, a community of practice and a organization that have the characteristic of "Community." Public libraries as "Community" have both characteristics of local community and community of practice. And public libraries as community gives public services for neighborhood region problem-solving to people. But in Korea, Residents autonomy system in Dong gives the service to people. They all conducts the business for changing a society in a region to community of Practice. Therefore the study conducted a survey about sense of community and necessity of cooperation in the business. The results are following: The group of higher awareness on community feels less needs to corporate the work in community than the group of lower awareness on community; The group of higher awareness on community or the group having more experience on community have lower job satisfaction. Therefore the motivation on working for community is needed for the mediator.
The records for the tuberculosis patients who discharged from the health center during 1982 in Kangwha county were analized in order to study the characteristics and the patterns of treatments for the pulmonary tuberculosis patients with the history of previous treatment before registration and also the relationship between the previos history of treatment and the outcome at the time of discharge from the health center. The major findings are as follows. 1. Those who have a history of previous treatment were 58, 22.5% of those 258 patients who were studied. 2. There is no difference in sex however the rate of previous history of treatment was higher among middle age group (20-59) than young and old age group (under 19 or over 60). 3. The rate of previous treatment was rather higher in those lived in remote area from Eup. 4. As for the reationship with occupation, students and civil servants who easily exposured to the public relations of government's tuberculosis control program experienced lower previous treatment before registration than farmers or unemployed. 5. A total of 62.1% were previously treated less than 6 months, 29.3% between 6 and 12 months, and only 8.6% more than 12 months before registration to health center. 6. The most common used anti-tuberculosis drugs were isoniazid and ethambutol but only 13.8% used government-standardized precription and 69.0% used secondary drugs from its beginning. 7. There was no statistical difference between the previous history of treatment and the outcome at the time of discharge from the health center. However the longer the duration of treatment before registration was the lower the cure rate at health center was.

The purpose of this study is to find out the factors that affect the 'public librarian servant's' Collective Self-Esteem (CSE) in Korean relation-oriented collectivism. The research was organized into a research model by setting up a hypothesis on the impact relationship the between the group Collective self-esteem, the work environment factors and cognition of Superior institution of the Public librarian servant. The relevant data collection was conducted for public librarian servant working in public libraries nationwide through the method of survey. From April 3, 2020 to May 14, 2020, it was conducted for Public Librarian Servant in public libraries nationwide with Civil Service System, Office of Education, Ministry of Culture·Sports and Tourism based on responses for 301 Public Librarian Servant from 559 institution. According to the analysis, the cognition of the superior institution of Public Librarian Servant influences the cognition of Collective Self-Esteem among the sub-factors of Collective - Self - Esteem of Collective Self-Esteem. This study is meaningful in that 'Public Librarian Servant' who was treated as an individual entity in the study of Library and Information Science study, as being has relationship with various groups and is dealt with multi-dimensionally in Korean relation-oriented collectivism culture. Research suggests that when Public Librarian Servant exist as one of the subordinate organizations to vast Civil service system, it suggest that Public Librarian Servants should find out a balance for improve their relatively low social values.
The purpose of this study is to survey the community support program of Green Belt from 2001 to 2011 and propose the improvement of the institution. For research method, the projects were analyzed by year, area, and category using statistical data. The improvement of the institution was drawn through the opinion survey of the interest group such as residents and public servants. For 10 years, 2007 community support projects were carried out and the total amount of government expenditure was 583.9 billion won. Among the support items, life convenience projects comprise 96.7%. For area, metropolitan area comprise 32.5%. There is a bias in items and areas. According to the survey of the residents and public servants, the satisfaction for the community support program is increasing. But it is necessary to enlarge the direct life cost support, activate community involvement and develop new project type. Proposed new projects are such as making characteristic village for income creation, planning for the landscape preservation using historic and traditional resources, making leisure space for nearby residents, and projects for the aged people. And it is proposed to give incentive to the characteristic village projects through competition.
This study aims at examining the extent to which older people participating in the Seniors' Job Programme do involve in policy-making and implementation processes of the programme. The study is based on qualitative interviews with seven experts among those involved in the policy process in District A of Seoul. They include civil servants of central and local governments and social workers of implementing bodies such as seniors' welfare centres and job centres. The results show that firstly, practically no direct involvement of participants is being made at the policy-making level, due mainly to the traditional top-down approach of policy process in Korea and also to prejudices of public servants concerned on the current senior citizens' capability as contributor to public policy-making. User-involvement is being made, however, at the implementation level: participants are making, although minor, suggestions for improvements of working conditions and they are being listened to by frontline social workers. Support by the implementing institutions turns out to be necessary for this. Lastly, in contrast with the present, many interview participants are expecting a more active participation from the future generation, i.e. the baby-boom generation when they would have retired. The study concludes by calling for enhancement of institutional and capacity-building support for active user involvement in the future.
The purpose of this study was to examine and analysis self-help group program performed in community-based home visiting health service. The data was collected public servants from the Home Visiting Health Care Service of 253 public health centers all over the country and was analyzed by SPSS/Win 17.0 program. 43.1% of self-help program was performed and 56.9% was not from year 2007 to 2010. As the years passed, the number of self-help group program was getting increased. The action for activating self-help programs was voluntary participation of clients, enthusiasm of management practitioner, and encouragement about self-help group. Self-help group programs based on public health center are insufficient. Self-help programs should be activated for clients of home visiting health care service. A systematic operating model of self-help group is also needed to develop and apply in consideration of these findings.
In order to understand the local council members' attitudes to the health policy, we conducted mail surveys using self-administered questionaire for 2 months(February and March. 1995). The study subjects were 2.312 local council members in Korea, but only about 11% among whom. 257 persons, responded to 2 times mail survey. This response rate revealed that the local council members was not interested in health care fields. The main results were as follows; The respondents thought that the economic and income development was most important among 15 regional policy agendas and the health care was the 5th or 7th important agenda. They. who had more health needs of and poor access to health care, tended to think that the health care was more important. They considered lobbying to and persuading the civil servants as the best method to tackle the local health care policy agenda. The respondents, who had poor access to health care facilities. tended to set the highest priority for the expansion of public and private health care resources. They expected that the election of local governor would activate the public health program more than thought that the program was implemented more actively than other region. The main opinion of respondents was that the central government had to take over planning and financing for the public health program, and the basic local government had to implment the program and budgeting. The majority of respondents agreed the private dominant medical care delivery system and nation-wide uniformed financing mechanism. Over 60% of them suggested that they were ready to suffer environmental pollution inducing health hazards for the purpose of regional economic and income development. About 75% of them favour the campaign for antismoking regardless of reducing local government's revenue from sale tax.

The problem of corruption and the spread of corruption crime today is not only one of the main social problems, but also an obstacle to the implementation of reforms in Ukraine. Given the complexity, scale and diversity of the impact of corruption, it is an undisputed threat to national security. At the state level, corruption threatens, firstly, state security as a result of its spread in public authorities and the combination of political and business spheres; secondly, in the domestic political sphere as a result of non-compliance and violation by officials of public authorities and local governments of the laws of Ukraine; thirdly, in the economic sphere as a result of the dominance of personal interests of civil servants over national ones; fourthly, in other spheres, namely, military, social, ecological, informational, foreign policy, etc. The origins of corruption are diverse and are formed not only in the country but also abroad. The current corruption threat is the result of the country's ineffective domestic and foreign anticorruption policies. Acceleration of the spread and manifestation of external corruption threats is associated with a number of unresolved foreign policy issues against the background of the development of globalization and integration processes, in particular: economic and financial dependence of the country on international financial institutions and organizations; as well as from foreign countries that pose a potential threat due to their ambitious plans to expand our country; unresolved issues regarding the international legal consolidation of borders, etc. It is noted that the current conditions for the development of state security, due to new challenges and threats, need to improve and implement new measures to prevent corruption as a negative impact of the main threats to national economic security. As a result of the study, the main measures to counter the main threats to the economic security of the state were identified.

The Purpose of this study is analyzed that (l) How the public Libraries under the Japanese Rule since the end of the Yi-Dynasty were recepted and generated by the people and (2) How they were organiged and managed. (3) Also it examined that how they affected the development of the libraries of today. 1. The following are the analyzed results: Three types of the public Libraries under the Japanese Rule for a period of 36 years engaged busily in colonization were Private's Public Libraries, Local Self-Government's Libraries and the Central Governmental Libraries, and were in order established. 2. They were eatablished by individuals, Confucian School Foundation, Young Men's Clubs, School Associations, Korean brethren residing abroad, or The Press Centering around the Local Self-Governments and the Japanese Government-General. 3. In 1932 of the period of the Japanese Rule, the number of Libraies gained the summit and reached 80 Libraries. The Public Libraries including the Central Governmental Libraries remained in existence until the end of the War had been kept up the functions of the Libraries, but the Private Libraries operated by the Koreans were very small and poor. As a result, most of them were closed up and some Libraries transferred their controls to the public. Until the end of the war, only a little over 10 Private Libraries were Kept up. From the aspects of it's organization system, the most of their libraries replaced their chief librarians with non-professional county-headmen or Local supporters. From the aspect of collections, they wate mainly consists of Japanese books for the proper quidance of the public thought based on the ideology of Japanese Rule to Korea and on the industrial promotion rather than books about Koreanology or Western books. At that time, the Library users were with the jobless men and students as the central figures. And the next ranking by the social position of readers was children, farmers, merchants, industrialists, public servants, miscellaneous and educators. Their reading tendencies laid stress on linguistics and literature, physical sciences and medicine, While the reading trend of military sciences and medicine, while the reading trend of military sciences and engineering were very inactive. This was because the Japanese Government-General had not kept the military collections on file. Besides, they were reluctant to make Korean's learn the professional knowledge and so the main reference materials of technology not provited. Most of the Libraries put practiced in circulation services were very important circulation in withinder of the reading room rather than in outside of the Library building. On the other hand, their circulation services has above came with many limitations. As stated above, the public Libraries' managements and activitives under the period of Japanese Rule were the way and means to achive the colonial and imperialistic purpose of the Japanese Empire.
The author analyzed and compared the relationship mechanism among measured variables effecting to posttraumatic stress and posttraumatic stress, psychological wellbeing, and depression in the case of 360 policemen and 360 firefighters working in Korean police stations and fire stations by the structural equation modeling. The results showed that firefighters' posttraumatic stress deteriorated psychological wellbeing and depression more than policemen's posttraumatic stress did. In conclusion, systematic prevention and management program for posttraumatic stress and mental health of public servants are needed.
