본 연구에서는 메타버스 내 공공도서관의 사용성을 분석하고, 도서관 메타버스 플랫폼의 사용성 및 몰입감에 영향을 미치는 요소들에 대하여 조사하였다. 이를 위하여 메타버스 플랫폼 게더타운 내에 가상 도서관을 구축, 운영하고 있는 강북문화정보도서관, 대전한밭도서관, 마포중앙도서관을 조사 대상으로 하였다. 60명의 대학생들을 대상으로 수행된 온라인 설문 조사와 실험 결과, 모든 도서관에서, 학습성과 사용성 간에 강한 정비례 상관관계가 나타났으며, GUI 지표와 몰입감 간에도 상당히 강한 상관관계가 나타났다. 또한, 강북문화정보도서관의 학습성 및 사용성이 다른 도서관들보다 통계적으로 유의미하게 높은 것으로 나타났으며, 한밭도서관의 GUI 지표와 몰입감이 다른 도서관들보다 통계적으로 유의미하게 높은 것으로 나타났다. 한편 사용자들이 메타버스에 접속 시, 동시에 접속 중인 다른 사용자가 없는 경우가 많았으며, 이로 인해 도서관들의 상호작용성에 있어서는 통계적으로 유의미한 차이가 없는 것으로 나타났다. 이 연구에서는 도서관별 메타버스 플랫폼의 특징, 장점과 단점에 대해서도 조사하였다. 본 연구의 결과는 향후 공공도서관의 메타버스 플랫폼 사용성 개선에 활용될 수 있을 것으로 기대된다.

The development of an open LBS platform makes it easy to use of the location information between telecommunication companies which have different platforms and to develop various LBS solutions using position information. This paper proposes a mobile webservice solution providing public transportation services to the mobile subscribers working together open LBS platform.

This paper presents a smart firefighting appliances monitoring system based on big data analytics platform using GS1 for Smart City. Typical firefighting appliances are fire hydrant, fire extinguisher, fire alarm, sprinkler, fire engine, etc. for the fire of classes A/B/C/D/E. Among them, the dry chemical fire extinguisher have been widely supplied and 6 millions ones were replaced for the aging ones over 10 years in the past year. However, only 5% of them have been collected for recycling of chemical materials included the heavy metals of environment pollution. Therefore, we considered the trace of firefighting appliances from production to disposal for the public open service. In the paper, we suggest 1) a smart firefighting appliances system using GS1, 2) a big data analytics platform and 3) a public open service and visualization with the analyzed information, for fire extinguishers from production to disposal. It can give the information and the visualized diagrams with the analyzed data through the public open service and the free Apps.

This paper examines the change and its meaning of marketing strategy in business administration, which is changing along with the development of digital technology. Unlike conventional marketing, digital marketing is creating new relationships and making changes through a two-way approach rather than a one-way approach between producers and consumers. And these changes are creating new approaches not only in the problems between businesses and consumers, but also in the relationship between public institutions and citizens. In particular, the potential of platforms, which are emerging as important in digital management, is applied to public policies, and efforts are being made to establish marketing strategies for public institutions. One case of this was applied to the cultural contents industry and policy to examine specific measures and visions. The cultural big data platform is in line with digital management and continuously utilizes digital marketing strategies in the public domain, and aims to promote creative work as well as publicize it to citizens and workers in the cultural content industry. The synergy effect that will emerge from the combination of the cultural big data platform and digital management is expected to continue.

본 논문에서 개발하고자 하는 기술은 국내 FIT(Free Independent Tour) 버스관광객에게 보다 편리한 버스이용 방법과 버스관광에 적합한 관광콘텐츠를 통합된 서비스로 제공하기 위한 플랫폼에 관한 것이다. 최근 버스 이용 환경 개선이 이루어짐과 동시에 대중교통을 이용한 휴양 목적의 FIT 관광객이 증가하고 있다. 이에 따라서 관광객 수요에 부합하는 관광 플랫폼이 필요하다. 상세하게는 버스정보 제공 시스템을 보다 편리하게 이용할 수 있도록 버스정보 공공API를 활용하여 버스정보 제공 알고리즘을 구현하고, 관광정보와 버스정보의 연계 정보 제공을 위해 사용자 이용행태 데이터 수집모듈과 데이터마이닝 모듈을 구현하여 대중교통을 이용하는 FIT 관광객을 대상으로 버스관광 서비스 제공을 위한 버스정류소 기반 콘텐츠 플랫폼을 개발하는 것이다.

현재 정부에서는 실수요자 중심의 맞춤형 정보 제공 계획을 수립하고, 다량의 공공정보를 개방하기 위한 제도적 장치를 마련하는 등 적극적으로 공공정보 개방 정책을 펼치고 있다. 이러한 정책을 바탕으로 개방된 공공정보의 활용성을 극대화하기 위해서는 이를 공간정보 분야로 확대할 필요성이 있으나 아직은 미흡한 실정이다. 이에 본 연구에서는 공공정보 개방 창구인 공공데이터포털의 연동 정보를 분석하여 공간정보로 표현할 수 있는 대상을 선별하는 기준을 제시하였고, 외부시스템 간의 데이터 연계 방식을 살펴보았다. 이를 통해 공공데이터포털의 공공정보와 오픈플랫폼 간의 자료연계를 효율적으로 지원하기 위한 연계서버 모형을 정립하여 향후 오픈플랫폼과 공공데이터포털 정보를 활용한 새로운 공간정보서비스를 창출하고자 하였다.

Many casualties are being occurred due to many misses the railway platform, and the accident occurrence is being increased. Recently in Korea, efforts to prevent casualties fundamentally are being made by installing and operating the PSD(Passenger Screen Door) as to prevent these casualties of passengers. However, in case of the PSD system, although it can solve the problem of public casualties at platform fundamentally, it is impossible to install it at whole railway platforms. This paper proposes the safety equipment using LaserRadar sensor for the prevention against casualties of passengers at platform. The safety equipment using novel sensor is the safety equipment making an approaching train stopped if the falling object is a person by detecting the obstacle at platform, and it has the merit possible to apply it to platform since it may detect accurately under ambient environmental elements such as the snow, rain and yellow dust, etc. also. We manufactured a prototype of the safety equipment to reduce public casualties at platform by using LaserRadar sensor and carried out its performance test, and the result is presented in this paper.

South Korea is at an important juncture in its history to decide whether to continue its investment to become a first-mover of artificial intelligence (A.I.) platform technology or stay as a fast follower. This paper compares South Korea's A.I. platform capacity to that of the United States, China and the European Union by reviewing publicly opened documents and reports on AI platform strategies and policies using the three elements of the national innovation capacity: common innovation infrastructure, cluster-specific conditions, and quality of linkages. This paper found three major areas the South Korean government can focus on in the A.I. platform industry. First, South Korea needs to increase its investment in the A.I. field and expand its public-private collaboration activities. Second, unlike the U.S. and the U.K., South Korea lacks data protection policies. Third, South Korea needs to build a high-performance system and environment to experiment with artificial intelligence technology and big data.

디지털 미디어 플랫폼이 확장되면서 유럽 국가를 중심으로 디지털 시대 공영방송의 공적 기능에 대한 재개념화가 이뤄졌다. 국가별 차이는 있지만 영국과 프랑스에서는 디지털 시대 공영방송의 공적기능 수행 중에 스마트 미디어를 포함한 인터넷 미디어에 대한 보편적 서비스 기능을 강조하고 있다. 하지만 국내에서는 공영방송사의 공적기능에 대한 논의에서 인터넷과 스마트 미디어 플랫폼 서비스 전략에 대한 공적인 논의가 부족한 상황이다. 따라서 본 논문에서는 수용자 인식조사를 통해 인터넷 및 스마트 미디어 영역에서 공영방송사가 어떠한 공적기능을 수행해야 하는 지를 밝혀보고자 하였다. 이를 통해 국내 공영방송사들이 사회적으로 공익성을 확보하면서 인터넷 및 스마트 미디어 플랫폼에서 경쟁력을 확보할 수 있는 방안을 모색해 보고자 하였다. 연구결과 스마트폰 이용자들은 디지털 시대 공영방송이 추구해야 할 공적기능 중에서 TV를 통한 무료서비스와 더불어 인터넷 및 스마트 미디어 플랫폼을 통한 실시간방송서비스와 VOD 서비스를 제공하는 기능이 매우 중요하다고 평가하고 있었다. 또한 무료 실시간 방송 서비스가 제공된다면 이용자들은 높은 이용의사를 보이고 있었다. 따라서 국내 공영방송사들은 인터넷 및 스마트 미디어 플랫폼을 대상으로 무료 실시간 방송 서비스 제공을 통해 공영방송사의 공익성과 필요성에 대한 사회적 인식을 제고하고 이를 기반으로 디지털 시대에 중요한 방송기구로 기능할 수 있고 경쟁력을 갖출 수 있는 정책 수립이 필요하다.

윤석열 정부가 집권 2년 차에 접어들면서 120개의 국정과제 중 11번째에 해당하는 '디지털플랫폼정부'와 관련된 정책을 강력하게 추진하기 시작하고 있다. 이에 따라 디지털플랫폼정부위원회는 2023년 4월, 대통령에게 '디지털플랫폼정부 실현계획'을 수립하여 보고하였고, 디지털플랫폼정부의 추진을 위해 필요한 「공공데이터의 제공 및 이용 활성화에 관한 법률」과 「데이터기반행정 활성화에 관한 법률」의 개정안이 2023년 6월에 국회에 제출되었다. 또한 대통령령에 해당하는 「행정효율과 협업 촉진에 관한 규정」은 행정업무 혁신을 효과적으로 추진하고자 제명의 변경까지 포함한 「행정업무의 운영 및 혁신에 관한 규정」으로 개정을 2023년 6월 27일에 완료하였다. 따라서 본 연구는 정부의 국정과제로서 디지털플랫폼정부와 관련된 정책 추진 동향을 살펴보고, 이러한 흐름이 공공기록물 관리에 어떠한 영향을 미치게 될지 논의해 보고자 한다. 나아가 정부의 디지털플랫폼 정부에 조응하기 위해서는 지금의 공공기록물법이 조속히 전부 개정이 되어야 함을 강조하였다.
