  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

  • South Korea is now recognized as a world leader in the field of digital government thanks to a president who had insight in the field of e-Government more than 20 years ago. Today, many countries around the world are establishing various strategies to cope with the great digital transformation beyond the industrial society and the information society. The Korean government is also establishing and promoting digital government policies to respond to such a global digital transformation. In South Korea, the digital platform government policy began in 2022. Therefore, it is an early stage of policy formation, and many details are not well known yet. Recently, the Korean government announced the vision, three goals, and five strategies for realizing a digital platform government. And specific digital platform government projects that can be implemented are selected. In order to successfully implement a digital platform government, the following three policies should be prioritized. First, the digital platform government should be approached from the perspective of total government innovation, not industry revival. Second, the political perspective should be excluded from ICT policy. Third, the vision and strategy of the digital platform government should be established and clearly presented to the public. And based on this, strong governance should be formed and strongly promoted centered on the leadership of the president.

This is because inclusiveness and ambiguity in the concept of GaaP can hinder policy enforcement by working-level officials in the public sector. It drew the criteria for classification for GaaP based on literature and cases for GaaP. In the technical aspect, considering data as an overarching factor, the integrated system platform integrating the information system or websites of the public sector and the data platform as a single portal for open data to external stakeholders were sorted. In the governance aspect considering stakeholder as an overarching factor, the communication platform utilized for interaction between public and private sectors and the co-creation platform that encourages public-private partnership to create innovative outcomes were sorted. It suggested an actual implementation case and the policy implication according to each type of GaaP. Additionally, according to the classification of GaaP, it conducted contents analysis as to which type of GaaP the domestic Digital Platform Government belongs to based on its detailed assignment. Based on the classification of GaaP, it drew balanced implementation for various types of GaaP, plan for promoting the participation and collaboration of stakeholders, and necessity of restructuring and reinventing of the public sector as policy implications for the domestic digital platform government.

This comes from the latest enhanced interface technology and social media, and it uses the shares information to support the proper interface environment according to a life style and spatial properties. "EzCity" which is the user interface platform suggested in this research, can control the enormous amount of public data for the smart city. The core module of user platform is made up with Public data module, Interface module, Visualization module and Service module. The role of this platform is to be provide "Geo-Intelligent Interface Service" for space users to access the data in easier and more practical interface environment. This reinforces the visualization process for data collecting, systematization, visualization and providing service. Also this will be expected to be the base to solve the problem which complexity and rapidly increasing amount of data.

  • Recently, with the widespread use of the Internet of Things (IoT), the service structure has been studied to interact with various service domains. A common way to interact with other service domains is to develop the APIs needed to interact on the platform. However, to use a common method, we consider many costs and resources as APIs can increase while adding connections from other service domains. To address this issue, we propose the design and implementation of a dynamic API platform. The proposed platform can dynamically create APIs when requesting service applications, depending on the target service domain. To demonstrate the feasibility of the proposed platform, we develop a COVID-19 weekly infection status, regional infection status, and vaccination status service using dynamic APIs from the Public Data Portal using the proposed dynamic API platform and Node-RED.
