Role of Home Economics Education in a Low Fertility Society by Community Involvement, Public Policy Participation, and Advocacy (저출산 사회에서 지역사회연계와 정책참여를 통한 가정과교육의 역할)

  • The purpose of this study was to explore the role of home economics education in a low fertility society in the contexts of curriculum contents, community involvement, public policy participation, and advocacy. The results showed following. First, home economics is a key subject matter in dealing with a low fertility problem among 2007 revised curriculum for secondary education level. Home economics curriculum contents was systematically organized through 8th grade to 10th grade in 4 units, where as curricula contents of social studies, science, and moral education deal with a low fertility problem in partial. Second, it is proposed to be active in community involvement incorporating with secondary education, college education, and lifelong education by service learning, outreach program, and extension program. Third, public policy and advocacy participation of home economics teachers are crucial for transformative leadership and practice in enhancing the condition of individual, family, and community wellbeing such as a low fertility problem. To perform this role of home economics education, home economics teachers should participate in developing curricula and teaching materials for the extra curricula activity, creative experiencing activity, and service learning activity. Home economics teacher educators also should actively involved in outreach program and extension program as well as in public policy advocacy activity for solving a low fertility problem.

A Study on the Influence of a Familial Voluntary Service upon Family Healthy (가족자원봉사활동이 가족건강성에 미치는 영향에 관한 연구)

  • The purpose of this study was to provide basic data for the familial voluntary service of the Healthy Family Center and then verify the effectiveness of its application in order to improve family healthy through a familial voluntary service. Study subjects were both volunteers who belonged to family volunteer corps of 12 Healthy Family Centers. Collected data was analyzed SPSS WIN 12.0 program. The results were as followed. First, a 54.1% of subjects is taking part in a familial voluntary service, while a 45.9% of them is not. Their positive intention of future participation is a 77.4%. The period of participation is from 6 months to two years. The frequency of participation is once or twice a month, and the length of activities per participation is for 3 hours. They have taken part in the service with a variety of public relations, and their motive of participation is by and large selfish. Second, as for the influence of participation in a familial voluntary service upon family healthy, the family healthy of participant group is higher in all the four sub-variables of family healthy than that of other groups. The group of which frequency of participation is once a week is better in family communication than the group of which frequency of participation is once or twice per month. The group of which motive of participation is altruistic is higher in sharing a value system among families than the group of which motive of participation is selfish.

Effects of SNS Characteristics on SNS Engagement and Consumer Brand Engagement

  • Purpose: Social Network Sites(SNS) have been grown up as a public communication channel consumer frequently participate in. Most of food service brands are utilizing social media for advertising recently. As a result of SNS marketing, food service brands anticipate positive outputs from SNS engagement and consumer brand engagement so that we need to verify structural relationship among SNS characteristics, SNS engagement and consumer brand engagement. Research design, data, and methodology: This study identifies that SNS characteristics have effects on SNS engagement and examines relationship between SNS engagement and behavioral engagement. We conceptualize SNS characteristics as information quality, hedonic level and interaction. Furthermore, SNS engagement is composed of SNS participation, positive word of mouth(WOM). In order to verify the purposes of this research, research model and hypotheses were developed. All constructs were measured with multiple items developed and tested in the previous studies. Sample data were collected from 433 online survey panels and analyzed by using SmartPLS 3.2.9. Result: The findings of this research are as follows. First, information quality is positively related with SNS participation. Hedonic level and interaction have impacts on SNS participation and positive WOM respectively. Second, SNS participation has positive effects on positive WOM. Third, both SNS participation and WOM influence behavioral engagement respectively. Conclusions: The implications demonstrate that SNS characteristics such as information quality and hedonic level and interaction exert effects for consumer to participate in SNS brand page. Meanwhile, hedonic level and interaction influence on positive WOM but information quality doesn't. SNS participation and positive WOM affect consumer to engage in specific brand behaviorally as well. Therefore, food service brand marketer is required to manage SNS information quality and hedonic level and interaction among members to encourage SNS participation and positive WOM. As SNS participation and positive WOM increases behavioral engagement of consumer, marketer needs to incentivize SNS participation and look after situation of positive WOM and respond swiftly.

  • Paradigm shift in government services means the evolution to the service with active participation based on information technology. Opening public information proceeds to an extent that private sector participation can be a basis and driving force, and extends to a stage that free and practical use is possible for private sector. Therefore, the government is preparing for legal and institutional foundation for various fields. The government needs to build open network from user-oriented point of view rather than provider-centric point of view, improve communication, and change the way of working due to the fact that flexible and rapid business process is required. It is time to prepare development plans for public the functions of platform-type government that public sector can participate in the role of government, create new value, and give rise to innovation in order to change the functionality of the government and meet the new needs of citizen. This study tries to analyze platform-type government and to study efficient role allocation for sharing resources including informant and system between the government and the private sector, focusing on innovation of public information sharing.

Web-based PBL (Problem Based Learning) in Graduate School of Public Health Courses (보건대학원 사이버 수업에서의 문제중심학습)

  • Objectives: This paper is aimed to study the satisfaction level and course effects of web-based PBL of the Graduate school of Public Health. Methods: Web-based PBL was implemented from March 1 to June 22 on 19 students and a survey on the satisfaction level of the lessons was taken and analyzed. For the analysis, SAS 9.1 was carried out. Results: The relation of effectiveness of the lessons according to the satisfaction level of each evaluation items, shows a significance according to satisfaction of professors, whether or not the students were satisfied in evaluating themselves (correlation, p<0.05). The satisfaction level of the evaluation on teachers and whether or not the students were satisfied in evaluating themselves shows significant influence on the effectiveness of the lessons (simple regression, p<0.05), more specifically in active class participation and understanding by the students themselves (stepwise multiple regression, p<0.05). Conclusions: In this study the attitudes of professors and students toward the lessons are major influences on the effectiveness of the lessons. Specifically, active class participation and understanding by the students themselves are the most important influences.

The Effect of Cigarette Price on Smoking Behavior in Korea (우리나라 성인 남성의 흡연여부와 흡연량에 미치는 담배가격의 효과)

  • Objectives: To determine the impact of cigarette prices on the decision to initiate and quit smoking by taking into account the interdependence of smoking and other behavioral risk factors. Methods: The study population consisted of 3,000 male Koreans aged ${\ge}20$. A survey by telephone interview was undertaken to collect information on cigarette price, smoking and other behavioral risk factors. A two-part model was used to examine separately the effect of price on the decision to be a smoker, and on the amount of cigarettes smoked. Results: The overall price elasticity of cigarettes was estimated at -0.66, with a price elasticity of -0.02 for smoking participation and -0.64 for the amount of cigarettes consumed by smokers. The inclusion of other behavioral risk factors reduced the estimated price elasticity for smoking participation substantially, but had no effect on the conditional price elasticity for the quantity of cigarettes smoked. Conclusions: From the public health and financial perspectives, an increase in cigarette price would significantly reduce smoking prevalence as well as cigarette consumption by smokers in Korea.

Public Libraries and the Sharing Economy: From Tangible Sharing to Intangible Access (공공도서관과 공유경제 - 유형의 공유로부터 무형의 접근으로 -)

  • The concept of the sharing economy, which has shifted the economic paradigm from possession to access to resources, is consistent with the traditional and current roles of public libraries. Thus, this research empirically analyzed the influence relationships between public library use and the sharing economy. Results showed that participation in public library programs serves as a motivational factor for satisfaction with and trust in the sharing economy, while the use of public library facilities and equipment is correlated with attitudes toward and participation in the sharing economy. The use of library collections positively influences sharing intangible resources such as knowledge, information, and personal experience. By contrast, checking out library resources negatively influences the recognition of economic benefits from sharing, which is contrary to claims of library communities. Based on these results, public libraries should aim to have a complementary effect on the sharing economy founded not only on information networks but also human networks grounded in social relationships.

The characteristics of Records Management Policy during Participation Government(2003~2008) (참여정부 기록관리정책의 특징)

  • Since the government of Republic of Korea was established in 1948, a period that made the biggest difference on National Records Management System was from 1999 when was enacted. Especially, it was the period of President Roh's five-year tenure called Participation Government (2003-2008). This paper illustrates distinct phenomena of Records Management System Policy during Participation Government. Three major agents of the system are President Roh, the Presidential Secretariat, and Archives Management Bureau at the National Archives of Korea. They sometimes competed with themselves for initiatives of policy, but they used to cooperate with each other and have brought about innovations on records management. The first distinctive characteristic of Participation Government (below PG)'s records management is that it implemented governance actively. That is, it tried to listen carefully to all opinions of interest organizations related to records management and enacted laws based on those. The PG not only listened to civic groups, but also created two professional groups called Records Management Innovation Expert Committee and Innovation Decentralization Assessment Committee. Those two groups enacted . Another remarkable feature is a nomination of records management specialists at public institutions. In 2005, PG created Archival Research Positions among research public officials and appointed experts in the field of Archival Research History at central department. With the process, the government tried to provide public records management system and to improve specialty of records management. Since then, records management specialists were employed not only at local governments but also at private archival institutions. It has allowed of entering a new phase in employing records management professionals. The Participation Government also legislated (completely revised) . It led to a beginning of developing records management in Republic of Korea. was revised thoroughly for the e-Government period and was established as a foundation for managing presidential records. An establishing process of a country's records management system describes the degree of democratic development of society. Following governments should supplement PG's shortcomings and carry out 'New Governance Records Management System'. Principal subjects of records management system should include not only a government but also civic groups, local governments, small businesses, and academic professionals. The object of records management also needs to be democratic by recording not only the plans and enforcements of a task but also influences and results of a task. The way of archiving ought to be discussed by all related principals.

  • 인터넷의 빠른 확산과 정보기술 패러다임의 변화로 사용자가 다양한 종류의 온라인 매체를 이용하여 콘텐츠 및 커뮤니티 제작 등에 능동적으로 참여하고, 이를 공유하는 양상이 사회 전반적으로 확대되고 있다. 이는 국가계획수립 부문에서도 예외는 아니어서 계획 주체와 국민간의 교류를 증진시키기 위해 등장한 개방형 계획패러다임과 맞물려 다양한 분야에서 PPGIS(Public Participation GIS)를 구현하기 위한 사업이 추진 중이다. 그러나 이러한 방법은 국가 주도의 단방향적인 참여기회 제공으로 단순한 의견수렴 수준에 머물고 있어 국민의 의견과 수요가 충분히 계획에 반영되지 못하며, 특정 계획분야에 국한되어 있는 실정이다. 그러므로 제공수단과 참여대상을 확대할 수 있도록 지리정보를 활용한 국민참여 기회를 제공하고, 이러한 결과가 GIS 활용분야 의사결정 과정에 적용될 수 있는 국가차원의 기반 마련이 요구된다. 따라서 이 연구는 정보기술 패러다임의 변화를 반영하여 사용자가 지리정보를 수단으로 자유롭게 의사를 개진하고, 정부가 이를 반영하여 계획을 수립할 수 있는 통합형 PPGIS 모델을 통한 G2C 상호작용 제고방안을 마련하고자 한다.
