This paper is intended to study actual condition and problems of Social Welfare, and to institute the plan of social welfare administ ration. Recently, Social welfare agendas, public and private, in our country adhere to traditionary and temporary relief of the clients. The improvement of social work is neglected among some pravile social welfare organization in this society are as follows : Firstly, Big enterprises should undertaken the non-earnest social welfare foundation, this plan, however, can be eastablished by policy making of the proper authorities. Secondly, improvement of public institution and personnel administration should be stressed and innovated. Thirdly, We should not rely on the other social welfare organization and perform our own way of duty. Lastly, The government, community and private social work organization should accomplish cooper ation system among them.

A government or non-governmental organization give service to their customer. Each organization have different hierarch levels. Service satisfaction surveys have become an important tool for government planners, as important in the perceived quality of service lead to great delivery of public service. When a customer gives feedback at a bottom level of organization, it is so difficult reach to higher official in time. This paper argue that, Quick Response (QR) code open up the possibility of conducting public service satisfaction at lower cost and the way feedback is directly routed to the relevant party according to their hierarchical level and gate real time feedback using specific smart phone application.

The purpose of this study was to spatial organization feature and area composition of the over 500beds general hospital that will be expected construct in Seoul, Gyeonggi-do area after 2000year. From this study, we can suggest architectural planning for the efficiency operating of emergency medical facilities that can be used as preliminary data. The Spatial organization of emergency medical facilities are categorize into 4 session as medical examination and treatment, diagonosticradiology, staff, public and the others. We can find spatial organization system and area composition that compare area composition of 6 hospital the subject of research in a emergency medical facilities. The result of this study were as follows : spatial distribution of its field, grasping of spatial organization factor and recognize its merits and demerits should be researched in advance. Through this kind of recognizing emergency system, realistic medical local and condition architectural planning for spatial organization will be operate.

Many sports organizations have been founded due to the Increasing demand for sports with the development of leisure culture. As a social institution for sport facilitation, sports organizations should assure rationality and transparence of finance and operation by introducing a system for financial reporting as usually adopted for a profit-making corporation. Also, general regulations on the tax obligation in sports organizations have to be formulated more clearly. This study tried to derive some implications for the accounting and taxation obligations in Korean sports organizations based on a basic model of public sports organizations, formed with a profit-making organization and satisfying the requirements of public interest as regulated by German taxation law.

It is very important for libraries to provide their patrons with spaces that are used comfortably. In this paper, first we propose some improvement plans for space organizations of Gwacheon Public Library based on its patrons' behavioral research. It has a big meaning from the view of library marketing, which aims at improving patrons' satisfaction. Then we investigate how study tables are used based on the data taken at Kyushu University Library in Japan. Finally we put some proposals on libraries' space organization based on these investigations.

In modern days, the iconic symbolicity of animal characters functions as a sign by the social promise after being made with voluntary intentions. Representing a public organization or corporation, an animal character is put to active use as a symbol. Today illusionary animal characters serve as important icons, and product developers incessantly put out animal contents. This study set out to examine the applications of animal characters in modern times according to media development by integrating animal characters into animation, which was the beginning of animal characters, based on the theoretical background of "symbolicity" in the aesthetics history. It also analyzed the symbolicity of "Haechi," which is Seoul's animal character and one of the good examples of utilization of a promotional animal character by a corporation or public organization.

With the request for the advent of new engine toward economic growth, the issue regarding public-owned data disclosure has been increasing. The Korean governments are forced to open public-owned data and to utilize them in solving the various social problems and in promoting the welfare for the people. In contrast, due to the distrust of the effectiveness for the policy, many public owned organizations hesitate to open the public-owned data. However, in spite of communication gap between the government and public organizations, Ministry of Government Administration and National Information Society Agency recently planned to accelerate the information disclosure. The study aims to analyze the perception of the public organization for public data utilization and to provide proper recommendations. This research identified mutual weights that the organization recognize in opening and sharing the public data, based on benefit, opportunity, cost, and risk. ANP decision making tool and BOCR model were applied to the analyses. The results show that there are significant differences in perceiving risk and opportunity elements between the government and public organizations. Finally, the study proposed the ideal alternatives based on four elements. The study will hopefully provide the guideline to the public organizations, and assist the related authorities with the information disclosure policy in coming up with the relevant regulations.

As urban function has become diversified and complicated, multifunctional complex facilities to satisfy new functional desires are necessary. Since local autonomy started, many facilities previously run and managed by central administrative agencies are now under management of localities, and functionally, the necessity for governments complexes town to satisfy diverse taste of populace such as creating local community becomes imminent. Analyzing characteristics by space composition factor of the public health center, newly built as part of such governments complexes town and understanding required area of each part, this project is to be used as basic material for construction plan of public health center that is equipped with local characters while devising construction of the public health center in the governments complexes town. Research method is to analyze four public health center facilities located in governments complexes town sites built after 2007, among twenty five public health centers in Seoul, by spatial functions. Also, based on statistical documents of usage of public health center facilities, research over spatial compositional factors and area composition has been conducted. As a result, connectivity between local government building located inside the governments complexes town and public health center and that of spatial composition factor by part, area ratio by part and floor type of public health center are comprehended. Connectivity type of public health centers are divided into horizontal and vertical connectivity and it is found that spatial composition of public health center is compartmentalized into low level, mid level and high level, to make access by users easier. Level type is decided as radial, rotational and combined by hallway connecting facilities.

Individual recognizes knowledge sharing as a transaction action. This transaction occurring in knowledge sharing is considered as a special and complicated transaction derived from employee's relationship rather than a economic transaction. In addition, It is important that knowledge sharing among individuals is established through a closed interrelationship with situation. In this point of view, knowledge sharing can be explained by a social exchange relationship. Therefore, there are two study's purpose as follows. First, The study draws factors affecting to knowledge sharing in the view of social exchange theory. The study reviews factors that are presented at previous social exchange theories and affecting to knowledge sharing focused on organization contingency traits, relationship traits, and individuals traits among individuals in an organization. Second, even though trust and organization involvement is resulted in above affecting factors, most previous studies are mainly examined as the same level to other factors affecting to knowledge sharing. Thus, this paper focused that the above factors affect to trust and organization involvement that affect to knowledge sharing intention. That is, this study presents that when affecting factors mediate trust and involvement, there is a knowledge sharing intention for creating organization knowledge. For the study, 160 government employees are administered for the survey so that the research model and hypothesis are developed. Empirical study shows that in public organizations knowledge sharing affects to relationship traits factors and individuals traits affects trust and organization involvement. Also, it is examined that trust and organization involvement affecting to knowledge sharing intention in such a sequence.

Organizations can experience serious financial and/or reputational losses if business activities are disrupted by an incident of information systems under the current business environment. The loss includes the intangible decline in brand image, customer separation, and the tangible loss such as decrease in business profits. Thus, it is necessary to take proactive initiatives by managing many kinds of risks an organization may have. Therefore, the enterprise risk management has been received a special attention by some advanced private companies, but not many public organizations. This paper describes an approach and some issues when the enterprise risk management was introduced in a domestic public organization.
