In order to balance with supply policy, public housing management and operation policies have been implemented in terms of housing welfare, but citizens have not yet achieved the results that the citizens are experiencing. The purpose of this study is to analysis the residential satisfaction of the including the housing performance through the characteristics of the public housing residents in Seoul. The data used in this study is based on the survey data of public housing panel survey in Seoul (2016). The study method used ordered logistic regression analysis based on the fact that dependent variables appeared as ordered responses. Major research results are as follows. Firstly, housing performance and residential satisfaction may not match. Even though the satisfaction of housing area, type, and management fee is high, satisfaction with residential environment is low if commuting distance, the number of small libraries, and hospitals are small. Secondly, it showed different characteristics of residential environment factors among types of public housing. Rather than focusing on supply, customized supply is needed considering characteristics of public housing types. Thirdly, the policy for public housing needs to be realized by a fair policy on the residential environment. It is necessary to contribute to better housing stability as a customized policy considering the local residential environment.

The identity crisis of preventive medicine appears to have been deepening. As a solution, it is insisted that preventive medicine should focus on clinical preventive medicine. However, in the field of heath policy and management, the better solution should be found in a serious search for visions and perspectives of its study on population and society. In this regard, the specialist who studies the field can be defined as a medical doctor majoring in public health. In this paper, I first forecasted major socioeconomic changes to occur in medical and public health arena and explored the role of those studying health policy and management. Secondly, I summarized their career paths and main activities in order to establish visions. Finally, I proposed curriculums on health policy and management for medical school undergraduates and for specialists majoring in preventive medicine, respectively.

The present study attempted to explore effective scanning and monitoring in process of risk management on agri-marine products distribution policy. The interest public's group interests clash in accordance with theme for issue on marking policy. For executing a better systematic scanning and monitoring on actual affairs of marketing, selecting information personnel, gathering and analysing information, issue and risk management and their valuation with ongoing and simultaneously. Especially, In order to explore effective scanning and monitoring as a model of risk management, the study attempted to analyze within and without environment of marketing, to analyze issue management strategy, to evaluate issue activity for likelihood and impact, risk cycle analysis, interest public's group concerned, grade of interest public's group threatened(power, legitimacy, willingness), rapport(staying close, credibility, meeting expectation). And the study make an ongoing observation progress of subjects, and the serious subjects need have made an close observation. The study suggested to establish friendly relationship between organization and interest public's group, and to regularly accomplish two-way symmetric communication.

개인정보보호법 제정 이후, 개인정보보호를 위한 정책 및 관련된 제반활동이 활발하게 진행되고 있다. 하지만, 개인 정보 유출 사고가 계속 발생하면서 국민들은 개인정보보호에 대한 부정적인 태도를 보이고 있다. 이에 본 논문은 국가 개인정보보호 정책이 국민에게 어떠한 의미로 인식되는지 확인하고자, SERVQUAL 기법을 이용하여 국민의 인식 측면에서 정책의 효과성에 대한 실증적인 분석을 시도하였다. 분석 결과, 국민들은 국가 개인정보보호 정책이 효과적이라고 인식하지만 인식 수준 자체는 낮으며, 신속성, 편의성, 책임성에 대한 정책 효과를 높게 인식하지만 효율성에 대한 효과는 낮게 인식하고 있다. 국민이 만족하는 국민 지향적 개인정보보호 정책으로의 발전을 위해서는 국민의 기대/지각 인식과 효과성 인식 수준이 낮은 사항에 초점을 둔 정책의 개선이 요구된다.

그 동안 정부기관은 소위 대민홍보를 중심으로 하는 일방향적 커뮤니케이션 구성과 방식에 익숙해져 있으며, 이로 인해 정부의 공공정책에 관심을 가지고 이를 이해하고 적극적으로 참여하는 수용자들의 태도가 극히 드물었던 것이 사실이다. 그러나 스마트 단말기의 폭발적인 보급으로 인해 정부기관의 공공정책에 대한 PR 방식이 SNS, 어플리케이션 제작 등으로 다각화되고, 이를 통해 관련 정보에 대한 수용자의 이해도는 물론 참여를 적극적으로 높이는 계기를 맞이하고 있다. 이와 같은 배경에서 본 연구는 정부 등 공공기관이 SNS를 통한 PR 캠페인 활동을 좀 더 효율적으로 구성할 수 있는 방안을 모색하고자 국내 및 미국의 사례를 통해 정부정책 신뢰도 제고를 위한 SNS 전략의 유형과 특징을 살펴보고 이에 대한 함의를 찾고자 했다.

This study aimed to establish the public interest functions of fisheries and fishing villages, which is intended to help introduce and expand the public-purpose direct payment system in the fisheries sector. Firstly, this study looked at trends related to the public interest functions of domestic and foreign cases in similar fields in order to get implications for establishing public service functions in fisheries and fishing villages. Secondly, three criteria were defined for establishing the public interest functions of fisheries and fishing villages. Thirdly, the public interest functions of fisheries and fishing villages were defined through prior research, analysis of overseas cases, and consultation with experts in the fields of fisheries and fishing villages. As a result, the six public interest functions and the 14 detailed functions were defined. Finally, this study established a direction for preserving and improving the public interest functions of fisheries and fishing villages, and presented strategies for achieving them.

공공질서 관리는 형사 사법 제도에서 중요한 부분 중 하나이다. 본 연구는 법적 틀과 정책에 기반하여 영국 잉글랜드와 웨일즈의 형사 사법 기관들의 공공질서 관리 관련 법집행 형태를 평가하고자 한다. 질적 인터뷰를 통해, 다음의 4가지 주제를 발견하였다. (1) 집회시위권에 대한 강조, (2) 공공질서 관리에 대한 경찰 법집행 형태, (3) 경찰/검찰의 협업, 그리고 (4) 비디오 증거의 가치. 이러한 결과를 토대로 몇 가지 법적, 정책 및 법집행 관련 함의가 도출되었다. 이러한 함의는 경찰과 검찰의 협력뿐만 아니라 경찰의 전략적, 운영적, 전술적 개입에 관한 다양한 측면을 포함하고 있다. 잉글랜드와 웨일즈의 형사 사법 제도의 맥락은 한국과 다르지만, 일부 법집행 형태와 우수한 점은 한국적 맥락에서도 고려될 수 있을 것이다. 본 연구는 형사 사법 정부 기관간에 법률, 정책 및 법집행이 전체론적으로 조정되고 접근될 수 있다면 더 많은 효과를 얻을 수 있다고 제안한다.

Since the economic crisis in 1997, the Korean government has implemented a number of reforms in order to eliminate inefficiencies in both private and public sectors. One of the reforms made in the public sector was to lower the retirement age of teachers from the original age of 65 to that age 62. The ultimate aim of this compulsory policy was to improve the quality level of education by hiring many young teachers instead of senior teachers. It was made based on the calculation that by lowering the retirement age by three years, the government can hire three young teachers with the saved wages. However, this policy has brought an unexpected result; the imbalance between the supply and demand for teachers has become a much more serious problem in Korea's elementary education system The purpose of this study is largely twofold; First of all, it aims to identify the scope of imbalances occurred in the supply-demand system of elementary school teachers in a region of the nation, and also to find out why such imbalance occurred. Secondly, the purpose of this study is to experiment with feasible policy alternatives and their effects on the system and to suggest some resolutions on the imbalance.

Underserved area is a region that has a lack of healthcare resources. In the context of Korea, however, there are not enough detailed criteria for underserved areas. In this study, we aimed to develop indicators for underserved area through Delphi technique. We systematically reviewed the existing measure of underserved area. Sixty indicators were extracted as candidates across four domains in secondary medical care. Four domains are demand, medical resource, quality of care, and health outcome. To develop indicator, two round Delphi survey was conducted among 15 professional experts such as professionals and public administrators. In conclusion, 2 final indicators (accessibility, medical utilization) was determined as an appropriate measure in order to designate underserved area for secondary medical services. Using our criteria from Delphi technique, 36 areas were found as underserved areas for the secondary medical care.

90년대에 들어서 국내에서는 많은 지리정보 사업이 실행되고 있다. 바로 이 시점이 지리정보 사업의 여러 가지 기술개발과 적용, 지리정보 사업의 공공 정책적 접근방법 및 연구가 필요한 시점이라고 본다. 본 연구는 공공기관에서 시행되는 지리정보 사업에 대한 정책적 중요성을 검토하고 정책 분석적 측면에서 사업은 어떻게 평가되어야 하며, 어떤 내용들이 어떠한 절차와 단계를 거쳐 검토되어야 하는가를 연구한 것이다. 이러한 정가와 분석을 위해서 '비용편익 분석'을 하나의 분석방법으로 제시하면서, 이 방법이 지리정보 사업을 평가하는데 어떠한 장정과 단점을 갖는지를 연구했다. 주요 이점은 자료 분석의 용이, 지도 출력 및 수정 변경의 비용 절감 등이 유형의 이점으로 볼 수 있는 반면, 저리정보의 질적 향상과 보다 정확한 지리정보의 관리 및 운영, 의사결정지원 등이 무형의 이점으로 나타났다. 그러나 이러한 이점들은 지리정보 사업 시행 이전의 비용편익 분석에서 효과적으로 분석될 수 있는 부문이 있는 반면, 무형의 이점들은 여전히 비용 편익 개념에서 제대로 파악될 수 없는 경우가 있다. 이러한 문제점들은 향후 연구 과제로써 일반적인 계량적 평가 방법과 아울러 질적인 무형의 이점까지도 평가할 수 있는 다양한 분석 방법 및 평가 수단의 계속적인 연구가 필요하다.
