미래 보건문제 발생에 대응·대비를 위한 역학조사관제도 개선방안 (Improvement of Epidemiology Intelligence Service Officer Program for Preparedness and Response against Future Health Issues Included Communicable and Non-communicable Diseases in Korea)

  • The development and management of epidemiology intelligence service (EIS) officer with more specialized competence to cope with and prepare for health threats, including pandemic of emerging and re-emerging infectious diseases, is a high priority policy issue in Korea. First of all, we need to establish the training goal of EIS officer. It is necessary to establish manpower training and management system with at least three tiers including quantitative and qualitative targets. Second, at least 50% of all EIS officer must secure a physician and secure expertise and competence for epidemic. Third, for the ultimate purpose of EIS officer, the establishment of a public health expert should expand the scope of epidemiologist's work to health and medical care, occupational environment, and various disasters. Fourth, it is essential to expand the epidemiologist training and education program to the level of advanced countries. Especially, the training course should be expanded at least twice of current times. Fifth, it is necessary to independently install and operate the 'EIS Officer Training Center' as a mid- and long-term goal. Stewardship and governance are secured with the organization, personnel, etc. that can fully manage the planning, management, and evaluation of the EIS system. In the future, it will be necessary to establish a systematic and phased operational base of education and training programs for EIS officer, and establish a sustainable implementation system for strategy development. In addition, it is urgent to revise the guidelines for training public health professionals and strengthening competencies, and for establishing professional educational institutions.

항공기내보안요원제도의 발전 방안에 관한 연구 - 미국 연방 Air Marshal 제도를 중심으로- (A Study on Developmental Plan of In-Flight Security Officer in Korea - Focused on U.S. Federal Air Marshal Service -)

  • 이 연구의 목적은 최근 항공기내 불법방해행위의 증가추세와 IS(Daesh)의 테러위협 등으로 항공보안이 위협받는 상황에서 항공기내 보안을 책임지는 항공기내보안요원제도의 문제점을 확인하고 그 개선책을 제시하는 것이다. 이를 위해 언론보도 및 법령에서 발견된 항공기내보안요원제도의 문제점을 기반으로 미국의 연방 Air Marshal 제도와 국내 유사제도를 기반으로 그 정책적 제언을 제시하였다. 정책적 제언은 첫째, "항공운송사업자의 항공기내보안요원 등 운영 지침"의 개정 및 "국가기술자격"제도에 관련 자격증을 신설 방안, 둘째, 항공기내보안요원의 국가공무원화 방안, 셋째, 청원경찰제도 활용 방안으로 구분된다. 이 연구는 항공보안 관련 정보에 대한 접근성의 제한이라는 점에서 연구의 한계를 보이지만, 2017년 문재인 정부의 "국정운영 5개년 계획" 상의 "공공부문 일자리 창출"과 "국가의 공공서비스 강화", "안전사고 예방 및 재난 안전관리의 국가책임제 구축" 등 국정과제와 그 괘를 함께 한다는 점에서 시의성을 지닌다는 점과 관련연구가 많지 않으므로 향후 항공보안 관련 논의를 이끌어 갈 수 있다는 점에서 에서 그 연구의 의의를 지닌다.

  • 데이터 활용이 점점 중요해짐에 따라 민간 기업뿐만 아니라 공공기관에서도 데이터 활용 활성화를 위해 많은 노력을 기울이고 있다. 그 중에서도 데이터책임관 제도는 데이터 정책을 담당하는 조직의 각 부서의 기능을 조정하여 정책 목표를 달성해 나가는 추진체계인 데이터 거버넌스의 핵심 요소이다. 데이터기반행정 법이 시행됨에 따라 국방부를 포함한 모든 공공기관이 데이터책임관을 지정하였지만, 아직 도입 초기임에 따라 실질적인 역할을 하기에는 역부족이다. 본 연구에서는 현재 국방부에서 추진 중인 국방데이터책임관 제도 운영 현황을 점검해보고, 실질적인 역할을 하기 위한 발전방안을 제시한다.

Bureaucratic Corruption in Korea: focused on Police Officer

  • The nation is currently deeply dissatisfied with the corruption of power. The incumbent government promised to create a fair society without fouls and privileges. However, the public is deeply distrusted by the prosecution's investigation of the justice minister. Korean society has very low national integrity due to corruption in public offices. In the past, corruption in public offices was mostly corruption in the form of livelihood, but it has now turned into corruption in power. This paper looks into the concept and theory of corruption in public office and tries to find alternatives.

  • China's Marine Industry are growing up gradually as China's economy has advanced. Also China's Sipping Industry has been advanced. China Sipping Company is going to become a top 5 of world marine industry. China's Marine Industry has supervised and controled a manager under the mechanism of market economy. China's Marine Industry has been changed from the state-owned marine enterprise affected by government and government has effected on the formation of the board of directors and manager. So, the supervision function of the board of directors was reduced. The executive' role is emphasized when possessing the state-owned enterprise through disposal or auction, or when inducing the participation of foreign attraction. It is desirable for the Chinese director and officer to prepare for the claims internationally due to the international economic actions, , westernization of the public's consciousness about the compensation for damage followed by the increasing national income, and to prepare the increasing demand of cases due to increasing lawyers.

입학사정관 심사시간과 전형효과에 대한 동태적 분석 (A Dynamic Analysis on the Relation between the amount of Review Time and the Effectiveness of the College Admission Officer System)

  • In this paper, it is examined how the amount of review time per applicant to a college admission officer system is connected with the performance of the selected students after they enter the college. About five years ago, college admission officers system has been introduced to Korea as a government policy. Thus, for most Korean college, there is not enough number of admission officers, while it takes substantial time to find out whether an applicant has potential ability or not. Thus, it is required to find out some policy alternatives to solve this discrepancy. In this paper, a simulation model is built using System Dynamics theory and simulated to understand the relation between the amount of review time and the performance of the selected students. Finally, some implications and policy suggestions are derived from the simulation results.

신임공무원의 성격특성이 학업소진에 미치는 영향에 대한 연구 (A Study on the Effects of Personality Characteristics of A New Public Official on Academic Burnout)

  • 공무원은 국민의 봉사자로서 국민의 안전은 경찰이 담당하고 있다. 특히 3면이 바다인 우리나라의 해양 안전은 매우 중요하다. 해양이라는 특수성과 위험성으로 인해 해양경찰의 교육은 매우 중요한 요소이다. 특히 신임 교육과정은 재직하는 동안 직무와 연결되기 때문에 교육 성과와 관련이 있는 요소는 더욱 중요하다. 이 연구에서는 신임해양경찰공무원 200명을 대상으로 성격특성과 학업소진의 관계를 살펴보았다. 연구 결과 성격특성 5요인 중 신체적 고갈에 영향을 미친 요인은 외향성 요인, 신경성 요인, 정서적 고갈에 영향을 미친 요인은 외향성 요인, 신경성, 냉소주의에 영향을 미친 요인은 신경성과 개방성 요인, 성취감 저하에 영향을 미친 요인은 외향성 요인, 신경성 요인, 성실성 요인이었다. 특히 학업소진에 가장 큰 영향을 미치는 성격특성 5요인은 신경성으로 나타났다. 신임해양경찰공무원의 교육적 만족과 효과를 위해서는 신임해양경찰공무원의 심리적 여유와 스트레스 최소화 방안이 필요하다.

Work-Family Conflict, Depression, and Burnout Among Jail Correctional Officers: A 1-Year Prospective Study

  • Background: Correctional officers (COs) experience elevated rates of mental and physical ill-health as compared with other general industry and public safety occupations. The purpose of this study was to investigate demographic, mental health, job tenure, and work-family characteristics and their prospective association to burnout within and between jail officers during one year of new employment. Methods: In 2016, newly hired jail officers (N = 144) completed self-reported surveys across four time points in a one-year prospective study at a Midwestern United States urban jail. Linear mixed-effects and growth modeling examined how work-family conflict (W-FC) and depressive symptoms relate to perceptions of burnout over time. Results: Jail officer burnout increased and was related to rises in W-FC and depression symptoms. Within-person variance for W-FC (Bpooled = .52, p < .001) and depression symptoms (Bpooled = .06, p < .01) were significant predictors of burnout. Less time on the job remained a significant predictor of burnout across all analyses (Bpooled = .03, p < .001). Conclusions: Results from this study indicate that burnout increased during the first year of new employment; and increased W-FC, higher depression, and brief tenure were associated with burnout among jail COs. Future study of correctional workplace health is needed to identify tailored, multilevel interventions that address burnout and W-FC prevention and early intervention among COs.

  • As the nation is moving into the 21st century, the fundamental challenge facing local health departments in the United States is to improve the quality of peoples lives by preventing disease, injury, and disability through collaboration with public and private partners. During this century, life expectancy in the United States has increased remarkably from less than 50 years at the turn of the century to 79 years for woman and 72 years for men (CDC 1999; Bunker et al. 1994). Major portions of this gain can be attributed to advances in public health. (omitted)
