The Effects of Emotional Labor Level on the Level of Job Satisfaction and Library Information Service Provision in Public Library Librarians (공공도서관 사서의 감정노동수준이 직무만족 및 도서관정보서비스 제공수준에 미치는 영향)

  • This study aims to investigate the effects of emotional labor level on the level of job satisfaction and library information service provision in public libraries. The research model used emotional labor levels as an independent variable; job satisfaction and level of library information service provision as a dependent variable; and organizational culture as a control factor. The data were collected randomly from 220 librarians of public libraries in Seoul by distributing and collecting internet surveys. Reliability analysis, correlation coefficient analysis, multiple regression analysis, and regression analysis were performed using the SPSS 18.0 program. The statistic hypothesis test results of this study can be summarized as follows. First, public library librarians did not like to express their emotions to users, trying to express their emotions more positively than what they were actually feeling. Second, although librarians experience emotional labors, they feel a sense of achievement when undertaking their tasks and develop pride and happiness in their work. As librarians perceive their work professional, they overcome emotional labors, and have pride in their work. Third, although librarians experience emotional labors, a reasonable job evaluation with goals, and their relationships with colleagues would lead to accomplishment in their work. In addition, although the evaluation of employees is focused on performance, librarians improve their service if library users are satisfied with their service and the services are provided adequately.

Exploring the Motivational Use of Special Libraries from a User's ARCS Perspective (이용자의 ARCS 관점에서 본 전문도서관 동기적 이용 탐색)

  • This study reports on the motivational use of special libraries from a user's perspective that investigated four motivational components: attention, relevance, confidence, and satisfaction (ARCS) of the library users. Even though special libraries received relatively little attention compared to public libraries, special libraries could fill the niche of public libraries for the special and specific needs of the community in the current library environments in South Korea. Qualitative data were collected through individual interviews and forty people participated in the project. The findings of this study show the four themes (ARCS) that users need motivation as a way to start using a special library, thereby staying focused and revisiting the library. It is possible that the ARCS model will contribute to the implementation, application, and practice of both special libraries and their services in the library environment. The results are expected to expand our knowledge on the motivational ARCS use of special libraries and to serve as basic data when designing motivational strategies and plans of the systems for special libraries.

Communication Model for Digital Library in the CMC Environment (CMC 환경에서 디지털도서관의 커뮤니케이션 모형)

  • The digital library operated in the environment of computer-mediated-communication offered new successful alternative plans for the field and communication methods of the information services that have been provided by the traditional library and this causes the traditional library to move to the new paradigm. In this situation, the information services of the digital library raised the necessity for the communication channels that would cope actively on the spot and for the extention of information services that would supply an unspecified number of the general public with a considerable extention of information services that neglect time and space. This study looked into the communication channels in general for interactions between the digital library and the users in the environment of computer-mediated-communication and observed patterns of communication chennels that the digital library could supply. For the development of the communication model in the digital library, the study presented the communication model for effective information services.

A Study on Selecting Contractor in Local Government's Contracting out of Public Libraries (공공도서관의 수탁자 평가요소에 관한 연구)

  • Contracting out became popular in the public library sector since the early of 2000s. It is expected to lower cost of service provision, improve the quality of service provision, better timeliness of service through the discipline of the market and open competition. In practice the expectation was questionable. The numerous failures indicate either poor contract specification or unsuitability of the chosen contractor. The study analyzed 3 case studies of local governments where the entire entity of the public libraries service were decided contracting out and developed 5 criteria and 18 specific evaluation items as alternative evaluation structure. This evaluation model is expected to help to choose a suitable contractor in pubic library management.

A Study on the Effect of Public Library Managers' Communication Styles on Employees' Empowerment, Job Satisfaction, and Life Satisfaction (공공도서관 관리자 커뮤니케이션 유형이 직원의 임파워먼트, 직무만족, 생활만족에 미치는 영향)

  • In this study, a research model was designed and verified in order to determine whether the communication styles of public library managers affect employees' empowerment, job satisfaction, and life satisfaction. A survey was conducted among employees of four public libraries in the Gyeonggi region and 24 libraries in Seoul, and 229 valid responses were analyzed. The analysis revealed that authoritative communication style influenced employees' job satisfaction, while social communication style influenced their empowerment. Additionally, employees' empowerment impacted their job satisfaction, which in turn affected their life satisfaction. This implies that job satisfaction and life satisfaction of the employees can be achieved after communication and empowerment were well established within the organization. This study is meaningful in suggesting an effective management direction for strengthening the essence and foundation of public libraries by examining the theoretical significance and implications of the research result. This study also suggested that in the future, another research should be conducted based on a variety of characteristics by integrating the different communication styles of researchers.

A Study on the Effective Services Model for Disabled Users in University Libraries (대학도서관의 장애인서비스 제공방안에 관한 연구)

  • There has been almost studies focused on public library in the provision of the use and needs of library services for persons with disability. However, the number of disabled students are rising steadily in university library. So university libraries must make reasonable efforts to give disabled people the same access to information, programs and resources enjoyed by those who are not disabled. The study result showed that despite most university library already is recognized the necessity offering service for disabled, however, due to lack of understanding of services for disabled, legal standards rather than to have made only partial support to them. Therefore, librarians for the disabled in every sector(library-related organizations, groups, and association) have to play an important role in policies and financial support them. Also, active guidance and public relations about library services, improvement of accessibility for the disabled by using homepage, and the arrangement of librarians for the disabled and education for them should be supported for improving library services for the disabled student.

A Study on the Cooperative Library Service Network for the Disabled Persons in Korea (도서관 장애인서비스 협력망 연구)

  • There are more than 2 million blind and partially disabled people in Korea. They need access to books and information for all the same reasons as non-disabled persons: for lifelong learning, for social activity, for leisure, and to play a full part in society. In considering these realities, this paper has suggested the various strategies and plans to build and operate a cooperative library service network for the disabled persons. In addition, author commented on the subsequent actions for implementing the cooperative service model.

IT Service Management Model Based on Unified Process for Public Sectors (공공기관을 위한 UP기반의 정보기술서비스관리모델)

  • With the improvement of the Information Technology and the change of the business environment, the dependency of business on the Information Technology shows sharply increase. The Information Technology, however, is centered on the support of the technology viewpoint and thus the influence and effect of Information Technology on the business is hardly analyzed. The information system, therefore, requires not only technology-centric support management but service-oriented and systematic introduction of Information Technology Service Management(ITSM). The domestic ITSM market is currently expanding into variety of industries like finance, telecommunication, manufacturing and public service and at the same time the consequent reconstruction process of information system is continuously under way so as to qualify for the ISO 20000 certification. Especially the public organizations rapidly adopt the ITSM, in order to improve the quality of public service together with a goal of realizing the electronic government and of managerial innovation. The existing ITSM still, however, shows the tendency of depending only on the system construction and the management on the visible requirements whereas the overall process is not likely being improved. Hence, this study suggests, focusing on the life cycle of service, the model of ITSM based on Information Technology Infrastructure Library(ITIL) v3 which is appropriate for the public service. We expect, as stated in this study, that our ITSM model shall be widely accepted to the public agencies who promote the advance campaign by setting up the ITSM or reconstructing the existing process.

A Study on Improvement of Library Cooperation of the Public Libraries in Korea (공공도서관 협력업무 개선방안에 관한 연구)

  • The purpose of this study is to investigate what fields of library cooperation system should be resolved and to find out a resolution. A survey are used for research method. The contents of survey is about operating performance and main obstacles of cooperation among other libraries. The results show that most of respondents estimated need of cooperation among libraries and operating performance of cooperation was poor. The system needs to be changed. The problems are insufficiency of budget and personnel. two different types of operating body, insufficiency of standard and committee for cooperation system, delayed speed of integrated retrieval system, limitation of sharing of information about users, insufficiency of user's and librarian's recognition of cooperation system. This study proposes improving method through developed model on cooperation system.

A Study on the Development of an Online Information Literacy Instructional Model for Elementary School Students in Public Libraries (공공도서관의 초등학생 온라인 정보 리터러시 교육모형 개발연구)

  • This study focused on the fact that limitations of implementing school-centric models and standards of information literacy construction. This study was conducted with the purpose of developing and validating an instructional model to effectively design and practice online information literacy instruction for upper elementary school students based on a public library. Through a review of prior literature and analysis of current status and cases, a primary model was developed including the definition and area of information literacy, learning stages and activities, conceptual and procedural model, and teaching and learning plan. In addition, the first and second expert surveys were conducted to evaluate the internal validity of the model. The final model was derived by synthesizing and converging the collected opinions. As a result of the study, the final model consisted of 7 areas: 'Information literacy concept', 'Instruction component area', 'Conceptual model', 'Procedure model', 'Design principles and detailed guidelines', and 'Learning Steps and Activities' and 'Teaching and Learning Plan'.
