The purpose of this study was to examine the reason and value system of the elderly people on the public library use in Korea. For the purpose, a questionnaire survey was conducted for elderly aged over 60, from 15 public libraries in Seoul from October 29 to October 10, 2018, and 306 valid responses collected were analyzed. The value system is based on the Means-end Chain (MEC) Theory, and the linkage between the attributes, consequences, and values of public library use is figured out as a value hierarchy. As a result, the most frequently revealed value system was 'reads or borrows books (attribute) ${\rightarrow}$ gets new knowledge (consequence) ${\rightarrow}$ satisfies oneself (value).' For the value reached by using the public library, both groups answered that their satisfaction, achievement, fun, pleasure, and vitality. However, the elderly aged 65 and over additionally felt that public libraries are good for their mental / physical health. The results showed that the elderly people using the public library feels the traditional functions of the public library as the main attribute, and the public library could provide the elderly people with contribution to the lively old age.

The identity of public libraries in Japan is a social education institution under the 「Social Education Act」 and the 「Library Act」. For these identities, the local government's board of education has operated and managed public libraries, and some have managed by the Management Outsourcing System to public organizations. Then, in 2003, the 「Local Autonomy Act」 was revised to introduce the Designated Manager System in form of administrative disposition, and expanded the scope of application to private institutions and organizations. As of the end of 2018, 18.0% of public libraries introduced the DMS, but the pros and cons surrounding it are sharply opposed. This study outlined the overall status of the DMS and the introduction of public libraries, and critically reviewed major issues. As a result, As a result, there was much controversy over the expected cost reduction, service improvement, employee professionalism, business continuity, and cooperation network establishment when DMS was introduced. The reasons were due to downsizing-based personnel management, contract-oriented employment, short periods of designation, lack of multiple competitive markets, and declining service capabilities of irregular workers. The public library is a knowledge and cultural infrastructure that enhances human values and social dignity based on faithful collection and active service, and is a local public goods that emphasizes non-exclusion and non-competitiveness. Given the increasing number of cases in which public libraries are recently contracting out to cultural foundations in Korea, DMS is not a fire across the river. We need to be wary of the possibility that Japan's unbearable institutional lightness will be applied to public libraries in Korea.

Children's literature has a significant impact on children's intelligence and emotional development. The interest in children's literature is increasingly growing with the expectation of the award winning books and the educational values of children's books. Although the interest has brought about a quantitative increase in the domestic children's books, it has difficulty selecting high-quality children's books among various books. In such an environment, the Children's Literature Award will provide an authoritative source of choice, which will help guide the selection of quality books to those who want to read children's books. In addition to this trend, the library should check the status of winning works and incorporate them into new collection development policies. The purpose of this study is to present the direction of the library book development policy of the public library. For this purpose, 10 public libraries in Seoul, Korea were selected and analyzed quantitatively and qualitatively through the collection status of the children's literature winning books, loan status, turnover, Bonn's use Factor, and Trueswell's 80/20 rule. Based on the results of this analysis, we would like to suggest some issues to be reflected in library development policy of the future.

The purpose of this study was to assess the performance of Korean public libraries based on the national representative sample using Vakkari and Serola's (2012) public library outcome scale. Conducting a web-based survey to 1,000 Korean adults nationwide, the responses of 629 respondents who had visited the public library in the past year were analyzed. Results showed that, among the 19 benefit areas, "reading fiction and non-fiction" was the most perceived benefit area followed by "acquiring educational opportunities", and "self-development during leisure time". The benefits were considerably lowly perceived in the rest 16 areas. Different from the original four-factor structure, "reading/self development" were emerged as a new factor in this Korean sample. The benefits were perceived differently by citizens with different socio-demographic backgrounds. Results informed the current status of the public library performance and values perceived by the general Korean adults population across the nation.

This study generated primary data for supporting the place branding as a part of the library advertising and marketing strategies to increase public library visits. The literature review enabled the use of the place branding concepts to discover the relationships among the constituent parts, factors, expected outcomes, and loyalty, then to develop the research model and the hypothesis, which were verified using the Structural Equation Model. There were 34 research hypotheses, of which 21 were adopted. The place image factors such as library reliability, library reciprocity, and library safety were found to be significant. This study derived social contribution value as new place value and place image factors as the potential brand image of public libraries. It helped select the place image factors that best fit the local library's core values (i.e., place value). This study is meaningful because it is a fundamental study to introduce place branding in public libraries as an advertising and marketing strategy. And it is expected that public libraries will grow into high-quality brands with high awareness, loyalty, and secure leadership in the local community.

The purpose of this study is to suggest the usability of collection evaluation methods for collection development policy in public libraries. To achieve this purpose, this study applied Bonn's Use Factor, Turnover Rate of Collection, and Trueswell's 80/20 Rule to actual circulation data of the Gwangjin District Public Library in Seoul during last ten years. This study added practical meanings and values in collection evaluation through the analysis of total holdings and subject classes. Main items of analysis are the rate of use to total holdings and to holdings in specific subject classes by year, and the rate of core collection circulation by year. The results show relations between the rate of use and library's performance through the analysis of the rate of use both total holdings and subject classes. The results also figure out user's patterns and library appraisal of community users through the analysis of circulation data. In addition, the analysis of core collection gives a good basis for an effective collection development policy.

The childhood reading and physical environments are an important factor for shaping personality and values established. Therefore, We have to provide a quality environment for correct reading habits to children. the purpose of this study is to provide a basic interior data through the analysis of case study. for this purpose this study has analyzed of 5 children's reading room of public libraries built in Seoul since 2000. especially the research which it analyzed these reading room of forms of space, furniture, color, finish material, lighting. the results of this study are follows : Chairs and desks were not considered of children's scale or uniformly made. compositions of convenient facilities has insufficient component. finish material and lighting plan is similar to adults reading room plan. To give correct reading habits and interest to children, considered space design is necessary.

This study intends to make a comprehensive inquiry about the appropriateness of library cataloging in Korea. Emphasis was on analyzing how both reasonable and systematic library cataloging process and method are as the central axis of library operations. To the md this study examined U.S. libraries' cataloging principle and practice with the case of 2 research libraries and 2 public libraries in Washington state. The focus was on investigating their values and philosophies about library cataloging. The result of this study is expected to be useful in preparing the strategies to overcome the problems and limitations in cataloging practices of Korean libraries.

The purpose of this study is to find out the factors that affect the 'public librarian servant's' Collective Self-Esteem (CSE) in Korean relation-oriented collectivism. The research was organized into a research model by setting up a hypothesis on the impact relationship the between the group Collective self-esteem, the work environment factors and cognition of Superior institution of the Public librarian servant. The relevant data collection was conducted for public librarian servant working in public libraries nationwide through the method of survey. From April 3, 2020 to May 14, 2020, it was conducted for Public Librarian Servant in public libraries nationwide with Civil Service System, Office of Education, Ministry of Culture·Sports and Tourism based on responses for 301 Public Librarian Servant from 559 institution. According to the analysis, the cognition of the superior institution of Public Librarian Servant influences the cognition of Collective Self-Esteem among the sub-factors of Collective - Self - Esteem of Collective Self-Esteem. This study is meaningful in that 'Public Librarian Servant' who was treated as an individual entity in the study of Library and Information Science study, as being has relationship with various groups and is dealt with multi-dimensionally in Korean relation-oriented collectivism culture. Research suggests that when Public Librarian Servant exist as one of the subordinate organizations to vast Civil service system, it suggest that Public Librarian Servants should find out a balance for improve their relatively low social values.

This paper classifies the main directions of public diplomacy as 'sender-centered public diplomacy' and 'receiver-centered public diplomacy' and attempts to conceptualize them in the initial stage. In the process, the paper evaluates the specific cases and performance of 'receiver-centered public diplomacy' for posts uploaded by the U.S. Embassy in Seoul on SNS (Facebook) over the past year in 2021. Receiver-centered public diplomacy aims to win the favor of foreign citizens by introducing and experiencing the culture and specificity of the other country. As a result of the analysis, the U.S. Embassy in Seoul is striving to win the favor of the Korean people by directly introducing and experiencing Korean major issues and trends as well as Korean traditional culture such as kimchi and traditional liquor. Furthermore, it can be seen that the values and policies pursued by the United States are effectively promoted through this method. Korea's public diplomacy, which is still in the 'sender-centered', needs to establish a more effective strategy by referring to the case of the United States.
