Automatic Methods for Selecting Comparative Standard Land Parcels Using Spatial Multicriteria Making Rules (공간 다기준 의사결정 방법을 이용한 개별공시지가 비교표준지 선정)

  • Currently, selecting comparative standard land parcels for evaluating individual public land price is done by cadastral officers manually. Due to the amount of land parcels to be evaluated in a short period of time and the subjective methodology adopted, the results are not satisfactory and affect the final individual public land price evaluation. This study aims to develop, implement, and test a new automatic and objective methodology for selecting comparative standard land parcels using spatial multi criteria decision making rules. We conclude that spatial multiattribute decision making rules perform very well in this kind of problem and especially an AHP based method is highly appropriate for this purpose.

A Study on the Problem and Improvement Plan of Management of Public Land Parcels (국공유지 필지 관리의 문제점 및 개선 방안)

  • This study analyzes the status and problems of current parcel management in the public land, and it suggests measures for improvement based on the analysis. For this, it looked into the status and problems of the public land's parcel management. One of the major problems was that the number of parcels was continuously increasing due to insufficient parcel management. The study found that the number was increasing every year by 128,520 parcels on average as of 2008. It also found that there was also non-coincidence between the status and the land use conditions in the cadastral records. An increasing set of minute parcels (minute polygon) has appeared because of these outstanding issues, and these errors have been included in the statistics survey on parcels, negatively influencing the credibility of the data. This study suggests ways to improve these issues including reduction in the number of parcels through annexation, enhancement of credibility of cadastral information through cadastral confirmation survey, and registration and management of public land parcels in consideration of the current status.

The Compensation Cost Analysis of Parcels for Land Alternation according to Occupation Ratio to Road (도로 편입률에 따른 토지이동 대상필지 보상비 분석)

  • Recently, many civil appeals have been occurred in land management work because of discord between cadastral records and actual land use pattern. it is important to select parcels for land alternation exactly using land information and to evaluate compensation cost according to scenarios for advancing this problem. This study operated GIS spatial overlay based on serial cadastral maps and actual-width of the road and analyzed the number and area of the parcels for land alternation by the land classification and ownership applying fuzzy membership function according to occupation ratio to road. Also compensation cost was calculated according to scenarios using individual public land price information of the parcels for land alternation and was arranged by district as Eup and Myeon according to land classification and ownership. This study can efficiently support the work of the parcels for land alternation complying with the financial condition of local government, by supplying compensation cost according to scenarios to the parcels of land alternation by district as Eup and Myeon.

Calculation of Compensation to Parcels for Land Alternation Considering the Range of Adjoining Zone to Road (접도구역 구간을 고려한 토지이동 대상필지 보상비 산정)

  • The parcels of land alteration by existing manual work was very inefficient in terms of time and costs. Especially it caused many difficulty in estimating compensation since the work didn't take into account the range of adjoining zone to road. This study selected Gimje City of Jeollabuk-Do as a study site and could analyze the numbers and areas of parcels of land alteration considering the range of adjoining zone to road based on cadastral maps and wide road layers from new address system. Also this study applied a fuzzy membership function according to occupation ratio to road, and analyzed compensation by the range of adjoining zone to road using individual public land price information of the parcels for land alternation. Especially, the change aspect of public and private parcels could be investigated by the range of adjoining zone to road according to the fuzzy membership function. And this study could provide very efficient data in determining the priority of the parcels for land alternation through calculating compensation of the parcels for land alternation by Eup Myeong Dong according to the range of adjoining zone to road.

An Empirical Study on Introduction of Annexation Survey for Efficiency of Public Land Management (국공유지관리 효율화를 위한 합병측량 도입의 실증 연구)

  • According to the Korean Statistical Information Service(2019), the number of public land in Korea is 10,734,439parcels and 33,395㎢, accounting for 33.2% of the land area. In the meantime, the central government and local governments have been promoting the efficiency of public land management through annexation, but if the scale of cadastral record is different or the public land is registered in different types of cadastral maps, it is impossible to annexation and it is a major obstacle to the efficiency of public land management. As a way to solve these problems, the annexation method accompanied by survey was presented and the effect was analyzed. As a result, the number of parcels to be managed decreased by 91.7% and 99.6% of the actual survey cost was reduced despite the expenditure of only 54.9% of the existing method. It was found that the annexation survey of the public land, which are clustered by connection, can ultimately contribute to the efficiency of the public land management by newly establishing the indication of the public land. In the future, we hope that follow-up research on the public land management based on cadastral surveys will be conducted in various and in-depth ways.

Analysis of Land Use Change within Four Major River Areas Using High-Resolution Air-Photographs: The Case of the Nakdong River Basin (고해상도 항공사진을 이용한 4대강 하천구역 내 토지이용변화 분석 - 낙동강 유역을 사례로)

  • Landuse changes and cadastral information error categories in the four major river areas were analyzed for the use of policy data as cadastral re-arrangement of national and public lands would be required, using high-resolution air-photographs and cadastral maps before and after the river development. The study sites were the river areas of 40km around four dams of the Nakdong river where their landuses were changed most. As the results, national and public lands reached 79.9% of land parcels and 93.3% of land areas of the study sites similar with those of the four river areas, 84.3% of land parcels and 85.5% of land areas. The landuse classification of the study sites before the four river development was consisted most of 'river'(71.6%) and 'rice field'(12.3%), but after the development the 'river' was reduced to 42.7% and 'park area'(19.6%) including sport fields and 'mixed lots'(20.8%) were increased. Also, 86.7% of land parcels before the development could be reduced after the development if administrative districts and land ownerships were not considered. Cadastral information error categories can be found as cadastral polygon missing, polygon overlap, location and boundary non-coincidence, small polygon generation, and non-coincidence between cadastral boundary and river boundary. Landuse change monitoring method using air-photographs will be useful to analyze landuse state through fast information aquisition and to manage properties of national and public lands such as river areas.

Analysis of the Impact LEED-NC Criteria on Appraised Unit Land Value

  • In recent years, LEED-NC (Leadership in Energy and Environmental Design for New Construction) has become one of the most widely adopted environmental certification systems in the United States. However, according to some researchers, the adoption of the LEED-NC is perceived to add to construction cost and duration compared to conventional building standards. Therefore, it is necessary to examine the economic benefits of LEED-NC to consider how it can be applied worldwide. This study focuses on the impact of LEED-NC on the appraised unit value of parcels in San Francisco County based on the number of LEED-NC Public Transportation Access (PTA) qualified buses, light rail and commuter rail stops, distance to the closest bus, light rail and commuter rail stops, zoning class and parcel size. As a population of interest, San Francisco County was chosen since it is known as a region with well-organized transportation systems including bus, light rail and commuter rail systems. According to the correlation results, this study shows that the appraised land value is significantly affected by LEED-NC PTA, and is correlated to a higher appraised unit value of land parcels.

  • The selection of comparative standard parcels should be objective and reasonable, which is an important task in the individual land price appraisal procedure. However, the current procedure is mainly done manually by government officials. Therefore, the efficiency and objectiveness of this selection procedure is not guaranteed and questionable. In this study, we first defined the problem by analyzing the current comparative standard land parcel selection method. In addition, we devised a decision tree-based method using a machine learning algorithm that is considered to be efficient and objective compared to the current selection procedure. Finally the proposed method is then applied to the study area for evaluating the appropriateness and accuracy.

Determining Key Ecological Indicators for Urban Land Consolidation

  • Urban land consolidation, which is to reform land parcels to remove fragmentation and produce ideal blocks, is an effective means for urban renewal. Successful urban land consolidation brings out great benefits to the city officials as well as general public, such as improved city image, increased land value, and more effective land use. However, urban land consolidation can be detrimental to environment, especially in the ecological aspects, while the execution of land consolidation has been focused solely on development for the sake of human benefits. To remove negative effects of urban land consolidation to the ecological system, this paper is intended to establish a set of criteria for evaluating ecological impacts of an urban land consolidation plan. Firstly, key ecological indicators are identified using a special group decision-making process called "habitual domain analysis" and then individual weighting of each indicator is recorded by analytical hierarchy process. An urban ecological evaluation model with 4 levels and 23 indicators is thus developed.

A Study on the Application Plan of the Cadastral Resurvey in South Korea Through a Case Analysis of the Japanese Private-Public Boundary (일본 관민경계 사례분석을 통한 우리나라 지적재조사 적용방안에 관한 연구)

  • Since the "Special Law on Cadastral Resurvey" was enforced in 2012, the Cadastral Resurvey Project in South Korea has been promoted in earnest. However, it has been difficult to obtain the following items: a budget for the project, the establishment of land boundaries by increasing/decreasing the area of the parcels of land in the downtown area, the calculation of the adjustment fee, and the analysis of the relationship between the business owner and the landowner in regards to conflicts of opinion. The analysis of Japan's private-public boundary system, which is promoting the Cadastral Resurvey ahead of South Korea, should not attempt to determine complex interests, especially when they are pursuing consensus of the boundary setting portion of the Cadastral Resurvey Project. Therefore, this study shows that there is a need to reduce the number of stakeholders and promote them by using a step-by-step process. The introduction of cost-saving measures for the Cadastral Resurvey through a private-public boundary preliminary investigation is needed. This study suggested the following: link the precision road map construction business using MMS, introduce the preliminary research projects for the Cadastral Resurvey, and gather the important land survey information for the private-public boundary basic survey. In order to establish the utilization base, the researcher proposed linking the downtown area regeneration with the downtown area planning business.
