보건소 직원의 업무에 대한 인지도 조사 (A Study on Duty Awareness of Public Health-Center Workers)

  • 본 연구에서는 보건소 근무자들의 보건소에 관한 인식도, 보건소 조직에 관한 인식도, 업무환경에 관한 인식도, 보건사업에 관한 인식도를 조사하고 보건소의 기능 활성화를 위한 개선방안을 마련하는데 기초자료를 제공하고자 시행하였다. 조사결과 직원들의 보건소에 대한 인식 설문 문항 중 '보건소 조직의 성공을 위하여 노력할 용의가 있다'가 $4.07{\pm}0.75$로 가장 높게 나타났다. 보건소 조직에 대한 인식도에서는 자신이 속한 조직에 대한 인식도는 7점 만점 중 보통 이상으로 나타나 대부분의 대상자가 속한 조직의 임무와 업무에 충실하고 있으며, 업무환경에 대한 인식도는 자신이 일하는 곳이 편안한 장소라고 생각하는 경우가 보통 이상으로 나타났다. 보건사업 중 필요하다고 인식하는 업무는 건강행태개선사업, 방역사업, 맞춤형 방문건강관리사업, 모자보건, 가족보건, 전염병관리사업 등으로 나타났으며, 보건사업 중 불필요하다고 인식하는 업무는 일반진료기능 업무, 증명서 발급 등 행정업무, 각종 민원업무 등으로 나타났다. 향후 보강되거나 꼭 실시되어야 한다고 인식하는 노인보건사업, 고혈압, 당뇨 등 환자등록 관리사업, 건강증진사업 순으로 나타났다.

노인의치보철사업 참여 치과의사의 참여 만족도와 사업개선방안에 대한 연구 (Survey on the effect of government paid denture project by the participating dentists)

  • Few reports regarding the effect of government paid denture project for low-income elders evaluated by the participating dentists are available despite the project was launched in 2002. Thus, this study investigated the effect of the project evaluated by the participating dentists and suggested public health policies for the better development of the project. Survey questionnaire regarding desire to continue participation, motivation of the participation, list of complaints, wish of the payment increase, and wish of the abutment crown increase were completed by 117 dentists in Seoul and Pusan. 78.6% of them desired to continue the participation while 16.2 % of them did not. When the motivation of participation was the service for the society, they tended to show the desire of continuing participation. Half of them were satisfied with the current payment(50.4%), while the other 47.9% did not. Complicated oral health status(48.7%), poor cooperation of patients(8.5%) and too frequent after cares low payment(6.8%) were complained. Payment increase compensating the addition of preprosthetic procedures for the complicated oral health status and the after cares was desired. Also, more thorough education regarding the denture project for the patients by the public health center is needed to alleviate the inconvenience of the participating dentists.

공중구강보건사업시 치면열구전색의 인지도 및 만족도에 관한 연구 (A Study on Knowledge and Satisfaction with Sealant in Public Oral Health Project)

  • 본 연구에서는 공중구강보건사업으로서 효율적인 치면열구전색사업을 개발하는데 필요한 기초 자료를 마련하고자 인천광역시 동구보건소에서 공립초등학교 1학년을 대상으로 광중합법으로 치면열구전색을 실시한 후 보호자를 통해 치면열구전색사업의 호응도 및 인식여부를 설문조사하여 다음과 같은 결과를 얻었다. 1. 보호자의 치면열구전색 인지율은 84.7%이었으며, 치과의원(35.7%)이나 학교(31.6%)를 통하여 정보를 얻은 경우가 많았다. 2. 치면열구전색을 실시한 후 대다수가 만족하였고(86.2%), 치면열구전색 실시 후 많은 보호자가 유지상태를 살펴보았으며(75.8%), 치면열구전색 실시 후 75.6%가 재검사를 희망하고 있었다. 3. 치면열구전색의 수용과 관련이 있는 요인은 치면열구전색 인지유무와 치과방문경험, 자녀의 치아건강에 대한 부모의 관심도가 높을수록 치면열구전색실시율이 높았다. 이상의 결과를 종합할 때 인천광역시 동구보건소의 치면열구전색사업은 만족도가 높은 것으로 조사되었으며 치면열구전색에 대한 다양한 홍보를 통해 많은 지역주민들에게 치면열구전색사업이 활발하게 전개되어야 할 것으로 생각되었다.

건강도시사업 추진과 정책 과제 (Review and Prospective of the Heathy Cities in Korea)

  • Since 1996, the Health Promotion Programme spearheaded by the Korean Central Government has been actively developing and recently, the Healthy City Project led by the local autonomous entities have also been actively promoted. Healthy City is one in which the health and well-being of the citizens are given the utmost importance in the decision-making of the city. While the Health Promotion Programme focuses on changing the "health behavior" of the people, the Healthy City Project, a policy to improve the existing inequality of public health services, deals with more essential health factors and requires political support as well as a new organization. The Healthy City paradigm based on the New Public Health started in England and ever since the Healthy City Model Project spearheaded by the EURO WHO began in 1986, the Alliance for Healthy Cities centered in the West Pacific region supported by the WHO in Oct 2003 was inaugurated. 19 Korean cities are full members of the Alliance for Healthy Cities and 2 laboratories are associate members. The Ministry of Health and Welfare has held the Healthy City Forum consisting of related officials, experts and representatives of civic bodies on 6 occasions since Dec 2005. The need for adequate administrative and financial support from the Central Government to the local autonomous entities governing the Healthy Cities was raised. It is hoped that this Healthy City Project will bring about the improved health conditions of the people as well as promote the equality of the public health services.

〈사례보고〉 경상남도 지역 간 건강불평등 완화사업: 건강플러스 행복플러스 사업 (〈 Field Action Report 〉 The Strategies to Address Regional Health Inequalities in Gyeongsangnam-Do: Health Plus Happiness Plus Projects)

  • '건강 플러스 행복 플러스 사업'은 경상남도의 높은 표준화사망률을 감소시키고 지역 간 건강불평등을 완화하기 위하여 표준화사망비가 구조적으로 높은 40개 읍면동을 대상으로 수행되는 사업이다. 본 사업은 영국의 헬스 액션 존 사업의 방법론을 기반으로 하여 참여, 파트너쉽, 자원의 집중을 사업의 기본 원칙으로 설정하고 2010년부터 시작되었으며 2017년까지 진행될 예정이다. 총 사업비는 56억원이며, 2010년에는 17개 읍면동, 2011년에는 12개 읍면동, 2012년에는 11개 읍면동에 사업이 개시되었거나 개시될 예정이다. 2010년 사업의 경우, 사업대상지역인 17개 읍면동에 예산이 배정되었고, 관련 수단 및 지역 차원의 사업진행 틀을 만드는 과정을 거쳤다. 또한 사업대상지역의 건강결정요인을 파악하기 위하여 지역 사회조사를 실시하였으며 사업에 대한 교육훈련지원 및 기술지원을 위하여 교육훈련지원단과 사업운영지원단이 설치되었다. 그 결과 사업 인력들과 코디네이터에 대한 교육이 실시되었으며, 사업대상지역에는 사업팀과 사업추진위원회가 결성되었다. 지역사회조사 이후에는 지역사회조사결과 보고회를 통하여 지역의 건강결정요인과 건강수준을 지역주민들과 함께 공유하였으며 최종적으로 사업 관련 주민자치조직인 건강위원회가 17개 읍면동에서 출범하였다. 본 사업은 지역사회 참여 및 파트너쉽의 구축과 관련하여 아직 해결해야 될 과제들이 많으나 원칙에 근거한 사업이 지속적으로 진행될 수 있다면 경상남도의 건강불평등 완화를 통한 표준화사망률 감소 및 사업대상지역 주민들의 안녕 수준 향상에 기여할 수 있을 것으로 판단된다.

Is the Legal Basis for Physical Therapist's Home-Based Rehabilitation Appropriately Prepared?

  • Purpose: This study examined the legal basis related to a physical therapist's home-based rehabilitation. Methods: The policy data were referenced to the comprehensive plan for national health promotion and the guidebook Community Health Promotion Project issued by the Korea Health Promotion Institute and other institutes. The legal data were referenced to the Bill information system on the National Assembly website. Results: The physical therapist's home-based rehabilitation did not have a legal basis in the community-based rehabilitation project (CBR) of the HP 2020 project. On the other hand, according to the Home health care part of the community health promotion project that began in 2013, physical therapists were allowed to play a role from 2020 under Article 16-2 (Public Officials in Exclusive Charge of Visiting Health Management) of the REGIONAL PUBLIC HEALTH ACT. Conclusion: Policies and laws are being developed in the field of healthcare, but the necessary policies and laws in the field of rehabilitation are still insufficient. A bill to rehabilitate in a variety of fields and spaces by modifying the scope of work of physical therapists will be needed.

Real-time Impact Evaluation of a Capacity-Building Health Project in Lao PDR

  • This study presents a real-time impact evaluation of a human capacity-building health project in Laos, financed by a Korean aid agency and executed jointly by Laotian and Korean higher educational agencies. The project aims to improve the health status of Laotians by enhancing practicing doctors' clinical performance capacity, to be attained by advancing academic achievement at the University of Health Sciences (UHS) in Laos. Therefore, this real-time impact evaluation adopted the difference-in-differences regression analysis method, showing that the project improved the academic achievement of the UHS students who were taught by the project fellowship awardees more, compared to the UHS students who were taught by non-fellowship faculty members. It remains to be evaluated whether these UHS students taught by the project fellowship recipients would also perform better clinically in public hospitals in the future.

  • Membrane filtration is a promising technology for efficient solid/liquid separation in water purification. In FY 1991, the Ministry of Health and Welfare, Japanese Government launched a comprehensive research project "MAC 21" for development of membrane technology and its application to public water supply. The project was conducted by the Water Purification Process Association (WPPA), under the supervision of the Institute of Public Health. By the research project from FY 1991 to FY 1993, we confirmed that microfiltration (MF)/ultrafiltration (UF) technology was applicable to water purification and MF/UF was a effective method for the removal of such contaminants as particulate matter and coliforms. The Guideline Committee organized under the Technical Committee prepared a the guidelines on application of membrane system to small-scale public water supplies, based on the results as written above. The guidelines has been published in Dec., 1994 by WPPA.4 by WPPA.

서울시 50대 정신건강검진사업에 대한 웹기반 조사 (Web-Based Survey on the Mental Health Screening of the Baby-Boomer Generation)

  • Objective : A pilot project entitled '50s mental health screening project' was conducted in Seoul. As a part of this project, we conducted surveys to obtain the opinions of psychiatrists regarding mental health screenings. Methods : A questionnaire was mailed to members registered with the Korean Neuropsychiatric Association, which enquired about the '50s mental health screening project'. Results: A majority (90.9%) of the subjects agreed on the purpose and implementation of the project. However, there were fewer individuals that actually showed the intent to participate (65.8%). The mean age of the group with the intention to participate was higher compared to the group with no intention to participate. The factors that negatively affected the intent to participate included prejudice and discrimination against psychiatry (3.795), low health insurance reimbursement (3.784), and inconvenience of reporting to public health centers (3.664). The most appropriate method that scored the highest for screening mental health was face-to-face consultation with a psychiatrist (3.889). Most of the participants agreed on the method of a self-reported survey along with an interview of psychiatrist (84.9%). Conclusion : Subjects were concerned about prejudice and discrimination against psychiatry, low health insurance reimbursement, and inconvenience of reporting to public health centers. These problems need to be supplemented. Face-to-face consultation with a psychiatrist may be considered an appropriate method for future mental health screening.

해외 한의약 건강증진사업에서 eCRF시스템 활용사례 - 2017년 베트남 금연사업을 중심으로 - (eCRF use case in Korean Medicine Global Health Business - Focused on Smoking Cessation Program in Vietnam (2017) -)

  • Objectives : The purpose of this study was to introduce the case of using eCRF system in the Smoking Cessation Program project in Vietnam (2017). And aimed to derive the usefulness of the eCRF system and it potential for future global health business. Method : Introduce the smoking cessation program in vietnam (2017). Smoking Cessation was conducted in three provices of central vietnam Tamphu, Binhtu, Duytrinh) and eCRF was developed on the web environment by building AMP(Apache, PHP, MySQL). Dedicated application have also been developed for user. Result : Using the eCRF, the results of the program of the smoking cessation participants were recorded on the Database server. The implemented system focused on the role of a case recording platform that was simplified in function rather than an electronic version of the case report. It was useful for monitoring. Conclusions : The eCRF system was useful in global health business, and upgrading the system to reflect the feedback derived from the project could potentially be used in other projects. In addition, there are few cases where ICT is used in overseas health promotion projects using Oriental medicine, so further research is needed.
