DEVELOPMENT OF LIFE CYCLE COST ANALYSIS SYSTEM FOR THE BUILD-TRANSFER-LEASE PROJECTS

  • In January 2005, the BTL private investment project was introduced in the Korean construction market as part of the plan to provide high-quality public service and expand the required facilities in a timely manner. Nonetheless, problems such as the low earning rate at the beginning of the business, burden of service compared to the cost of the proposed business, and limitations of the local small and medium-sized companies in relation to their participation in the project arose. The LCC analysis system for the BTL projects was developed as part of efforts toward efficiently investigating the investment eligibility. Specifically, methods for LCC analysis were selected for each stage of the BTL project in relation to the requests of experts for military residential facilities and public educational facilities. Variables were then extracted to derive an accurate analysis value, LCC for the 5 cost items (initial investment cost, operating expenses, maintenance expenses, energy cost, and disposal cost), analyzed, and system enabling comparative analysis for single and multiple initiatives by year and item, developed. Thus, we have to clearly require the accumulation of data to examine the appropriateness of the results of LCC analysis based on data and results.

한·중 녹색건축인증 체계 및 항목 비교를 통한 개선방향 연구 - 공공시설을 중심으로 - (A Study on the Improvement of Green Building Certification System and Items in Korea and China - Focused on the Public Facilities -)

  • 본 연구는 한국과 중국의 녹색건축인증기준 비교를 통해 차이점을 규명하고, 개선방향을 제시하였다. 연구는 한국의 G-SEED 2016과 중국의 ESGB 2014의 비교를 중심으로 한국 녹색건축인증 관련 자료는 건설기술연구원 녹색건축인증기준 2016 v1.2 해설서-신축비주거용 등을 참조하였다. 중국 녹색건축인증은 녹색건축평가표준(綠色建筑評價標准, GB/T 50378-2014)을 참조하였다. 비교대상은 G-SEED 2016의 일반 건축물 인증심사기준과 ESGB 2014의 공공시설 인증기준을 중심으로 인증기관 및 평가대상, 평가분야 및 평가방식, 필수항목, 전문분야별 배점 및 가중치를 비교한 분석내용을 바탕으로 개선방향을 제안하였다.

  • The purpose of this study is to suggest improvement plans of school green building certification system in the concept of the Green Building Index by comparing items of domestic system with those of foreign system. School is a public facility for students. So Green Building Certification System for School must have educational point of view adding to energy saving, reduction of greenhouse gas emission, etc. Also school is forming a large part with the apartment house in the green building certification system. So we need to manage the green building certification system for school to meet carbon reduction policy.

학교공간 개선이 학생, 교사, 학교 및 지역사회에 미치는 다면적 효과에 관한 연구 (A Study on the Multiple Effects of School Renovation on Students, Teachers, Schools and Local Community)

  • This study explored what impacts can be brought to students, teachers, schools, and community by the improvement of physical environment of school spaces. For the purpose, we studied 5 schools (2 elementary and 3 middle schools) who took part in the Happy School Project funded by the Ministry of Culture, Sports, and Tourism in 2008. Ten series of Focus Group Interviews were carried out with a sample of 28 students and 20 teachers who experienced both before and after the school renovation project. The analysis of the interview data revealed that although the project was concerned with a part of school space such as restroom or reading room, it could bring multiple effects such as following: First, the students addressed that they felt "good" about school environment, which led them to feel good about their "schools." This change was found out to bring about more positive attitudes towards a school in general, public manners, peer relationships, emotional well-being, and learning. Second, the teachers became to value more their principals' leadership, being more satisfied with their work environment and more concerned about management of school facilities, and happier with students in terms of teaching and guidance than before. Third, all the 5 schools seem to go through a noticeable change in terms of a school climate and ethos in a more positive and harmonious way. Finally, 'spread', 'promotion', and 'openness' effects were discussed with regard to the relationships between the schools and local community.

보육시설의 건축계획에 관한 연구 - 공간구성계획을 중심으로 - (A Study on the Architectural Planning of Nurseries - With emphasis on planning of spatial organization -)

  • With increased social participation of married women and with the notion of importance of pre-school childhood on human development, the importance of nurseries is being emphasized. The transformation of the traditional family system into a nuclear family system and the deterioration of the traditional child education have also put nurseries as a primal social interest. But, at present, at the end of 1994, only 10% of the children have benefitted from such facilities, the supply not being able to meet demand. Also, the spatial organization and the management of such facilities has been unsatisfactory. In this perspective, this study aims to grasp the present condition of nurseries, to investigate and analyse case studies, to suggest standards and reform measures, and based on these, to produce basic information for the formation of an architectural spatial model. We've selected investigation of present conditions and case studies, interviews, and observation as investigative methods and through these we've assessed tangible spatial planning and spatial proportion by parts. 1. The most preferred grouping method is toddler/preschooler type, and the group size and staff-to-child ratios vary according to the children's age 2. The younger children's activity rooms are located in the lower level, and the activity room of the children on the similar development stages are located adjacent to one another 3. Most of the facilities do not have the public spaces(indoor playrooms, dinning rooms, napping rooms, bathrooms, sickrooms) For dinning and napping, activity rooms are being used, and for sickrooms, director's room or staff rooms 4. As for the correlations of the spaces(home bases, activity rooms and its outdoor spaces, day-care-centers and its community), closed plan type is 90% over, and modified open plan is 10% min.

GIS를 이용한 도시생산녹지의 공익적 가치 평가 (Appraisal of Public Function for Agricultural Lands in an Urban Area using GIS)

  • This study was performed to appraise multi-functional roles of agricultural lands in urban areas. The roles of agricultural lands as a part of urban environment were investigated to develop and establish an effective urban development planning with GIS-based analysis. Fifteen administrative districts at Chuncheon, Korea were selected to examine the roles of agricultural hands in these districts as educational, disaster-preventing, open-space, and recreational aspects. GIS was utilized to identify the distribution of agricultural lands and their accessibility to residential areas, school zone, public facilities, and major roads. The results obtained in this study can be efficiently used to guide decision makers to develop environmental-friendly urban planning at initial stage.

수원시 공공도서관 초등학생 독서문화프로그램의 운영 개선을 위한 연구 (A Study on Improving the Operation of Reading Culture Programs for Elementary School Students in Public Libraries in Suwon City)

  • 공공도서관은 사회적 변화에 따라 문화적 교육적 기능이 활성화 되면서 다양한 형태의 독서문화프로그램을 개발하기 시작하였다. 본 연구에서는 최근 5년 동안 수원시 공공도서관을 대상으로 초등학생 독서문화프로그램의 운영 실태를 조사하고, 이용자 만족도 조사를 통하여 문제점과 그에 대한 개선방안을 제시하였다. 조사 결과를 분석하여 도출한 문제점에 대한 개선방안으로는 담당자들의 협의체 구성, 강사 인력풀 구축, 잠재적인 자원봉사 교육, 프로그램을 위한 대규모 시설 필요, 향토문화예술단체와 연계 등이 있다. 본 연구의 결과는 수원시 공공도서관의 초등학생 대상 독서문화프로그램 운영 시 참고자료로 활용하고 참여자의 요구에 맞게 문제점을 개선할 수 있는 계기를 마련하는데 그 목적이 있다.

공간관리 현황조사를 통한 대학시설관리방안에 관한 연구 - 국립대학의 사례를 중심으로 (A Study on the Facility Management Method through Actual Condition of Space Management - Based on the National University)

  • To enhance the administrational efficiency and for university facility and space management to be public, this research suggests a competent and an objective evaluation system and index. The study will assist national and university finances to contribute towards advanced education. Furthermore, figure out the space management condition of national university by utilizing the evaluation system, and through that suggesting efficient special management method. According to the result of this study, evaluation system for university facility can be widely divided into seven categories; system preparation, members conference, propriety of space allocation, propriety of management system, space use ratio, time control of space use, imposition index of surplus use. Based on these subdivisions, the space management category contains 19 evaluation items and the marking system allows perfect score of 100 points. In result of examining space management condition using the evaluation system, space management was well enforced in research focused university group where as in education centered university group, it shows relatively low enforcement. It also illustrated that efforts of evaluation items were required in categories of imposition index of surplus use and special use ratio in order for efficient space management.

올린 도서관 현상설계에서 나타난 근대건축의 공간적 특성에 관한 연구 - 장소적 질서와 형태적 상징을 중심으로 - (A Study on the Spatial Characteristics of Modern Architecture found from the Olin Library Competition - Focused on the Local Order and Morphological symbols -)

  • The Olin Library in St. Louis was an important design competition for the United States in the 1950's, the rear of America's modern architecture. The participants of this competition were a variety of representative architects and groups of its time. With the library's functional rationality, the Olin Library competition was legible of the aspects of modern architectural flow. The competition required two demands. The first demand was absolute importance in character definition of place, which was to satisfy the site conditions approached from campus design. Secondly was related to interpretation of morphological symbolism in an architectural matter. The experiments of American modern architecture started to change its ideal goal gradually ; accommodating the altering public's code, at the same time, maintaining the original modern value was the reason to changing the ideal goal. As a turning point, the Olin Library should be understood as an important work, which divulged the value change of architectural interpretation.

대학시설관리를 위한 평가분류체계 및 평가항목 개발 연구 (A Study on the Development of the Assessment Category and Items for University Facility Management)

  • For university facility and space management to be public, and to increase the administrational efficiency, this research suggests an efficient as well as an objective evaluation system/index to allow national and university finances to contribute towards higher education. According to the result of this study, evaluation system for university facility can be widely divided into two categories; quality and space management. First, quality management is subdivided into three groups in order for quantitative management, school site and building area, secured building, and financial affairs and expense management. In order for an effective and appropriate space management, the second category of space management proposes seven subdivisions. Based on these subdivisions, quality management on university facility contains 10 evaluation items with marking system which allows perfect score of 50 points. The space management category contains 19 evaluation items and the marking system allows perfect score of 100 points. Therefore, this study developed total of 29 evaluation items for university facility management with marking system that allows perfect score of 150 points. The suggested evaluation system and items will be used as a valuable foundation for efficient and objective university facility management.
