As increasing demand for the living environment to promote social health, this study focused on consumers customized rental housing community space. Set the community spatial planning objectives and strategies shown in previous studies to the conceptual model for evaluation of community space. Based on the planning methods and standards of consumers custom community facilities, we analyzed the Seoul consumer customized public rental housing nine cases. Because almost located in the small vacant lot, they had limitations as a base for the local community. Nevertheless, through the arrangement of the building, Child care households increase the chance of contact with the neighbors. In elderly households, welfare facilities strengthen the character of as a base for local community. 1-2 person households situated close to the cultural facilities, by installing a hobby room and gym, was judged to be able to promote the community. Consumer custom rental housing community space evaluation items presented in this study, was set up by analysis of the conceptual model for evaluation of community space and implications of the 9 cases.
This study reviews recent changes in parenting support policy in Japan, and examines the roles and functions of day-nursery as the base for parenting support in the local community. The purpose of this study is to provide implications for the direction of the parenting support policy and child-care facilities for the local communities in South Korea. The analysis concentrates on the official national reports such as the Declining Birthrate White Paper and Japan's National Guidelines for Care and Education at Day Nursery by the Japanese Cabinet Office. The study finds that the Japanese government has introduced comprehensive medium and long-term policies for all the members of the community with recognizing the changes in the domestic and foreign child-rearing environments and social needs. These policies have also helped to improve the social awareness of parenting. The role of the day-care center has been raised as a significant part of the support for child-rearing in the local community due to the revision of the Child Welfare Act for nursery school teachers in 2001 and the official announcement of Japan's National Guidelines for Care and Education at Day Nursery in 2008. The study also concludes that the social responsibility of the nursery center has been strengthened by being utilized as a public resource for the community. From the findings, we can elicit the conclusions and implications that the roles and functions of child care centers as a significant base for parenting support in the local communities need to be considered. We also listen to the voices of stakeholders such as parents and staff of child care centers. Last but not least, we would understand the social role and importance of bringing up children by cooperation of the community members, and promote the role of child care centers as a central place providing and communicating information on child-rearing in the local communities.
This study was conducted to identify the factors that affect the output of health conters. An analystical model employed in this study was developed by modifying 'input-output model' and 'organizational behavior model'. Data were collected form two source; the 1995 report of thealth center which was submitted to the Ministry of Health and Welfare and a mail survey questionary of officers at health center, including 66 directors and 1,768 staffs of the health centers in southern region. The major findings are as follows: That analysis has identified the factors associated with dependent variables: medical services provided by the health center and health program performance(HPP). The number of primary medical facilities was negatively associated with health center performance while the number of staffs, job satisfaction, and professional background of health center directors were positively associated. These independent variables accounted for 40.1% of the variance of dependent variables. The variance of HPP was significantly explained by the number of health subcenter and primary health post, priority level of public health program by hief executive officers(CEOs) and legislator. A significant relationship was found between leadership types of health center directors and the performance of maternal and child health program. Considering these results, the authors suggested that the role in medical care service of health center in the should be rearranged at local level because medical care service of the health center is competing with primary medical facilities in the same region. It is also suggested that educational efforts be made to improve leadership of the health center directors and concern with public health program by the CEOs and legislators of local governments.
This study investigated various alternatives for childcare among dual-earner families and discussed implications for public policy development. Eight employed married women and two of their husbands were interviewed about work-family balance. All the interviewees complained that taking cue of the children in dual-earner families is a challenge. They resort to all available alternatives because public childcare support is insufficient and inadequate. There were five different types chilcare: extended family network, public and private institutions, paid help (nannies), rearranging work schedules, and training their children to take cue of themselves. However, all these alternatives entail various problems. More and better childcare facilities and programs should be built and after-school programs should be designed. On the other hand, parents should also make more effort to prioritize children's needs in finding a balance between work and family.
This study aims to propose the improvement direction of spatial organization of orphanage facilities by reflecting the international trend of child welfare facilities including 'enhancement of habitability', 'opening to the local community' and 'multi-functionality' on the basis of ideas of 'right of housing' and 'normalization'. Orphanage facilities are evolving from 'facilities' to accommodate unfortunate children to the concept of the 'community-care', and the residential space is also rapidly shifting to 'cottage' type resembling a residential type of ordinary family so as to enhance the self-esteem and relationship. To suggest the future-oriented changeability of current orphanage facilities, the present study conducted a nationwide survey of child welfare facilities and four Visiting researches of cottage type orphanage with different locations to investigate the appropriateness of housing type, organization of common use space, mode of management and facilities criteria. The results of this study are following: 1) For enhancement of habitability it is suggested that cottage type with various plans in the form of ordinary housing is appropriate, that the number of children per cottage is six or so, and that the number of less than two or three children per room is recommended. At the same time the adjustment of facilities criteria, simplified or complex, is suggested to support a similar residence pattern to ordinary home. 2) Specialized programs must be introduced to establish a base of welfare-network for community children according to features of location and a complex management must be sought in the connection with neighboring public facilities. 3) To secure the residential environment and quality of life for children, the concept of a simple playground space by the current facilities criteria must be broken away to reinforce the network of various outdoor spaces closely connected with living space.
This study aimed to investigate the current situation of toothbrushing guidance with child care teachers in day care facilities caring and managing infants and young children and to grasp problems neglected in using toothpaste and guiding toothbrushing to provide basic data for measures to cope with them. This study included 165 child care teachers or teachers of the kindergartens who agreed with its purpose. By excluding 10 questionnaires with omitted or conflicting answers, 156 ones were finally analyzed in this study. The correlation between education about oral health and toothbrushing guidance, the subjects with and without the experience of the education did not show any significant difference in time to encourage toothbrushing, behaviors of toothbrushing guidance, guidance on prevention of toothpaste intake and perception of an appropriate amount of toothpaste (p>0.05) while perception of the importance of oral health was significantly related with the education on oral health (p<0.05). Therefore, education system for specialists in oral health to offer a specific and systemic education and oral health education programs for child care teacher, are considered to be necessary.
Thus, I studied Health services supplied by local health centers and the requirements of the inhabitants visiting the health care facilities. The purpose of this study was to provide basic material for the establishment of Health care policy and the development of health care businesses. The target places for this study were 4 health centers; Chungrang-Gu, Nowon-Gu, Eunpyung-Gu, Songpa-Gu, with 509 mothers who were visiting the Centers. The question items of this study concerned a total of 124 health-related services provided by the Health Centers. The data was collected for a total of 92 days; July 1st~September 30th, 1999. 800 questionaries were distributed and 559 answered, 509 were analyzed finally. The collected data were processed using the SAS program to get mean, standard deviation, percentage. Open questions were made to reveal the opinions of mothers using the health care center. The results were as follows : 1. Among the participants of the study, 49.7% were 25~29 years of age, 84.3% were house wives by current occupation, 56.2% were from 4~6 person households. 52.1 were educated at a high school level, and 43.6% were educated at a collage level. 2. The highest percentage(53.6%) of the users were spontaneous in their utilization of health care center. The major reason for using the Health care center is that it is free to 65.8% of those covered and of low cost to 19.3% of those covered. 3. The satisfaction level of those using the health care center appeared to be generally high. The general average value showed up as $3.027{\pm}0.519$. 4. The level of recognition of the value of the heath care center services was high, particularly in the basic item of diagnoses of pregnancy, particularly in the basic item of diagnoses of pregnancy. However, the satisfaction level of health care education In pregnancy is low at 20~40%. In the meantime, the level of recognition in breast- feeding benefits is high at 76.8%. 5. The rate of realizing health care center's service campaign was generally low at 10~20%. 41.3 of the people knew the advertizing material of the health care centers. 32.4% of the people knew the advertizing material of the health care centers. 32.4% of the people knew the campaign of health care center for importance of breast-feeding benefits. 30.1% of the people knew the campaign for testing congenital mechanism disease. In the meantime about 50% was recognised the health care centers campaign for the importance and time of infants vaccination. 6. The need for enhancement of health care center services was shown to be high as $3.266{\pm}0.676$ as an average, chicken pox vaccination being the most highly requested at $3.565{\pm}0.587.$. 7. Among the open questions, the additional service to be provided were as follows ; increase of campaign of health care center services, furnishing advertizing books in public locations, providing shuttle bus service to the health care centers, extension of desire for preventative injections, rest and play areas for the children of the families serviced, consultation rooms, etc.
The issue presented in this paper are as follows: 1. Legislative actions of welfare-related law for the exceptional children. The legislative base for the evolution has been yet weak and ambigous at best for a formalization of what should be considered accepted practice and effective action in providing handicapped child and their parents educational rights and equal protection of the law. And they are under remote control of partial factor subject to social welfare law for children, and public law for education, promotion law for the exceptional child education, protection law for public aids. 2. Organization of government for the welfare services for the exceptional children. There is no sing of a push toward consolidation of effort for the welfare service of the exceptional children in this country that seeks to recapture a sense of unity, of coherence, of completeness from a reality made up of discontinuous fragments of humanitarian effora This presently that. as for the education of the exceptional child, by the section of the exceptional education in MOE (Ministry of Education), and/or as for welfare services and promotion actions, by the section of child welfare in MHSA (Ministry of Health and Social Affairs). One door type operation rooted in the specialization, and limited resources to evolve multi-purpose agencies that undertake to provide a broad range of tangible and concrete services, as well as supportive counselling and assessment, under a single management which plans and directs the allocations of resources, should be followed. 3. Facilities and recruitment of teachers for the exceptional children. In this country there are 54 facilities for special services, 56 schools for the exceptional education, and 3 colleges and equavalents that provide teacher training services leading to certification with IIO annual graduates. However, curriculum for exceptional children should be rearranged and reconstructed. But they lack specialization to be effective, and the nature of multi-purpose center tends to be vague for the classified handicapped. Therefore, there, should be linkage between policy maker and community services to maintain some coherenty in preventive care, treatment, and after cares. At last, the effects of the current concept "the exceptional child" involved with their families, and their neighborhood should be considered in view of the people who consist about 25% of the total population.
The purpose of this study was to investigate the cognition on community childcare policy and childcare service needs between working mothers and non-working mothers using the 2008 Child Panel by Korea Childcare Policy Institute. The participants were 654 working mothers and 1,416 non-working mothers. The data were analyzed by $x^2$. The results were as follows; 1) 50% of working mothers and non-working mothers thought that the number of childcare centers was enough. Forty-five percent of working mothers and non-working mothers recognized that the number of kinder gartens and private education institutes was enough. Fifty-two percent of working mothers and 4 5% of non-working mothers thought that use of public leisure facilities were convenient. Twenty-seven percent of working mothers and 20% of non-working mothers thought that use of culture institutes were easily accessible. About 50% of working mothers and non-working mothers felt safe about public security and community safety. 2) Second, working mothers perceived social support higher than non-working mothers in several areas.

In the study, pollution levels of indoor polycyclic aromatic hydrocarbons (PAHs) in public facilities (vapor phase or particulate phase) were evaluated, and a health risk assessment (HRA) was carried out based on exposure scenarios. Public facilities in Korea covered by the law, including underground subway stations, funeral halls, child care facilities, internet cafes (PC-rooms), and exhibition facilities (6 locations for each type of facility, for a total of 48 locations), were investigated for indoor assessment. For the HRA, individual excess cancer risk (ECR) was estimated by applying main toxic equivalency factor (TEF) values suggested in previous studies. Among the eight public facilities, internet cafes showed the highest average $PM_{2.5}$ concentration at $110.0{\mu}g/m^3$ (range: $83.5-138.5{\mu}g/m^3$). When assuming a risk of facility exposure time based upon the results of the surveys for each public facility, the excess cancer risk using the benzo(a)pyrene indicator assessment method was estimated to be $10^{-7}-10^{-6}$ levels for each facility. Based on the risk associated with various TEF values, the excess cancer risk based upon the seven types cancer EPA (1993) and Malcolm & Dobson's (1994) assessment method was estimated to be $10^{-7}-10^{-5}$ for each facility. The excess cancer risk estimated from the TEF EPA (2010) assessment was the highest: $10^{-7}-10^{-4}$ for each facility. This is due to the 10-fold difference between the TEF of dibenzo(a,e)fluoranthene in 2010 and in 1994. The internet cafes where smoking was the clear pollutant showed the highest risk level of $10^{-4}$, which exceeded the World Health Organization's recommended risk of $1{\times}10^{-6}$. All facilities, with the exception of internet cafes, showed a $10^{-6}$ risk level. However, when the TEFs values of the US EPA (2010) were applied, the risk of most facilities in this study exceeded $1{\times}10^{-6}$.
