Integration of the Feasibility Assessment Procedure and EIA of the Big Public Investment Project : In the Case of the Saemangeum Reclamation Project (대규모 공공투자사업의 경제적 타당성 평가와 환경영향평가 통압 방안 - 새만금 간척사업을 사례로 -)

  • The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

A Study on the Perception about mandated CCTV among Nursery School Principals, Teachers, Parents, and General Public (CCTV 의무화에 대한 어린이집 원장, 교사, 학부모, 일반인의 인식에 관한 연구)

  • The purpose of this study is to identify the needs of the nursery director, teachers, parents, and the general public regarding the use of mandatory CCTV. In other words, we will examine the benefits, problems, and solutions of mandatory CCTV. The subjects of this study included families, private day care centers, private presbytery, kindergartens, teachers, parents and the general public in D metropolitan city. The research tools were modified and supplemented questionnaires appropriately for the study purpose with reference to the previous research. Collected data was analyzed by frequency and F-test using SPSS 21.0 program. The main results of this study are as follows: First, the benefits of mandatory CCTV for daycare centers is that CCTV becomes objective evidence of human rights incidents, identifies violence among children, and can take measures. In addition, mandatory CCTV can also reduce or prevent abuse. Second, major problems concerning the mandatory use of nursery school CCTV include privacy, violation of basic rights, and education. CCTV is a stressful factor that causes teachers to feel embarrassed, uncomfortable, and tense. Third, the main improvement measures for the nursery school CCTV mandate are to prevent unfair staff and complement existing guidelines for CCTV use. Based on the results of the study, we detail the benefits, problems, and solutions for the nursing home CCTV mandatory poli.

Public Participation in Healthcare Decision Making : Experience of Citizen Council for Health Insurance (보건의료 정책 의사결정과 시민참여 : 『건강보험 보장성 시민위원회』의 사례)

  • Public participation in the decision making for scarce health resources is important because health policy requires trust based consensus, which can be achieved by public's understanding and involvement of related policies. In the past, opportunities for interaction between health policy decision makers and lay public were rare in Korea. As political impulses towards public participation in health policy have increased, a few of deliberation methods were attempted. However, there is little research, reporting such cases with a critical examination of relevant theories and previous studies. We first critically review the literature on public participation within theories of democracy, governance, and empowerment. Next, we report a case of a citizen council experiment, which was held to examine public's preferences among different benefit options regarding new drugs and medical technologies. Specifically, in an one-day long citizen council with a total of 28 lay public, twelve questions of whether a drug or a technology should be included in the benefit package of health insurance were asked. Pre- and post-surveys investigated participants' perception of public engagement in health policy. Although it was experimental, the citizen council ensured that lay public could be careful enough to rationally compare the costs and benefits of different options and collectively make decisions. Further, results from pre- and post-survey showed a strong willingness of members to be involved in health care decision making. In the conclusion, we emphasize that better theories and methods need to be developed for more cases of citizen participation in health care policy and management.

A Study on Embodiment Aspects and Practice Strategies of Welfare Ideology in Contemporary Urban Park (현대 도시공원에서 나타나는 복지이념 구현양상 및 실천 전략에 관한 연구)

  • In this study, on the assumption that the urban park originally is imbued with a public welfare ideology, said public welfare ideology and its characteristics were attended to among the various social roles that the urban park currently fulfills. Aspects of welfare meaning in urban parks were attempted to be identified with the former history of urban parks and the movements of the connections between modern parks and welfare territories. The ideologies, benefits and practices regarding the welfare role that the urban park has played from the past to the present were examined and the backgrounds and contexts within which the welfare ideologies have been expressed in the urban park were examined. In order to examine the implicated public welfare ideologies of the urban park, case studies were conducted to identify how they are expressed and practiced in the present times and the facilitation of these parks and public welfare both in the U.S. and the South Korea. The study results of the cases show that expressions of public welfare in urban parks are composed of more specific and visible programs and strategies in the present times, which are different from the simple proclamatory ways in the past. Particularly, in order to visibly practice a public welfare ideology, many-sided integrated designs are conducted along with various public welfare institutions and programs inside and outside of the urban park. The conclusions from this study are as follows. First, the urban park plays a role as a space to realize public welfare ideology, to create welfare benefits and to realize social welfare. Modern urban parks are used as an indicator to measure the actual conditions of social welfare and are a social environmental commodity that can offer universal benefits to urban residents. Second, many-sided integrated designs are tried along with various public welfare institutions at urban parks, which visibly practice public welfare ideologies in the present. In addition, public welfare institutions greatly influence the consistent development of the resources in the urban park. Third, if the detailed utilization of the regional facilities infrastructure could be brought along with multidimensional approaches about the resources in the urban park, it could be much closer to the lives of residents and could secure a space for increasing resident quality of life.

Cost-Benefit Analysis of Clinical Pharmacokinetic Consultation Service of Theophylline (테오필린에 대한 약물동력학 자문서비스의 비용-편익분석)

  • Background : Economic evaluation of clinical pharmacokinetic consultation services for theophylline, which is being widely used recently, is considered in patients for both proper care and cost efficiency. Mathods : This is a cost-benefit analysis of clinical pharmacokinetic consultation service for theophylline. Trial groups were chosen from 2 general hospitals which was performing clinical pharmacokinetic consultation- services in 1998. Control group was chosen from another one general hospital. The analysis includes 25 patients (sample patients) for trial group and 17 patients for control group. Results : On the basis of incremental analysis, it is estimated that the total (direct and indirect) annual costs of the clinical, pharmacokinetic services of theophylline for the patients in the trial group was about \65 million, whereas total annual benefits from those services was estimated to be about \551 million. The net benefits incurred to the sample patients, thus calculated, was about \485 million per year. In the analysis, we assumed that indirect benefits accruing to those services were non-existent. If that amount was included, the estimated net benefits would be much greater than the calculated one. Conclusion : We found that clinical pharmacokinetic consultation services for theophylline could produce more marginal benefits than marginal costs by those services from the social point of view. More controlled prospective trial in the future would be helpful for affirmation of the results of this study.

Stages of change to increase fruit and vegetable intake and its relationships with fruit and vegetable intake and related psychosocial factors

  • BACKGROUND/OBJECTIVES: Understanding individual's intention, action and maintenance to increase fruit and vegetable intake is an initial step in designing nutrition or health promotion programs. This study aimed to determine stages of change to increase fruit and vegetable intake and its relationships with fruit and vegetable intake, self-efficacy, perceived benefits and perceived barriers. SUBJECTS/METHODS: This cross-sectional study was conducted among 348 public university staff in Universiti Putra Malaysia. A pre-tested self-administered questionnaire and two days 24-hour diet recall were used. RESULTS: Half of the respondents (50%) were in preparation stage, followed by 43% in action/maintenance, 7% in pre-contemplation/contemplation stages. Respondents in action/maintenance stages had significantly higher self-efficacy (F = 9.17, P < 0.001) and perceived benefits (F =5.07, P < 0.01) while respondents in pre-contemplation/contemplation and preparation stages had significantly higher perceived barriers (F = 4.83, P < 0.05). Perceived benefits tend to outweigh perceived barriers pre-ceding to taking action. Self-efficacy is important in motivating individuals to increase fruit and vegetable intake as self-efficacy and perceived barriers crossed over between preparation and action/maintenance. Respondents in action/maintenance stages had the highest adjusted mean serving of fruit and vegetable intake (F = 4.52, P < 0.05) but the intake did not meet recommendation. CONCLUSION: Intervention strategies should emphasize on increasing perceived benefits and building self-efficacy by providing knowledge and skills to consume a diet high in fruits and vegetables in order to promote healthy changes in having high fruit and vegetable intake.

Analysis on Social Welfare Value of District-Unit Plan for the Designated Rural Settlement Zone in the City Limits -A Case Study of Geumdoong Village Site, Cheongju City, Korea- (지구단위계획 수립의 후생가치 분석 -청주시 검둥골 취락지구를 중심으로-)

  • The purpose of this study is to quantitatively analyze the social welfare value given to the designated rural settlement zone by the resident-participated site unit plan that the City of Cheongju is newly attempting to draft. Firstly, the costs and benefits from the site unit planning were estimated. Secondly, through literature review especially focussed on the benefit and cost estimation, on-site questionnaire was designed, and then sample residents of the qualifying sites were asked about their willingness to pay, which could make it possible to estimate the monetary value of its benefits by the contingent valuation method (CVM). Finally, the present value of net benefits (PVNB) was estimated through the derived costs and benefits. As a result of analysis, firstly, the present value of net benefits (PVNB) was found to be 7,641 billion won, which indicated that the implementation of district-unit plan would be able to cause sufficient social welfare value for the effected residents. Secondly, in examining the result of individual average amount for willingness to pay through the CVM, the area that benefited the most was found to be the road improvement. Thirdly, as a result of sensitivity analysis, the parameter with the most effects was the discount rate, which suggested that, in carrying out public projects, excessive market interest rates would not be appropriate.

Effect of Demographic Factors, Radiation Knowledge Level, Radiation Awareness on Radiation Benefit by Hierarchical Regression Analysis Model (위계적 회귀분석 모형에 의한 인구학적 요인, 방사선 지식수준, 방사선 인식도가 방사선 이익성에 미치는 영향)

  • The purpose of this study was to analyze the factors that demographic factors, radiation knowledge level, and radiation awareness could be affecting the benefits of radiation. From July 2022 to July 2023, after receiving consent to participate by using the link of Naver through Social Network Service (SNS) for the general public, 312 people were surveyed by self-registration method without collecting personal information. The questionnaire consisted of a total of 25 questions following demographic factors (5 questions including age group by life cycle, sex, monthly household income, residence), radiation knowledge level (8 questions including basic physical, biological effects, radiation protection technology), radiation awareness (12 questions including risk, management, benefit). Independent sample T-test and ANOVA tests were performed for significant differences in the average radiation awareness between variables, and hierarchical regression was performed to identify influencing factors on radiation benefits. As a result, the benefit of radiation was significantly high among the radiation awareness, but the awareness of the danger of radiation was insufficient to the level of recognizing it as safe. Men had significantly higher awareness of radiation management and benefits than women, and the awareness of radiation management was significantly higher in the middle class with a monthly household income of 4.31 million won or more. The higher the knowledge level of radiation, the higher the awareness of the benefits of radiation. The factors that had a positive effect on radiation benefits were the high level of radiation knowledge and awareness of radiation management.

  • This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

  • Ideas do not become exhausted, and there are no diminishing returns in the creation of knowledge. Nonetheless, growth ultimately ceases in this simplest model of endogeneous innovation. But, if we treat knowledge capital as a public capital considering of its non-appropriable benefits, economic growth can be sustained in the economy. We showed that considering goodness of fit of regression model, we can see that the empirical evidence is strongly in favor of the character of knowledge as the public knowledge capital. So, we can expect that by product differentiation, economic growth can be sustained in the Korean economy.
