Green and Healthy Living in a High-rise, High Density Urban Environment: The Hong Kong Housing Authority's Experience

  • The Hong Kong Housing Authority (HKHA) develops and implements a public housing programme to meet the housing needs of people who cannot afford private rental housing. The HKHA has an existing stock of about 740,000 public rental flats (PRH). According to the 2014 Policy Address, the Government aims to provide an average of about 20,000 PRH units and about 8,000 Home Ownership Scheme (HOS) units per year. We care for the environment. In developing new housing estates, we conduct thorough environmental studies such as microclimate studies and air ventilation assessment, and use passive design to harness the natural characteristics of our sites. We employ environment-friendly design and construction methods, using modular flat design, pre-cast and pre-fabricated construction techniques as well as recycled, green construction materials. We conduct Carbon Emission Estimation for all our projects, conserve the use of natural resources and reduce wastes throughout the life cycle of buildings. We care for people. We adopt the principles of Universal Design and Barrier Free Access for the convenience and welfare of people of all ages and abilities. We carry out Community Engagement to collect stakeholders' views and aspirations, and incorporate them in the design of our projects. We also carry out surveys of residents' views after the occupation of new estates to gauge our success and identify areas for improvement.

Social Authority as Perceived by Children and Adolescents Removed from Illegally Built Shacks (철거촌 아동과 청소년의 권위 대상에 대한 인지)

  • The present study investigated perception of social authority by children and adolescents removed from illegally built shacks 181 children and adolescents from illegally built shacks and 200 comparative respondants of middle socioeconomic status were investigated. Perception of the social authority figures was classified by 5 categories(self, family member, neighbor, teacher and peer. social authority, collective member) in terms of contactable possibility and psychological distance. The data were analyzed by Hest. The results showed that (1) compared with their middle class peers(M group) children and adolescents from illegally built shacks(S group) perceived social authority figures positively, while they perceived their own family members less favorably. (2) The S group regarded their teachers as more valuable and able than M group. (3) The S group perceived social authority figures, i. e., statemen. polices. national assembly members. public servants and enterprisers, less favorably than their family members. (4) There were main effects of the age and sex variables of respondants. (5) There was an interaction effects between the age. sex and SES variables and was also interation effect between age. sex and task variables in cognition for the social authority figures. There was also an interaction effect between age and SES variables in perception for the personal traits of the social authority figures.

A Study on Relationships Between Environment, Organizational Structure, and Organizational Effectiveness of Public Health Centers in Korea (보건소의 환경, 조직구조와 조직유효성과의 관계)

  • The objective of the study are two-fold: one is to explore the relationship between environment, organizational structure, and organizational effectiveness of public health centers in Korea, and the other is to examine the validity of contingency theory for improving the organizational structure of public health care agencies, with special emphasis on public health nursing administration. Accordingly, the conceptual model of the study consisted of three different concepts: environment, organizational structure, and organizational effectiveness, which were built up from the contingency theory. Data were collected during the period from 1st of May through 30th of June, 1990. From the total of 249 health centers in the country, one hundred and five centers were sampled non proportionally, according to the geopolitical distribution. Out of 105, 73 health centers responded to mailed questionnaire. The health centers were the unit of the study, and a various statistical analysis techniques were used: Reliability analysis(Cronbach's Alpha) for 4 measurement tools; Shapiro-Wilk statistic for normality test of measured scores of 6 variables: ANOVA, Pearson Correlaion analysis, regressional analysis, and canonical correlation analysis for the test of the relationships and differences between the variables. The results were. as follows : 1. No significant differences between forma lization, decision-making authority and environmental complexity were found(F=1.383, P=.24 ; F=.801, P=.37). 2. Negative relationships between formalization and decision-making authority for both urban and rural health centers were found(r=-.470, P=.002 ; r=-.348, P=.46). 3. No significant relationship between formalization and job satisfaction for both urban and rural health centers were found (r=-.242, P=.132, r=-.060, P=.739). 4. Significant positive relationship between decision - making authority and job satisfaction were found in urban health centers (r=.504, P=.0009), but no such relationship was observed in rural health centers. Regression coefficient between them was statistically significant($\beta=1.535$, P=.0002), and accuracy of regression line was accepted (W=.975, P= .420). 5. No significant relationships among formalization and family planning services, maternal health services, and tuberculosis control services for both urban and rural health centers were found. 6. Among decision-making authority and family planning services, maternal health services, and tuberculosis control services, significant positive relationship was found between de cision-making authority and family planning services(r=.286, P=.73). 7. A significant difference was found in maternal health services by the type of health centers (F=5.13, P=.026) but no difference was found in tuberculosis control services by the type of health centers, formalization, and decision-making authority. 8. A significant positive relationships were found between family planning services and maternal health services and tuberculosis control services, and between maternal health services and tuberculosis control services (r=-.499, P=.001 ; r=.457, P=.004 ; r=.495, P=.002) in case of urban health centers. In case of rural health centers, relationships between family planning services and tuberculosis control services, and between maternal health services and tuberculosis control services were statistically significant (r=.534, P=.002 ; r=.389, P=.027). No significant relationship was found between family planning and maternal health services. 9. A significant positive canonical correlation was found between the group of independent variables consisted of formalization and de cision-making authority and the group of dependent variables consisted of family planning services, maternal health services and tuberculosis control services(Rc=.455, P=.02). In case of urban health centers, no significant canonical correlation was found between them, but significant canoncial correlation was found in rural health centers(Rc=.578, P=.069), 10. Relationships between job satisfaction and health care productivity was not found significant. Through these results, the assumed relationship between environment and organizational structure was not supported in health centers. Therefore, the relationship between the organizational effectiveness and the congruence between environment and organizational structure that contingency theory proposes to exist was not able to be tested. However decision-making authority was found as an important variable of organizational structure affecting family planning services and job satisfaction in urban health centers. Thus it was suggested that decentralized decision making among health professionals would be a valuable strategy for improvement of organizational effectiveness in public health centers. It is also recommended that further studies to test contingency theory would use variability and uncertainty to define environment of public health centers instead of complexity.

A Study on the Productivity Measurement and Effect Factors of Management Evaluation in Public Firms with a Focus on the Port Authorities

  • In this study, we first measured the malmquist productivity index by DEA among the Korean public firms. Second, there are 12 public corporations whose productivity (MPI) has decreased compared to 2014. This is mainly because of a decrease in productivity, as well as a decrease in the technical efficiency change index (TECI), impacted by the internal environment, and the increase in productivity because of an increase in the technology change index (TCI) impacted by the external environment. Finally, the analysis of the impact on the management assessment scores showed that the productivity (MPI), scale efficiency (CRS), size of sales, operating profitability, and total capital investment efficiency are significantly related (+), except for the asset turnover, which is a static financial ratio. Meanwhile, the management evaluation scores between the high-productivity public corporations and low-performing public corporations were significantly discriminating. Thus, it is confirmed that the nation's state-run companies must manage their MPIs in a time series to score high in management evaluation.

A Study on the Effects of Bureaucratic Characteristics on Librarians' Organizational Commitment in Public Libraries (공공도서관의 관료제적 특성이 사서의 조직몰입에 미치는 영향 연구)

  • This study aims to examine the effects of bureaucratic characteristics, which are the most common in modern library organizations among organizational characteristics of public libraries, on the organizational commitment of librarians. Doing this analysis, 185 librarians from 20 public libraries in the Seoul metropolitan area of South Korea were surveyed to look into the bureaucratic and post-bureaucratic characteristics of each library, such as specialization, hierarchy of authority, system of rules, integration, and participation, and the three dimensions of organizational commitment of affective commitment, continuance commitment, and normative commitment. According to this analysis, the hierarchy of authority had a negative effect on affective and normative commitment, while integration had a positive impact on affective and continuance commitment, and participation had a positive effect on affective and normative commitment. The findings, therefore, show that a combination of bureaucratic and post-bureaucratic characteristics, which reduces the hierarchy of authority and strengthens integration and participation, would increase organizational commitment. This study is meaningful in that, through empirical research, it suggests organizational bureaucratic characteristics that would raise organizational commitment in public library organizations.

  • Public library legislation is the essential means of providing for all the citizen in modern society with a standard public library service. We can trace the origin of that back to the Public Libraries Act 1850 in England. This paper is reviewing all the measures concerning public libraries of England since then in order to find out some guidelines for revision of the Korean Library Law enacted in 1963. Although Public Libraries Act 1850 was an output of a series of social reform movement in the 19th century, it established first the provision of public library service su n.0, pported by public funds. However the Act had several restrictions hindering public library service from making progress. These are: 1. Adoptive legislation in nature 2. Limitation of the size of population and rate income 3. Small library authorities 4. Procedure for adoption by public meeting 5. Restrictions on the ways in which rate income might be spent 6. No governmental organization to direct or control for a standardized public library service 7. No cooperative schemes among libraries. Subsequent development was directed largely to removal of those limitations. The present Public Libraries Act 1964 as a model of public library legislation was enacted on the basis of such reports as Kenyon, McColvin, Roberts, and Bourdillon. All but the problem of small library authorities were removed with this new Act. The final object could be achieved by the Local Government Act 1974 which reorganized existing 383 small authorities into new 115 ones the average population of which was 280, 000. Now, McColvin's dream of 30 years could be fulfilled in the late 70's. He argued that the minimum size of population of a viable authority should be 300, 000. Although the effect of the 1964 Act on the development of public library services in England was great, there must be some considerations as to the provisions of public library objective, government funding for library services, free use of library materials to all regardless of residence, and placement of library committee within the authority.

Introduction of Port Authority and Activation Schemes in the Age of Localization (지방화시대의 항만공사 도입과 활성화 방안)

  • Localization is one of the typical phenomena of this age in Korea. Localization of Port is on the beginning in this Country as the introduction of Port Authority in the Port of Busan and Incheon. As the condition of world trade has been changed, the level of Competition among Ports is severer than before, especially in the East Asia Area. Since many experts of Port say that centralized control system of Port has many Problems, some other Port Control system has been studied and suggested for long time. One of the Countermeasures of these Port Problems is Port Authority System which aims the balance of central and local development. Port Authority System does not want to achieve only Public Duty or Utility but also Commerciality which is fundamentally very important for the survival of Port. In this Paper, the necessities of Port Authority Introduction in Korea was explained. And Port Authority System will be introduced 2004 year in Busan Port firstly and Incheon Port, secondly. The Main Contents of Port Authority System was suggested , in this Paper and some Problems which shall be considered for better operation of Port Authority System was investigated. I suggested some countermeasures, endeavoring the competitive advantage of Port and higher Port Performance, in terms of 3 Dimensions. One is in the side of basic Policy Directions, the other is the activation schemes of functional department which composed of many activities of Port Authority System and the third is in the side of operation body. As this paper, however, has some limitations and Port Authority System is just beginning stage, future research shall be continued in real and concrete level.

Making the Difference in Occupational Health: Three Original and Significant Cases Presented at ICOH Congresses in the 20th Century

  • Background: The aim of this study is to illustrate the historical role of the International Commission on Occupational Health (ICOH) congresses as an arena where national and international occupational medicine can dialogue and as the first example of scientific transferability of the research and prevention results that have had such an impact on global public health. Methods: We used the ICOH Heritage Repository, in which ICOH congress proceedings (from the first congress in Milan in 1906 to the last congress, held in Dublin in 2018), are organised in an orderly way, updated and easily accessible according to open access logic. Results: We describe studies by three physicians who submitted significant scientific work to ICOH congresses, one on the battle against ancylostomiasis (Volante, 1906), the second (Quarelli, 1928) on carbon disulphide poisoning, and the third (Viola, 1969) on the carcinogenicity of vinyl chloride monomer. Priority is given to Italian cases, on account of the authors' obvious familiarity with the issues. Conclusion: The visibility offered in ICOH conferences and their published proceedings has boosted the international spread of their findings, contributing to the scientific transferability of the research results and influencing the development of policies and prevention interventions that have had a great impact on global public health.

Accountable Authority Revocable Identity-Based Encryption (사용자 폐기를 지원하는 책임 기관 ID 기반 암호)

  • In 2001, Boneh and Franklin proposed Identity-Based Encryption(IBE) that does not require a certificate like Public Key Infrastructure(PKI) by using user's Identity as a public key. However, IBE has a key escrow problem because the Private Key Generator(PKG), who is a trusted authority, generates a secret key of every user. Also, it does not support efficient revocation when the user's secret key is exposed or the system needs to revoke the user. Therefore, in order to use IBE as PKI that currently used, it is necessary to solve the key escrow problem and the revocation problem. In this paper, to solve those two problems, we suggest Accountable Authority Revocable IBE(A-RIBE) based on Accountable Authority IBE that mitigates the key escrow problem and Revocable IBE that solves the revocation problem. Also, we define the security model suitable foe A-RIBE, and analyze the principle of designing A-RIBE according to based A-IBE and RIBE and their advantage and disadvantage.
