This study emphasizes the necessity of implementing political supports for artists and suggests several details to develop related industries. For these objectives this study analyzes the trend in related researches and overhauls the aid system. It then comes up with results about how artists are aware of the supporting system by conducting a survey of 140 artists. The result of summarize as follows. First, most of the artists have severely limited access to government-funded or private aid programs. This signals the urgency of establishing an integrated portal site since the artists aren't evenly offered the information they need. Along with this, artists should note that the main purpose of this portal site is focused on providing information related to livelihoods. Secondly, the analysis shows the lack of infrastructure for supporting artists. Both governmental and private sectors should take charge of establishing art consulting agencies which can bring efforts to improve rights and interests of many artists via a number of channels. Supporting artists also presents its necessity about solving social problems besides the one suggested by previous studies. This study has its significance by implying the actual perspectives of artists while most of the related studies are rather theoretical.

In contrast to the global public's interest in the Korean Wave, which has persisted since the early 2000s, our efforts and knowledge on business studies that combine art and technology are limited. This study utilizes a case study methodology to select and analyze notable examples of the integration of various technologies into the performing arts for the growth of Korean performing arts and the continued growth of the Korean Wave. In particular, cases of performing arts utilizing Metaverse have been presented recently, but there is a lack of consideration from the stakeholders' perspective. This study aims to suggest implications for the revitalization of performing arts through the integration of various technologies through case study analysis from these perspectives.

The purpose of this study is to analyze expression of pluralism in contemporary fashion. This study has three parts. They are to understand the concept of pluralism, to find the fashion environments of pluralism in terms of politics, economics, sociality, culture, science, and art, and to analyze expression of pluralism in contemporary fashion. The concept of pluralism in contemporary fashion is the diversity and compounds of fashion images. The environments of pluralism in contemporary fashion are multinational economic system, virtual world of internet. mass-culture and postmodern art. And expression of pluralism in contemporary fashion is analyzed into publicity. Publicity is expressed by using things of common lifestyle and the past that people used to and are well-known. Horizontality is expressed by coordination of male-female facts and property-poorness without high or low concept. Multi-nation is expressed by mixing various kind of national characteristics and Virtuality is expressed by layering and collaging complex facts that are not connected each other.

Based on the main technologies of the 4th Industrial Revolution, industries including the smart home, transportation, agriculture, factory, energy, and medical care industries are rapidly developing. Disaster management technologies and services based on state-of-the-art convergence technologies are being widely applied for the purposes of public safety. State-of-the-art scientific technologies including the Internet of Things (IoT) are expected to offer alternative solutions to pending issues of disaster and safety. Particularly in disaster management, a "prevention activity"to avoid and control disasters in advance is essential, and thus disaster prevention and safety monitoring technologies based on hyper-connected intelligence are fundamental for society during the 4th Industrial Revolution. IoT technologies are being actively applied and utilized in various fields to prevent social and natural disasters. In this article, we introduce the development trends of disaster prevention and safety monitoring technologies based on IoT technologies.

전자정부를 중심으로 해외 공공서비스 시장의 지속적 확대에 따라, 국내 공공서비스 제공 기업들의 해외 시장 진출이 증가하고 있다. 이에 본 연구는 국내 공공서비스 보유 기업의 해외 진출을 지원하기 위한 의사결정지원도구를 개발하고자 하며, 크게 기업역량측면과 국가환경측면 두 가지로 구분하였다. 개발을 위해 전문가 대상의 중요도 평가를 통한 공공서비스 수출의 핵심요인을 도출하였다. 기업역량평가를 위한 요인은 수출관련 인적자원, 수출관련 조직자원, 수출관련 조직기능, 수출 마케팅 전략, 수출경쟁우위 등 5개 요인이 도출되었으며, 국가환경평가를 위한 요인은 제도적 요인, 인프라, 거시경제여건, 시장 운영 효율성, 기술혁신 및 성숙도, 상품시장 효율성 등 6개 요인이 도출되었다. 수출의사결정 지원에 대한 탐색적 연구로 공공서비스 수출 활성화의 토대를 마련하고자 한다.

The urban wetland park is an indispensable part of an ecological city. It has aroused widespread attention and even quickly planning and construction around the country. But, in terms of the nature of the urban wetland park, there is a contradiction between the protection of urban wetland resources and the openness of the urban park for public. This article starts with the necessity for construction of urban wetland park, more over expound the existent problems between the protection and openness of the urban wetland park and to propose appropriate measures through the case study on Nanhu National Urban Wetland Park, Tangshan.

Mechanical world view was built by Newton and Decarte approximately 400 years ago. Modern Society has reached at the time for fundamental adjustment and in effect, the paradigm shift is now under way. The new paradigm is the holistic world view that considers the world as the integrated entirety rather than the unity of separated parts. The pluralistic phase which can be considered as general characteristics observed in the art, society and culture in the end of the 20th century is seen as the reflection of this new world view. the complementary relationship between traditionism and modernity and oriental intuitive, holistic approach and western rational analytical approach can be explained when the complementary relationship is recognized with holistic and integrated view. The holistic paradigm and integrated-artistic view are the new aesthetic value which can suggest an alternative for public art of environmental design.

Canine cataract is developed with aging and can cause the blindness or surgical treatment if not treated timely. The first observation must be made by pet owners but they do not have proper equipment and knowledge to see the abnormalities. In this paper, we propose an intelligent image processing method to extract canine cataract suspicious object from non-professional equipment such as ordinary digital camera and cellular phone photographs so that even casual owners of pet dog can make a pre-diagnosis of such a surgery-needed disease as soon as possible. The experiment shows that the proposed method is successful in most cases except the dog has similar colored hair to the color of cataract.

In this paper, we describe a novel method for document layout analysis that is based on a Fuzzy Energy Matrix (FEM). A FEM is a two-dimensional matrix that contains the likelihood of text and non-text and is generated through the use of Fuzzy theory. The key idea is to define an Energy map for the document to categorize text and non-text. The proposed mechanism is designed for execution with a low-resolution document image, and hence our method has a fast processing speed. The proposed method has been tested on public ICDAR 2009 datasets to conduct a comparison against other state-of-the-art methods, and it was also tested with Korean documents. The results of the experiment indicate that this scheme achieves superior segmentation accuracy, in terms of both precision and recall, and also requires less time for computation than other state-of-the-art document image analysis methods.

Picasso and Chanel were the most famous artists of modern art & fashion area in 20th century. It is well known that they have deeply influenced to the current fashion and art. This study is aimed to analyze Channel's works based on the aspects of Picasso's from 1900's to 1930's. There are five common, distinct and formative aspects - flatness, geometry, transparency based on multi-perspective, volume, variety of objects. Their works are based on the simplicity which is expressed by the analyzation, organization, deconstruction influenced by cubism. It is reconfirmed that they gave the general public the new value-functionality-by using the ready-made materials. Nowadays artists model themselves after Picasso and Chanel who made attempt to conversion of ideas, the steady style, the long view, the interchange of other fields and popularization.
