행정기관의 행정정보공표 현황 및 기준 분석 (An Analysis of Publication Information Dissemination Guidance of Central Government Organizations in Korea)

  • 행정정보공표제도를 통하여 공공기관의 정보에 대한 접근성과 이용성을 보장받을 수 있고, 정부와 국민간의 원활한 소통의 장을 마련할 수 있으며, 궁극적으로 국민에 대한 국정 참여를 유도하여 굿 거버넌스를 실현 시킬 수 있다. 하지만 행정정보공표제도의 시행에 있어 대국민적 홍보 부족으로 이러한 제도가 있는지 조차 인식하지 못한 국민이 많고, 제도에 시행에 있어 다각적인 부분에서 미흡한 점이 많다. 그리고 행정정보공표제도의 시행에 있어서 행정기관들의 행정정보공표 기준은 수립하였으나 기준에 포함되는 항목에 있어서 표준화가 이루어 지지 않아 매우 혼잡한 모습을 보이고 있다.본 논문은 이러한 문제의식에 근거하여 행정정보공표 기준을 분석하고 행정정보공표제도의 개선방향을 제안하였다.

농업기술정보 전달체계의 발전 방향 (Development Directions for the Agricultural Technical Information Systems)

  • One of the major functions of rural extension services is to transfer agricultural technologies and information, and advanced new agricultural techniques developed by research institutes, which are meaningful when they are transferred to farmers for practicl application. Information materials can be transferred in the form of newspapers, radio and television broadcasting, printed materials, audio-visual aids, and public communication networks. Agricultural information systems in the era of localization should be oriented toward county extension services, and the following points should be emphasized for more effective dissemination of agricultural technologies : 1) Central organization of the Rural Development Administration should put more emphasis on the production and dissemination of agricultural information to support activities of extension agents at the county level. 2) An Agricultural information center should be established for more effective collection, analysis, processing, production and dissemination of various agri-related information. 3) An advanced and unified network system should be adopted for more accuate and rapid information flow throughout the country, and reinforcement of manpower and facility at the county level should be emphasized for more effective dissemination of agricultural information.

Detecting Fake News about COVID-19 Infodemic Using Deep Learning and Content Analysis

  • With the widespread use of social media, online social platforms like Twitter have become a place of rapid dissemination of information-both accurate and inaccurate. After the COVID-19 outbreak, the overabundance of fake information and rumours on online social platforms about the COVID-19 pandemic has spread over society as quickly as the virus itself. As a result, fake news poses a significant threat to effective virus response by negatively affecting people's willingness to follow the proper public health guidelines and protocols, which makes it important to identify fake information from online platforms for the public interest. In this research, we introduce an approach to detect fake news using deep learning techniques, which outperform traditional machine learning techniques with a 93.1% accuracy. We then investigate the content differences between real and fake news by applying topic modeling and linguistic analysis. Our results show that topics on Politics and Government services are most common in fake news. In addition, we found that fake news has lower analytic and authenticity scores than real news. With the findings, we discuss important academic and practical implications of the study.

A Study on the Success Factors of Architectural Information System(SEUMTER) in South Korea

  • Since the late 1990s, the Korean government has attempted to develop the Architectural Information System (AIS, SEUMTER), led by the Ministry of Construction and Transportation, in order to improve civil complaint convenience and administrative efficiency in architectural administration. Since then, for nearly 30 years, the Korean government has been continuously upgrading the SEUMTER system. Based on these advancement projects, it is now possible to conduct civil affairs through the Internet, and civil petitioners can file complaints with government offices without visiting and without documents. In addition, statistical work and performance management became possible in real time for civil servants. And recently, by clouding the SEUMTER system, intelligent services have become possible. In this paper, the development process of the SEUMTER was divided into four stages and evaluated, and the main success factors were derived. The main success factors of SEUMTER are 1) Promotion as a National Agenda - Leadership of the President and Ministers, 2) Outsourcing of Information System Development and Dissemination, 3) Overcoming Selfishness between Ministries - Integrating Building Permits System and Building Ledger Systems, 4) Continue to Promote Information System Advancement. Subsequently, three global diffusion strategies for SEUMTER were presented: 1) the Need to Establish Globalization Strategy: Linkage with Smart City Business, 2) Small and Medium-sized System Model Needed for Globalization and ODA, and 3) System Success Needs to be Publicized Internationally.

농산물소득조사의 사회경제적 가치 인식 및 평가에 관한 연구 (A Study on the Perception and Evaluation of the Socioeconomic Value of the Agricultural Income Survey)

  • This study analyzed farmers' and experts' perceptions of the Agricultural Income Survey (AIS) conducted by the Rural Development Administration and estimated its socioeconomic value. The research surveyed 104 farmers in Gyeongsangbuk-do and Jeollanam-do. To estimate the AIS's socioeconomic value, this study examined public information projects in the field of agriculture and public information, proposing an estimation methodology based on prior research. The socioeconomic value of the AIS was calculated in three stages (information generation, collection and analysis, and utilization) using the replacement cost and contingent valuation methods. In 2020, the estimated socioeconomic value of the AIS ranged from a minimum of KRW 631.2 billion to a maximum of KRW 799.1 billion per year. To improve the socioeconomic value of the AIS, it is important to booster awareness, expand sample sizes for more reliable data, increase manpower and budget, refine survey questions, and enhance analyzing capabilities. And it's crucial to foster cooperation with surveyed farms, promote collaboration among investigative agencies, improve investigator skills, and strengthen management capabilities to facilitate information dissemination.

국가적 재난 대응에 있어서의 소셜 미디어 활용 방안 연구 (Application of Social Media for Responding to a National Disaster)

  • 2011년 3월 11일에 일본에서 발생한 대지진은 인적, 물적으로 상당한 피해를 남기게 되었다. 이러한 가운데, 안부 확인 및 피해 복구 과정에서 소셜 미디어가 상당한 활약을 보임으로써 재해 발생 시에 매우 유용한 커뮤니케이션 채널로서 부각되었다. 하지만, 재해 발생의 안전지대라 할 수 없는 우리나라에서는 이러한 재해 발생에 대한 구체적인 대응책이나 체계가 갖추어져 있지 않은 것이 현실이다. 따라서, 본 논문에서는 소셜 미디어 활용에 대한 현황을 알아보기 위하여 외국과 국내의 소셜 미디어 활용 관련 문헌을 조사하고, 이를 기본 재료로 삼아 언제 일어날지 모르는 재해에 대응할 수 있는 소셜 미디어의 이상적인 활용 방안을 도출하고자 한다. 본 연구 결과 도출된 소셜 미디어의 활용 방안을 요약해보면 다음과 같다. 첫째, 기상청이나 소방방재청 등의 관련 기관에서 긴급 상황 시 대국민 의사소통 체계 구축에 활용할 수 있다. 둘째, 유사시 구조 요청이나 물자보급 요청 등 위치 정보를 포함한 다양한 재난 정보서비스 체계 구축에 활용할 수 있다. 마지막으로, 페이스북이나 트위터를 통하여 온라인 기부 서비스가 제공될 수 있다. 본 연구에서 얻어진 결과는 재난 대응 관련 담당자나 연구자들에게 유용한 시사점을 제공한다.

가나의 농촌지도사업과 국제협력사업의 현재와 미래 (Present and Future Agricultural Extension System and International Cooperation Systems for Agricultural Technologies in Ghana)

  • 이 연구의 목적은 가나의 농촌지도사업과 농업기술의 국제협력시스템의 현황과 방향을 탐색하는 것이다. 향후 농촌지도사업의 역할은 지금까지 해 오던 것과는 매우 다를 것이다. 농업기술시스템의 촉진자로서의 농촌지도의 역할은 민간부분의 증가와 함께 증가될 것이다. 공공 농촌지도사업은 민간 부분에서는 농민들의 다양한 요구에 부응할 수 없기 때문에 계속적으로 그 중요성이 증가할 것이다. 향후 이러한 변화와 함께, 가나의 농촌지도시스템에서 내적인 개혁은 도전에 직면하게 될 것이다. 국제협력시스템은 외부의 이해당사자와 농촌지도사업의 파트너십을 형성하는데 중요한 역할을 할 것이다. 종자산업으로부터 나타난 혁신은 역동적이고 시스템적인 과정이었다. KAFECI는 그러한 변화가 2-3년안에 일어난다면 이러한 변화를 유연하게 받아들여야 한다. 기술이전과 전파의 도구나 틀은 다양한 사회경제적인 배경속에서 공동의 목적을 향해 도전하는 혁신적인 플렛폼으로서 발전되어져야 한다.

중소기업 M&A 의사결정 과정에 관한 연구 (Case Study on Decision-Making Process for M&A in Small and Medium Companies)

  • Purpose - A rapidly changing business environment places great demands on small and medium-sized enterprises (SMEs). These SMEs need to find strategic alternatives for continued growth and, ultimately, survival. Thus, mergers and acquisitions (M&A) are deemed an acceptable solution. Research to date has dealt with M&A in major organizations and focused on post merger integration (PMI). Our study focuses on SMEs, as they are relatively new and unknown to the public. Therefore, this study highlights successful M&A and decision making for SMEs through a case study analysis. Research design, data, and methodology - For this study, we examined an M&A case between company S, which produces cell phone parts, and company P, which produces SSD cases. We reviewed theories and previous studies in M&A literature. We comprehensively examined the decision-making procedure at each M&A stage, describing the situation of the buying company and the selling company from the period of the M&A announcement through deal completion. In addition, we conducted interviews with both companies. The data regarding this case study were collected through interviews with managers of both companies who actively participated in the M&A process. When necessary, we asked them about additional relevant information during the interviews. Results - The result of the M&A between company S and company P was deemed acceptable with the exception of the long negotiation period. However, company S was not able to prepare for PMI after the acquisition due to a controversy over acquisition values. Moreover, the employees of the newly formed company, especially those who came from company P, complained about the M&A and attempted to leave. Thus, implications for successful M&As of SMEs are as follows: First, the procedural compliance of the M&A is needed. Second, support is needed from the CEO for the working group, rather than excessive intervention during due diligence. Third, the right, talented members of the organization should be part of the process of the M&A. Fourth, the use of various types of outside expert or business consultants is needed. Fifth, the strategic intervention by Human Resource managers is required. Last, sharing M&A information among employees is important as information dissemination will help employees be more receptive to such a change. However, this study has several limitations as a single case study; more varied SME M&A case studies are needed in order to generalize the results of the study. Conclusions - Most of the research dealing with M&As has focused on major companies and PMI and neglected SMEs. Thus, our study focuses on SMEs and the decision-making procedures for M&A. This study has significantly contributed to the literature in this area and has provided practical information around the implications of sound decision-making during M&As. Specifically, the results of the study contribute to the need for research on M&A among SMEs, which to date has often been neglected as a topic of choice.

지역사회 여성 주민의 건강보험제도를 활용한 건강검진 및 암검사 수검 특성 (The Factors Associated with Health and Cancer Screening Using Preventive Programs from Health Insurance among Women of a Community)

  • This study, performed to analyze the factors associated with health and cancer screening using preventive programs form health insurance among the women of a community, through a survey of about 923 women in Euijungbu-city. The subjects of the study were selected by a proportional cluster sampling method. The self-reported questionnaire was intended to fine factors associated with health screening and cancer screening. The results of this study were as follows: 1. In the case of health screening using health insurance, 14.1% of the subjects turned out to have been screened once or more in their respective life-time. Reasons given for non-participation in the screening were : 'lacking screening information', a belief that' it's not useful' and a belief that they' weren't sick'. 2. The factors associated with health screening behavior were age, educational level, number of doctor visits, BMI and health promotion behavior(p<0.01, p<0.05). Also, the factors associated with health screening behavior were cue to action and health status, and the predictors on health screening behavior were age and health promotion behavior(p<0.01, p<0.05). 3. In the case of cancer screening through the health insurance, 7.4% of the subjects turned out to have been screened once or more respectively in their life-times. Reasons given for non-participation in the screening were : 'lacking screening information', a belief they 'weren't sick' and that it's not useful'. 4. The factors associated with cancer screening behavior were age, educational level, income, alcholol intake, exercise, number of doctor visits and BMI(p<0.01, p<0.05). Aditional factors associated with cancer screening behavior were cue to action, health belief score and health status. Predictors for cancer screening behavior were: age, health belief score, screening attitude and health status(p<0.01, p<0.05). As indicated by the above results, a lack of information was an important factor for a lack of participation in screening. Age and cue to action were also important factors in promoting the cancer screening rate. Therefore, a dissemination of information about cancer screening contributes to the promotion of a screening rate, and cooperation between health insurance and local health cancer facilitates to be public the community-based cancer screening program.

텍스트 분석을 활용한 정보의 수요 공급 기반 뉴스 가치 평가 방안 (A Method for Evaluating News Value based on Supply and Demand of Information Using Text Analysis)

  • 최근 정보 유통의 주요 매체인 인터넷 뉴스와 SNS의 매체 간 특성 차이를 주목한 많은 연구가 있었음에도 불구하고, 양 매체의 차이를 정보의 수요 및 공급 관점에서 파악한 연구는 상대적으로 매우 부족하다. 일반적으로 새로운 정보는 언론사의 뉴스 기사를 통해 대중에게 노출되고, 대중은 이러한 기사에 대한 의견 또는 추가정보를 SNS를 통해 공유함으로써 해당 정보를 수용함과 동시에 확산시킨다. 이러한 측면에서 언론사가 뉴스를 제공하는 행위를 정보의 공급으로 파악할 수 있으며, 대중은 SNS를 통해 이에 대한 관심을 능동적으로 나타냄으로써 해당 정보에 대한 소비 수요를 표출하는 것으로 이해할 수 있다. 이는 상품 및 서비스의 가격이 수요와 공급의 관계에 의해 결정되는 것과 유사한 원리로, 정보의 가치를 정보 수요와 정보 공급의 관계에 기반을 두어 측정할 수 있음을 시사한다. 본 연구에서는 정보 공급의 대표 매체로 인터넷 뉴스 기사를, 정보 수요를 나타내는 대표 매체로 트위터를 선정하고, 특정 이슈에 대한 뉴스의 정보로서의 가치를 이와 관련된 트위터의 양으로 평가하는 뉴스가치지수(NVI, News Value Index)를 고안하여 제시한다. 구체적으로 제안 방법론은 각 이슈별로 NVI를 도출하고 이를 통해 시간의 흐름에 따른 정보 가치의 변화를 시각화하여 나타낸다. 또한 본 연구에서는 제안 방법론의 실무 적용 가능성을 평가하기 위해 인터넷 뉴스 387,018건과 트윗 31,674,795건에 대한 실험을 수행하였다. 그 결과 대부분의 이슈가 전체 정보 시장의 평균 가치에 수렴하는 형태로 변화함을 알 수 있었으며, 꾸준히 평균 이상의 가치를 가지며 정보 시장을 장악하는 등 특이한 양상을 보이는 흥미로운 이슈도 존재함을 파악할 수 있었다.
