Debate on the irrigation water saving and the conservation of eco-system (논 관개용수 절수와 유역생태계 보전의 양면성)

  • It is reported that Korea is a county of water shortage. The government make plans to construct dam to cope with this problem. But, it become difficult to construct dam, because of public opinion of residents and objection of environmentalist. In the sense, the government set up new policy of demand-management which means water saving. It is known that the efficiency of agricultural water is so poor that the first target to save water is focussed on agricultural water. In the study, the function of agricultural water was evaluated and it is found that it is not a waste, but a good ability on eco-system by return flow.

Adapting Public Research Institutes to New Dynamics of Innovation

  • Governments around the world place great hopes in innovation in their search for new sources of growth and for responses to grand challenges, such as climate change, new or re-emerging infectious diseases, accelerating urbanisation, ageing, food security, and availability of clean water. However they must devise their relevant support policies -- including through sponsored research within public research institutes -- taking into account that innovation processes are currently undergoing a major transformation. New innovation patterns include a broadening scope of relevant activities, a growing importance but changing nature of scientific roots of technological development, a stronger demand-pull, the emergence of new local and national STI powerhouses, and the rise of more open and globalised innovation networks. They translate into new opportunities but also constraints for policies to enhance the contribution of public research institutes to national innovation performance. The article derives the main policy implications regarding the desirable evolution of the mission, research focus, as well as the funding and steering of public research institutes, with a special reference to Korea.

  • A life cycle cost analysis model for public water supply systems should be different from the ones for other civil and architectural facilities as the operation and the maintenance cost of the water supply systems mainly come from the various mechanical systems and the pipeline systems of the collecting/treating/distributing facilities. This paper presents a cost classification scheme and a life cycle cost analysis model for public water supply systems. A value analysis (VA) procedure that is well suited for practical purposes is also presented. The presented life cycle model and the value analysis procedure were applied to a real world project, and this case study is discussed in the paper. The model and the procedure presented in this study can greatly contribute to the value-oriented design alternative selection, the estimation of the maintenance cost, and the allocation of budget for water supply system construction projects.

Uranium in Drinking Water of Kyungpook Area in Korea (경북지역의 먹는 물에서 우라늄 검출 특성)

  • Uranium can be released into the water environment from natural sources and human activities. The natural source of uranium is dominant in the Korean soil and groundwater environments. Uranium has both of radioactive and chemical toxic properties. Therefore, a drinking water contaminated with uranium has a high health risk. This study was conducted to determine the uranium concentration of water systems including small village drinking water system, groundwater for drinking water purpose, spring water, groundwater monitoring well, and emergency water suppling system. The uranium concentration was compared with domestic and other countries' standard. The contamination level was also evaluated on the basis of geological characteristics of the area. Among total 803 samples, 6 exceeded the Korean standard, $30{\mu}g/{\ell}$ and this was about 0.7% of the total sample. On the basis of geology, uranium concentration appeared to be increased in order of biotite granodiorite > biotite granite > gneissoid granite. The highest level of uranium was 12.4 in average.

The Cultural and Environmental Unsoundness of the Chinese Public Squatting-Type Toilet: A Case Study toward a Sustainable Excreta Treatment System

  • The inconvenient truth of sustainable public squat toilet culture varies among nationalities. This culture may be comfortable to the people of China, yet uncomfortable to the non-Chinese, according to the adequate environmental management in Yanbian Korean Autonomous Prefecture (YKAP), northern China. We conducted a series of field surveys and individual interviews (Chinese n = 1,000 and non-Chinese [foreign visitors] n = 100) on several aspects of the public squat toilet: structural properties, waste disposal methods, important factors, and overall satisfaction level. The significant factors in response to the public squat toilets were cleanliness, odor, toilet paper, temperature, soap, other facilities, and presence of cubicles. These factors should be policy priorities of the local government. In addition, 66.2% of Chinese and 91% of foreign visitors desired type E toilets (two full-high partition walls and a door). The results illustrate the nature of a sustainable and beautiful approach to the culturally and environmentally sound management of various types of public squat toilet in YKAP. The government needs to focus on the future-oriented and excreta treatment management of the sustainable toilet culture for residents and visitors of YKAP.

Study on Radioactive Material Management Plan and Environmental Analysis of Water (II) Study of Management System in Water Environment of Japan (물 환경의 방사성 물질 관리 방안과 분석법에 관한 연구 (II) 일본의 물 환경 방사성물질 관리 체계에 대한 고찰)

  • After Fukushima Daiichi nuclear disaster in 2011, study and maintenance of monitoring systems have been made at home and abroad. As concerns about radioactive contamination of water have increased in Korea, update of maintenance of managing radioactive materials in water is being made mainly by Ministry of Environment. In this study, we analysed current state of monitoring system modification in Japan, the country directly involved and neighboring country. According to the result, Japan modified the legislations first. Then Ministry of Education, Culture, Sports, Science and Technology (MEXT) provides theoretical background of radiological monitoring. And Ministry of the Environment actually watches state of water pollution in public waters and underground water. Finally related agencies like local government are monitoring current state of radioactive contamination in water environment. By region, local monitoring stations share the investigation of the whole country. Also, additional monitoring is running around nuclear facilities. After Fukushima disaster, monitoring for area near Fukushima is added. Among the reference levels, management target value of drinking water and tap water is 10 Bq/kg, and those of public water and underground water are 1 Bq/L. Measuring intervals varied from every hour to once a year, regularly or irregularly depending on the investigation. The main measuring items are air dose rate, gross ${\alpha}$, gross ${\beta}$, ${\gamma}$ radionuclide, Cs-134, Cs-137, Sr-89, Sr-90, I-131, and so on. In comparison, regulations about general public water in Korea need to be modified, while those about area near nuclear facility and drinking water are organized well. In future, therefore, domestic system would be expected to be modified with making reference to the guidelines like WHO's one. As good case of applying international guideline to domestic environment, Japanese system could be a reference when general standard of radioactivity in public water is made in Korea.

  • Recent year, mean energy consumptions of a people are higher than other country. And international oil price became over 120 dollar. This energy environment as well as energy war. Maybe, the Meteorological Administration is going to enforce scorching heatwave special report system from that come summer. Besides, 2008 summer, maximum demand power is expected by 64,240,000kW. The electric power equipment reserve rate appeared in to keep 12.5% level. Chilled water storage system witch is one of electric load administration system. Heat pump system used cooling tower heat recovery is advantage that use is possible to summer in small a public bath building. In this paper, we suggest that heat pump system by heat recovery using cooling tower when it is heating operation of ambient air temperature. To apply cooling tower heat recovery heat pump to chilled water heat storage type and achieved performance evaluation about operation. As a result, performance of heat pump system that about 121% in cooling mode, 138% in heating mode higher than KEPCO standard. And heating operation possible to ambient air temperature about $23^{\circ}C$, which of appear cooling tower outlet temperature about $13^{\circ}C$.

Community-acquired Legionnaires' Disease in a Newly Constructed Apartment Building

  • Objectives: Legionnaires' disease (LD) is a severe type of pneumonia caused by inhalation of aerosols contaminated with Legionella. On September 22, 2016, a single case of LD was reported from a newly built apartment building in Gyeonggi province. This article describes an epidemiologic investigation of LD and identification of the possible source of infection. Methods: To identify the source of LD, we interviewed the patient's husband using a questionnaire based on the Legionella management guidelines from the Korea Centers for Disease Control and Prevention. Water samples from the site were collected and analyzed. An epidemiological investigation of the residents and visitors in the apartment building was conducted for 14 days before the index patient's symptoms first appeared to 14 days after the implementation of environmental control measures. Results: Legionella pneumophila serogroup 1 was isolated from the heated-water samples from the patient's residence and the basement of the apartment complex. Thirty-two suspected cases were reported from the apartment building during the surveillance period, yet all were confirmed negative based on urinary antigen tests. Conclusions: The likely source of infection was the building's potable water, particularly heated water. Further study of effective monitoring systems in heated potable water should be considered.
