A study on the trend of the rail transportation in view of the change of Korea public transportation (국내 육상교통 수단의 변천과정에서 본 철도고통의 발전방향)

  • The traffic policy of a city in Korea has brought to many traffic problems by putting emphasis on the only side of mobility in the past that the personal transportation was put first in importance more than the public transportation. As the result of this policy, in the process that the traffic policy of large cities in Korea changes into accessibility, it is shown for re-lighting up the development of the public transportation to be going to be able to get many suggestions in searching for the desirable developing direction of the new means of transportation that will arrive at Korea in the future. Especially, compared with the policy of U.S.A. on the traffic plan that has concentrated on the road and the vehicle, and that of Europe that has put first in the walking and the public transportation system, it is considered as an important thing that the lesson is given to us about what is important for the desirable city development. Transportation can be divided into four; a railroad transportation. a road transportation, a marine transportation, and an aerial transportation.

Analysis of the Effect of Traffic Safety Investment on Traffic Accident Reduction Using Panel Data (패널자료를 이용한 교통안전투자 종류별 사고감소 효과)

  • There are many investment budget drafts in the filed of a road traffic safety. The traffic safety budget is spitted into following three major areas: 1) traffic safety facility (Engineering), 2) traffic enforcement (Enforcement), and 3) traffic safety education & public relation (Education). The three area are known as so-called 3E policy. This study investigates the effect of the investment in the 3E policy on the reduction of traffic accidents analyzing the data annually collected from the 15 local governments during 1992 to 2007. The analysis employing the traffic accidents as the dependent variable reveals that the effect of the investment is higher if same amount of investment is made on areas of the traffic safety education and public relation than the area of facility improvement. The similar conclusions are resulted from the separate investigation of traffic accidents data by 6 different types. All the results consistently indicate that the current traffic safety investment being primarily made on traffic safety facility needs to shift to the areas of traffic safety education and public relation budget.

Public Attitude Survey on Traffic Fine Policy (교통과태료제도에 대한 국민의식조사 분석)

  • Traffic safety has been dramatically enhanced thanks to recent improvements in traffic environment. Nonetheless, many traffic accidents occur due to unchanging driving practices. Therefore, this study addresses the issues of traffic fine and penalty fine policies, and seek appropriate levels of traffic fines through a public attitude survey. For this purpose, a survey was conducted on 905 adult drivers over 20 years of age from 15 provinces and metropolitan cities. Analysis results are as follows. First, traffic environment in South Korea is generally not safe. Respondents perceive violation of traffic laws such as reckless driving, speeding and drunk and driving as an important cause. Second, 61.6% of respondents experienced over one speeding annually, but only 15.2% of respondents were caught in the last three years. Third, opposition to levels of traffic fines has decreased over the past, and responses were more positive when more information was provided. Fourth, to deter moral hazard of paying traffic fines to avoid traffic penalty points, traffic fines should be at least 50,000~70,000 won higher than penalty fines. Fifth, there was less opposition to implementation of accumulated penalty policy compared to income-based differential fine levels. Sixth, traffic fines for different types of traffic violations need to be reorganized. In conclusion, this study suggests the following policy improvements for the current traffic fine and penalty fine policies for violation of traffic laws. First, enough understanding and consensus must be developed for policy improvements. Second, administrative sanctions such as giving penalty points should be considered rather than financial sanctions. Third, there should be policy improvement for accumulative penalty. Current acts of traffic law violation should be reorganized.

Specific Reaction to Road-traffic Noise (도로교통소음에 대한 주민들의 반응)

  • Valid evaluation of community reaction to road-traffic noise exposure is important for the policy making and quality of life. The purpose of this study is to evaluate the relationship between community reaction and nighttime road-traffic noise. The study measured nighttime roadside noise caused by high traffic which is greater than LAeq(22:00-07:00) 65dB(A) and lower than 65dB(A) at Chonju city, from March to April, 2003. Three hundred sixty seven subjects, aged from 20 to 65, were selected from those who are residing close to the major roads. They were asked to answer the questions regarding noise source, stress(PWI-SF), annoyance, disturbance of specific activity, disturbance of sleep, somatic symptom, and four suggested confounding factors. The relationship between annoyance, somatic symptom and noise exposure was not significant. Adjusted odds ratio(95% C.I.) for disturbance of communication  and disturbance of attention and rest  were 1.59(1.03-2.71), 1.64(1.06-2.81), respectively. On the other hand sleep disturbance  was indicated as 1.34(0.77-2.32). The results suggested that federal policy-making about road-traffic noise should consider community reaction evaluated by various perspective including annoyance, disturbance of specific activity, disturbance of sleep, and confounding factors.

A Study on the Public Traffic Policy in Information Age: Focused on the Bus Quasi-Public Operating System in Gwang-ju Metropolitan City (정보화시대의 대중교통정책 : 광주광역시의 버스준공영제를 중심으로)

  • As one of the most traffic devices, bus has played a great role in Korea for the last years. However, a great many peoples in big cities have continually decreased with the increase of private car ownership. It causes lower quality of bus service and unstability of operation in many bus companies. In the several local government, the operation system of bus was changed to Bus Quasi-Public Operating System. The aim of this study is to assess the effects and to suggest improvement strategies of Bus QPOS. According to the results of the analysis, Bus QPOS has brought various positive effects, but it has occurred negative effects, especially a much increase of government subsidies to bus company. To resolve a negative effects, government should examine the whole condition of bus operations. This study suggests strategies to improve Bus QPOS, which is including transparency of management, fair assessment system, standard cost system for bus operations.

  • This paper proposes a session control model for the P2P(Peer to Peer) IPTV(Internet Protocol Television) services and presents the IPTV session control procedures based on the proposed model. Since, while public IPTV traffic is usually processed via a separate network, P2P IPTV traffic is processed together with the conventional Internet access traffic, the P2P IPTV control mechanism needs to provide multi-stream processing for the constituent TPS(Triple Play Service) traffic and corresponding QoS(Quality of Service) control functions. Besides, P2P IPTV session control mechanism should provide appropriate multicast control functions in order to support effective transmission of video traffic generated by personal IPTV broadcasters. The P2P IPTV session control model proposed in this paper is designed to be based on the standard SIP(Session Initiation Protocol), IGMP(Internet Group Management Protocol), and COPS(Common Open Policy Service) protocol so that it can contribute to the easy and prompt deployment of inter-operable P2P IPTV platform.

  • Tour traffic takes largely place at certain limited period of time so that it is desirable to adopt some kind of software-typed approaches like the introduction of a new traffic system rather than hardware-typed ones of extension or construction of roads, and which naturally leads to the need of establishing a new tour traffic policy that makes the most profit at the lowest cost. In this research, I studied cognitive characteristics of traffic congestion of tour traffic and non-tour traffic and constructed a transfer traffic-choice behavior model for the introduction of transfer-traffic system and examined its influence factors. As a result, it is revealed that respondents feel much more the cognitive strength of traffic congestion at tourist resorts than they feel usually at non-tourist sites. That means the necessity of the introduction of the policy that enhances access to tourist resorts. In closing, through the transfer-traffic choice behavior model, I identified the fact that the introduction of transfer-traffic system could convert the trend of highly frequent use of passenger cars on tourism season into public transportation use, which shows that relevant policy-makers ultimately need to make a comprehensive policy considering traffic aspect in revitalizing tour resorts.

A Study on the Change of Traffic Accidents Around the Pedestrian Priority Zone (보행자 우선도로 개선 사업으로 인한 교통사고 변화에 대한 연구)

  • We are implementing pedestrian priority zone policy to certain districts to reduce greenhouse gas and to develop eco-friendly city which has more focus on pedestrians' walking environment. This policy has contributed to citizens' satisfaction level with improved public transportation service as well as more spacious streets for walk. Despite highly positive influence of pedestrian priority zone policy to the walking environment, we need to anticipate the impact of this to traffic environment as it may have bad effect to the overall traffic flow around the zone where the policy is implemented. This research has analyzed the change of characteristics of traffic accidents around the eco-traffic area of Hang-Gung dong, Suwon city, to understand impact of the pedestrian priority zone policy to the traffic surroundings, with pre-post analysis methodology. As a result, number of accidents related to pedestrians showed decrease as pedestrian priority zone is designed operated with focus to pedestrians. But accidents related illegal U-turn and violation of the traffic signal showed (significant) increase as there was a restriction of turns and decrease of overall traffic speed. To prevent the accidents above, we need to notice drivers to pay special attention before the pedestrian priority zone event, and information from this research should be given to the drivers through safety signs and mobile application at the place near to the event.

  • The existing city which consists of the downtown in Korea has been built spontaneously, and it is in difficulties for the distribution problem and traffic congestion since undersupply of social facilities cannot afford to handle the increasing traffic demand. So the traffic facilities have been reinforced to increase the competitiveness of the city and solve the related problems. The need of a new transit system considering the transport capacity and environment-friendliness is emerging as revitalization of public transportation is needed for reduce of personal transportation. In case of local governments that the Self-Reliance Ratio of local finance is high, if they promote the business by tram transit low which period could be shorten, it can correspond the traffic policy and invigorate the introduction of the new traffic system.

Development of BPR Functions with Truck Traffic Impacts for Network Assignment (노선배정시 트럭 교통량을 고려한 BPR 함수 개발)

  • Truck traffic accounts for a substantial fraction of the traffic stream in many regions and is often the source of localized traffic congestion, potential parking and safety problems. Truck trips tend to be ignored or treated superficially in travel demand models. It reduces the effectiveness and accuracy of travel demand forecasting and may result in misguided transportation policy and project decisions. This paper presents the development of speed-flow relationships with truck impacts based on CORSIM simulation results in order to enhance travel demand model by incorporating truck trips. The traditional BPR(Bureau of Public Road) function representing the speed-flow relationships for roadway facilities is modified to specifically include the impacts of truck traffics. A number of new speed-flow functions have been developed based on CORSIM simulation results for freeways and urban arterials.
