공공건설사업의 발주방식 개선방안 (The Improvement Plan of Project Delivery Systems in the Public Construction Projects)

  • 건설공사는 복잡화, 다양화, 대형화되고 있으며 이러한 다변화된 건설 환경에 대응하기 위해 건설 선진국에서는 다양한 발주방식을 도입 적용해 오고 있다. 국내에서도 지속적으로 발주제도를 개선해 오고 있으며, 최근에는 공공건설공사의 발주방식을 보다 다양화하려는 취지에서 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모 기술제안입찰"을 새로 도입하였다. 하지만 이러한 정부의 노력과는 달리 몇몇 발주기관에서는 발주방식 선정기준 부계로 인해 공공건설공사에 있어서 획일적인 발주방식을 적용하고 있다. 이에 본 연구는 공공기관에서 기 발주된 건설공사 실태 및 현황분석과 설문조사를 통하여 발주방식 적용에 있어서의 문제점을 도출하고, 개선방안으로 발주기관이 객관적인 자료로 활용할 수 있는 사업유형별 발주방식 선정기준을 제시하고자 한다.

ASSESSMENT OF PUBLIC PERCEIVED ROADWAY SMOOTHNESS

  • International Roughness Index (IRI) has been widely used by state DOTs to quantify pavement smoothness. When pavement condition falls below certain IRI thresholds, corresponding pavement maintenance treatments should be considered for application. Selection of appropriate IRI thresholds is essential to tactical allocation of limited resources to improve the conditions of states' roadway systems. This selection process is often challenging, however, because IRI thresholds are largely determined by Perceived Ride Quality (PRQ), and PRQ differs in each state. In this paper, a framework is proposed to address this problem. Passenger raters will be randomly selected from predetermined geographic locations, and their PRQ ratings collected. Taking this perceived ride data, along with other data collected, a statistical analysis will be conducted to establish the relationship between measured IRI values and PRQ. Appropriate IRI thresholds will then be determined. Once this framework is implemented, state DOTs could make informative maintenance decisions, which are expected to greatly enhance the public perception of pavement conditions in today's challenging economy.

웹 서비스의 선택과 조건 분기에 관한 연구 (A Study on Web Services Selection and Conditional Branches)

  • IT Services market is growing rapidly in the business industry and SOA-based Web Services have been introduced as an effective vehicle for the integration of enterprise-wide applications within organizations. The number of publicly available Web Services is ever increasing recently in a variety of areas, and as the number of public Web Services increases, there will be many Web Services with the same functionality. These services, however, will vary in their QoS properties, such as price, response time and availability, and it is very important to choose a right service while satisfying given QoS constraints. This paper addresses the issue of selecting composite Web Services which involves conditional branches in business processes. It is essential to have any conditional branches satisfy the global QoS constraints at service selection phase, since the branches are chosen to execute at run-time dynamically. We proposed service selection procedures for basic structure of conditional branches and explained them by examples. Experiments were conducted to analyze the impact of the number of candidate services and service types on the time of finding service solutions.

온라인 정치참여에서 디지털 정보격차의 영향: 디지털 기기 이용자의 기기 운용 기술 격차를 중심으로 (Impact of Digital Divide on Online Political Participation: With Focus on the Gap of Operational Skills of Digital Device Users)

  • 본 연구에서는 디지털 기기 이용을 위한 동기와 운용 기술 차원에서의 디지털 정보격차가 온라인 정치참여에 미치는 영향에 대해 실증적으로 분석하였다. 한국정보화진흥원에서 2018년 9월부터 12월까지 실시한 2018 디지털 정보격차 실태조사 데이터를 사용하여, 인터넷 이용자와 비이용자 간에 발생할 수 있는 표본선택의 편의를 통제하기 위해 Heckman 선택모형을 이용한 분석을 수행하였다. 연구결과, 디지털 기기를 이용하여 개별 시민들이 원하는 활동을 하기 위한 동기와 기기 운용 기술에 있어서의 격차는 온라인 정치참여에 유의한 영향이 나타났다. 또한 사회경제적 수준에서 연령, 교육수준 및 지역적 요인은 온라인 정치참여에 유의한 영향을 나타내지만, 성별 및 소득수준에서는 유의한 영향이 나타나지 않았다. 본 연구에서는 디지털 기기간 정보격차의 양상에 차이가 있다는 것을 밝혀냈다는 것에 의의가 있다. 즉, 모바일 기기 이용자의 경우에는 디지털 기기 이용 동기가, 개인용 컴퓨터 이용자의 경우에는 기기 운용 기술이 중요한 요인으로 식별되었다.

결혼과 출산 간의 관계에서 거주지 선택의 조절 효과 검증 -지방소멸 대응을 위한 광역화 관점에서- (Moderating Effect of Residential Selection on the Relationship between Marriage and Childbirth - From Perspective of Regional Integration against Local Extinction -)

  • 본 연구는 결혼과 출산 간의 인과적 구조에서 거주지 선택의 조절 효과를 검증하여 거주지 선택이 출산에 어떠한 영향을 미치는지를 확인하였다. 분석 결과, 초혼은 지방정부의 공공서비스를 위한 재정적 역량, 주거 안정성, 지역 규모, 지역의 경제 상황과의 상호작용 그리고 재혼 및 외국인과의 결혼은 지방정부의 공공서비스를 위한 재정적 역량, 주거 안정성, 지역 규모와의 상호작용이 출산에 조절 효과를 지니는 것으로 확인되었다. 이런 분석 결과는 결혼 부부가 거주지로 농어촌 지역보다는 중소도시 및 대도시로 선택할 경우가 출산 의사에 더 긍정적인 영향을 미칠 수 있음을 의미한다. 결혼과 출산 간의 관계에서 거주지 선택의 조절 효과를 근거로 광역화를 주장하는 것이 논리적으로 문제가 있다는 의견도 존재할 수 있지만, 본 연구의 분석 결과와 현재의 결혼 부부 농어촌 지역으로서의 거주 회피현상은 광역화의 필요성을 제기하는데 기여할 수 있을 것으로 판단된다.

국방데이터 품질관리를 위한 대상 체계 선정 기준 (Selection Criteria of Target Systems for Quality Management of National Defense Data)

  • 국방부 또는 공공기관에서 관리하는 모든 데이터베이스 및 시스템의 데이터는 일정 품질 이상 보장하는 것이 원칙이나 대부분 다수의 정보시스템을 구축·운영하기 때문에 현실적으로 모든 시스템에 대한 데이터 품질관리는 한계가 있다. 국방데이터는 업무의 특성상 공개되지 않는 데이터가 대부분이고 군에서 업무의 필요 및 중요도에 따라 전략적으로 개발되거나 통합되어 관리하는 시스템이 많다. 또한, 무기체계에서 발생하는 센서데이터, 비정형데이터, 인공지능 학습데이터 등 데이터 품질관리가 필요한 다양한 유형의 많은 데이터가 축척되고 생성되고 있다. 그러나, 국방데이터를 위한 데이터 품질관리 가이드 및 품질관리 대상 선정에 대한 가이드가 부재한 상황이고, 공공데이터 품질관리 매뉴얼의 기준에 따라 국방데이터의 품질관리 대상 데이터베이스 및 시스템을 선정하기에는 선정 기준이 모호하며 실무 담당자에 의존적이다. 따라서, 본 논문에서는 국방데이터의 품질관리를 위한 대상 체계 선정 기준에 대하여 제안하며, 제안한 선정기준들과 기존 매뉴얼의 선정기준과의 관계성에 대하여 기술한다.

공공하수처리시설 공법 선정을 위한 계층화분석법 적용방안 고찰 (A study on AHP application of selection method for the best treatment technology of public sewage treatment works)

  • Various kinds of processes are used in the Public Sewage Treatment Works(PSTWs) in order to achieve water quality criteria and TMDL in the watershed. The performance of the existing processes at PSTWs depends on influent characteristics, effluent quality target, amount of sludge production, power cost and other factors. In present, the Selection Guideline for the Available Treatment Process of PSTWs is used for a process decision in the country. But there are some problems regarding redundancy of assessment factors and complexity of assessment procedure in the guideline. In this study, we did a test application of AHP for process selection of PSTWs, which propose is to simplify assessment factors such as pollutant removal amount, sludge generation, electricity consumption, stability of operation, convenience of maintenance, easiness of existing process application, installation cost, and operating cost concerning of environmental factors, technical factors and economical factors. According to the study, the PSTWs selection procedure guideline can be improved using application of AHP method.

Behavioral Modification Regarding Liver Fluke and Cholangiocarcinoma with a Health Belief Model Using Integrated Learning

  • This study aimed to modify behavior regarding liver fluke and cholangiocarcinoma prevention in Chumphuang district, Nakhon Ratchasima province, Thailand through integrated learning. A total of 180 participants were included through purposive selection of high-risk scores on verbal screening. Participants attended the health education program which applied the health belief model included family based, knowledge station based, academic merit based and community based learning. Data were collected using a questionnaire composed of 4 parts: 1) personal information, 2) knowledge, 3) perceived susceptibility, severity, benefits, and barriers, 4) practice regarding liver fluke and cholangiocarcinoma prevention. The result revealed that the majority were female (79.9%), age ${\geq}60$ years old (33.2%), primary school educational level (76.1%), and agricultural occupation (70.1%). The mean scores of knowledge, perception, and practice to liver fluke and cholangiocarcinoma prevention, before participated the integrative learning were low, moderate, and low, respectively. Meanwhile, the mean score of knowledge, perceived susceptibility, severity, benefits, and barriers, and practice regarding liver fluke and cholangiocarcinoma prevention, were higher with statistical significance after participation in the integrated learning. This finding indicates that health education programs may successfully modify health behavior in the rural communities. Therefore they may useful for further work behavior modification in other epidemic areas.

Value Recognition and Intention to Adopt Smart City Services: A Public Value Management Theory Approach

  • Smart city, which employs information and communication technology (ICT) to resolve urban problems, is gaining more research attention in the innovation research. However, most previous studies regard citizens as merely passive accepters of the smart city services, focusing on individual private values. The present study aims to expand existing limited perspectives by applying public value management theory. Drawing from the literature review, we developed a dual perspective that a smart city service should encompass: private and public value. Then we set up a causal relationship between the value recognitions and intention to adopt smart city services. We further related antecedent variables to the dual value recognition in terms of citizens' characteristics: prior knowledge, personal innovativeness, and citizenship. Two case subjects among currently operating smart city services in South Korea were selected to empirically investigate our hypothesis. Results confirm the recognition of both public and private value is significantly related to the citizens' personal characteristics and resultant attitude towards acceptance and support for diffusion of the smart city services. This study is expected to provide useful implications for a new angle for the recipient of the smart city services, value orientation of the services, citizen's participation, and method selection for promotion.

Where and Why? A Novel Approach for Prioritizing Implementation Points of Public CCTVs using Urban Big Data

  • Citizens' demand for public CCTVs continues to rise, along with an increase in variouscrimes and social problems in cities. In line with the needs of citizens, the Seoul Metropolitan Government began installing CCTV cameras in 2010, and the number of new installations has increased by over 10% each year. As the large surveillance system represents a substantial budget item for the city, decision-making on location selection should be guided by reasonable standards. The purpose of this study is to improve the existing related models(such as public CCTV priority location analysis manuals) to establish the methodology foranalyzing priority regions ofSeoul-type public CCTVs and propose new mid- to long-term installation goals. Additionally, using the improved methodology, we determine the CCTV priority status of 25 autonomous districts across Seoul and calculate the goals. Through its results, this study suggests improvements to existing models by addressing their limitations, such as the sustainability of input data, the conversion of existing general-purpose models to urban models, and the expansion of basic local government-level models to metropolitan government levels. The results can also be applied to other metropolitan areas and are used by the Seoul Metropolitan Government in its CCTV operation policy
