  • When the public surveying system was introduced in 1961, large scale surveying performances, such as infrastructure construction work, were dominant. However, due to changes in the environment, most of the current surveying performances focused on small scale underground facilities. The method of surveying underground facilities is as follows: "method of measurement before refilling after burying the pipeline" and "method of using exploration after refilling." There are advantages and disadvantages to each method. It became difficult to obtain the accuracy of the location of the underground facilities due to the fact that there were sections of the pipeline that had not been observed through exploration. Therefore, the 2017 performance evaluation regulations were revised. The revision included the addition of the "Underground Facilities Creation Period," a system that allows for surveys to be evaluated based on actual measurements. However, in this particular field, concerns about the advantages of exploration and the purpose of this study was to investigate the background and purpose of the limitations of the survey have been continuously raised. The purpose of this study was to investigate the background and purpose of the public surveying system and to identify the proportion of underground facilities surveying in comparison to public surveying. This study conducted surveys on the implementers of public surveying and those who did the actual surveying. The researcher has summarized the improvements that incorporate the analysis results and the field comments in the revised performance evaluation regulations in 2017.

  • GPS surveying is being applied in earnest in public and construction surveying field recently. However only large enterprise surveying companies have GPS equipments but almost of small companies don't have them because of that their financial status is always too poor to purchase the expensive equipments such as Dual frequency GPS receiver. This is caused by some misunderstanding that only Dual frequency GPS receiver can be used for Public surveying. In order to increase the use of Single frequency GPS receiver to achieve competitive power of small companies in future, we need to verify the applicability and recommend surveyors to use it.

  • With the expansion of the development and use of surveying equipment recently, by the establishment of infrastructure for network RTK surveying of the NGII, network RTK surveying has been widely used in surveying industry. Currently, in public surveying regulations, site calibration with minimum 5 evenly spaced bench marks is needed for using network RTK surveying results as leveling. But the range between and the number of bench marks for site calibration can be varied according to the geoid undulation. In this study, in order to verify this, Incheon area having regular geoid undulation and Taebaek area having irregular geoid undulation are selected as study area and network RTK surveying have been done. Then the accuracy of site calibration by range between and the number of bench marks have been compared. As a result of this study, in order to meet a tolerance of vertical precision (0.1m) that has been set in public surveying regulations, there is a necessity for improving the regulations so that the range and number of bench marks, to be used for site calibration of network RTK surveying, can be applied complementarily.

  • This study presents the two major problems and those improvements of Cadastral Surveying Fee System. The system has been attempted to apply for Individual Public Land Price since 2011. To tackle those problems, this study examines a variety of literatures such as specialty publications, academic thesis, and reports from government. This study applies questionnaire survey method. And the data were collected by the personnel in charge of receiving cadastral surveying application in Gwangju and Jellanamdo branch, LX Korea Cadastral Survey Corp. In order to apply Individual Public Land Price to Cadastral Surveying Fee System, this study suggests subdivision of land at price and application of sample lot and land price standard index table. A number of curriculums provided by training institute in LX Korea Cadastral Survey Corp., education materials and cyber education method are necessary to promote awareness of personnel in charge. Publicity activities are also required to fulfill governmental basis.

  • Due to the traffic congestion of the city and public transportation-oriented policies, public transportation is receiving more attention and being used increasingly However, relatively less research on the design and distribution of public transportation network and limitations in quantitative approaches have made implementation and operation practically difficult. Over- or under-supply of transportation routes caused unbalanced connectivity among areas and differences in time, expenses and metal burden of users. On the other hand, the Space Syntax theory, designed to calculate the connectivity of urban or architectural space, helps generate quantitative connectivity of whole space simply based on the spacial structure. This study modified the original Space Syntax algorithm to fit the public transportation problem and showed how it is appied to a network by creating an artificial network using the GIS.

  • Currently, the regulation and rules for public surveying and the UCPs (Unified Control Points) adapts those of the triangulated traverse surveying. In addition, such regulations do not take account of the unique characteristics of GNSS (Global Navigation Satellite System) surveying, thus there are difficulties in field work and data processing afterwards. A detailed procesure of GNSS processing has not yet been described either, and the verification of accuracy does not follow the generic standards. In order to propose an appropriate procedure for field surveys, we processed a short session (30 minutes) based on the scenarios similar to actual situations. The reference network in Seoul was used to process the same data span for 3 days. The temporal variation during the day was evaluated as well. We analyzed the accuracy of the estimated coordinates depending on the parameterization of tropospheric delay, which was compared with the 24-hr static processing results. Estimating the tropospheric delay is advantageous for the accuracy and stability of the coordinates, resulting in about 5 mm and 10 mm of RMSE (Root Mean Squared Error) for horizontal and vertical components, respectively. Based on the test results, we propose a procedure to estimate the daily solution and then combine them to estimate the final solution by applying the minimum constraints (no-net-translation condition). It is necessary to develop a web-based processing system using a high-end softwares. Additionally, it is also required to standardize the ID of the public control points and the UCPs for the automatic GNSS processing.

  • Recently, there has been growing interest in public participation GIS (Geographic Information System) technology that enables spontaneous public response to increasingly frequent flood and drought events. Accordingly, social and economic demands are increasing on portal services that are designed to help cope with natural hazards such as earthquakes. By focusing on a specific hazard, urban flood, this study designed a prototype of a disaster response portal and its service system. The community map developed in this study is focused on prevention and mitigation of the urban flood damage by analyzing the vulnerable areas, and providing effective means to inspect the roads and sewer systems. By considering the compatibility with VGI (Volunteered Geographic Information) portals, the study created a system environment by employing universally used open-source software programs such as Apache Tomcat, GeoServer, GeoNetwork, and PostgreSQL/PostGIS.

  • The rapid urbanization in developing countries has caused trasportation problems that need to be solved. For that reason, the study evaluates the potential of cycling in the densely populated part of Kathmandu valley. Slopes and existing roads have been applied as the input cost rasters for finding the shortest cost routes between stations. By taking the average cycling velocity, time to travel from station to destination were compared with the average commuting time in the public transportation. The result comes out as similar time with the public transportation. Although the cycling seems potential replacement for public transportation commuters, in fact, there are some setbacks needed to be supported by the government to make it reality in future.
