Analysis of Annual Operation Status of Central Heating and Cooling System in a Public Office Building (공공건물 중앙식 냉난방시스템의 연간 운영 사례 분석)

  • The purpose of this study was to clarify precautions during the design and operation phases for energy reduction in a public office building. To check the operation status of the building, we measured the indoor temperature and humidity in the office space of the building installed central heating and cooling systems. And we analyzed these data and annual BEMS data. As a result, we found six problems related to decreasing system efficiency. Based on these, we presented the information to improve the efficiency of the system from the design and operation phase. Also, we present the need for a system to support the decision-making of operational managers in real-time for the energy efficiency of the building.

Governance Structures to Facilitate Collaboration of Higher Education Institutions (HEIs) and Science &Technology Parks

  • There are very few studies on governance structure for the collaboration between HEIs and science and technology parks until today. Major activities between science parks and HEIs are R&D activities, collaborative researches, technology transfer, space provision for BIs and Technology BIs in the science parks, provision of technical, legal and financial services for start-ups and venture firms. Governance structure for the collaboration of high education institutes with science and technology parks is the handling of complexity and management of dynamic flows of collaboration between two groups. Three models on the governance structure for the collaboration are suggested in this study. The first model is a governance structure that links R&D system such as universities, public research institutes and private research institutes with industrial production cluster such as a group of companies and industrial parks. The second model is a governance structure that has four layers of hierarchy. This hierarchical governance model is composed of four levels of organizations such as central government, three actors, one center for collaboration and many individual research performers. The third model is a governance structure that networks all the stakeholders horizontally. Under this structure, governance is conducted by the network members with no separate and unique governance entity.

Exploring Policy Contexts and Sustainable Management Structure for Park Regeneration - A Focus on the Case of Green Estate Ltd, Sheffield, UK - (공원 재생을 위한 정책 및 지속 가능한 경영구조 연구 - 그린 에스테이트 사례를 중심으로 -)

  • Today, there is increasing recognition of the importance of urban regeneration for better public places. Urban parks as a public area play an important role in harnessing its positive impact on people's well-being: where the standards and funding of/for the parks are getting worse. There is however less a focus on policy approach to park regeneration in the country. Neverthless, a few UK's cases of such innovative park management(PM) has shown successful park regeneration based on policy support. Therefore, the aim of this research is to draw policy implications by exploring a case of successful park regeneration. To address the aim, this research conducts an in-depth case study of 'Manor Fields Park, UK', digging into its PM structure and PM body 'Green Estate Ltd' in relation to relevant policy. The data is mainly collected by interviews including a group interview. The analytical framework 'Place-keeping(PK)' and its six dimensions are employed to determine the characteristics of MFP's PM structure. Resultingly, there is a significant shift in the approach to PM which stresses the principle of long-term and self-sustaining structure led by a non-profit organisation and strong impacts of policy. In this context, PK highlights significant drivers for parks regeneration particularly in terms of policy implications: 1)providing policy support to encourage non-profit organisations in PM, 2)extending community involvement in decision-making processes, 3)promoting income generation by community groups, 4)shifting public awareness of shared responsibility for PM, 5)completing regular park maintenance assessment by community groups, and 6)delivering low-maintenance approaches to PM. To support these implications, PM structure for successful parks regeneration does meet a holistic and multi-dimensional approach of place-keeping underlined by understanding policy contexts and rethinking current status quo of PM. Addressing these implications will shed light on urban PM in an era of austerity and ultimately contribute to improving people's well-being.

Current Status and Policy Recommendations of Oriental Public Health Programs (한방 공공보건사업의 운영실태와 정책과제)

  • Oriental public health programs have been introduced for the purpose of providing comprehensive oriental health care services to community people including vulnerable classes, increasing the accessibility of oriental medicine and the public benefit, and further more elevating the health promotion and the quality of life of community people. Promoting these programs since 2002 in earnest, it is evaluated that it has made a lot of performances. In the other side, it showed many problems and policy issues also. This study is accomplished to analyze the problems made since the system was introduced and until now, 2007, and with this analysis, to examine policy issues and the reasonable recommendations for its development Major problems are as follows. First, fundamental notions and identity of oriental public health programs are not positioned accurately. Second, the infra-structure construction for effective propulsion of business is insufficient. Third, it is short of the capacity for program implementation of oriental public health doctors, related manpower, and health centers. Fourth, oriental health promotion programs that can fulfill the various health needs of community people are deficient. Fifth, active aid of the government and the oriental medical world as well as legal and systematical support for oriental public health programs is insufficient. As a result, to solve the problems and induce the successful settlement of the program, the policy recommendations such as (i) the fundamental notions of the program and establishment of approach strategies, (ii) reinforcement of the foundation of the program implementation, (iii) capacity enhancement of the manpower of the program implementation, and (iv) effective building of supportive system of the program are presented.

Critical Analysis of Unmet Healthcare Needs Index for Addressing Regional Healthcare Inequality (지역 의료불평등 해소를 위한 미충족 의료지표 활용의 비판적 분석)

  • Background: Unmet healthcare needs have many advantages for measuring inequalities in healthcare use. However, the existing indicator is difficult to capture the reality of unmet healthcare needs sufficiently and is not quite appropriate in comparing regional inequality. The purpose of this study is to critically analyze the utilization of the unmet healthcare need indicator for regional healthcare inequalities research. Methods: We used the level of healthcare accessibility and healthcare need to categorize the regions that are known to cause differences in healthcare utilization between regions and verified how existing unmet healthcare need indicator is distributed at the regional level. Results: Four types of regions were classified according to the high and low levels of healthcare needs and accessibility. The hypothesis about the regional type expected to have the highest unmet healthcare need was not proved. The hypothesis about the lowest expected regional type was proved, but the difference in the average rate of unmet healthcare needs among regional types was not significant. The standard deviation of the rate of unmet healthcare needs among regions within the same type was also higher than the overall regional variation, which also disproved the whole frame of hypothesis. Conclusion: Failure to prove the hypothesis means the gap between the supposed meaning of the indicator and the reality. In order to understand the current state of healthcare utilization of people in various regions of Korea and to resolve inequality, fundamental research on the in-depth structure and mechanisms of healthcare utilization is needed.

Study on the Environment of Collaboration on Private Enterprises: Focusing on the Implications for Public Organization (민간기업사례분석을 통한 협업환경에 대한 연구: 공공부문에의 시사점을 중심으로)

  • In recent years, the importance of collaboration has been emphasized in the public sector as well as private companies. In a study for private enterprises, individual enterprises stressed the innovation through collaboration with other organization such as enterprise, university, and other agencies. Other companies and agencies have the technology they need, so that they share skill or knowledge, and they do to create more new developments. This implies a collaborative system can be a win-win collaboration with all partners. It also requires collaboration in the public sector. Because they have many problems that can not be solved at the level of individual institutions. However, public institutions lie ecologically unfavorable in a collaborative environment than the private sector. The organizational structure is hierarchical. In addition, relationships between collaboration partners not recognize horizontally. Of course, communication is not smooth. This study examines successful collaboration case in private sector and we want to draw implications for public organizations. Finally, we discussed ways to promote collaboration in the public sector.

Study on Organizational Performance: Focused on Public Institutions (조직성과에 대한 인식연구: 공공기관을 중심으로)

  • In this study, the organizational performance is divided into the policy perspective, the customer perspective, and the internal viewpoint rather than the financial perspective. The public institutions selected as examples of this study are public institutes under the Ministry of Environment, which are established to promote environmental industry development and environmental technology development projects, and promote the dissemination and practical use of developed environmental technologies. The public institutions that were the target of the study were concerned about how to define organizational performance and how to improve organizational performance. In addition, the institutions were interested in measuring performance in terms of customers and policies rather than financial performance. As a result of this study, it was found that the public institutions which were the subject of study were not very high in terms of policy, customer, and internal performance. In order to enhance the organization's policy performance, customer performance and internal performance, it is necessary to communicate smoothly among the members of the organization, horizontal organizational structure, encourage participation in the client's policy process, and redesign the business process from the customer's perspective.

  • This research is to analyze the public cases of information facilities in terms of central circulations in multi level volumes such as atrium or court which provide visual intervention between different spaces and physical connections such as bridges. Hunt Library design balances the understood pre-existing needs with the University's emerging needs to create a forward-thinking learning environment. While clearly a contemporary structure within a traditional context of the NCSU campus, the Hunt Library provides a positive platform for influencing its surroundings. Both technical and programmatic innovations are celebrated as part of the learning experience and provide a versatile and stimulating environment for students. Public library as open spaces connecting to an interactive social domain over communities can provide variety of learning environments, or technology based labs. There are many cases of the public information spaces with dynamic networks where participants can play their roles in physical space as well as in the intellectual stimulation. In the research, new public projects provide typologies of information spaces with user oriented media. The research is to address a creative transition between the reading space and the experimental links of the integration of state-of-the-art technology is highly visible in the building's design. The user-friendly browsing system that replaces the traditional browsing with the virtual shelves classified and archived by their form, is to reduce the storage space of the public library and it is to allow more space for collaborative learning. In addition to the intelligent robot of information storages, innovative features is the large-scale visualization space that supports team experiments to carry out collaborative online works and therefore the public library's various programs is to provide visitors with more efficient participatory environment.

An Evaluation of Determinants to User Acceptance of Blockchain Technology for the Implementation of Public Rental Housing Management System: Approached by the Unified Theory of Acceptance and Use of Technology (공공임대주택 관리시스템 구축을 위한 블록체인 기술 수용의도의 선행요인 평가: 통합기술수용모형을 기반으로)

  • Currently, various discussions are underway to establish a more advanced management system for public rental housing. Also, it calls for improvement methods for problems arising in management of the current rental housing system. In this regard, this study aims to evaluate determinants that affect user acceptance intention of blockchain technology to implement a new system that complements drawbacks of the current public rental housing system. The study uses the Unified Theory of Acceptance and Use of Technology (UTAUT) as a theoretical model; the study model utilizes three UTAUT variables -performance expectancy, social influence, and Facilitating conditions-, applies security, availability, and reliability that are perceived from blockchain technology as external parameters to facilitate understanding of user acceptance intention of blockchain technology, and evaluates whether innovativeness can regulate the influence of performance expectancy, social influence, and Facilitating conditions on user acceptance intention of blockchain technology. Based on the significant survey result where 274 IT technicians participated, the study applies structural equation modeling to explore structure of user acceptance intention in the blockchain-based management system for public rental housing. As a result, security-reliability and availability are found to factors as determinants for user acceptance intention, affecting implementation of the public rental housing management system, while innovativeness shows no significant statistical results related to regulation effect. This study has implications in that it understands characteristics of blockchain and empirically analyzes the relationship between the characteristics and acceptance intention to enable blockchain's contribution to activate the public rental housing management system in the future.

A Study on the Scheme for Operation of Reading Classroom Program in Public Libraries : A Case Study of Public Libraries in Pusan (공공도서관 독서교실 운영 방안 - 부산지역 공공도서관을 중심으로 -)

  • This study aims at presenting the scheme for operation of reading classroom programs through analysis of present situation of reading education programs in public libraries. To collect data for analyzing the present situation, the plan and its report in relation to operation of reading classroom programs in 22 public libraries, implemented in winter, 2007, were used. In addition, questionnaire surveys to the librarians in charge of reading classroom programs in 22 public libraries were also carried out. As the remedies to problems of the program operations were presented in identification and participation, contents of education, manpower, reeducation of librarians, budgets, facilities, and work structure. The scheme for operation of reading classroom programs for keeping the characteristics and tradition of public libraries needs to develop an operation manual for reading classroom programs.
