Public investment is the process of investing capital in projects that serve national interests and thereby create a driving force for economic development in each country. Especially in developing countries, investment capital is limited, so improving the efficiency of public investment becomes a decisive factor for economic development and enhancing the country's status and ultimately making the country a should be rich. Vietnam has a low starting point, has gone through the doi moi process, and has gradually become a middle-income country, and public investment is attracting attention to improve the quality of the country's infrastructure. The objective of this study is to evaluate the factors affecting the effectiveness of public debt management in Vietnam, through a survey of 150 experts with knowledge of public investment and public debt management, using the results of the estimation through the Using SPSS software, the research results show that the monitoring system and human resource quality have an impact on the effectiveness of public debt management. The study could not, however, discover any proof of the influence of institutional quality, geographic location, or accountability on the effectiveness of public debt management. The research also addresses several policy recommendations for Vietnam that would help the country manage its public debt better in the future.

There are many activities that open source software may using at several areas from the government and international organization such as the UN. And Korea enforces the open source software demonstration activities with different meaning link. It is an evaluation field whether or not using the open source software in information projects. But the public information and the education against the open source software are insufficient in the secondary school students who are be latent open source software users. In this paper, We present an examination and analysis of the open source software recognition of the secondary school students in Korea. And We suggest education methods that can use the open source software in the information subject of the revised 7th national education curriculum.

Software is more diverse and complex and the level of importance for the maintenance of application software to securely operate software is also gradually increasing in proportion. The calculation method for maintenance cost of application software applied in Korea public enterprises is involved in the range of 10 to 15% of development cost, depending on the Software Project Cost Estimation Guide. Moreover, as most software maintenance cost estimation procedures do not take into consideration of the risk factors related of maintenance, it can be seen as a main cause for the occurrence of maintenance related accidents. This study proposes a maintenance cost estimate model that takes into consideration of the risks related to the software maintenance activities to improve and resolve issues arising from the estimation of maintenance cost. In doing so, maintenance risk factors are analyzed and a risk index is derived through the analysis of risk levels based on the risk factors. Based on such analysis, a maintenance cost estimate method which reflects the maintenance risk index was established.

Information technology(IT) has become the fourth major resource available to executives to shape and operate government and public organizations. Government and public organizations have managed the other three major resources for years : people, money, and machine. But today IT accounts for more than 10 % of the budget spent in the Korean government and public organizations. From an information resource management point of view, therefore, data and information, hardware and software, telecommunications networks, information systems personnel and other factors are valuable resources that should be managed for the benefit of the entire organization. This paper studied on the model of information resource management(IRM) architecture for government and public organizations and suggested a new generic model for IRM. The model is consisted of four basic architectures and each architecture includes several factors that should be managed for the benefit of the entire government and public organizations.

A general practice in software ordering behavior in public sector has been an enormous obstacle standing in development path of Korea's software industry. Standard on software development cost estimation is supposedly based on Function Point, but in general, it is on headcounting (a number of people involved in a project). Moreover, it is difficult to change a contract in an on-going project, since statement of work is not precisely and carefully described. But it has a simple solution. Design and Implementation should be a separate project, as in construction industry, and both power and responsibility for design should be given to an expert with a national-level qualification. Here, there is a simple way for Korea to reborn as one of the strongest software country.

Although many tests for stabilization of the software have been done, vulnerability test for a system run by combination of the software of various products has not been conducted enough. This has led to increased threats and vulnerability of system. Especially, web-based software system, which is public, has inherent possibility of exposure to attacks and is likely to be seriously damaged by an accident. Consequently, comprehensive and systematic test plans and techniques are required. Moreover, it is necessary to establish a procedure for managing and handling the results of vulnerability test. This paper proposes vulnerability test plans and designs for implementing automated tools, both of which can be complied with on web-based software systems.

Agile project management is an ongoing method to project completion that actually took place all across length of the project's life cycle. Because loop allows you to adapt as you go rather than maintaining a linear route, iterative methods are mainly applied in software development to ensure velocity and agility. Many pitfalls abound in agile software development adaptations that organizations fail to sidestep. New competitive challenges, fluctuating market dynamics, technological disruption, and the ever-changing demands of empowered customers confront organizations around the world. Organizations are all under tremendous pressure to adapt to change and deliver good products and services to customers more swiftly. Research measured at the challenges that could be encountered and offered advice for how agile development might flourish as it becomes a component of a company's family. Our paper gives a comprehensive review of the most significant obstacles that companies encounter while adopting agile techniques. Adaptability. The agile approach encompasses a variety of techniques, which each have different usage in various sectors. Because certain other standards existing today clash with agile methodology, the adaptation of any of the agile techniques in work environments posed a problem. In this paper, we will cover some of the challenges that firms face in adopting the agile software development life cycle.

이 논문에서는 소프트웨어의 저작권을 보호하기 위한 방법으로서 공개키 기반 구조(Public Key Infrastructure, PKI)와 사용자 의존적인 소프트웨어(User Dependent Software, UDS)의 개념을 이용하는 새로운 방법을 제안한다. 공개키 인증서(Certificate)는 개인의 ID와 개인이 사용할 공개키를 묶어서 인증기관이 서명한 문서로서 개인의 사회적 신분을 나타내는 문서라고 볼 수 있다. 사용자 의존적인 소프트웨어란 사용자의 공개키로 암호화한 정보를 포함하여 컴파일되는 사용자 고유의 소프트웨어 컴포넌트이다. 사용자가 소프트웨어를 이용하기 위해서는 개인키를 제시하여 암호화된 정보를 복호화 할 수 있음을 증명해야 한다. 공개키 기반 구조를 이용하는 이러한 구조의 소프트웨어를 이용하면 사용자는 자신의 공개키 인증서와 개인키에 대한 사회적 책임하에 소프트웨어를 정당하게 사용하게 됨으로써 불법 복제가 어렵게 되고 소프트웨어의 저작권을 근본적으로 보호할 수 있게 된다. 이러한 조건에서라면 소프트웨어의 온라인 판매에 이은 온라인 배달도 가능해져서 사회적으로 많은 물류 비용을 절감할 수 있을 것으로 기대된다.
