사회서비스 공급체계의 최근의 연구 동향 (Recent Research Trends and Implications of the Social Service Supply System)

  • 사회서비스의 공급체계에 대한 연구는 매우 제한적이며 학문적 연구 성과는 사회서비스 제공현장의 확장속도를 충분하게 따라가지 못하고 있다. 연구는 현재의 사회서비스 공급체계에 대한 연구의 현황을 확인하고 새로운 연구와 정책방향을 모색하고자 하였다. 분석논문은 총 79편으로 구성되었으며 분석틀은 분석차원, 분석기준 그리고 분석내용으로 구분을 하여 빈도와 교차분석을 하였다. 연구는 다음과 같이 정리할 수 있다. 첫째, 사회서비스 공급체계의 품질관련 평가 모델이나 품질 인증에 대한 적극적인 연구가 필요한 시점임을 확인하였다. 둘째, 사회서비스 관련 연구의 확대를 위해 사회서비스 예산에 대한 중앙정부와 지방정부의 규모, 개별 사회서비스 제공기관의 관련 자료 등의 공개가 필요함을 보여주었다. 셋째, 사회서비스 공급체계 연구 확대를 위해 사회서비스 예산 배분, 인구 특성, 형평성 그리고 지역 정보 등을 활용한 사회서비스 수요에 대한 예측 관련 연구가 필요함을 보여주었다. 마지막으로 공급과잉에 의한 서비스의 질의 감소 현실을 고려하여 개별 사회서비스 공급 기관의 진입 규정에 관한 연구도 필요함을 알 수 있었다.

지역사회복지서비스 전달체계가 노인의 서비스 만족 및 삶의 질에 미치는 영향 : 경기도 남양주시 '희망케어센터'를 중심으로 (The Influence of a Local Social Welfare Service Delivery System on Service Satisfaction and Quality of Life for the Elderly : Mainly Focused on Hope Care Center of Namyangju City)

  • 본 연구는 기초지방자치단체의 공공-민간협력사회복지서비스 전달체계가 노인들에 대한 서비스만족도와 삶의 질에 미치는 영향을 알아보기 위하여 경기도 남양주시에 거주하는 65세 이상 노인 중 민 관 복지시스템인 '희망케어센터' 이용자와 미이용자를 대상으로 설문조사를 실시하고, '희망케어센터' 이용자 205부, 미이용자 119부 총 324부의 자료를 분석하였다. '희망케어센터' 이용자 그룹과 미 이용자 그룹간의 차이분석 결과 이용자의 복지전달체계 원칙에 대한 인식도의 평균이 미 이용자보다 크게 나타났다. 서비스 만족도 역시 이용자가 미이용자보다 유의적으로 평균이 크게 나타났다. 다만, 삶의 질은 두 집단 간 통계적으로 유의적인 차이가 없는 것으로 나타난 것은 기존의 사회적 취약계층인 '희망케어센터' 이용자들의 낮은 삶의 질이 '희망케어센터' 서비스를 제공받음으로써 간접적 영향을 받아 미이용자들의 수준까지 향상되었다는 기존연구를 뒷받침해준다. 본 연구는 법과 제도적으로 지원이 어려운 대상자를 지원하는 '희망케어센터'의 효과성을 분석하기 위한 연구로 향후 지방자치단체의 복지정책 수립 및 복지전달체계 개선방안을 모색하는데 그 의미가 있다할 것이며, 향후 연구에서는 독립변수의 변인을 좀 더 다양화하여 동일 대상자의 '희망케어센터' 이용 전 후를 비교 분석한다면 보다 심층적인 연구가 될 것으로 사료된다.

  • The purpose of this study was to establish the housing welfare delivery system in Incheon. Documentary research and content analysis methods and survey were used in this study. Data drawn from internet homepage of each community center, gu-office and city hall in Incheon. The major results of this study are as follows. 1) Related works of housing welfare are housing welfare facility management, self helf center, support service of housing life, residential environment management 2) Housing welfare delivery system consists of city, gu-office, community center order. There are many problems that the lack of experts and department of housing welfare and inconsistent works. 3) There should be optimize the related works of housing welfare in order to increase of efficiency of works and to prevent overload to public servant. 4) Housing welfare delivery system needs to co-work through collaborative network in order to realize welfare society. And each main groups have to establish their horizontal relationships.

융합기술 기반 어린이 비만 예방.관리 프로그램 전달체계 설계 (Design of service delivery for a child obesity prevention and management program using technology convergence)

  • Purpose: Health professionals and policy makers confront the failure of provider-administered, conventional behavioral interventions in the fight against obesity epidemic. The aim of this study was to develop a tailored, cost-effective delivery system for a child obesity prevention and management program through technology convergence using Web-enabled smart cellular phones. Methods: Assessment of service needs and development of a delivery system for the program were based on a comprehensive literature review and expert reviews, and results from in-depth interviews and a need-assessment survey. Results: The user- and site-centered service delivery system using Web-enabled cellular telephones as the hardware platform for obesity prevention and management has been developed. A tailored informational service and intervention will be provided interactively between stakeholders through the platform. The potential legal issues associated with the service design have also been considered. Conclusion: The user-centered convergence design and platform based on principles of Transtheoretical Model and Stages of Change using the Health Promoting School framework could enable effective intervention and promote acceptance in the long-run.

농촌 복지·문화 서비스 및 인프라 진단체계 개발 (Development of Diagnosis System about Services and Infrastructure for Rural Welfare and Culture)

  • This study developed diagnostic system to understand the level of welfare cultural service and infrastructure in rural areas. The applicability was reviewed through the Delphi survey and the sample survey of 60 villages. The diagnostic indicators consist of three areas: the demand area, supply area, and delivery area. The demand area consists of 8 indicators, 25 indicators for welfare services and infrastructure (healthcare, social welfare) and 32 indicators for cultural services and infrastructure (culture, education, leisure sports). The service delivery area was divided into service supply area access and traffic accessibility (public transport use status and rural transport model status) by each indicator. A diagnostic system was applied to 60 villages. Services and infrastructure for rural welfare and culture were supplied more in the Si area than Gun area. The delivery area was easier to access the Gun area than Si area. In the case of traffic access, public transportation was more frequently used in the Si area than Gun area, and the rural transportation model was found to have a relatively large amount in the Gun area compared to Si area. The diagnosis system about services and infrastructure for rural welfare and culture will provide information necessary for establishment and decision making of regional development policy taking into account characteristics of rural areas in the future.

지역거점 공공병원의 분만부 공간구성에 관한 연구(1) (A Study on the Space Composition for Department of Delivery in Regional Public Hospital)

  • Purpose: This study presents the analysis on space usage of delivery departments in regional public hospitals. The results intention is to achieve improvement of the delivery environment for the mothers and newborns regarding exposure prevention and efficient infection control. The purpose of this study is to provide fundamental data for architectural plans and guidelines for the delivery department. Method: The investigation and analysis were based on research papers, legal systems, public medical statistical data, and the architectural floor plan drawing. For research, 20 regional public hospitals with an operating delivery room were excluded. Regarding data accessibility, 15 regional public hospitals were selected. Results: To overcome the increased vulnerability of the delivery department, the research results of basic data is provided for the establishment to address urgent needs and rapid response. Thus, the research results are as follows: Firstly, the delivery department needs to respond promptly according to the type of patients. For example, in a case of emergency surgery, a connected circulation plan with the related departments is needed. Secondly, for the environment of the delivery area, alleviating anxiety is imperative for pregnant patients and guardians, labor, childbirth, and recovery. Therefore, these needs must be addressed for treatment space and circulation. Lastly, the delivery department is classified into three areas for analysis: access area, treatment area, and support area. In most of the delivery departments of the 15 selected hospitals, there is no space for the access and support area except for the labor and delivery rooms in the treatment area. For the access area, a waiting area, changing room for pregnant women and guardians, and a storage space for contaminated linens are required for infection prevention, safety, and efficiency. For the treatment area, childbirth processes and circulation should have space reserved for labor, delivery, recovery, examination, and treatment. In preparation for an emergency during childbirth, emergency response measures and supporting space needs to be established. For the support area, circulation and rooms are to be designed for medical staff support, activity space, storage and transportation of equipment, and urgent medical treatment. Implications: Along with the low fertility rate and the decrease of medical institutions that operate delivery departments, for the purpose of establishing a public medical service system and a healthy medical environment for mothers and newborns, the researched information demonstrates basic data on space plan of delivery departments in regional public hospitals.

빈곤여성가장을 위한 서비스 제공에 대한 민-관 인식 차이에 관한 연구: 지역사회 거버넌스 실현의 현실적 간격을 중심으로 (A Study on Community Governance of Public Sector and Service Agencies : Focusing Differences of Perceptions Between Local Officials and Workers in Social Service Agencies Working for Poor Female-headed Households)

  • 본 연구는 빈곤여성가장 가구를 위한 서비스 전달체계 안에서 함께 공조하고 있는 지방자치단체 공무원과 기관종사자간 민관협력체계의 현실과 간격을 진단하고, 보다 효율적인 지역사회 서비스 전달체계를 형성하기 위한 정책적 고려사항들을 탐색하는데 목적이 있다. 이를 위하여 본 연구는 지역사회에서 빈곤여성가장을 위한 지원 사업을 담당하고 있는 지방자치단체 자치구 공무원과 사회복지기관 및 기타 관련 기관 종사자를 대상으로 한 설문지 조사를 실시하였다. 연구결과 첫째, 조사대상자의 약 70%가 지역사회내 민관협력체계나 기관간 네트워크가 제대로 이루어지지 않고 있는 것으로 지적하였다. 둘째, 지역사회 내 빈곤여성가장 발굴을 위해 보다 적극적으로 업무를 수행하고 있다고 평가하거나, 유관 기관간 협력 네트워크가 잘 이루어진다고 평가한 사람일수록 빈곤여성가장 가구를 위한 사회복지서비스가 충분히 전달되고 있으며, 필요도와 충족도간 격차는 줄어들었다고 진단하고 있었다. 셋째, 공공부문과 유관 민간기관간 종사자들은 다른 모든 요인을 통제한 이후에도 빈곤여성가장 가구의 탈빈곤을 위한 사회복지서비스의 필요성과 충족정도, 여성가장 탈빈곤 저해요인 등에 대한 인식에 있어서 현저한 격차가 있는 것으로 나타났다. 결론에서는 빈곤여성가장을 위한 사회서비스 전달체계안 공무원과 기관종사자간 인식의 차이를 해소하고 보다 효과적으로 서비스를 대상자에게 전달할 수 있는 정책방안이 모색되었다.

  • The dental care delivery system and the dental specialty system have a very close relationship each other. Compared to Korea. Western European countries with predominant public sector in dental service have recognized merely 2 or 3 dental specialties, while North American countries with predominant private sector, 8 or 9 ones. It is desirable to adopt the dental specialty system as soon as possible in Korea to encourage scientific development in various dental specialties and qualitative advance in dental service. We, however, have to establish equitable dental care delivery system which can use limited dental resources efficiently as follows. 1. clarifying the different roles in assignments between general dentists and specialists by the amendment of the related laws such as the Medical Act and establishing the organic patient-referral system. 2. adopting the dental specialty system and expanding personnel and equipments so that the dental college hospitals, especially dental divisions of general hospitals, night function as secondary care facilities with specialties. 3. determining the size of dental specialists according to the national needs for dental specialized service's, whose number is to be not more than 10% of the total dentists. 4. transferring the function of accredating dental specialists to the efficient, self-controlled professional organization such as the Korean Dental Association rather than putting it under the governmental control. 5. conducting a comprehensive review of specialty education and practice for re-recognition, and maintaining competence of specialists by re-accredating them periodically. I expect this article to contribute to further discussion about the dental specialty system in Korea in productive and practical way. I am sure that we can Establish this system in the near future when people in every walks of life-the academic circle, the press, the authority concerned, consumer groups and the Korean Dental Association-take part in the discussion with special concern.

복지부문 정보화의 효과에 대한 시론적 논의 : 사회복지통합관리망을 중심으로 (The Effects of Informatization on the Social Welfare Sector: with a focus on the Integrated Social Welfare Management System)

  • 사회복지통합관리망은 정부에서 제공하는 다양한 복지급여 및 서비스를 통합적으로 제공 관리하기 위한 정보시스템으로서 사회복지 행정의 효율화에 기여하고, 나아가 사회복지 전달체계를 개선하기 위하여 구축되었다. 사회복지통합관리망은 복지행정업무를 담당하는 지자체 사회복지공무원의 업무량을 경감시키고 일하는 방식을 개선함으로써 전달체계 효율화 측면을 강조하였으며, 이에 따라 정보화 평가 또한 복지행정업무의 효율성측면과 예산, 인력 감축 규모를 통해 실질적인 효과를 찾아볼 수 있다. 따라서 본 연구는 사회복지통합관리망 구축 및 운영에 따른 경제적 측면, 공급자 측면 그리고 수요자 측면에서 정보시스템의 효과를 살펴보고, 이에 따른 사회복지통합관리망의 실질적인 성과를 제시하였다.
