Consequence-based security for microreactors

  • Assuring physical security for Micro Modular Reactors (MMRs) will be key to their licensing. Economic constraints however require changes in how the security objectives are achieved for MMRs. A promising new approach is the so-called performance based (PB) approach wherein the regulator formally sets general security objectives and leaves it to the licensee to set their own specific acceptance criteria to meet those objectives. To implement the PB approach for MMRs, one performs a consequence-based analysis (CBA) whose objective is to study hypothetical malicious attacks on the facility, assuming that intruders take control of the facility and perform any technically possible action within a limited time before an offsite security force can respond. The scenario leading to the most severe radiological consequences is selected and studied to estimate the limiting impact on public health. The CBA estimates the total amount of radionuclides that would be released to the atmosphere in this hypothetical scenario to determine the total radiation dose to which the public would be exposed. The predicted radiation exposure dose is then compared to the regulatory dose limit for the site. This paper describes application of the CBA to four different MMRs technologies.

Corruption as a Threat to Economic Security of the Country

  • The problem of corruption and the spread of corruption crime today is not only one of the main social problems, but also an obstacle to the implementation of reforms in Ukraine. Given the complexity, scale and diversity of the impact of corruption, it is an undisputed threat to national security. At the state level, corruption threatens, firstly, state security as a result of its spread in public authorities and the combination of political and business spheres; secondly, in the domestic political sphere as a result of non-compliance and violation by officials of public authorities and local governments of the laws of Ukraine; thirdly, in the economic sphere as a result of the dominance of personal interests of civil servants over national ones; fourthly, in other spheres, namely, military, social, ecological, informational, foreign policy, etc. The origins of corruption are diverse and are formed not only in the country but also abroad. The current corruption threat is the result of the country's ineffective domestic and foreign anticorruption policies. Acceleration of the spread and manifestation of external corruption threats is associated with a number of unresolved foreign policy issues against the background of the development of globalization and integration processes, in particular: economic and financial dependence of the country on international financial institutions and organizations; as well as from foreign countries that pose a potential threat due to their ambitious plans to expand our country; unresolved issues regarding the international legal consolidation of borders, etc. It is noted that the current conditions for the development of state security, due to new challenges and threats, need to improve and implement new measures to prevent corruption as a negative impact of the main threats to national economic security. As a result of the study, the main measures to counter the main threats to the economic security of the state were identified.

A Study on the Influence of Victimization Experience and Awareness on Cyber Security Behavior - Focusing on Dual Process Theory (침해 경험 및 정보보호 인식이 정보보호 행동에 미치는 영향에 대한 연구 : 이중 프로세스 이론을 중심으로)

  • The purpose of this study is to investigate the direct effect of victimization experience on cyber security behavior and the indirect effect of information protection awareness through the Dual Process Theory. Baron & Kenny regression analysis was conducted and the results are as follows - first, victimization experience has a positive effect on cyber security behavior; second, the relationship between victimization experience and cyber security behavior is mediated by cyber security awareness; and third, the direct effect of victimization experience on cyber security behavior and the indirect mediating effect of cyber security awareness are both positive (+). The direct effect of victimization experience on cyber security behavior is analyzed to be relatively large compared to the indirect effect that cyber security awareness has on cyber security behavior. Based on these results, It is suggested that periodic cyber security education and campaign policies are needed to enhance cyber security behavior.

Microsatellite-based Genetic Diversity and Evolutionary Relationships of Six Dog Breeds

  • The Tibetan Mastiff is one of the most archaic, ferocious and the largest dogs in the world. The Kunming dog is the chief working-dog breed in China. In this study, ten microsatellite loci were used to assess the genetic diversity and evolutionary relationships in six dog breeds, including Tibetan Mastiff, Kunming dog, Belgian Malinois, Labrador Retriever, English Springer Spaniel, and German Shepherd. The highest genetic diversity was exhibited by the Tibetan Mastiff, indicating useful protection and little inbreeding in the modern Tibetan Mastiff. Higher genetic diversity was observed in European breeds, supporting the hypotheses that breeders outcross their pure breed dogs occasionally to avoid deleterious effects in Europe. Evolutionary relationships showed that English Springer Spaniel and Labrador Retriever were clustered together, then with the Tibetan Mastiff, consistent with previous cluster results. German Shepherd and Kunming dog were grouped together, coinciding with the breeding history of Kunming dog. It is the first time that Tibetan Mastiff and Kunming dog have been analyzed with microsatellites.

CRYPTANALYSIS AND IMPROVEMENT OF A PROXY SIGNATURE WITH MESSAGE RECOVERY USING SELF-CERTIFIED PUBLIC KEY

  • Combining the concept of self-certified public key and message recovery, Li-Zhang-Zhu (LZZ) gives the proxy signature scheme with message recovery using self-certified public key. The security of the proposed scheme is based on the discrete logarithm problem (DLP) and one-way hash function (OWHF). Their scheme accomplishes the tasks of public key verification, proxy signature verification, and message recovery in a logically single step. In addition, their scheme satisfies all properties of strong proxy signature and does not use secure channel in the communication between the original signer and the proxy signer. In this paper, it is shown that in their signature scheme a malicious signer can cheat the system authority (SA), by obtaining a proxy signature key without the permission of the original signer. At the same time malicious original signer can also cheat the SA, he can also obtain a proxy signature key without the permission of the proxy signer. An improved signature scheme is being proposed, which involves the remedial measures to get rid of security flaws of the LZZ et al.'s. The security and performance analysis shows that the proposed signature scheme is maintaining higher level of security, with little bit of computational complexity.

Measures of Abnormal User Activities in Online Comments Based on Cosine Similarity (코사인 유사도 기반의 인터넷 댓글 상 이상 행위 분석 방법)

  • It is more important to ensure the credibility of internet media which influence the public opinion. However, there are vague suspicions in public from the examples of manipulation of online reviews with anonymity. In this study, we explore the possibility of manipulating public opinion in online web sites. We investigate the characteristics of comments posted by users on web sites and compare each comments by using the cosine similarity function. Our result shows followings. First, we found a correlation between the similarities of comments and the article ranks in the web sites. Second, it is possible to identify abnormal user activities indicating excessive multiple posting, double posting and astroturf activities.

Security analysis of a threshold proxy signature scheme using a self-certified public key (자체인증 공개키를 사용하는 threshold 대리서명 기법의 안전성 분석)

  • On the research for constructing secure group-oriented proxy signature schemes, there are several proposals of threshold proxy signature schemes which combine the notions of proxy signature with threshold signature. Recently, Hsu and Wu proposed a threshold proxy signature scheme which uses a self-certified public key based on discrete logarithm problem. In this paper, we show that this scheme is vulnerable to original signer's forgery attack. So our attack provides the evidence that this scheme does not satisfy nonrepudiation property.

A Survey on Public Awareness of Cyber Security (사이버안전에 대한 국민인식 조사 연구)

  • In this study, we surveyed the public awareness about cyber security. Through the survey, we found the awareness for cyber threats that are easily exposed to the public, the one is felt anxiety by the people, and harmful contents in the online. As a result, we analyzed the various cyber threats, and found the internet usage environments, thoughts on unhealthy contents, person in charge of prevention and its methods. The results of the study can be considered as the bases of the extracting requirements for designing convergence research items in the cyber security, and they also suggested its utilization.

Architecture Modeling for Kiosk-based Public Services through Web (키오스크 기반 웹 민원처리시스템 구축을 위한 아키텍쳐 모델링)

  • Public service provision through internet is one of major parts for e-government implementation. It is essential to link the internal administrative network with internet to provide the services through internet and to support kiosks through internet, which should result in critical issues for security. A relay server, as a front server for the public service processing system and a web server, a control server for kiosks, are placed between the public service processing system and kiosks to solve those security issues. It is the way to solve security issues through protecting direct communication between the public service processing system and a web server and authenticating a relay server and a web server through authentication process. In the implementation of the system this paper provide a design for an architecture model of the public service processing system through internet, which are aiming to develop high level of the quality system effectively, to reduce the risk of initial stage of development, and to reduce the incurring cost due to reworks.

  • Several variants of the Diffie-Hellman public key distribution are examined, and a simple and relatively secure public key distribution protocol is introduced. Using a normal basis of GF(2$^{m}$ ), this protocol is implemented, and simulated in software. A program is developed, whereby a normal basis is effectively searched for fast multiplication in GF(2$^{m}$ ).
