Background: An effective communication strategy for reducing conflicts in South Korea has been designed through the analysis of public perception and communication variables on nuclear power under the conditions of rapidly changing nuclear power policies. Materials and Methods: This study conducted both qualitative research through group discussions based on social psychology and quantitative research through surveys. Results and Discussion: Nuclear power plant (NPP) area residents in favor of nuclear power indicated higher levels of communication, safety perception, and contribution than those against it. NPP area residents trusted the civilian expert groups (18.3%) and local government (17.3%) the most, while metropolitan city residents trusted the Nuclear Safety and Security Commission and the Korea Institute of Nuclear Safety (20.7%) the most. In determining nuclear power policy, both the NPP area residents (18.1%) and metropolitan city residents (17.1%) prioritized safety, health, and the environment. While metropolitan city residents thought that energy security and economic growth (16.4%) were important, NPP area residents thought the current issue of spent fuel rods (14.1%) to be important. Conclusion: It is necessary for the nuclear power industry to have and actively implement communication and conflict resolution strategies based on the patterns obtained in the study results.

In the construction machinery rental market, there are frequent cases of sublease through large-scale rental companies or rental through mediation organizations without legal grounds. In addition, institutional improvement of the construction machine safety management system has been required due to concerns over the internalization of legal inspections due to the lack of type approval data and construction machine history management during the construction machine inspection process. The government is responsible for securing safety of construction machinery and promoting mechanization of construction machinery by efficiently managing the construction machinery market by setting safety management such as type approval, registration, and inspection of construction machinery. In order to efficiently implement this, it is required to establish a platform for renting construction machinery and collecting safety management information. We presented a plan to build a public platform for construction machinery to secure the soundness of the construction machinery rental market and to improve safety management.

The efficiency and safety of social-overhead capital (SOC) public infrastructures have become an eminent social concern. In this regard, a continuous structural health monitoring has been widely implemented to oversee the robustness of such public infrastructures for the safety of the public. This paper deals with the analysis of a distributed mobility management (DMM) support for wireless sensor network (WSN) based information transmission system. The partial DMM support separates the data and control plane infrastructures, wherein, the control plane is managed by a particular mobility management network entity, while the data plane is distributed by the mobility anchors. The system will be able to optimize the information transmission for a wireless structural health monitoring of SOC public infrastructures specifically designed for bridges, and thus, guarantees the safety of public commuters.

Background: Increasing workplace health-care perception has become a major issue in the world. Most of the health-related problems are faced because of the lack of health management instruments. The level of health care can be improved through workplace health well-being regulations. The aim of the present study is to formulate a conceptual model of physical checkup. Methods: This study applied conceptual theories and figures and used secondary data from articles and relevant websites for evaluating the validity of the study. Results: Annual health checkup increases health-care awareness perception of states, organizations, employees, and their families and manages the annual health record of employees, organizations, and states. Conclusions: Health care and awareness perception of states, organizations, employees, and families improves with annual health checkup, and annual health checkup also prevents unhealthy acts.

우리나라 재난안전통신망 제공 및 응용 서비스는 개발 추진, 초기 구축, 실증 및 초기 서비스 단계로 재난안전통신망 모바일 앱에 대한 보안 대응은 아직 미흡하다. 재난안전통신망(PS-LTE)에서 사용할 수 있는 단말은 개방형 안드로이드 기반 전용 단말로 다양한 모바일 악성코드에 사용될 수 있는 취약성이 잠재적으로 존재하기 때문에 미국의 FirstNet Certified 및 구글의 Google Play Protect와 비슷한 선제적 대응이 필요하다. 본 논문에서는 응용서비스 앱을 재난안전통신망 모바일 앱스토어에 등재하기 전, 악성 앱 및 정상 앱에 대해 데이터 셋을 구축하여 특징을 추출하고 가장 효과적인 AI 모델을 선정하여 정적 및 동적 분석을 수행하며, 분석 결과에 따라 악성 앱이 아닌 경우 앱 스토어에 등재하는 방안을 제안한다. 해당 방안으로 악성행위 앱 등재를 사전에 차단하는 서비스 제공이 필수가 되어 공인된 인증을 부여함으로써 재난안전통신망의 보안 사각지대를 최소화하고 인증된 앱을 재난안전 제공 및 응용 서비스 지원으로 재난상황에 대한 재난안전통신망의 안전성을 확보할 수 있다.

Background: In comparison with other industries, the construction industry still has a higher rate of fatal injuries, and thus, there is a need to apply new and innovative approaches for preventing accidents and promoting safe conditions at construction sites. Methods: In this study, the effectiveness of a new incentive system-the surprising incentive system-was assessed. One year after the implementation of this new incentive system, behavioral changes of employees with respect to seven types of activities were observed. Results: The results of this study showed that there is a significant relationship between the new incentive system and the safety performance of frontline employees. The new incentive system had a greater positive impact in the first 6 months since its implementation. In the long term, however, safety performance experienced a gradual reduction. Based on previous studies, all activities selected in this study are important indicators of the safety conditions at workplaces. However, there is a need for a comprehensive and simple-to-apply tool for assessing frontline employees' safety performance. Shortening the intervals between incentives is more effective in promoting safety performance. Conclusion: The results of this study proved that the surprising incentive would improve the employees' safety performance just in the short term because the surprising value of the incentives dwindle over time. For this reason and to maintain the surprising value of the incentive system, the amount and types of incentives need to be evaluated and modified annually or biannually.

수요대응 교통수단 및 자율주행 대중교통서비스 등 이용자 중심의 대중교통서비스가 제공되고 있으나 수요대응 교통수단의 도입 기준인 대중교통 최소서비스 수준은 이용자의 대중교통 접근성을 확인할 수 있는 자료의 부재로 운영자 중심으로 평가되고 있다. 본 연구에서는 이용자의 대중교통 접근성을 파악할 수 있는 알뜰교통카드 데이터를 기반으로 법정동보다 작은 GRID 분석을 통해 동일 법정동 내에서도 대중교통 접근성이 차이가 있음을 확인하였고, 이를 기반으로 이용자 중심의 대중교통 최소서비스 수준 개선 방안을 제안하였다. 제안한 방식을 적용한 결과 현재 대중교통 최소서비스 수준에서는 확보 지역인 많은 법정동이 비확보 지역으로 분석되었다. 그러나 알뜰교통카드 데이터의 접근 시간은 이동 시간과 대기 시간을 포함하고 있으므로 확보 여부 판단 기준에 대한 추가적인 검토가 필요하다.

재난안전통신 인프라는 국민의 생명과 안전, 재산 등의 보호를 위해 반드시 필요한 기본적인 인프라이며, 이러한 인프라를 마련하기 위해서는 무엇보다 공공안전 재난통신 기술의 확보와 재난복구 기관과의 협력이 필요하다. 최근 공공안전에 대한 국민들의 기대수준이 높아짐에 따라 고도화된 국가공공 재난안전 통신 인프라의 필요성이 국내외적으로 대두되고 있으며 국가의 주도적인 역할이 요구되고 있는 상황이다. 따라서 본 논문에서는 국내외 공공 재난안전통신 현황을 분석하고 우리나라의 재난안전통신 추진 방향을 살펴본다. 또한, 우리나라의 재난안전통신 관리의 필요성을 분석하여 정책적 시사점을 제시하고자 한다.

Background: Construction industry is among the most hazardous industries, and needs a comprehensive and simple-to-administer tool to continuously assess and promote its health and safety performance. Methods: Through the study of various standard systems (mainly Health, Safety, and Environment Management System; Occupational Health and Safety Assessment Series 180001; and British Standard, occupational health and safety management systems-Guide 8800), seven main elements were determined for the desired framework, and then, by reviewing literature, factors affecting these main elements were determined. The relative importance of each element and its related factors was calculated at organizational and project levels. The provided framework was then implemented in three construction companies, and results were compared together. Results: The results of the study show that the relative importance of the main elements and their related factors differ between organizational and project levels: leadership and commitment are the most important elements at the organization level, whereas risk assessment and management are most important at the project level. Conclusion: The present study demonstrated that the framework is easy to administer, and by interpreting the results, the main factors leading to the present condition of companies can be determined.
