본 연구는 기업의 존폐가 갈리는 위기상황에서 기업이 필요한 것은 기업의 정당성이라 가정하고, 평상 시 기업의 명성 관리와 사회적 책임 활동 수행이 위기 시 기업의 정당성 확보에 어떠한 영향을 미치는가를 알아보기 위한 목적으로 이루어졌다. 이러한 연구 목적을 달성하기 위해서, 삼성중공업의 기름유출 사건과 이 위기를 극복하기 위해 삼성중공업이 발표한 지원대책을 분석사례로 선정하여 성인 320명을 대상으로 실험연구를 진행하였다. 이를 통해 첫째, 기업 명성이 기업의 정당성에 미치는 영향, 둘째, 기업의 사회적 책임 활동의 동기와 적합성이 기업 정당성에 미치는 영향, 그리고 기업 명성과 사회적 책임 활동에 대한 인식 간 상호작용이 기업 정당성에 미치는 영향을 밝히고자 했다. 연구 결과, 삼성중공업의 기업 명성은 위기 시 기업의 제도적 정당성에는 영향을 미치지 않지만 행동적 정당성 인식에 영향을 미치고 있는 것으로 나타났다. 또한 기업의 정당성에 사회적 책임 활동의 적합성은 영향을 미치는 반면, 사회적 책임 활동의 동기는 영향을 미치지 않는 것으로 밝혀졌다. 마지막으로, 변인 간 상호작용 효과를 살펴본 결과, 기업 명성과 사회적 책임 활동의 동기 간의 상호작용 효과는 나타나지 않았고, 명성과 사회적 책임 활동의 적합성 간 상호작용 효과는 유의한 것으로 밝혀졌다. 기업 명성, 사회적 책임 활동의 동기, 사회적 책임 활동의 책임성간의 관계를 살펴본 결과, 기업의 실용적 차원 정당성에 대한 3요인 간의 상호작용효과가 나타났다. 이상의 연구 결과를 통해, 평소 명성 관리와 사회적 책임의 이행으로 공중의 요구를 충족시킨 기업의 경우 위기 상황에서도 기업 자체의 존재와 기업의 행동을 지지하고 인정하는 기업 정당성을 더 쉽게 부여받을 수 있다는 사실을 확인하였다. 즉, 기업이 위기 상황에서 기업 존재가치와 기업행위의 정당성을 확보하여 효과적으로 위기를 극복하기 위해서는 평소 꾸준한 명성 및 관계 관리와 적극적인 사회적 책임 이행이 중요하다는 것을 보여주었다.

Purpose : To check the legal relation between rescue team and patient as well as legal responsibility for patient's damage intentionally or erroneously caused by rescue member, a public official, in the performance of relevant job ; to prevent legal dispute over rescue team and to present program for fair settlement of dispute and equitable and feasible burden of damage. Method : First, the legal principle of Civil Law, Criminal Law and Administrative Law related to the theme of this research will be investigated around research by literature. Second, the case of dispute related to rescue team will be introduced. Result: 1. If 119 rescue members as a public official intentionally or erroneously cause damage to patient in the performance of job, they shall bear civil, criminal and administrative responsibility. They shall bear civil responsibility for indemnity for damage due to default or tort. The typical criminal responsibility includes accidental homicide arising out of duty, preparing falsified official document, dereliction of duty, etc. In the administrative side, the state is responsible for indemnity for peculiar status of the rescue member, public official. 2. Though raising civil petition or legal dispute over unsatisfactory rescue service may be reasonable to guarantee the right of nation, such action may cause stress to rescue member as well as may lead to mental shrinking and defensive attitude only to take the basic first aid treatment which has low possibility of mistake instead of active first aid treatment so as to avoid legal responsibility. 3. The program that may prevent legal dispute over 119 rescue team includes expansion of manpower specialized in first aid treatment, enhancement of education on legal environment, development and application of standard job guideline, formation of mutual trust with patient, detailed explanation, preparing and keeping minute record, improvement of the rescue members' ability of first aid treatment and development of medical instruction mode. Conclusion : The best policy is to prevent legal dispute. If it is impossible to basically exclude the possibility of dispute, however, we need to make effort to minimize the occurrence, settle fairly and divide damage equitably and feasibly. To improve the preventible death rate of our first aid system to the level of advanced country, 119 rescue team which is in charge of the stage before hospital needs to positively enforce special first aid by improving the qualitative level of rescue service and to strive to prevent legal dispute that may occur in the process.

The purpose of this study was to examine the effects of social norms and personal ethics on recycling behavior. For this purpose, survey data from four hundred and fifty seven individuals were collected and analyzed using an SPSS program. The major findings were as follows: First, social norms had a positive impact on personal ethics and recycling behavior. Second, personal ethics significantly affected recycling behavior. Third, awareness of the consequences of recycling behavior (AC) and ascription of responsibility for environmental problems(AR) did not significantly translate personal ethics into actual recycling behavior. Fourth, ascription of responsibility for environmental problems(AR) and awareness of consequences of recycling behavior(AC) affected recycling behavior. These results suggest that in order to encourage recycling behavior, it is necessary to inform and educate the public so as to enhance social norms and personal ethics.

보금자리주택 건설에서 분양가 인하의 하나의 방안으로 직할시공제가 도입되었다. 특정 발주방식을 대규모 공공건설사업에 적용 할 경우 본격적인 적용이전에 해당 발주방식에 대한 각계의 논의를 수렴하고 해당 발주방식이 사업성과에 미치는 영향을 다각도로 분석할 필요가 있다. 이에 본 연구에서는 공공건설사업에의 직할시공제 적용에 따른 공사비, 공사기간, 품질, 리스크 등 사업성과에 미치는 영향을 전문가 면담과 해외사례 조사를 통해 분석하고, 이러한 문제점들을 해결하고 공공건설사업에의 직할시공제의 효율적 적용을 위한 방안을 제시하였다. 먼저 직할시공제하에서는 발주자의 업무가 대폭적으로 증가하므로 해당 공공발주자 조직에서 증가된 업무 수행이 가능한지를 점검해야 하고, 이에 따른 발주자 조직과 업무절차의 변화가 필요하다. 아울러 직할시공제의 효율적 적용을 위해 다중시공기반 CM방식 등 다양한 수행방식을 적용 할 필요가 있으며, 공사관리 절차 및 시스템 구축, 협력업체 강화 등이 필요하다.

국립대병원은 국가가 설립주체이고 엄연한 공공의료기관임에도 불구하고, 국가가 직접 운영하던 방식에서 특수법인 형태의 독립채산제로 전환되면서 사립대병원과 차이가 없이 수익성에 치중하여 운영되고 있는 실정이다. 국립대병원이 설립법에 명기된 교육, 연구, 진료 외에도 지역내에서 선도병원으로서의 3차진료기관에 합당한 공공성의 책무를 다하여야 한다고 본다. 따라서, 현재 수익성에 치중하고 있는 국립대병원에 어떠한 공공성 기능을 부여하여야 할것이가. 그리고, 지역사회내에서 다른 공공의료기관과는 어떻게 역할분담을 하여야 할것인가. 또한 국립대병원내에서 공공성과 수익성의 조화로운 강화방안은 어떻게 하여야 하는지를 다각도로 분석하여 상관관계를 살펴보고 방안을 제시하고자 한다.

Purpose: The advantages of corporate social responsibility (CSR) include stronger recognition and reputation, which lead to a company's good public image, increased customer loyalty, operational cost saving, and employee retention. The purpose of the present research is to take a close look at the association between CSR and organization's value. Research design, data and methodology: The authors tried to obtain the high-quality textual data from mostly peer-reviewed journals using a PRISMA ((Preferred Reporting Items for Systematic Reviews and Meta-Analyses). The authors was to figure out adequate solutions from limited range of the current literature (only peer-reviewed research) regarding CSR and corporate value. Results: Our investigation indicates that CSR is essential to all businesses as it ensures they keep in touch with society, retaining top personnel, and achieving top financial success. Companies and organizations can engage in four corporate social responsibility initiatives to increase value, including environmental projects, charitable work, honest labor practices, and volunteer activity. Conclusions: An organizations should be involved in the community and consider how its actions affect the environment and society. Small or large businesses are expected to lead in developing a progressive CSR program that benefits people and the environment and continuously changes depending on the social and economic environment.

최근 공공공사에서 공기지연은 지속적으로 발생하고 있으나 책임 미 이행으로 인하여 당사자의 손해 발생은 물론 클레임 및 분쟁으로 비화될 가능성이 점차 커지고 있다. 이는 현행 공정관리가 책임구분이 불가능한 문제점을 내포하고 있어 공기지연이 반복적으로 발생되며, 당사자의 책임이행도 불가능하게 만들고 있기 때문이다. 따라서 공기지연의 반복적 발생을 예방하고 공기지연에 대한 당사자의 능동적 책임이행을 위하여 책임구분이 가능한 공기지연관리 방안의 마련이 매우 필요한 실정이다. 이러한 관점에서 본 연구는 건설현장에서 쉽게 활용할 수 있는 지연사유에 대한 사전적 관리 개념을 도입한 공기지연 사유 관리 모델을 제시하였다. 제시한 모델은 첫째, Cell 개념의 사유 세분화 및 계층화를 통한 사유의 근본 원인을 파악하기 용이하게 하였으며, 둘째, 발주자, 시공자, 제3자로 업무 수행 절차를 구분함으로써 지연사유를 명확하게 구분할 수 있게 하였다. 셋째, Matching 시스템을 통한 사유, 일수 및 해당근거를 연계함으로써 클레임에 대한 명확성을 제시할 수 있도록 하였다.

본 연구의 목적은 민관협력의 중요성이 등장함에 따라 재난관리에 민관협력을 도입하기 위한 방안모색이다. 이를 위해 현행 재난관리 민관협력의 문제점과 이에 대한 개선방안을 관련 전문가들의 의견을 수렴하여 정리했다. 재난안전분야에서 기업의 사회공헌활동 참여를 독려하기 위해서는 첫째, 정부와 기업 간 협력 네트워크 확보, 둘째, 민간기업의 사회공헌활동 참여 확대를 지원하는 콘텐츠 발굴, 셋째, 민간기업의 사회공헌 활동참여를 유도 및 민관협력을 지원하는 활용기금 확보, 넷째, 기업의 사회공헌에 대한 국민의식 제고 방안 지속 추진, 다섯째, 사회공헌활동 참여기업 브랜드 가치제고와 인센티브 강화이다. 본 연구는 재난안전분야에 기업의 참여를 독려하는 방안으로 관련 정책 및 지원제도를 운영하는 데에 기여할 수 있다. 향후 연구는 환경변화에 따른 기업이 재난관리에 참여할 수 있는 방안을 설문지 등을 통하여 연구 할 수 있을 것이다.

This paper presents a hybrid blockchain-based Identity Management Framework for devices in Microgrid. It incorporates the use of a Public and Private Blockchain platform to store and authenticate Microgrid device identities. It also emphasizes the shared responsibility of the manufacturers to provide the first layer of authentication for the devices they produce. Identities of each device are stored in the private and public Blockchain and authenticated using physically unclonable functions (PUF) and cryptographic functions.

This study examines how South Korean governments responded to the outbreak of Middle East Respiratory Syndrome Coronavirus (MERS) using the adaptive governance framework. As of November 24, 2015, the MERS outbreak in South Korea resulted in the quarantine of about 17,000 people, 186 cases confirmed, and a death of 38. Although the national government had overall responsibility for MERS response, there is no clear understanding of how the ministries, agencies, and subnational governments take an adaptive response to the public health crisis. The paper uses the adaptive governance framework to understand how South Korean governments respond to the unexpected event regarding the following aspects: responsiveness, public learning, scientific learning, and representativeness of the decision mechanisms. The framework helps understand how joint efforts of the national and subnational governments were coordinated to the unexpected conditions. The study highlights the importance of adaptive governance for an effective response to a public-health related extreme event.
