Analysis of Factors Affecting Economic Feasibility of Long-term Public Rental Housing Reconstruction Project

  • The public rental housing policy aims to provide the housing to the vulnerable class who do not have enough credit to own houses. The Korean government introduced new policies for housing supply to improve the availability of new houses. However, it is difficult to expand the supply because of the accumulated deficit of public rental housing. In this study, the economic feasibility of long-term public rental housing reconstruction projects was examined to ensure the economic and sustainable growth of public rental housing. The research found that the compensation for the accumulated deficit is needed. Also the research analyzed and identified the factors affecting the economic feasibility of reconstruction projects. The significant factors identified in this research are: the supply price of pre-sale/rental housing in the reconstruction project, total cost of the reconstruction project, and total floor area of the reconstruction project. According to the analysis results, it is necessary to increase the rent of existing long-term public rental housing, expand the government subsidy, increase the supply price of pre-sale/rental housing, and reduce the total project cost. However, there are limitations. For example, the fluctuations of construction market, residents' burden of housing costs, and the limit of the budget of the public housing authority. The increasing total Floor Area Ratio(FAR) limitation of the reconstruction project would be the realistic solution to the problem because it gives incentives to the reconstruction project.

주택 전월세시장 패러다임변화와 정책 제언 (A Study on Political Correspondence for Paradigm Change of Housing Chonsei and Monthly Rent Market)

  • 전세수급 불균형 및 그에 따른 전세가격 상승, 임대인의 월세 선호로 전세 비중이 줄고 보증부 월세 비중이 급격히 늘어나는 등 주택 임대차시장 패러다임의 일대 변화가 나타나고 있다. 본 연구는 2014년 12월 임차인(일반임차인, LH임대주택 임차인), 임대인, 공인중개인 등 시장참가자를 지역, 거주 유형별로 1,150여 명의 설문조사 결과를 시행하였다. 설문조사 분석결과 시장참여자 모두 전세에서 월세로의 구조변화가 더욱 심화될 것으로 전망했으며 전세가격 상승 이유는 임차인, 임대인, 중개인 모두 집주인의 월세 선호와 전세물량 부족을 응답하였다. 주거안정 및 전세가격 안정을 위한 대책으로는 임차인, 임대인, 중개인 모두 공공임대주택 공급 확대를 최우선으로 꼽았으며, 이 외에 민간임대주택 활성화, 전세금 대출제도 확대, 임대료 보조지원 등을 지목하였다. 고소득층의 전월세시장에 대해 공공이 지나친 개입하기 보다는 시장의 자율성에 맡기는 것이 바람직하며 저소득층에 대해서는 시장원리에 맡기기보다는 장기공공임대주택의 공급확대를 통하여 중장기적으로 전월세 시장을 안정을 기하는 방안이 요구된다.

서울 행복주택 주변지역의 님비현상 분석 : 강일, 천왕, 내곡, 삼전지역 행복주택 주변거주자 인식조사를 바탕으로 (Analysis of NIMBY Phenomenon in the Surrounding Areas of Seoul Happy Housing : Kangil, Cheonwang, Naegok and Samjeon)

  • Recently, the rise in the housing burden on young couples has led to a serious housing poverty among young people. The number of young people who move into public rental housing is very small because the eligibility for public rental housing is determined based on income, the status of housing subscription, and the size of the household. With this background, the government launched a public rental housing program called Happy Housing Project, which gives young people the priority to move in first. However, the program is facing an obstacle due to the opposition of local residents. The purpose of this paper is to examine whether public rental housing can induce the NIMBY syndrome through conducting a literature review, followed by an analysis of NIMBY syndrome around the currently supplied Happy House development areas, and finally analyzing the household characteristics in order to identify which households were prone to the NIMBY syndrome. To confirm the existence of the NIMBY syndrome, this paper comparatively analyzed the two groups using binary logit analysis. The first group consists of households that are against the Happy House policy, and the second group consists of households that are aware of the Happy House development taking place in their neighborhoods, and are against the development. This study considered the households against the Happy House development in their neighborhoods to have NIMBY tendencies, and focused on comparing the households with NIMBY tendencies with those who do not. To confirm whether the residents around the Happy House neighborhoods have NIMBY tendencies, this paper compared the two groups and confirmed that about 4% of the households have NIMBY tendencies. This paper subsequently analyzed the households with NIMBY tendencies, and found them to have a higher number of children, reside in apartments and reside in owned homes. The volume of the 2018 Happy Housing (35,000 households) is three times higher than that of 2017. The present study aims to analyze the tendency of residents who oppose the construction of Happy Housing so as to derive policy implications for the smooth provision of public rental housing.

다가구매입임대주택 입주자와 영구임대주택 입주자의 비교분석 -주거시설 및 생활만족도, 자활서비스프로그램 필요도, 다가구매입임대사업 인식도를 중심으로- (Comparison of Housing Satisfaction, Need for Self-support Service Program, and Perceptions for 'Multiple-Dwelling Purchase and Public Rental Program(MPPRP)' between Resident Groups of MPPRP and Permanent Rental Housing)

  • In 2004. as a part of special housing policy for low income household, Korean government initiated 'Multiple-dwelling Purchase and Public Rental Program'(MDPPRP) to help people whose needs for appropriate housing cannot be met in private housing market. The main goal of this program was to provide the base for self support of tenants by purchasing 'Multiple-housing' in bundle and transferring them into rental housing with low price to the low income tenants. Unlike other public rental housing programs, this model program limited the length of stay in the rental housing by six years to lead tenant's self support. The purpose of this study was to evaluate the effectiveness of this model program for further expanding enforcement. For this, two groups of residents of 'multiple-dwelling purchase and public rental program' and permanent rental housing were compared and analyzed. Thirty two tenants of MDPPRP were interviewed for the study. As research methods, document review, onsite tenant interviews using questionnaire were used. As a whole, most of the tenants were satisfied with their 'multiple-dwelling' environment in physical and socio-psychological aspects.

  • Nowadays as public rental apartment increasing, a new national policy for the public rental apartment maintenance is needed. The co-op housing system can be considered as one of the solutions for that needs, as our socio-economical environment changes. This research is on development of the co-op housing maintenance system. The feasibility of the co-op housing maintenance system has been analysed, and an preliminary UML model for the system has been proposed. Research focus is on how the model can be well established from the analysis of a questionnaire survey.

수도권 보금자리주택 대상계층의 지불가능성 분석: 공공분양, 10년임대, 분납임대주택을 중심으로 (A Study on Affordability of Bogeumzari Housing in Metropolitan Area: Focused on Public Sales Housing, 10-Year Rental Housing, and Shared-ownership Housing)

  • 본 논문의 목적은 대상계층을 설정하고 유형별 공공주택을 공급하는 보금자리주택을 평가해 보기 위한 것이다. 특히 수도권 보금자리지구가 지정되고 보금자리주택 공급이 발표되면서, 정책대상계층의 접근성에 대한 논의가 불거졌는데, 본 연구에서는 등장한 여러 논의 중에서 두 가지에 주목하였다. 하나는 주변시세애 비해 과도하게 낮게 책정된 분양가 혹은 임대료로 인해 청약에 당첨된 입주자에게 역시 과도한 개발이익 수혜가 돌아가는 것이 아니냐는 것이고, 다른 하나는 그렇게 낮게 책정된 분양가 혹은 임대료라고 하더라도 일부 지역의 경우 주변 시세가 워낙 높아, 저소득층이나 무주택 서민인 정책대상계층이 접근하는 것이 쉬울 것인가 하는 것이다. 두 가지 논의는 완전히 다른 것 같으면서도 다르지 않다. 상대적인 가격에서는 우위를 점하지만, 절대적인 가격에서는 여전히 낮지 않다고 보는 것이기 때문이다. 본 연구는 이 두 가지 논의에 착안하여 분석을 시도하였다. 특히 보금자리주택은 저소득층을 위한 장기공공임대주택(국민임대주택, 영구임대주택 등) 뿐 아니라 공공분양주택과 유사한 역할을 하는 10년임대주택과 분납임대주택도 존재하는 점을 감안하여 이 세 가지 유형에 대해 정책대상계층의 지불가능성이 어느 정도인지 파악하고자 하였다. 유형별, 지역별, 면적별 지불가능성의 차이를 비교해 봄으로써 기존의 논의에 대한 의문을 어느 정도 해결해 보려고 했으며, 향후 공공주택 공급 프로그램과 관련한 정책적 시사점도 도출해 보고자 하였다.

  • 본 연구는 우리나라 공공임대주택정책은 '왜' 역대 정부에 따라서 경로변화를 할 수밖에 없었는가를 신제도주의 한 분파인 역사적 제도주의의 비교 역사적 분석방법과, 역사적 제도주의의 한계점을 보완하기 위하여 등장한 핵커(Hacker, 2004: 248)의 경로 진화모형을 혼합하여 분석하고자 한다. 우리나라는 고도의 산업화와 도시화로 인하여 이농현상이 초래되었으며 여기에 따른 부작용으로 주택문제가 심각한 사회문제로 대두되었다. 이러한 주택문제를 해결하기 위하여 역대 정부는 어떠한 정책을 시행하였는가를 살펴보고자 한다. 5,16군사정변으로 인한 제3공화국의 등장, 대한주택공사 설립, 정권의 정통성 부재에 대한 여론 호도용 이라는 우연성과 결정적 시기를 계기로 공공임대주택정책의 경로가 시작되었다고 보고 본 연구에서는 심층적인 연구를 하기 위해 경로진화 과정 중 이명박 정부의 '보금자리주택',과 박근혜정부의 '행복주택',을 비교 분석함으로써 공공임대주택정책의 현주소를 진단하고, 향후 공공임대주택정책의 바람직한 방향을 제시하는데 연구의 목적이 있다.

Revitalization of Urban Regeneration through the Happiness Housing Project as Public Housing Policy

  • Urban space structure in South Korea when through drastic changes ever since public housing policies began their full-fledge implementation. That is, public housing policies represent the main cause for formation of the current urban space structure, as the public houses are constructed in accordance with changes of demographic/social structure, considering changes of housing demand, in urban spaces demanded by the end users. After rapid industrialization and urbanization in the 1960's, each government in different periods have implemented housing supply policies through massive urban developments, to resolve the issue of housing shortage and residential instability. Phase 1 New Towns were developed in the 1980's resulting in suburbanization of the Seoul Area, followed by urban sprawl due to construction of small-size New Towns after deregulation in the 1990's, and construction of Phase 2 New Towns for resolution of housing shortage in the early 2000's and the resulting urban problems. In the mid-2000's, construction of Bogeumjari houses in GB areas led to insufficient housing supply in downtown areas, and the period after 2010 witnessed continuous deterioration of existing urban areas and acceleration of the rental housing crisis caused by rental housing shortage in downtown areas. Moreover, the residentially vulnerable classes consisting of young, 1~2-member households is expanding, with the real estate market in recess. Therefore, the government is trying to achieve urban regeneration through public housing policies so as to resolve the urban space problem and the housing problem at the same time, and the Happiness Housing Project has been implemented as a policy to achieve that goal. The Happiness Housing Project for young, residentially vulnerable classes in downtown areas, is going through diversification aimed at conjunction with urban regeneration projects in downtown areas, as exemplified by conversion of rental houses in residential environment improvement project districts and redevelopment/reconstruction project districts into happiness housing, and supply of happiness housing in conjunction with small reorganization projects for deteriorated residential areas in such areas as those excluded from New Town designation. Continuous supply of Happiness Housing in conjunction with urban regeneration requires mixed-use residential development which includes convenience facilities and public facilities, along with improvement of rental conditions (rental period/rent) and diversification of project methods, considering that the project is implemented in downtown areas.

How to Increase the Supply of Rental Housing through Urban Regeneration Program in Korea

  • The authors derived rental housing policy measures that are appropriate for the current conditions of Korean housing supply and demand based on the confirmation of the issues of Korean rental housing system and reviewing implications from review of cases of foreign countries and these measures can be categorized into linkage with the urban regeneration and multi-functional development, acquisition of financial resources, operational management, policy and institutional aspects. For the expansion of supply of rental housing, it is essential to link the rental housing policy with urban regeneration. To pursue regeneration of underdeveloped areas and expansion of supply of rental housing in line with urban regeneration, more development sites should be added. Further, the rental home policy must be integrated into a new paradigm that includes securing commercial viability and providing various residential conveniences through multi-functional development. In addition, diversification of developers of real estates turning away from the existing framework of policy that has been focused only on the state-led housing supply so that local governments and private sector players can take part in. Next, new options for funding the supply of rental housing must be sought. First, raising financial resources sequentially through cyclical development approach could be considered. Or, various funding schemes including utilizing Tax-increment financing (TIF) based on the local tax revenues that will be accrued after the development projects and supply of rental housing. Or there should be various schemes to raise funds including utilization of TIFs that are based on the revenues that will be realized after the development projects and supply of rental housing, or utilizing REITs where funds can be provided through private sector investments. Also, getting out from the planning practice that focused only on physical expansion of supply of rental housing, continual operational management must be performed even after the development. These activities must be supported through establishment of control tower at the national level and continuous attention must be paid even after the development by developing specialized operational management companies that are led by private sector players. Finally, in addition to the hardware support that is focused on the public rental housing only, software support such as conditional provision of housing voucher or tax exemption for low-income classes should be provided, too. In other words, a shift from policies that are supplier-centric to ones that are customer-centric must take place.

공공임대주택 유형별 주거만족도 영향요인 비교연구 (A Comparative Study on Factors Influencing Residential Satisfaction by Types of Public Rental Housing)

  • 본 연구의 목적은 통합공공임대주택 본격 공급 시기에 맞추어 유형통합 대상인 영구임대, 국민임대, 행복주택 유형별 거주자의 주거만족도와 영향요인에 대한 분석을 실시하여 공공임대주택 단지계획 시 입주자의 주거만족도 제고를 위해 우선 고려해야 하는 요소를 도출하고 정책적 시사점을 찾고자 하는 것이다. 연구의 범위는 공공임대주택 유형별 거주자의 주거만족도 차이를 분석하고 주거만족도 영향요인을 규명하고 비교하는 것이다. 분석대상 자료는 2021년도 국토교통부 '주거실태조사' 마이크로 데이터이며 분석방법으로는 일원배치 분산분석과 이항 로지스틱 회귀분석을 활용하였다. 실증분석 결과 영구임대주택 거주자와 국민임대주택 거주자의 주거만족도 수준에 차이가 있었으며 국민임대 거주자의 주거만족도가 더 높았다. 임대유형별 주거만족도 영향요인으로 전반적 주택상태만족도의 경우 영구임대와 국민임대 거주자는 주택상태, 주택소음, 시설접근성 요인, 행복주택 거주자의 경우 주택소음과 주거환경요인으로 나타나 상이하였다. 전반적 주거환경만족도의 영향요인은 영구임대 거주자의 경우 주택상태, 시설접근성 및 주거환경 요인이었으며 국민임대 거주자는 주택소음, 시설접근성, 주거환경 요인, 행복주택 거주자는 주택상태, 주택소음, 시설접근성 요인으로 나타나 상이하였다. 세 가지 유형 모두 공통적으로 주택소음 요인을 주택상태만족도의 영향요인으로, 시설접근성 요인을 주거환경만족도의 영향요인으로 인식하고 있어 단지계획 시 우선 반영해야 하는 요인으로 밝혀졌다. 후속 연구를 통해 영향요인의 변화 추세에 대한 시계열 분석이 필요하다.
