도시형 코하우징 관심자의 거주요구 (Dwelling Needs of Residents Interested in Urban Cohousing)

  • The purpose of this study is to gain an in-depth understand of the dwelling needs of residents who are interested in Cohousing. To do this, we interviewed 18 urban residents who wanted a community life; investigated consciousness of neighbor relationships; and analyzed their consciousness of Cohousing residences, preference types, and spatial needs. At first the research has revealed that the neighbor relationships of the participants were not very close and that there was a difference in awareness levels between a 'good neighbor' and 'strange neighbor' with regard to neighbors, though all of the participants required a vitalization of these relationships. Second, Cohousing residence types could be divided into the 'life preferred type' and 'space preferred type', depending on the differences of pursued dwelling interests. These could be further segmented into the 'leisure life preferred type' and 'daily life preferred type', 'public space preferred type' and 'individual space preferred type'. Thirdly, preferences for Cohousing types varied depending on differences in priority with regard to important concepts of the social-physical environment (e.g., community property, effectiveness, naturalness, economic feasibility, and individuality). Finally, we found that the greatest needs were for public gardens and exercise space as aspects of the common spaces. Agreements pertaining to special use were considered as most important during the design process of the common spaces.

  • A leisure culture in the modern society is the measure of a value in one's life and has a symbolic meaning which reflects the aspect of a society where an individual belongs to. Therefore, the leisure is not a simple pleasure but has an critical meaning of expressing the culture of a country. In particular, the theme park leads the public amusement in the modern society using the cutting-edge equipments on a large scale in the postmodernism society being lead by the public. Nonetheless, Korea imports the theme parks of the same type as the Disney land of the Western Europe so that Korea depends on the foreign country in the leisure field. Therefore, in this study, the basic property of the theme park is investigated and the issues of Korean theme park will be revealed through the comparison of Korean theme park to foreign theme parks. In order to solve these issues, it points out that the concept of Korean traditional leisure space has inclusive and upgraded characteristics with many meanings, compared with the concept of the leisure space of foreign countries. . Based on this, the new concept of Korean theme park's space will be proposed. Specially, it is empathized that Korean own originality and credit should be preserved and Korean traditions should be succeeded.

Use of Output Specifications in PFI Housing Projects - How They Differ from Prescriptive Specifications

  • In many parts of the world, low cost housing used to be built and maintained by the governments, based on designs and detail specifications prepared by the public sector with construction carried out by contractors. Results vary due to differences in design standards, workmanship and property management, depending also on the neighbourhood's care of the estates and their pattern of usage. In the UK, where Private Finance Initiative (PFI) has been used for infrastructure projects, there have been successful cases of city estate being transformed by PFI. These PFI housing schemes involve new-build, refurbishment as well as facility management. Unlike traditional construction, which is based on prescriptive specifications, PFI housing is based on output specifications. A study has been undertaken to compare the two specification approaches as they are applied to housing estate. Results are enlightening and serve as good reference to cities such as Hong Kong SAR and Singapore, where public housing provisions have been a major concern of their citizens as the building stock gets older.

  • A subway or an underground railway is one of the representative public transportations which lots of people take everyday. Then, subway station, which is also one of the very important public civil infrastructures, generally services for a long period of time. During the service time of stations, they are easily damaged from environmental corrosion, material aging, fatigue, and the coupling effects with long-term loads and extreme loads. Recently, civil construction work on the places near station often creates lots of damages to the station. As these damages accumulate, the performance of station degenerates due to the above factors. They would inevitably reduce the resisting capacity of station against the disaster; even they bring into the collapse of stations with the structural failure under long-term loads and extreme loads. And, if disaster such as earthquake, fire, etc. happens, it causes huge property damage and threatens the human lives. Because of these above reasons, the structural health monitoring system need to be developed for ensuring the safety of station. In this paper, the development directions of the structural health monitoring system with fiber optic sensor and USN for subway station are briefly described.

익명성을 보장하는 비대칭 공개키 공모자 추적 기법 (An Anonymous asymmetric public key traitor tracing scheme)

  • 브로드캐스트 암호화 스킴에서, 추적 가능성은 권한을 부여받은 사용자들 중에 불법 디코더를 생성하는데 공모한 사용자들을 추적하기 위한 프로토콜에 유익하게 이용되는 성질이다. 유감스럽게도, 이 성질은 대개의 경우 프라이버시를 희생하여 성취된다. 현재까지 대부분의 공모자 추적 기법은 사용자의 익명성을 고려하지 않은 상태에서 연구가 진행되어 왔다. 이것은 현실 세계 시장에서와 유사한 프라이버시를 전자 상거래에서 제공하기 위한 중요한 요구사항이다 하지만 멀티미디어 컨텐츠를 구매하기 위해 사용자의 신원이 노출된다면 사용자에게는 불만족스러운 일이다. 본 논문에서는 멀티미디어 컨텐츠를 구매하는 과정에서 사용자의 취미, 생활 정보, 신원 정보 등에 대한 정보를 누출시키지 않으면서 사용자가 익명으로 멀티미디어 컨텐츠를 구매할 수 있고, 동시에 데이터 제공자가 공모자를 추적하고자 할 경우에는 사용자의 신원을 알아낼 수 있는 익명성을 보장하는 암호화 기법을 제안한다.

  • 본 논문에서는 GF($2^m$)상에서 새로운 MSB 우선 곱셈 알고리즘을 제안하고, 셀룰라 오토마타(Cellular Automata, CA) 를 기반으로 한 곱셈기를 설계한다. 본 논문에서 제안한 곱셈기는 PBCA(Periodic Boundary CA)의 특성을 AOP(All One Polynomial)의 특성과 조화시킴으로써 기존의 구조에 비하여 정규성을 높이고 지연 시간을 줄일 수 있는 구조이다. 제안된 곱셈기는 공개키 암호화의 핵심이 되는 지수기의 구현을 위한 효율적인 기본구조로 사용될 것으로 기대된다.

Feasibility to Expand Complex Wards for Efficient Hospital Management and Quality Improvement

  • Purpose: This study aims to explore the feasibility of expanding complex wards to provide efficient hospital management and high-quality medical services to local residents of Gangneung Medical Center (GMC). Research Design, Data and Methodology: There are four research designs to achieve the research objectives. We analyzed Big Data for 3 months on Social Network Services (SNS). A questionnaire survey conducted on 219 patients visiting the GMC. Surveys of 20 employees of the GMC applied. The feasibility to expand the GMC ward measured through Focus Group Interview by 12 internal and external experts. Data analysis methods derived from various surveys applied with data mining technique, frequency analysis, and Importance-Performance Analysis methods, and IBM SPSS statistical package program applied for data processing. Results: In the result of the big data analysis, the GMC's recognition on SNS is high. 95.9% of the residents and 100.0% of the employees required the need for the complex ward extension. In the analysis of expert opinion, in the future functions of GMC, specialized care (△3.3) and public medicine (△1.4) increased significantly. Conclusion: GMC's complex ward extension is an urgent and indispensable project to provide efficient hospital management and service quality.

행정사건에 대한 ADR의 적용에 관한 법이론적 고찰 (An Legal-doctrine Investigation into the Application of ADR to Administrative Cases)

  • General interest in the out-of-court dispute resolution system are mounting in Korea, and the spread of ADR(alternative dispute resolution) is the worldwide trend. In addition, it was confirmed that the resolution of disputes by ADR such as the decision based on arbitration made by the Prime Ministerial Administrative Decision Committee is no longer in exclusive possession of the civil case. The activation of ADR could lead to the smooth agreement between parties by getting away from the once-for-all mode of decision such as the dismissal of the application or the cancellation of disposal and the like in relation to administrative cases for the years. In consequence, it is anticipated that the administrative litigation that applicants have filed by not responding to the administrative decision would greatly reduce in the future. But, it would be urgent to provide for the legal ground of the ADR system through the revision of related laws to take root in our society because ADR has no legal binding power relating to the administrative case due to the absence of its legal grounds. The fundamental reason for having hesitated to introduce ADR in relation to the administrative case for the years is the protective interest of the third party as well as the public interest that would follow in case the agreement on the dispute resolution between parties brings the dispute to a termination in the domain of the public law. The disputes related to the contract based on the public law and the like that take on a judicial character as the administrative act have been settled within the province of ADR by applying the current laws such as the Civil Arbitration Law, Mediation Law, but their application to the administrative act of the administrative agency that takes on a character of the public law has been hesitated. But as discussed earlier, there are laws and regulations that has the obscure distinction between public and private laws. But there is no significant advantage in relation to the distinction between public and private laws. To supplement and cure these defects it is necessary to include the institutional arrangement for protection of the rights and benefits of the third party, for example the provision of the imposition of the binding power on the result of ADR between parties, in enacting its related law. It can be said that the right reorganization of the out-of-court dispute resolution system in relation to the administrative case corresponds with the ideology of public administration for cooperaton in the Administrative Law. It is high time to discuss within what realm the out-of-court dispute resolution system, alternative dispute resolution system, can be accepted and what binding power is imposed on its result, not whether it is entirely introduced into the administrative case. It is thought that the current Civil Mediation Law or Arbitration Law provides the possibility of applying arbitration or mediation only to the civil case, thereby opening the possibility of arbitration in the field of the intellectual property right law. For instance, the act of the state is not required in establishing the rights related to the secret of business or copyrights. Nevertheless, the disputes arising from or in connection with the intellectual property rights law is seen as the administrative case, and they are excluded from the object of arbitration or mediation, which is thought to be improper. This is not an argument for unconditionally importing ADR into the resolution of administrative cases. Most of the Korean people are aware that the administrative litigation system is of paramount importance as the legal relief for administrative cases. Seeing that there is an independent administrative decision system based on the Administrative Decision Law other than administrative litigation in relation to administrative cases, the first and foremost task is the necessity for the shift in thinking of people, followed by consideration of the plan for relief of the rights through the improvement of the administrative decision system. Then, it is necessary to formulate the plan for the formal introduction and activation of ADR. In this process, energetic efforts should be devoted to introducing diverse forms of ADR procedures such as settlement conference, case evaluation, mini-trial, summary jury trial, early neutral evaluation adopted in the US as the method of dispute resolution other than compromise, conciliation, arbitration and mediation

자연휴양림 보존가치 측정을 위한 조건부가치측정법(CVM) 추정액 비교 (Comparative Study on Monetary Estimates of the Preservation Value of Recreational Forests through Contingent Valuation Methods)

  • 우리가 일반적으로 인식하고 있는 자연자원의 하나인 산림이 제공해 주는 중요한 기능은 공기 정화기능과 그 속에서 인류에게 휴식과 휴양활동을 가능하게 해 주는 보건기능이라고 할 수 있다. 하지만, 근래에 들어 사람들이 누리고 있는 자연환경의 중요성은 인식하지만 어느 정도의 가치가 있는지에 대한 질문에는 쉽게 대답하기 곤란하다. 그 이유는 환경재가 시장에서 거래되지 않는 공공재이기 때문에 거래 가격이 형성되지 않기 때문이다. 그렇기 때문에 현재 통화가치로 측정하기도 쉽지 않으며, 이 가치측정을 위한 아이디어들이 경제학자들 사이에서 탐구되어 왔다. 대표적인 환경재의 가치추정을 위한 방법은 조건부가치측정법(Contingent Valuation Methods: CVM)이며, 수학, 통계학, 경제학의 발달과 이들 학문과의 융합과정에서 다양한 추정방법들이 연구되어지고 시도되어 왔다. CVM에서 주로 사용하는 측정방법은 단일경계와 이중경계에서의 로짓과 프로빗 방법이며, 이 네가지 추정액을 비교하기 위해 본 연구가 수행되었다. CVM 추정액은 단일경계에서 의 로짓 중앙값이 가장 낮은 추정치가 도출되었으며, 이중경계에서의 프로빗 평균값이 가장 높은 추정치가 도출되었다. CVM을 통한 환경재의 추정금액과 추정방법의 선행연구가 몇몇 있었으나 부분적으로만 비교하는데 거쳤으나, 본 연구는 1,123부의 설문지를 통하여 네 가지 분석방법과 금액을 비교하여 제시하였다. 본 연구의 도출된 결과는 차후의 추정액과 추정방법의 비교를 위한 기초자료로 사용될 것으로 기대된다.

문화재 안내판의 배치와 디자인에 대한 고찰 - 종로구 소재 서울 유형문화재를 중심으로 - (A Study on the Arrangement and Design of Cultural Property Signs - Focused on the Seoul Tangible Cultural Properties Located in Jongno-gu Area -)

  • 서울시는 2008년 현상공모를 거쳐 공공디자인 관점에서 문화재 안내판 디자인을 선정하고, 서울시 소재 국가 시지정 및 등록문화재에 도입하였다. 이러한 배경에서 본 연구는 모니터링 성격으로 종로구 소재 서울 유형문화재 안내판 26개소의 설치 양상에 대해 고찰하였다. 특히 문화재 안내판은 문화재 주변 경관까지 고려하여 설치 위치와 디자인을 선정해야 한다는 필요성을 제기하고자 하였다. 연구의 결과로써 첫 번째, 안내판 배치에 있어서 관람자 동선뿐만 아니라 관람자 시선의 방향 고려, 타 시설물과 가설물 등으로 방해받지 않는 위치, 유사한 문화재 안내판의 통합이 요구되었다. 두 번째, 강화유리 마감의 서울 유형문화재 안내판은 내구성과 가독성이 떨어지고, 해당 문화재보다 안내판이 눈에 띄는 단점이 확인되었다. 세 번째, 한 가지 디자인의 안내판을 일괄 설치함으로써 안내판의 배경이 되는 녹지 바위와 같은 자연물 또는 인공적 담장 건물 벽체 등 다양한 양상이 고려되지 못한 결과, 안내판의 규모 형태 재질이 주변과 조화롭지 못한 사례가 많았다. 종로구 소재 서울 유형문화재와 같이 도심에 산발적으로 분포된 '나홀로문화재' 유형은 안내판을 하나로 통일시키는 것보다 배경이 되는 자연경관 또는 인공경관, 그리고 문화재의 형상을 고려한 복수의 안내판 유형이 디자인된 후, 그 중에서 개별 문화재에 어울리는 안내판을 선택하는 것이 바람직하다. 이에 본 연구는 모범적 사례를 토대로 하여 안내판의 대안 모델을 선정하고 부정적으로 평가된 대상지별로 적절한 안내판을 제안하였다.
