제품 및 기술 개발을 고려한 중소기업 마케팅 정보 제공 전략 (A Strategy for Marketing Information for SME considering Product and Technology Development)

  • 상당수의 중소기업은 자체 마케팅 역량이 부족하여 제품 및 기술 개발에 있어서 초기부터 마케팅 활동을 충분히 수행하고 있지 못한 경우가 많다. 본 논문은 이러한 문제를 해결하기 위해 원료 공급에서부터 가공, 아웃소싱, 판매, 협업에 이르는 제품 생산 활동의 각 단계마다 적절한 마케팅 지향 정보가 제공되도록 공공 서비스 제공 전략을 제시한다. 또한 제품정보, 시장 정보, 기술 정보로 구성된 마케팅 지향형 정보 제공 시스템의 프로토타입을 제시한다.

정보시스템 기반 서비스의 품질을 결정하는 요인에 관한 연구-두 모형의 비교 (A Study on Factors Determining the Quality of Service with Information Systems-Comparison of Two Research Models)

  • In the information system service sectors, it is crucial to measure the quality of service. Especially factors determining the quality of service should be identified. For that purpose, in this study, the factors of two research models-SERVQUAL and TAM-are compared, analyzed and tested with data of public procurement system service. The result shows that the factors identified include reliability and assurance of SERVQUAL and perceived usefulness and perceived ease-of-use of TAM. Also, it is observed that the two models sufficiently explain the variance of satisfaction. This study may help improve the quality of information system service.

Policy measures and necessities for small scale organic farming in the EU

  • Most of European countries have certain support measures of small holder organic producers in their policy system but they need to be more positive with this issue. Recent EU regulations and any other governmental organic farming measures are hardly emphasising on small holders' issues except a few measures. In order to secure small producer organic farming, the extensive efforts are needed. Developing new logos and differential support system for small producer organic at every aspects from production, marketing and public procurement level will become more positive actions to take, for example.

An Unsuccessful Reform on the Local Public Contracts Law in Korea

  • In Korea, local governments and local agencies had to apply a version of the first price auction augmented by an ex-post screening process when they procure construction contracts. However, this first price auction had been criticized because it was felt that too much price competition could lead to poor ex-post performance in construction. In response, the existing auction method was recently replaced by a version of the average price auction with a similar screening process. This paper empirically examines the effectiveness of this reform and finds that the replacement only increases the fiscal burden of local governmental bodies without making any improvement in the ex-post performance.

  • The present Korean laws related to anti-corruption are not effective in preventing corruptions[1]. In this context, the purpose of this study is to build the proactive anti-corruption operating system that has the function to prevent corruptions from occurring in the contract and procurement sector of Korean public construction projects. The proactive anticorruption operating system consists of four parts ; developing integrity performance manual(IPM), making integrity performance plan(IPP), practicing IPP, and integrity performance evaluation(IPE). By analyzing various kinds of audits and relevant laws and interviewing with government officials and staff in construction companies, the causes and stereotypes of corruptions and the concept, role, and guide of IPM, IPP, and IPE are provided in this paper.

Existing Building Approval Submission Process Improvement Effect Analysis thru Utilization of BIM

  • Advanced countries have mandated applying BIM in construction projects. Also, Public Procurement Service has planned to mandate applying BIM to all construction project that ordered in PPS from 2016 in KOREA. However, now Seumter that is building administration system is not supported BIM based construction license BIM information from Seumter. Thus, despite the applicant is preparing a BIM model, they do not take advantage of BIM information in Seumter. In previous studies. We developed a BIM based building approval submission system. In this study, we verified the system that developed in previous research. As a result, requirement information input time reduction in Seumter system showed high satisfaction. But there was as low usability because building approval submission system cannot support some information for building approval in seumter. If the system will do utilization and management with the building approval system, the applicant can be using BIM base design document information and saving the time that takes at building approval submission. Study about the system improvement is required for application to building approval system.

맞춤형 방문구강보건사업 현황조사 (A study on the state of customized visiting oral health programs)

  • Objectives : This study was to examine the state of customized visiting oral health programs in a bid to help facilitate the unified operation of the programs and the development of required guidelines. Methods : The subjects in this study were 49 dental hygienists who were professionals responsible for customized visiting health care programs across the nation. Results : 1. Regarding the form of employment of the dental hygienists were investigated many contract and daily workers. 2. As to the possession of equipment necessary for visiting oral health programs, denture cleaners(12.2%) were most widely possessed in some regions, followed by mobile scalers(10.2%) and mobile suctions(8.2%). In terms of expendable devices and materials, dental mirrors, pincettes and explorers were the most widely possessed dental checkup devices, and the most widely possessed oral hygiene supplies were toothbrushes, interdental brushes and denture cleaners. Those devices and materials were in more possession than the other types of devices and materials. The most widely possessed equipment for educational purpose was laptop computers, followed by beam projectors and screens. The most widely possessed teaching materials were dentiform, followed by CD-ROMs. 3. Those whom they visited the most for oral health care service were elderly people, followed by the disabled and patients with chronic diseases. The dental hygienists who went out to visit those people outnumbered the others who stayed at public health centers. Concerning the types of visiting oral health care service, the most prevalent service provided to the elderly included denture cleaning/management, oral massage and preventive treatment against dental caries. The most dominant service provided to the disabled involved education of the oral health care act, preventive treatment against dental caries and toothbrushing by professionals. The most common service offered to patients with chronic diseases was education of the oral health care act and oral health education. The dental hygienists paid a visit to a mean of 5.8 households a day. The average weekly number of households cared by the dental hygienists was 27.3. It took a mean of 37.1 minutes for them to take care of each household. 4. As for satisfaction level with the implementation of the visiting oral health programs, they expressed the greatest satisfaction at teamwork with professionals($3.56{\pm}0.94$), followed by the professionalism of their work($3.21{\pm}0.94$) and workload($3.08{\pm}0.94$). Their satisfaction level with the work conditions required for creative job performance($2.75{\pm}0.98$) and partnership with other institutions($2.64{\pm}1.03$) was below 3.0. In regard to the impact of their characteristics, marital status made a statistically significant difference to satisfaction level with workload. The unmarried dental hygienists were more pleased with their workload than the married ones(p<0.05). 5. As to needs for education for professionalism improvement, they asked for education about visiting oral health care skills the most, followed by education about oral health care for patients with chronic diseases, education of planning/evaluation and education of oral health care for the disabled. Conclusions : The top priority for the vitalization of the programs was the procurement of budget, followed by the procurement of equipment and educational media and the procurement of human resources.

토목분야 BIM 적용 사례 분석을 통한 발주자 관점에서의 BIM 발전 전략 (Case study of Civil Engineering BIM Projects: Perspective of Korean Public Owners)

  • 복잡해지고 대형화되고 있는 국내 외 건설 프로젝트의 변화에 따라 건축 토목 분야 설계 패러다임이 점차 2차원 설계에서 3차원 설계로 이동하고 있다. 건축 분야에서는 발주자의 적극적인 요구에 따라 건설 정보의 효율적 관리를 위하여 Building Information Modeling(BIM) 기술을 활용하고자 많은 연구와 노력이 이루어지고 있다. 그러나 토목 분야에서는 발주자 관점에서의 BIM 기술 적용 사례가 건축 분야에 비해 상대적으로 부족한 실정이며, 대부분의 프로젝트의 발주자가 국가나 공공기관인 토목 분야의 특성상 BIM과 관련된 제도나 기술에 대한 인식 미비로 기술 도입에 소극적인 것이 현실이다. 하지만 최근 토목 분야에서도 BIM 기술의 활용가능성에 주목하여 조달청 및 국토교통부와 같은 정부기관과 공사 공단과 같은 기관에서 관련 제도 정비 및 기술 도입에 적극적으로 노력하고 있다. 이에 본 연구에서는 이러한 정책 및 제도 변화에 발맞추어 나아가기 위하여 대표적인 토목공사 발주 공공기관의 BIM대응 전략에 대하여 살펴보고, 각 기관별로 실제 BIM 적용 사례 분석을 통해 토목분야에서의 BIM 기술에 대한 대응 및 발전 전략에 대하여 도출하였다.

  • 최근 들어 선진국에서는 LCC에 대한 평가 제도를 활발히 활용 중에 있고, 우리나라는 생애주기비용을 절감하기 위하여 그 제도를 신규로 도입하고 있다. 그리고 새로운 정부공사 발주방식인 “기술제안형 입찰방식” 도입에 따라 시설물의 LCC 평가가 필요하게 되었다. 현재 우리나라는 BTL과 턴키 프로젝트에서 LCC를 평가하고 있으나 평가요소와 기준이 불명확하여 평가에 어려움을 겪고 있고, BTL과 턴키를 제외한 공공건설사업은 LCC 평가가 이루어지지 않고 있는 실정이다. 따라서 본 연구에서는 LCC를 체계적이고 객관적인 평가를 위한 평가기준 및 활용방안을 제시하고자 한다. LCC 평가기준을 도출을 위한 연구방법 및 주요결과는 다음과 같다. (1) 기존의 평가기준을 분석하여 평가기준의 필요성 및 문제점을 파악하고, (2) 보고서분석 및 설문조사를 통하여 LCC 평가기준을 도출하였고, (3) 실무에서 합리적으로 활용할 수 있도록 활용방안 및 평가방법을 제시하였다.
