The Practical Use of Web-based Reading System in the Public Libraries (공공도서관에서 웹을 통한 독서교육 실제 및 활성화 - 광주.전남지역을 중심으로 -)

  • For the sake of activating web-based reading education in the public libraries, This study examine the practical use of web-based reading education and research into its activation. Web-based reading, red the book at any time/where with librarian and user, is to achieve the goal of reading education. The methods are to set up Home page of reading education through Internet, to guide user in various web-based reading materials and reading planning at any time. In addition, It is to be completed interactive action such as book review, reading dicussion through E-mail, a bulletin board, chatting etc. with librarian or user.

Impact of COVID-19 Pandemic on Use of Reference Sources and Services by Postgraduates' in Kenneth Dike Library, University of Ibadan, Nigeria

  • The outbreak of the corona virus diseases (COVID-19) in the late 2019 has affected all facets of educational system including library and information services. Reference services, an important aspect of library services are not exempted from this impact. This study therefore, investigated the impact of COVI\D-19 pandemic on the use of reference services and sources by postgraduate students using Kenneth Dike Library (KDL), University of Ibadan, as a case study. Using descriptive survey of correlational type, the study adopted the use of structured questionnaire to randomly select three hundred (300) postgraduate users of reference sources and services in KDL using online survey monkey. Of the three hundred (300) copies, two hundred and twenty three (223) copies, repre- senting 74.3% were retrieved and used for analysis. Findings revealed that, in spite of COVID-19 pandemic, most postgraduate students used Current Awareness Services (203, 91.0%, mean = 3.19), Reference Sources (202, 90.5%, mean = 3.18) and On-line Public Access Catalogue (195, 87.4%, mean = 3.13); low frequency of bibliotherapy (mean=2.22), Reader's Advisory services (mean=2.30) and inter-library loan (mean=2.13) and that COVID-19 pandemic had high impact on post- graduate students' use of reference services in Kenneth Dike Library, University of Ibadan. Based on the findings, recommendations were made that library management should consider the adoption of virtual reference services (VRS) in addition to the conventional mode of refer- ence services to enhance patronage in the COVID-19 era. The library users should also be trained on how to take advantage of the COVID-19 pandemic to learn new skills in the digital space that will eventually optimize the usage of the library remotely.

A Study on the Implementation of Eco-friendly Green IT-based Libraries (그린 IT기반 도서관의 친환경성 구현에 관한 연구)

  • This study was conducted to discuss concrete ways to contribute to the sustainability of the planet by actively applying and using digital and IT resources in libraries. To this end, a survey was conducted for librarians of public libraries, and the results were as follows. First, librarians' awareness of the seriousness of environmental problems and the degree of eco-friendly activities were very high, but their awareness of library green IT and familiarity with eco-related terms were very low. Nevertheless, there was a high degree of agreement on the importance of applying green IT to libraries. Second, the areas evaluated as having the highest contribution to eco-friendliness and greening of the library were found in the equipment and product operation area, followed by the service area and the network and system area. Third, how do you think library green IT will have a social impact? The highest opinion was given that it could increase the awareness of the library's social responsibility as a social infrastructure. In conclusion, it seems that the library's green IT can contribute to improving library perception by making the public perceived as an institution that has a social responsibility as a social infrastructure.

Accepting the Interculural Perspective for Multicultural Services in Public Libraries (공공도서관 다문화서비스를 위한 상호문화 관점의 수용)

  • This research attempted to provide new philosophical perspective to be taken in the public libraries as an institution which should support the social inclusion in the multicultural society. As deepening on dichotomous system of culture in modern society, It is referred to the need for an intercultural discourse on mulitcultural services in the public libraries. The process of social Integration suggested by Esser indicated the interactive transformation between actors and society. The conception serves the standard perspective on immigrants. Accordingly, This research analyzed a multicultural program of public libraries based on the classification of policy about immigrants by Castles. And it is based on the intercultural philosophy of Mall, It suggested the roles of public libraries in social integration and the process to support immigrants through the framework by Esser.

An empirical analysis on the present situation of government publications and the operation of the publications in library (정부간행물의 출판현황과 도서관의 정부간행물 운영실태분석)

  • Government Publications are published to keep records of governmental activities and performances. In a rapidly changing information-oriented society, it is badly required for the operation system of government publications and a library to be effectively managed with government publications for satisfying 'right to know' of people and improving the obligation of government to 'let people know.' Accordingly, the purpose of this paper is to analyze such five research items as the situation of the publication and distribution of, government publications, the operation system of the publications in library, the number of publications regarding secondary information sources for the publications, and the legal deposit of the publications in the National Library, in order to proceed with a subject as to how much the government publication is satisfying 'right to know' of people. The research findings were suggested as follow : 1) Despite the fact that the publication of government publications has been gradually increased every year in numbers and kinds, it is unfortunately pointed out that the publications, distributions and sellings of them were not well organized and systematic. That is, the government publications had not been published more than 1.47% of all publications in number. Moreover, more than the half of the publications were non-periodically or annually published. To make the matter worse, it was not easy to get an access to the publications because of the publications not to be sold. 2) It a n.0, ppears that people could not use the publications efficiently because the library and administrative document office did not pay sufficient attention to public relations for all sorts of government publications. Not only that, there were not enough numbers of publications regarding such secondary information sources as bibliography, index and catalog. A speedy searching capacity for the information gave rise to another serious problem which the government publications could not be effectively used. 3) It is legally stated that all sorts of government publication should be deposited to the National Libraries. However, the law was not properly put into force because of lack of understanding of government agencies about the law.

The Analyses of Customer Satisfaction Index on University Library Service (대학도서관서비스에 대한 고객만족도 분석)

  • The purpose of this study was to measure performance of university libraries, especially investigating the components of service quality and their relationship to the customer satisfaction. The result of the statistical analyses is summarized as follows: The result of 5 point scale study shows the following degree of satisfaction in 55 components: timeliness of circulation, processing of fine. location of library, usefulness of retrieval system, library user education, speed of retrieval. number of terminals, and cleaning. On the other hand, shows the following degree of dissatisfaction in 55 components: speed of civil petitions, hour for program use, result of civil petitions, fixing of library user education, speed of retrieval, method of public relation, waiting time for Internet use, and use of the other library materials. Also. customers’matters of weight and importance was availability. learning facilities, suitable collections, circulation, and system of retrieval.

  • The purpose of this study is to investigate the influential factors creating the modern library thought in the latter part of Yi Dynasty. After Korea was forced to make a treaty opening up the country in 1876, Western civilization was introduced and reforms were carried out eventually. Various influential factors could be taken into consideration as follows. (1) The envoys to Japan after 1876 (2) Tourists party to Japan organized by Gentlemen in 1982 (3) The persons who studied abroad (4) Establishment of modern schools and development of publications: on the new learning. (5) News media and others Above all, the persons who studied abroad, such as Yu Gil Jun, Yun Chi Ho, etc., in early stage has contributed most to the extension of public recognition for modern library in Korea. Therefore it can be said that the formation of modern library thought in Korea was based on the theory of the Western library as was the Japan in the period of Meiji Restoration. Patriotic intelectualls in these days believed that reform of the educational system and the diffusion of knowledge was very much meeded in order to preserve an independent Korea and to build up national strength, and then nation-wide campaign for enlightenment was earried on. For that reason the movement of the national library establishment in 1906 also should be regarded from the same point of view, that is, as a part of the enlightenment campaign. Therefore it should not go unheeded that strong patriotism was always streamed under the ground of the library campaign as well as the new learning and new education campaign. Unfortunately every plan of Korean library movement had broken down and missed the chance for having experience of self-development because of the Japanese invasion.

  • Objective of this research is to point out problems of geographic division structure in current Korean Decimal Classification System and provide solutions. For this purpose key classification methods were divided to decimal and non-decimal classification methods and analyzed for geographical division principles. In addition, national institutes regional division standards from Korea, USA and Japan were researched. Through these analysis, we provided suggestions to improve the table of geographical division in KDC4 including public institutions administrative district classification structure relations and consistency, and other regional divisional standards (proposal) instead of typical administrative district reflecting various geographical conditions.

  • Illegal and harmful information on the Internet have been a great concern not only for regulatory authorities, but also all the public institutes, such as public libraries and schools, that provide Internet access service. In particular, for public libraries which play an important role in organizing, opening and providing information resources in the information society, providing Internet access service are indispensible. Therefore, any changes of Internet content regulatory system may have direct effects on services of public libraries. Due to unique characteristics of the Internet, content refutation on the Internet has made a best use of various regulatory methods, ranging from governmental regulation to self-refutation and technical regulatory methods. However, nation by nation. technical regulatory methods on the Internet have been developed in quite different ways. Applying them on public library has been strongly criticised for violating freedom of expression and rights of access to information. This article begins with a theoretical discussion about free speech rights and refutation on Internet. Then it examines filtering software which is one of the most popular technical regulatory methods based on both technical and socio-humanities' prospects and analyses several governments' regulatory approaches to Internet filtering. As a conclusion, issues concerning Internet filtering at public institutes are critically apprised.

Analysis of Media and Information Literacy Education System, and Policies: Focusing on Public Libraries (미디어정보 리터러시 교육 제도 및 정책 분석 - 공공도서관을 중심으로 -)

  • The goal of this study is to explore and draw implicaitons from international and domestic media and information literacy (MIL) policies and educational systems. To this end, international policy documents issued by UNESCO, IFLA, OECD, and the EU as well as domestic South Korean laws and policies related to MIL and the fuctions of public libraries and related institutions were analyzed. The findings show that international organizations recognize public libraries as institutions that are responsible for providing information access and supporting knowledge sharing for citizens within and outside of formal education systems. Additionally, public libraries are seen as institutions responsible for supporting lifelong learning and civic education, as well as improving media, information, and digital literacy skills of their communities. In South Korea, the Library Act gives public libraries and librarians responsibility for improving citizens' MIL to support the public's right to know and to narrow the information gap. However, the functions of public libraries and librarians in South Korea have been limited or excluded in the domestic MIL policies. This study concludes that public libraries and librarians are responsible for reducing the information gap among citizens and should actively participate in policy development to improve citizens' MIL skills.
