A Study on the Function of Regional Central Library and Collaborative Role for Community Public Library (지역대표도서관의 기능과 지역공공도서관과의 협력역할에 관한 연구)

  • This study is to recognize the function of the regional central library's role and to address its support to the community public libraries ; such is one of the focuses of the revised library law. Through the mixed layer model, the regional central library can contribute to a better cooperation between the national central library and community public library in each region. Regional libraries. under the supervision of regional library service committee, can execute many local enterprises efficiently such as library informatization projects. the associative storage, the regional librarian education and the establishment of information commons through integrating the regional information.

  • The purpose of this article is to discuss about the progress and problems in Korean public library policies. The emphasis is on identifying both distinctive features and indigenous limitations in Korean Library Act and National Plans for Library Development. This article also investigates the current status and weakness of major policy driving forces such as national library policy committee(President's Committee on Library and Information Policy), administrative support organization, and professional associations. Finally suggested are both strategies and methods for promoting the quality of Korean public library policies, with focusing on enhancing public librarians' capacity of policy participation.

  • This study analyzes the general status and major activities of the Friends of the Libraries, volunteers, and Library Foundations in the areas of the County of Los Angeles areas, including Los Angeles City areas, with a special regard to the participation of human resources outside from the public libraries themselves. It based on the researcher's visits to the public libraries and their branches and their friend groups in the areas including those of Los Angeles Public Library, La Crescenta Public Library, Glendale Public Library, and Library Foundation of Los Angeles; related materials given from those libraries and groups upon his visits; and other additional information from their homepages. It finalizes with some suggestions for the Korean library community related to the areas.

  • The study aims at illustrating the current state of public libraries in Busan metro area and to suggest strategies for the development of public libraries system in Busan. For this, the study collected data through the statistics and interviews with librarians and administrators. As a result, five goals have been suggested. Followings are the suggestions to improve the current state of the public libraries in Busan area. 1) New programs on lifetime information needs; 2) Initiatives for multicultural services in public libraries; 3) Continuous construction of new public libraries and renovation in older facilities; 4) Improvement of public library service environment, especially in personnel and collection development, and; 5) Support for the regional main library system.

A Study on Public Library Finance (공공도서관의 재원확보에 관한 연구)

  • In recent years, Korean public libraries, placed under changing circumstances, require that some new and positive financial policies be formulated for the improvement of their services. T he purpose of this study is to propose a scheme to ensure the revenues of Korean public libraries. The main contents of this study are as follows : (1) Public finance theory is applied to the question of why the public library is publicly supported. The public library does not contribute to stabilization, but it does playa role in each of the other public sector functions : allocation of resources and redistribution of income. In public finance terms there is justification for at least partial subsidy of public library services, which have the attributes of public goods, merit goods and externalities. (2) Public libraries in Korea find themselves suffering from limited budgets. They are neglected in national and local budgets. The lack of adequate funding for library collections prevents libraries from rendering efficient services. (3) In order to put the finances of the Korean public library system on a firm basis, the following proposals are made: 1) It is proposed that the parallel administration under which public libraries are organized be unified to be directly under the local governments. 2) It is proposed that the legislative and administrative system for public library finance be strengthened. (1) Library expenses should be itemized independently in the calculation of general grants-in-aid to local governments. (2) A fixed portion of the total municipal revenue should be appropriated for public library services. It can be executed by making provisions expressly in the annual guidelines for budgeting, municipal ordinances, or in the Library Promotion Law. The rate of allocation should be specified as a part of the national public library development plan. (3) Library tax as a local tax can be imposed. An indirect tax is preferable in order to avoid public misunderstanding and antagonism. 3) The augmentation of the specific grants-in-aid for the public library is proposed. The Library Promotion Law and the Law on Budget and Administration of Grants should be amended to oblige the central government to give financial assistance to local public libraries. 4) It is proposed that strategies to encourage private endowments be worked out. Revision of the Law on Tax Reduction and Exemption and the activation of an advisory library committee at each public library are recommended. 5) Funding and utilization of the envisioned Library Promotion Foundation is proposed. Government contributions, contributions from the Culture and Arts Foundation, and donations from individuals, corporations, and enterprises can be considered as the financial resources of the Foundation. 6) It is proposed that the structure of the Korean Library Association be consolidated to exercise greater influence over the formation of national policy on the public library system. 7) It is proposed as an ultimate guarantee of the health of the public libraries that the citizenry be educated to strongly support library services in responce to the active services provided by the public libraries.

A Study on the Perception of Librarians on the Roles of Public Library Related to Disasters (재난 관련 공공도서관 역할에 대한 사서의 인식 연구)

  • The purpose of this study is to examine the perception of librarians on the role of public libraries related to disasters. For this purpose, the study conducted an online survey for librarian. The survey is composed of 34 questions, including the questions asking librarians' perceptions about the roles of public libraries related to the disasters derived from literature review. The research results are as follows; First, although librarians were not well aware of the roles of public libraries related to disasters, they generally supported the necessity of the role and evaluated the benefits of the role highly. Second, librarians recognized the necessity of the role of the library in the following order of importance; psycho-emotional support for citizens who have experienced disasters; cooperation with disaster support agencies; disaster shelter; disaster information service; archiving disaster experiences of residents; outreach services; community support. Third, librarians recognized that psycho-emotional support services for residents suffering from disasters were the most necessary and beneficial to residents. Fourth, librarians' perceptions of disaster-related library roles changed based on their position and the type of library they belong to. On the basis of these results, the research discussed and suggested what roles each public library should play and what services it should plan, and how it should be implemented during the disaster.

A Study of the Cooperation Models Between School Library and Public Library (학교도서관과 공공도서관 협력모델 개발에 관한 연구)

  • The purpose of this study is to investigate the cases of cooperation between school libraries and public libraries in order to reinforce their cooperation, and to prepare the base for development of school libraries. Data is collected through five workshops which attended school librarians, public librarians, and the peoples in the several regional offices of education. The results show three models of school and public library cooperation. School library - public library cooperation model is suited for metropolitan area where school library and public library are developed. Public library support model is suited for mid-size cities where school libraries are undeveloped. School library and public library integration model is suited for small towns where both school libraries and public libraries are undeveloped. These models, however, should be revised through testing several libraries and different situations.

Disorganization Crisis and Extrication of Public Library in Korea (한국 공공도서관의 해체위기와 탈출구)

  • Today, the central government and an autonomies make an attempt to contracting out, restructuring, and renaming for public libraries in Korea. These attempts are plot for a disorganization of public libraries. The purpose of this study is to analyze an entity of the plot and to extricate from the disorganization crisis. Based of the analysis, the best alternatives to extricate the crisis are reinforcing the basis of popular support, establishing the identity for public library, finding out opposing logic, taking a legal actions, pressing for a formation of local committee of library development, and overthrowing the confusion of library administrative system.

Study on the Management Plans of the Open-Style School Library for the Expansion of Public Library Service-Points (공공도서관 서비스 포인트 확충을 위한 개방형 학교도서관 운영방안연구 -경기도지역을 중심으로-)

  • Gyeonggi Province is trying to increase the number of public libraries from 100 as of December, 2006 to 150 in 2010. However most of existing public libraries preferred mid-to-large scale libraries, so they were restricted to be located in around a zone of life. For this reason most local residents have been excluded from right to use libraries and have difficulties to get library services for the knowledge and information society of the 21st century. The alternative to the small library is a school library. Both schools and public libraries are located in around a zone of life because residents can get an access to them easily. First, considering that small-scale public libraries of communities usually service about 10,000-20,000 people, I estimate that an open-style school library services 24class, 840people (24class*35people) of elementary school by 2003 Korean Library Standard (edited by Korean Library Association). Second, it requires systematic protection policies so that the open-style school of library can function as a local public library and a part of library cooperation system in accordance with local plans. All the open-style school libraries don't intend to open and we had better consider the suitable service areas. Third, it's desired for the management efficiency that the open-style school libraries being established afterward are divided into a branch-scale, a hall-scale and so on, not being uniform management model. And it also needs that one of them in the area enlarges the scale, and then supports other school libraries. According to these results of the research, as cooperation between the public library policy of a local government and school library policy, it needs a systematic support.

A Study on the Role of the Regional Central Library for Activating the Regional Public Libraries in Jeollabukdo (전라북도 지역 공공도서관 활성화를 위한 지역 대표도서관의 역할에 관한 연구)

  • This study aims to seek the role model of the regional central library as the chosen one to activate the regional public libraries by the newly revised law of library. We examined its roles in terms of supports and cooperations on the basis of the survey of the opinions and realizations of librarians working in Jeonbuk area and the analyses of the environmental factors specific to Jeonbuk. And conclude that as the cooperative roles, the regional central library can function as a hub library for the five specific regions in Jeonbuk; as the supportive roles, it can support the educational and cultural activities planning at the regional public libraries by building a pool for knowledge and information in Jeonbuk region.
