This study analyzed recent cases of transition to open access(OA) journals in humanities and social sciences(HSS) in foreign countries to find a way to transition to OA journals in Korea. Ling OA and UP led by researchers, OLH and KU led by libraries, S2O led by publishers and L+F model led by funders and libraries were analyzed. Programs by national funding agencies such as the Norwegian Research Council, Canada Social Sciences and Humanities Research Council, Austrian Science Fund, and Swiss Academy of Humanities and Social Sciences were also reviewed. Based on the results of the analyses, this study suggests for transition in Korean HSS field as follows; 1) transitions to open access journals in HSS should be supported at national level 2) the stakeholder in scholarly communications such as the nation, universities, libraries, research funders, scholarly societies etc has their own role in the transition but funders and libraries are the most important in financial support for open access publishing 3) but the financial support for the first stage of the transition should be done at national level 4) and open access journal publishing consortium comprised of libraries and information service institutions in the public sector such as KERIS, KISTI and the national library should be established 5) non commercial publishing platforms for scholarly societies should be developed and distributed.

National Institute of crop Science of the Rural Development Administration (RDA) has conducted long-term monitoring studies to find out the relationship between crop yield and climatic factors for major food crops including rice. Rice growth and y ield have been monitored in 17 regions where the branches of the National Institute of Crop science and the Provincial Agricultural Research and Extension Service locate. The data obtained from monitoring studies for rice growth and yield include the observation of vegetative growth status and yield components, which include leaf number, biomass and the weight of 1000 grains. These data have been collected from rice fields where standard management procedures have been applied. The observation data for crop growth and yield monitoring studies from 1999 to 2019 are open to public through agricultural science library operated by RDA.

This study approached the elderly in Korea with a systematic review to find out the effect of virtual reality program arbitration on balance, which the evidence for the virtual reality program is provided. Total of 94 papers were searched through the database Nuri Media (DBpia), Scholarship (earticle), Korean Studies Information (KISS), National Digital Science Library (NDSL), the Korea Educational Research and Information Service (RISS), Kyobo Book Scholar (RISS), and Hakjisa New Thesis on Literature Selection using PRISMA flow-chart from January 2005 to May 2020 based on the final literature selection process and analysis. The quality level of the literature was found to be three volumes (50.0%) of the base level I, one (16.7%) of the II, and two of the III (33.3%). The most common type of virtual reality program was Wii-fit balance of 4 (66.7%), and the effect of virtual reality program arbitration was significant overall through evaluation tools for balance and walking ability. This is expected to effectively apply the virtual reality program to the elderly. In addition, since clinical application basis has been provided, further studies applying various virtual reality program interventions need to be addressed.

The purpose of this study is to examine the reality of the records management of the National Assembly members and suggest a desirable alternative. Until the Public Records Management Act was enacted in 1999, the level of the records management in the National Assembly was not beyond that of the document management in both the administration and the legislature. Rather, the National Assembly has maintained a records management tradition that systematically manages the minutes and bills since the Constitutional Assembly. After the Act was legislated in 2000, the National Assembly Records Management Regulation was enacted and enforced, and the Archives was established in the form of a subsidiary organ of the Secretariat of the National Assembly, even though its establishment is not obligatory. In addition, for the first time, an archivist was assigned as a records and archives researcher in Korea, whose role is to respond quickly in accordance with the records schedule of the National Assembly, making its service faster than that of the administration. However, the power of the records management of the National Assembly Archives at the time of the Secretariat of the National Assembly was greatly reduced, so the revision of the regulations in accordance with the revised Act in 2007 was not completed until 2011. In the case of the National Assembly, the direct influence of the executive branch was insignificant. As the National Assembly had little direct influence on the administration, it had little positive influence on records management innovation under Roh Moo-Hyun Administration. Even within the National Assembly, the records management observed by its members is insignificant both in practice and in theory. As the National Assembly members are excluded from the Act, there is no legal basis to enforce a records management method upon them. In this study, we analyze the records management problem of the National Assembly members, which mainly concerns the National Assembly records management plan established in the National Archives. Moreover, this study proposes three kinds of records management methods for the National Assembly members, namely, the legislation and revision of regulations, the records management consulting of the National Assembly members, and the transfer of the dataset of administrative information systems and websites.
