Outcome indicators measuring public libraries´ impact on the community and individual community members have a great utility on the accountability improvement better management and role enhancement. This study identifies such areas of demonstrating public library impacts as economic value, social contribution, and information literacy, by literature review. A framework pertinent to develop public library outcome indicators is suggested for implementing outcome based evaluation in an individual public library´s environment.

Melvil Dewey has been evaluated as a person of library movement, a man of thought, and a pioneer. However, the life-long achievements as a teacher has not been considered in the domain of library science. The foundations of Dewey's thought of public library can be divided into two categories: school education and home education. Based on these two types of education, Dewey established the major role of public libraries in supporting the life-long education of the public. Regardless of the great achievement of Dewey in education, few research has been conducted. The purpose of this research is to consider the role of libraries from the perspective of life-long education based on the thought of Dewey.

In this era of information, the public library takes a important role in the local community. In several years, public libraries have been proliferated in our society. However, there have not been specific planning standards of space size for construction of public library. The situation has lead the local governments to the need of consulting for the construction and management of library in search of appropriate guideline. The research paper focuses on the result of consulting support project for construction and management of public library. It examines total 11 libraries which were consulted from 2009 to 2011. It examines the configurational differences between the first scheme from the local government and the final scheme after the consulting, and the percentages of gross areas of each parts of library, reference and reading area, office area, education and cultural area, and public common use area. The analysis concludes that reference and reading area increased by 6.4% from 34.1% to 40.5%, and public common use area reduced by 6.1% from 30.2% to 24.1%, which represents a certain tendency of the configuration ratio of the each parts. Thus, the paper could be a starting point of establishing planning standard of space size for public library.

The purpose of this study is to identify the concept and current status of resolving the gap in knowledge and information provided as a new role of public libraries. We have examined what kind of role public libraries has to play, and have analyzed the relationship of financial independence of public libraries and local autonomous entities, the use of public libraries and the social class vulnerable to knowledge and information by utilizing existing statistical data. The Educational facilities is accomplishing the role as the community facilities through various programs that the culture leisure long-life education facilities etc. But The local residents do not use that facilities which is opened in the community actually well. Because it does not consider the various things that convenient for resident users who is not student. With sameness, School library which is opened to local community can not expect as a Public library with modem library services. The Korean government has established a plan on the 'service operating system of public libraries', which divides the local libraries into a central library, regional libraries, and small branches. However, due to the low interest of the libraries and, above all, the structural problems caused by the dualization of the library administrative bodies, no action plans have been developed. This study intends to propose an integrated operating system for public libraries in Busan metropolitan and to design specific roles and functions according to the library status. To the ends, this study examined the Korean government's plan for public library operation, analyzed the operation cases of foreign public libraries, and finally suggested the detailed action plan of an integrated operating system based on the case of Busan Metropolitan City. The data were collected from literature review and on site field survey, supplemented by e-mail inquiry and official statistical information.

Traditional role of library is focused on the book collection and its reference service. However, library should be stressed the need of educational activity in the future. This study described to classify the roles of public library, which are book collecting and its reference services, educational activities, event place service for region community. Observation survey on the public libraries in Boston and its Vicinity shows that public libraries have various children's programs and they are getting more important roles. Public libraries of case study have done not only the roles for reference service space but also the informal lifelong education institute for region community. Library as the informal lifelong education institute deserve special emphasis on the development of education program.

This study attempted to analyze the contents of the public library steering committee-related ordinances, derive problems and implications, and based on this, suggest the contents and supplementations necessary for the construction of the library steering committee ordinance. To this end, first, we looked at the theoretical background such as the significance and role of the public library steering committee, and the nature of the ordinance. Second, it was analyzed by dividing it into five areas: the status of enactment of ordinances related to library steering committee, whether provisions related to library steering committee are included, composition content, composition method, function, conference and regulation enactment, and allowance payment. Based on this analysis, it was mentioned that it is necessary to establish a department in charge of ordinances, a library steering committee, guarantee the participation of library directors and library experts, hold regular meetings, disclose minutes, and reflect the results of committee deliberation. In addition, when enacting a standard ordinance items containing the name, nature and role, composition, meeting, sub-organization, rule of the library steering committee.

The writer obtained a Conclusion through this thesis as follows: First : There a n.0, ppeared that users, Cognition degree for librarian's Social status is very high. As it were, response for questioning about librarian's scholarly attainments and business type is almost accurate that we anticipate the expectation value for the librarian is very high. Second : The satisfaction degree of information services acquired by the users through public library was very skeptic. Due to the poorness of information media that we wish, and deterioration of data, it losed its qualification as a creation organization for the true information, but lots of people emphasized their opinion it only role as a "study room". Third : A questioning about librarian"s assiduity in the public library, there are lots of users Complain. Main factor of that dissatisfaction is Unkindness, and business like(duplicated) assiduity. Not only this but main desire to the public library in pusan down town by the users is also a n.0, ppeared as Kind Service. Fourth : General Controversial points in public libraries in pusan area indicated by the users who responded to the subjective questions are poor data, lack of kind service attitude and poor facilities.oor facilities.
