Purpose The mail goal of this study is to find out factors influencing users' satisfaction of public application with the emphasis of service quality of public web and public value. For this purpose, we applied IS success model to develop the research model that explains users's satisfaction and public performance. Design/methodology/approach The proposed research model was developed based on IS success model along with two moderating effects - Service Quality of Public Web and Public Value in order to empirically test proposed causal relationships withing the model. A total of 377 survey responses were analyzed by forming the structural equation modeling with AMOS 24.0. Findings The analysis results show that the service, information, and system quality from IS success model are positively associated with user satisfaction, which in turn is positively associated with public app performance. The results also show that the relationship between user satisfaction and public app performance is positively moderated by public value. However, the relationship between public app service quality and user satisfaction isn't moderated by public web service quality.

Continuously monitoring and improving information system (IS) performance is a major concern in organizations. Thanks to invisible characteristics of IS performance, this is still enduring research question. The purpose of this study is to examine and analyze factors influencing IS Performance in public sector. Influencing factors of IS performance include IS quality such as System Quality, Information Quality and IS Use. The data for analysis was collected from local official in Korea. We used PLS 3.00 Version for an analysis. Analysis revealed that Information Quality has directly influenced IS Use. But there were not Significant in relations between System Quality and IS Performance, System Quality and IS Use, System Quality and IS Performance, and IS Use and IS Performance.

This study performed an economic analysis and tested the viability of a public computerization project to create a comprehensive information system for public e-procurement for small and medium-sized businesses (SMBs). The study found that the estimated costs of the project included 4.3 billion won to build the system and 710 million won per year to maintain the system once it is built. The project's estimated total benefits amounted to 6.66 billion won per year, including 5.871 billion won per year in increased convenience for SMBs that use the system, 406 million won per year in benefits for public institutions, and 383 million won per year in benefits for the institution "A" to adopt the system. We used the contingent valuation method (CVM) to estimate the benefits to SMBs, which would be the main participants of the project. The survey found that the SMBs were willing to pay an average fee of 170,136 won. we conducted an economic analysis by applying a 5.5% social discount rate over an analysis period of 10 years and found a benefit-cost ratio of 5.02 and a net present value of 40.201 billion won, which indicated a very high economic viability of the project. The results of this study can be an important reference when deciding whether to pursue computerization projects in the public sector.

최근 유럽연합에서는 공공도서관의 무료대출에 대해 저작자에게 보상하는 공공대출권 보상제도의 실시를 회원국들에게 권장하고 있다. 본고는 EU 및 선진국 일부에서 제도화하고 있는 공공대출권(Public Lending Right)제도의 운영실태 및 문제점 살펴보았다. 또한 기왕에 공공대출권 제도를 운영하고 있는 각국의 현황분석을 통해, 도서관 공정사용의 전통을 고수하면서 저작자의 대여권을 보상하는 합리적인 보상시스템을 모색해 보았다.

A public restroom is different from a household toilet in terms of location and a large number of sharing users. In addition, public restroom is usually messy and filthy. Recently, public toilet tends to be clearly managed than before, but it still has hygienic and clear problems. In this paper, we propose a machine-to-machine (M2M)-based public restroom management system to solve these problems, in which the system with a wireless communication device sends the status information of the toilet, such as blockage or trouble detected by a sensor, to the manager of the restroom at a remote location. In particular, we have developed a prototype management system for public restroom taking into account several system requirements, and verified the basic operations and performance of the management system. With the application of the system to public facilities, it will furnish users with more pleasant environments by restroom administrators who can respond effectively to the troubled toilet.

Types of problems and solutions to vehicle routing problems are discussed. A case study on a public transport is conducted to discover the characteristics of problems in route selection. The characteristics of problems solved by certain technique or algorithm are also studied to investigate the capability of current techniques in solving public bus routing.

It is tried that evaluation areas and items of information system in public sector are derived ration-ally and its weight value call be applied differently to type of information system to enhance validity and objectiveness of measurement in evaluating IS in this research. To obtain the goal of this research, firstly, five sectors - system sector, user sector, organization and management sector, the degree of strategic contribution to IS, and the degree of optimizing re-source in IS - are categorized based on broadly reviewing previous theoretical and practical research. Secondly, IS type in public sector is divided into internal operation one and customer oriented one that is object of the IS, and divided into application oriented and IT infrastructure oriented which are influence by IS. Thirdly, evaluation areas and its items are measured by 5 point scales (Likert summated scales) in addition to analysis of validity and reliability to improve objectiveness of establishing evaluation areas and its items. Fourthly, the weight values in the evaluation areas and its items are derived by using analytic hierarchy process. According to the results of analysis of weight value through AHP, it were found to be 30.4% to organization and management sector. 25.5% to degree of strategic contribution, 21.0% to user sector, 13.5% to degree of optimization of resource management, and 9.6% to system sector. and. different weight values each of the four IS type are proposed which establishing in this research. The main implications of this study is that the criteria by which IS in public sector can be categorized 4 ones is suggested and The weighted evaluation for four types of IS based on the AHP analysis enables proposing an objective evaluation method of IS in public sector for considering individual IS characterics.

The main purpose of the study is to analyze the features of ensuring information security in the system of public administration of the constant development of the region. The actualization of the research topic is because the information has become a powerful means of manipulating the public and individual consciousness, as well as a real weapon used in new types of conflicts, confrontations, and confrontations. Creating opportunities for everyone to access information sources, developing the ability to use it, and at the same time protecting people from dirty information flows create a kind of subject-research field, one of the most relevant aspects of which is the problem of forming and implementing information security policy at the state, public and civil levels. The research methodology involved the use of theoretical and scientific methods. As a result of the study, the key features of ensuring information security in the system of public management of the continuous development of the region of the EU countries were identified.

This paper deals with a web-based public address system for conveying information for different institutions. An architecture for a Short Messaging Service (SMS) based public address (PA) system that can be programmed by an authorized mobile phone or device is proposed. This PA system will facilitate information transfer from heads of offices, managers, directors, and deans of the institutions to its constituents or unit area as well as enable postings of information with proper authentication and validation remotely. The system supports high priority messaging, allowing the conveyance of critical and time sensitive information. The mobility management support for the PA system will be based on the Hierarchical Mobile Internet Protocol version 6 (HMIPv6), hence, allowing for a seamless connectivity to the system. The major advantage of this proposed PA system as compared with the traditional electronic displays and bulletin boards is seamless mobility wherein the display devices can be programmed remotely by heads of the institutions and business organization. It also allows faster communication and immediate actions concerning the different institutions, organizations, and businesses, thus, ensuring high productivity.

본 논문에서는 외국인이 언어적인 문제점 없이 국내 문화정보 서비스를 이용하기 위한 온톨로지 기반의 번역 매쉬업 시스템을 제안한다. 문화정보 서비스를 위해 서울시 모바일 공공정보 Open API가 제공하는 문화정보를 활용하였으며, 번역을 위해서 구글 AJAX 언어 API를 이용하였다. 또한, 발생하는 번역오류를 최소화하기 위해 번역에 온톨로지를 적용하였다. 온톨로지 모델링을 위해 문화정보 도메인을 분석하고, 문화정보 어휘 온톨로지의 클래스 및 관계, 속성을 정의하였다. 문화정보를 번역하여 활용할 경우 가장 많은 번역 오류가 발생하는 제목, 장소, 주최자 등의 내용을 중심으로 온톨로지 인스턴스를 생성하였다. 온톨로지 기반 번역 매쉬업 시스템을 구현하고, 문화정보의 번역의 정확성을 실험을 통해 번역 API와의 정보 제공 정확도를 비교하였다. 실험 결과를 통해 제안하는 온톨로지 기반 번역 매쉬업 시스템의 유효성을 검증하였다.
