The purpose of this study is empirically to identify what factors affect the utilization of public data on the perspective of users. This study proposes four crucial factors including understandability, processing-convenience, linkage, and timeliness from the previous studies. As a result, understandability and linkage factors have significant impact on the utilization of public data and no different impact depending on the industry classification. The implication of this study is that it is important to provide sufficient information so that open data users can understand easily what kind of data it is, and to facilitate the linkage of open data with other data in order to activate the utilization of public data.

This study performed an economic analysis and tested the viability of a public computerization project to create a comprehensive information system for public e-procurement for small and medium-sized businesses (SMBs). The study found that the estimated costs of the project included 4.3 billion won to build the system and 710 million won per year to maintain the system once it is built. The project's estimated total benefits amounted to 6.66 billion won per year, including 5.871 billion won per year in increased convenience for SMBs that use the system, 406 million won per year in benefits for public institutions, and 383 million won per year in benefits for the institution "A" to adopt the system. We used the contingent valuation method (CVM) to estimate the benefits to SMBs, which would be the main participants of the project. The survey found that the SMBs were willing to pay an average fee of 170,136 won. we conducted an economic analysis by applying a 5.5% social discount rate over an analysis period of 10 years and found a benefit-cost ratio of 5.02 and a net present value of 40.201 billion won, which indicated a very high economic viability of the project. The results of this study can be an important reference when deciding whether to pursue computerization projects in the public sector.

본 연구의 목적은 지역주민에게 수준 높은 참고봉사를 제공하기 위한 공공도서관의 가상참고정보봉사 협력모형 개발에 필요한 기초 자료를 제공하는 데 있다. 연구의 방법으로 사례조사와 공공도서관 사서를 대상으로 인터넷 설문조사를 실시하였으며 전국의 514개 공공도서관 가운데 375개관(73%)이 설문조사에 참여하였다. 연구 결과를 토대로 협력참고정보데이터베이스의 구축, 가상참고데스크의 운영, 그리고 연령별 주제별 정보안내 및 교육 등의 내용으로 구성된 '통합형 가상참고실'의 구축을 제안하였다.

공공기관에서 콜센터가 도입되면서 공공서비스에서 콜센터의 역할이 매우 중요하게 되었다. 특히 공공기관 콜센터에서는 팀장 또는 매니저의 역할이 증가하면서 중간관리자의 리더십이 매우 중요하게 되었다. 이에 따라 본 연구에서는 콜센터 상담원들이 느끼는 팀장리더십이 서비스품질과 직무만족에 미치는 영향관계를 알아보고자 하며 콜센터 상담원들의 서비스품질이 직무만족에 미치는 영향관계를 알아보고자 한다. 그래서 리더십과 직무만족사이를 서비스품질이 매개하는 지를 분석해 보고자 한다. 분석결과 콜센터 팀장의 리더십은 콜센터 직원의 직무만족과 서비스품질에 영향을 미치고 있었으며 직원들의 서비스품질은 직무만족에 긍정적인 영향을 미치고 있는 것으로 나타났다. 또한 리더십과 직무만족사이를 서비스품질이 매개하고 있음을 확인하였다. 이에 따라 콜센터 팀장의 리더십을 강화하기 위해 팀장에 대한 권한위임, 적절한 보상 등을 실시하여야 한다. 또한 팀장은 직원들의 서비스품질을 높이기 위해 콜센터 직원들 간의 협력성 강화프로그램을 운영하거나 각종 인센티브제도, 직무교육 등을 강화하거나 정비하여야 할 것이다.

이 연구의 목적은 우리나라 공공도서관이 아웃리치서비스를 확대할 수 있는 방안을 제시하는 것이다. 이를 위해 공공도서관의 아웃리치서비스의 의의에 관하여 살펴보고, 문헌연구와 도서관 웹사이트 조사를 통하여 국외 공공도서관과 국내 공공도서관이 수행하는 아웃리치서비스 사례에서 나타난 서비스 유형을 비교 분석하였다. 도출된 차이점과 특성을 통하여 우리나라 공공도서관의 아웃리치서비스 확대 방안을 다음과 같이 제시하였다. (1) 아웃리치서비스의 다양화, (2) 아웃리치서비스의 질적 향상, (3) 온라인 아웃리치서비스 강화, (4) 인적 및 재정적 자원 확보와 커뮤니티 연대.

본 연구는 도서관의 정보서비스 일환으로 수행한 도서관 공론장이 이용자의 도서관 인식에 어떠한 변화를 만들어내는지를 고찰하였다. 이를 위해 도서관 공론장의 경험에 따른 이용자의 도서관 인식 차이를 분석하였다. 분석을 위한 데이터는 도서관 공론장을 운영하고 있는 서울 성북구립도서관 이용자를 대상으로 설문조사를 실시하여 수집되었다. 연구 결과, 이용자의 도서관에 대한 인식은 도서관 공론장 경험 여부에 따라 차이가 있는 것으로 조사되었다. 도서관 공론장을 경험한 이용자가 비경험자에 비해 도서관에 대한 인식 수준이 높은 것으로 확인되었다. 구체적으로 공론장을 경험한 이용자의 도서관 역할에 대한 이해 수준이 높으며, 도서관에 대한 신뢰도가 높고, 도서관을 이용하려는 의지 또한 더 높은 것으로 확인되었다. 이에 더해, 이용자들은 도서관 공론장을 중요하게 인식하고 있으며, 이용자의 공론장에 대한 기대 수준과 참여의지가 전반적으로 높은 것으로 나타났다. 이러한 결과를 토대로 이용자의 도서관 인식에 있어서 도서관의 공론장 운영에 대한 시사점을 제시하고, 공론장과 연계된 정보서비스의 필요성을 제기하였다.

It is very important to evaluate training because it can systematically grasp the current status of training. Evaluation includes getting ongoing feedback from the learner, trainer and learner's supervisor, to improve the quality of the training and identify if the learner achieved the goals of the training. It also provides a justification for the implementation of training. Nonetheless, there is a lack of studies that attempt to evaluate information security training programs. In this study, we utilize the Philips model to evaluate the public training programs for the people who are in charge of the information security duties in the public sector and propose the training improvement plans. Research result has shown that it is necessary to evaluate the level of the trainees in advance and conduct training programs according to the information security skill level. In addition, it needs to conduct training according to duties such as information security management, information security operate and maintain. The limitation of this study is that each education program was not assessed individually because this study had developed an evaluation tool that could be used comprehensively.

디지털화가 가속되면서 학교나 도서관 등 공공기관에서 디지털 정보의 이용이 증가하고 있으며 프린트 서비스의 요구도 점점 증가하고 있다. 많은 서비스 가운데 공공 PC에서 프린트 서비스를 이용할 시 사용료를 지불하도록 해야 하는데 관리자에게는 꽤나 까다로운 업무이다. 이러한 까다로운 업무를 자동화할 수 있도록 하는 프린트 관리 시스템이 개발되어 현재 널리 사용되고 있다. 이 논문에서는 현재 공공기관의 공공PC에서 사용되고 있는 프린터 관리 시스템의 취약성을 분석하였는데 공공 PC 관리자 및 프린터 관리 솔루션 개발자들의 보안의식과 보안개발에 대한 인식은 아직 많은 부분이 부족한 것으로 보인다.

The drone is an unmanned aerial vehicle which has no human pilot. Drones can be classified into military drones, commercial drones, and personal drones by usage. Also, drones can be classified from large-sized to nano-sized drone by size and autonomous, remote controlled drone by control type. Especially, military drones can be classified into low-altitude drones, medium-altitude, and high-altitude drones by altitude. Recently, the drone industry is one of the fast growing industries in the world. As drone technologies have become more advanced and cost-effective, Korean government has set its goal to become a top-level country in drone business. However, the government's strict regulation for drone operations is one of the biggest hurdles for the development of the related technologies in Korea and other countries. For example, critical problems for drone delivery can be classified into technical issues and institutional issues. Technical issues include durability, conditional awareness, grasp and release mechanisms, collision avoidance systems, drone operating system. Institutional issues include pilot and operator licensing, privacy rules, noise guidelines, security rules, education for drone police. This study analyzes the trends of the drone industry from the viewpoint of technology and regulation. Also, we define the business areas of drone utilization. Especially, the drone business types or models for public sector are proposed. Drone services or functions promoting public interests need to be aligned with the business reference model of Korean government. To define ten types of drone uses for public sector, we combine the business types of government with the future uses of drones that are proposed by futurists and business analysts. Future uses of drones can be divided into three sectors or services. First, drone services for public or military sectors include early warning systems, emergency services, news reporting, police drones, library drones, healthcare drones, travel drones. Second, drone services for commercial or industrial services include parcel delivery drones, gaming drones, sporting drones, farming and agriculture drones, ranching drones, robotic arm drones. Third, drone services for household sector include smart home drones.

본 논문에서 개발하고자 하는 기술은 국내 FIT(Free Independent Tour) 버스관광객에게 보다 편리한 버스이용 방법과 버스관광에 적합한 관광콘텐츠를 통합된 서비스로 제공하기 위한 플랫폼에 관한 것이다. 최근 버스 이용 환경 개선이 이루어짐과 동시에 대중교통을 이용한 휴양 목적의 FIT 관광객이 증가하고 있다. 이에 따라서 관광객 수요에 부합하는 관광 플랫폼이 필요하다. 상세하게는 버스정보 제공 시스템을 보다 편리하게 이용할 수 있도록 버스정보 공공API를 활용하여 버스정보 제공 알고리즘을 구현하고, 관광정보와 버스정보의 연계 정보 제공을 위해 사용자 이용행태 데이터 수집모듈과 데이터마이닝 모듈을 구현하여 대중교통을 이용하는 FIT 관광객을 대상으로 버스관광 서비스 제공을 위한 버스정류소 기반 콘텐츠 플랫폼을 개발하는 것이다.
