공공도서관에서 제공하는 향토정보서비스는 낮은 이용률을 나타내고 있으며, 대부분 열람 및 대출형태의 제한적인 서비스를 제공한다. 본 연구는 이러한 문제점을 해결하고 이용자의 정보 요구를 반영하는 새로운 향토정보서비스를 제안하고자, 모바일 어플리케이션 (이하 앱)인 LibPass (Library와 Pass의 합성어)를 개발하였다. LibPass는 향토자원의 특성들이 LibPass의 콘텐츠로 구성되어 이용자가 모바일 앱을 통해 지역의 문화관광자원에 대한 정보탐색을 한 곳에서 간편하게 할 수 있도록 설계되었다. 즉, 관광자원에 대한 소개는 물론이고, 그 이용을 위한 숙박시설, 체험프로그램, 그리고 특화도서관에 대한 정보를 제공함으로써, 향토자원에 대한 효율적인 정보서비스를 도모하고자 했다. 무엇보다도 이 서비스는 국립중앙도서관에서 발행하는 카드로 일원화되어 제공되므로 전국 어디서나 사용이 편리하고, 공공기관의 다양한 콘텐츠를 활용하여 신뢰성과 최신성을 확보하였다. 선행연구를 바탕으로 모바일 관광정보서비스의 품질 평가 요인들을 도출하였으며, 또한 기존의 관광정보서비스 앱을 분석하여 LibPass 앱의 개체들을 구성하고 논리적 개체 관계 모델을 기반으로 프로토타입을 개발하였다. 이 모델은 도서관의 향토정보서비스 이용률을 증가시키고, 더 나아가 이용자 친화적인 앱을 통해 도서관에 대한 긍정적인 인식을 높이는 데 기여할 수 있다.

본 연구는 공공도서관 장애인서비스 자원봉사 활동의 모형 구축을 위하여 국립중앙도서관에서 연구한 '전국도서관 장애인서비스 현황조사'의 결과와 장애인 서비스를 제공하고 있는 65개 공공도서관(점자도서관 포함)을 대상으로 조사한 설문 조사와 인터넷 조사, 문헌연구를 이용하여 장애유형 및 서비스별 활동 분야, 참여경로, 수행역할, 자격 및 자질, 활동상의 문제점을 검토하였다. 그리고, 공공도서관의 장애인서비스 자원봉사 활동 모형을 봉사의 목적과 서비스 분야, 장애유형의 3요소로 구성하였다. 봉사 활동의 목적은 도서관, 장애인, 그리고 자원봉사자 3자를 위한 것이다. 장애 유형은 자원봉사자를 활용한 도서관 서비스 관점에서 지체장애, 시각장애, 청각장애, 지적장애의 4가지 유형으로 분류하였으며, 서비스 분야는 장서구축 및 대체자료, 이용자 서비스, 웹 전자정보 서비스, 시설 및 접근 서비스, 보조공학기 서비스의 5가지 활동 분야로 나누고 각각의 서비스 분야마다 구체적인 활동 내용을 제안하였다.

Citizens' demand, which has been previously focused on welfare, is now expanding to include elements for higher quality of life such as employment, housing, culture, and sports. Accordingly, the government, with an aim of effectively delivering resident services that satisfy various demands, is committed to transforming the central government-oriented service system into the integrated service system based on public-private partnership. The government is also dedicated to expanding services to 8 areas including not only welfare but also healthcare, employment, housing, education, sports, culture, and tourism, which are directly related to everyday lives of residents. This project is designed to support such reforms in the citizen service delivery system in order to enhance quality of life of local residents. This study is to draw implications from analysis for implementing the citizen service integrated information system in order to reform the citizen service delivery system effectively through examinations and analyses of citizen services provided by the central government. Especially focus on public utility charges depreciation simplification citizen service. Its implications are expected to offer a real contribution for central and local Governments that want to increase the productivity of implementing eGovernment service.

정보통신기술의 발전에 따라 디지털도서관은 자료의 디지털화 등을 통하여, 디지털환경에 맞는 정보서비스를 위한 역할의 변화를 가져오고 있다. 저작권법은 도서관이 비영리적 기관으로서 사회의 공익에 기여하는 점이 많기 때문에 저작권법이 예외적으로 적용되어 자유로운 정보서비스를 허용하고 있다. 그렇지만 디지털환경에서는 디지털 복제와 전송이 쉽기 때문에 권리자와 이용자와의 균형관계를 형성하기에는 어려움이 따른다. 이러한 변화에 적응하고자 개정된 저작권법은 취지와는 달리 인터넷을 통한 디지털도서관에의 접근을 제한하고 있다. 따라서, 본 논문은 현행 저작권법 및 개정안의 문제점을 고찰함과 아울러 디지털도서관의 이용활성화를 위한 개선방안을 살펴보고자 하였다.

Broadcasting services sector has been facing strong public pressure to shift gears from regulation to deregulation since mid-1990s, where a triggering role was played particularly by rapid development of IT technology and content digitization. Major agenda was how to reduce regulatory divides between more liberal telecommunication sector and less liberal broadcasting. After all, common solution package worldwide was for the latter to switch over from network-dependent(vertical) to network-independent(horizontal) regulation, and to facilitate more open and competitive transmission with content market kept protected. This is no other than decoupling content provision from broadcasting and promoting market access towards the latter. Policy experiences of US and UK show that there exists a complementary relationship between quantitative and qualitative restrictions in implementing such deregulation. While mitigating quantitative ownership regulations in broadcasting, they also sought to systematize, so-called, PIT(public interest test) as a qualitative safety device to cope with the risk of losing fundamental public values accordingly in broadcasting. Recent domestic progress in broadcasting legislation in 2009, however, seems to overlook the growing importance of PIT in the process of deregulation. Bearing this motivation in mind and taking account of the relevant WTO disciplines, this paper is to address policy issues and suggestions for PIT in Korea's broadcasting services sector.

본 연구는 공공도서관에서 제공되는 이용자서비스의 중요성을 인식하고 이용자를 위한 서비스의 개선 및 활성화방안을 모색하고자 하였다. 자료분석은 문화관광부 산하 한국문화정책개발원에서 전국 문화기반시설 관리운영평가를 위하여 전국의 공공도서관을 대상으로 실시한 서면조사에 근거하였다. 본 연구에서는 이용자서비스관련 조사항목의 종합적 분석과 더불어 문화관광부 조사시 선정된 우수도서관들의 평가에 영향을 미쳤으리라고 추정되는 제 요인들을 전체도서관의 상황과 비교분석하였다. 이용자를 대상으로 하는 적극적인 도서관서비스 제공이 우수도서관으로의 평가판정에 큰 영향을 미치고 있음이 밝혀졌다.

예고 없이 찾아온 팬데믹은 물리적인 장서와 공간의 한계를 체감하게 하였으며, 도서관의 디지털 역량과 지속가능한 도서관 서비스에 관한 논의가 확산되고 있다. 공공도서관의 전자책 서비스는 자치구 단위까지 확대되어 서비스 활성화를 모색해야 하는 단계에 와있다. 본 연구에서는 공공도서관 전자책 서비스의 현황을 파악하고 개선방안을 제시하기 위하여 서울시 강동구 도서관을 대상으로 이용자 만족도 조사를 실시하였다. 분석 결과를 토대로 전자책 콘텐츠 확대, 이용자 지원 서비스 강화, 전자책 시스템 관리체계 개선의 세 가지 측면에서 개선방안을 도출하였다.

Due to the large size and high complexity of modern buildings, the interest and the studies about indoor spatial information are increasing. Previous studies related to indoor spatial information were mostly about relevant technologies, and the application of indoor spatial information has been less studied. In the present study, the public administrative work areas where indoor spatial information may be applied were identified by using a modified delphi technique. And the indoor LOD (Level of Detail) and indoor positioning accuracy for indoor spatial information applications considering user requirements was established as standards for efficiently establishing and providing services. The required LOD and positioning accuracy for services was established by reestablishing indoor LOD and positioning accuracy and classifying services with reference to those. The indoor LOD was reestablished from LOD 0 to 4 by focusing on service utilization and general recognition, and the positioning accuracy was reestablished in three levels by considering the accuracy of the present positioning technology and service utilization status.

이 연구는 국내 공공도서관에서 실시되고 있는 지적장애인서비스의 현황과 문제점을 살펴보고, 향후 지적장애인서비스를 실시하는 데 있어 고려해야 할 점은 무엇인지 제시하고자 하였다. 이를 위해 사례를 조사하여 국내 공공도서관에서 이루어지고 있는 지적장애인서비스의 현황을 분석하였다. 또한 직접 지적장애인을 위한 도서관서비스를 실시해 본 경험이 있는 공공도서관 사서들을 대상으로 표적집단면접을 실시하였다. 연구결과 지적장애인서비스는 대부분 상시적인 서비스보다는 단기간의 프로그램 형태였으며, 복지관 등의 외부기관과 협력하여 운영하고 있었다. 또한 직접 이러한 서비스를 실시했던 공공도서관의 사서들은 지적장애인을 위한 도서관서비스 제공의 당위성에는 공감하고 있었으나 운영과 관련된 여러 가지 어려움을 지적하였다. 연구결과 적절한 예산과 인력 지원, 정책적인 견인 조치, 도서관의 기능과 목적에 부합하는 지적장애인서비스 모델의 개발 등이 필요한 것으로 나타났다.

본 논문에서는 현재 운용중인 천리안 위성을 활용한 위성 통신용 공공 테스트베드 시스템 구성 및 서비스 이용 현황에 대해 소개하고자 한다. 공공 시범 서비스 운용을 통해 차세대 VSAT 서비스 제공 시 Ka 대역의 활용도가 높아짐에 따른 광대역 멀티미디어 서비스가 가능할 것으로 된다. 또한, 향후 위성을 통한 UHD 방송을 통해 방송서비스의 보편적 접근성 향상을 예상해 본다.
