Improving Public Medical and Social Services Market Management: Application of Information Technologies

  • This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

  • This study outlined the services of the P Public Library and some other libraries in California, USA for benchmarking to develop the public library services in Korea. To perform the role of public libraries and to assure the library users' supports in Korea, the development of following services are suggested in this study: 1) information services suited to information society 2) services to supply the public and lifelong education 3) services related to the cultural and artistic desires of the local community.

  • Web services (WS) present a new promising software technology, which provides application-to-application interaction. They are built on the top of existing web protocol and based on open XML standards. Web services are described using WSDL, and the UDDI is a integration directory provide registry of Web Services descriptions. WSDL provides information of Web Services but it is getting more and more important to know more than those provided by WSDL. From WSDL we can not get the information like usage of WS, performance of WS, complexity of WS, usability of WS with other web service. In this paper, we proposed a new method for Web Services so called Public Web Services Analyzer (PWSA). This technique is based on analyzing various public UDDI registries in order to get various kinds of statistics of web services. Those statistics will be used by both web services developers and consumers for finding them suitable services for their needs. PWSA guarantees that it can provide enough information to find right web services for both Web Services Consumers and Web Service Developers.

  • The purpose of this study is to understand and analyse the community information services in Korean public libraries. Regarding this matter, this study first extensively analysed terms related to community information services and clearly defined the meaning of community information services. Second, this study investigated the current status of community information services in the public library. Finally, this study suggested the directions of community information services. In this study, literature studies and case studies were conducted, and the case to be discussed is online service of regional central libraries in Korea.

  • The purpose of this study is to explore the ways to improve public library community information services in the Internet environment. It first examines the concepts and current contexts of community information flow, illustrates successful cases of public library community information services, and then, suggests public libraries provide gateways to the community information on the Internet. The needs for research to guide public library community information services and continuing education for public librarians are also presented.

  • As elderly population increases their use of public libraries also increases, and thus, public library services for older people need to be more developed. The information needs of older population are mostly related to the everyday life, such as health, medical care, social welfare, the main services of public library community information services or information and referral services. Through a literature review, foreign case studies, homepage surveys, site surveys, this study explores types and content of community information for elderly people, and suggests, ways of enhancing community information services for elderly people.

A Study on the Online Information Services of Broadcasting Video Data: Focusing on Public Broadcasting (방송 영상자료의 온라인 기록정보서비스에 관한 연구: 공영방송을 중심으로)

  • In recent years, many users preferred video records, and as the broadcasting video data becomes necessary, the demand for video records' use has increased. However, most broadcasters' archive agencies currently provide archive services only for internal employees, and for the general public. In this study, the web-based online information services provided to the general public in the archive sites of domestic and foreign public broadcasting companies were examined and analyzed. The evaluation criteria for the web-based records information services were identified in three service areas: online accessibility, search and online browsing, and outreach or expansion services. The overseas public broadcasters' web-based services and the public broadcasting companies' current status were examined for each area. Based on the examination, direction improvements, such as providing online search and records, developing various outreach services, and expanding user levels were proposed for the information services on broadcasting video data in public broadcasting companies for the general public.

  • The purpose of this study is to suggest development plan of the Regional knowledge information services through the case study analysis between Korea and Japan public libraries. For this purpose, we analyzed literature related to the Regional knowledge information services, performed case study, and carried out a investigation which focuses on a public libraries webpage. According to the analysis, the development plan for the Regional knowledge information services was suggested as follow; that is user-friendly service, internal cooperation, external network cooperative strategy, visible public relations and recognition improvement. This study has aimed to prepare for the basic data which will help Korea public libraries to make better Regional knowledge information services in the future.

A Study on the Trends and Characteristics of Mental Health Services in the Public Libraries of North America (북미 공공도서관계 정신건강 지원서비스의 경향과 특성)

  • This study discussed the trends and characteristics of mental health services in the public libraries of North America. To accomplish this, this study collected its data through literature surveys, observations and interviews with librarians within the Vancouver public library system. The results show that there were many cases in which patrons asked public libraries for information on their mental health problems and the public libraries helped the patrons cope with their problems. The public libraries' assistance programs for national tragedies and natural disasters were temporary services. On the other hand, public libraries were continuously advising and guiding patrons dealing with emotional and psychological problems through the readers' advisory and information services. Specifically, public libraries were actively assisting various sensitive issues that are generated in the development of children and youths(for example, adoption, divorce and separation, remarriage, family, friendship, disabilities, death, self-esteem, emotions, bulling, violence, abuse, suicide, illness, addiction, sexual health, youth pregnancy and so on). The key role of librarians under these circumstances was to guide and recommend appropriate books and professional institutions that help solve the problems.

A Study on the Establishment of Integrated Health Information Service Model of Public Libraries

  • Currently, it is not easy for most domestic public libraries to collect and provide reliable health information services on their own. Health information is distributed or professional, making it inconvenient for users to use. Based on the implications derived from the case study, the Library Health Information Integration Service Model was proposed as a specialized information service. The model consists of a composition shared by librarians, health and medical experts, and users, focusing on library websites that provide integrated health information integration services, and has the following features. First, it provides health and medical information on a specialized subject. Second, it provides integrated health and medical information services provided in various ways. Third, librarians and health and medical experts work together to provide information services. Fourth, users can freely use health information integration services online and offline. The model presented in this study means that libraries can play a leading role in health information integration services to increase the utilization rate of public libraries and further contribute to librarians serving as experts in health information services.
