An Asymmetric Key-Based Security Architecture for Wireless Sensor Networks

  • In spite of previous common assumptions about the incompatibility of public key cryptography (PKC) schemes with wireless sensor networks (WSNs), recent works have shown that they can be utilized for such networks in some manner. The major challenge of employing a PKC-based scheme in a wireless sensor network is posed by the resource limitations of the tiny sensors. Considering this sensor feature, in this paper we propose an efficient PKC-based security architecture with relatively lower resource requirements than those of previously proposed PKC schemes for WSN. In addition, our scheme aims to provide robust security in the network. Our security architecture comprises two basic components; a key handshaking scheme based on simple, linear operations and the derivation of a decryption key by a receiver node. Our architecture enables node-to-base-station and node-to-node secure communications. Analysis and simulation results show that our proposed architecture ensures a good level of security for network communications, and can be effectively implemented with the limited computational, memory, and energy budgets of current-generation sensor nodes.

Collaborative Governance in Philippine Science and Technology Parks: A closer look at the UP - Ayala Land Technohub

  • Public-private partnerships (PPPs) are very popular governance practices, as they enable the private partner to engage in business and have profits while the public partner improves the provision of public services. PPPs are organizational arrangements with a sector-crossing or sector-blurring nature, and are modes of governance - governance by partnerships or collaborative governance (Schuppert 2011). New models and applications of PPPs have been developed over time. Collaborative governance entails information exchange, action or movement harmonization, resource sharing, and capacity enhancement among the partners (Sale 2011; 2012a). As the national university, the University of the Philippines (UP) serves as a research university in various fields of expertise and specialization by conducting basic and applied research and development, and promoting research in various colleges and universities, and contributing to the dissemination and application of knowledge, among other purposes. (Republic Act 9500) It is the site of two (2) science and technology parks (Sale 2012b), one of which is the UP - Ayala Land Technohub. A collaboration between industry and the academe, the Technohub is envisioned as an integrated community of science and technology companies building a dynamic learning and entrepreneurial laboratory (UP-AyalaLand Technohub). This paper takes a closer look at the UP - Ayala Land Technohub as an example of a PPP or collaborative governance in science and technology parks. Have information exchange, action or movement harmonization, resource sharing, and capacity enhancement taken place in the Technohub? What are some significant outcomes of, and issues arising from, the PPP? What assessment indicators may be used? Is a governance instrument needed?

A Study on Evaluating Digital Illusion Level of Public Library (공공도서관의 디지털 통합 수준 평가에 관한 연구)

  • This study tends to apprehend how much public library contributes to a role of upbuilder of digital integrated local society through a survey. For this, I performed the survey on 935 organization of public library in the whole country registered in national library statistical system. As a result, firstly, it's apprehended that equipment infra, Internet infra, etc like computer, laptop, scanner, tablet PC, etc are in relatively high level. Secondly, service or resource like electronic book, digital and virtual reference service, library service mobile App, etc that users can use are in relatively high level but software supporting cooperation and group task, fusibility of participating space, etc are shown very low level. Thirdly, the rate of literacy training relating to technology were only 22.4%, education subject focused on resource searching subject and somewhat future-oriented technical education like directions of video conference technique, cloud computing application education, etc wasn't conducted. Finally, we should consider expansion of providing technology and equipment and provision of future-oriented service and education according to a flow of the time that needs to seek change in various roles of library as enjoying culture space or creative space.

A Study on the Exploration of National Public Officials' Intelligence Information Competency in Intelligence Information Society : Focusing on Bloom's Digital Taxonomy (지능정보사회에서 국가 공무원에게 요구되는 지능정보화 역량 탐색 : 블룸의 디지털 텍사노미 중심으로)

  • The whole world is making a variety of efforts to cope with the revolutionary changes in the economy and society that are emerging from intelligent information technology. Therefore, this study defined national public officials' intelligence information competency in the intelligent information society, and tried to derive competency clusters and sub-elements. To achieve this objective, this study explores literature research about bloom's digital taxonomy, information competency, and national ICT policies and national public officials' intelligence information competency was defined based on bloom's digital taxonomy perspective was modified and supplemented with this study and provisional constituent elements of competency were derived. In addition, 5 experts verified the content validity. As a result, 7 competency clusters and 22 sub-elements are finally derived. The findings of this study are expected to be useful as the basis for the national intelligence information human resource development.

  • Hardware sizing is determinated by an increasing rate of operated business and characteristic of adapted technology which are imported systems. Because it is very difficult for intuitive decision of hardware sizing's appropriateness. But in sprite of difficulty, for maximizing the utilization of information resource and the effect of information investment in public sector are need to correctness hardware sizing. In this paper, we proposed hardware sizing method for OLTP server that is make up It's faults of proper proposal method. Our study certainly will act as a catalyst for higher investment-efficiency of future information systems in public sector.

Deep Learning-based Delinquent Taxpayer Prediction: A Scientific Administrative Approach

  • This study introduces an effective method for predicting individual local tax delinquencies using prevalent machine learning and deep learning algorithms. The evaluation of credit risk holds great significance in the financial realm, impacting both companies and individuals. While credit risk prediction has been explored using statistical and machine learning techniques, their application to tax arrears prediction remains underexplored. We forecast individual local tax defaults in Republic of Korea using machine and deep learning algorithms, including convolutional neural networks (CNN), long short-term memory (LSTM), and sequence-to-sequence (seq2seq). Our model incorporates diverse credit and public information like loan history, delinquency records, credit card usage, and public taxation data, offering richer insights than prior studies. The results highlight the superior predictive accuracy of the CNN model. Anticipating local tax arrears more effectively could lead to efficient allocation of administrative resources. By leveraging advanced machine learning, this research offers a promising avenue for refining tax collection strategies and resource management.

  • The study, on the one hand, reflects the recent social interest in crisis management including user safety and library disaster preparation, and, on the other hand, presents a detailed safety management manual that is a reference for library work sites concerning accidents that may occur in public libraries. The proposed safety management manual consists of safety management elements for the four areas of 'safety management planning', 'safety management for each crisis type', 'information resource restoration', and 'safety management checklist', as well as their detailed sub-categories. This allows each public library site to use the manual to establish safety management plans according to their situation and educate their employees.

  • Recently, as economic property it has become necessary to acquire and utilize the framework for water resource measurement and performance management as the property of water resources changes to hold "public property". To date, the evaluation of water technology has been carried out by feasibility study analysis or technology assessment based on net present value (NPV) or benefit-to-cost (B/C) effect, however it is not yet systemized in terms of valuation models to objectively assess an economic value of technology-based business to receive diffusion and feedback of research outcomes. Therefore, K-water (known as a government-supported public company in Korea) company feels the necessity to establish a technology valuation framework suitable for technical characteristics of water resources fields in charge and verify an exemplified case applied to the technology. The K-water evaluation technology applied to this study, as a public interest goods, can be used as a tool to measure the value and achievement contributed to society and to manage them. Therefore, by calculating the value in which the subject technology contributed to the entire society as a public resource, we make use of it as a basis information for the advertising medium of performance on the influence effect of the benefits or the necessity of cost input, and then secure the legitimacy for large-scale R&D cost input in terms of the characteristics of public technology. Hence, K-water company, one of the public corporation in Korea which deals with public goods of 'water resources', will be able to establish a commercialization strategy for business operation and prepare for a basis for the performance calculation of input R&D cost. In this study, K-water has developed a web-based technology valuation model for public interest type water resources based on the technology evaluation system that is suitable for the characteristics of a technology in water resources fields. In particular, by utilizing the evaluation methodology of the Institute of Advanced Industrial Science and Technology (AIST) in Japan to match the expense items to the expense accounts based on the related benefit items, we proposed the so-called 'K-water's proprietary model' which involves the 'cost-benefit' approach and the FCF (Free Cash Flow), and ultimately led to build a pipeline on the K-water research performance management system and then verify the practical case of a technology related to "desalination". We analyze the embedded design logic and evaluation process of web-based valuation system that reflects characteristics of water resources technology, reference information and database(D/B)-associated logic for each model to calculate public interest-based and profit-based technology values in technology integrated management system. We review the hybrid evaluation module that reflects the quantitative index of the qualitative evaluation indices reflecting the unique characteristics of water resources and the visualized user-interface (UI) of the actual web-based evaluation, which both are appended for calculating the business value based on financial data to the existing web-based technology valuation systems in other fields. K-water's technology valuation model is evaluated by distinguishing between public-interest type and profitable-type water technology. First, evaluation modules in profit-type technology valuation model are designed based on 'profitability of technology'. For example, the technology inventory K-water holds has a number of profit-oriented technologies such as water treatment membranes. On the other hand, the public interest-type technology valuation is designed to evaluate the public-interest oriented technology such as the dam, which reflects the characteristics of public benefits and costs. In order to examine the appropriateness of the cost-benefit based public utility valuation model (i.e. K-water specific technology valuation model) presented in this study, we applied to practical cases from calculation of benefit-to-cost analysis on water resource technology with 20 years of lifetime. In future we will additionally conduct verifying the K-water public utility-based valuation model by each business model which reflects various business environmental characteristics.

Evaluating Accessibilities to Village Community Centers via Rural Amenity Resources Information (농촌어메니티자원정보를 활용한 마을회관 접근성 평가에 관한 연구)

  • Village community centers are public locations where residential members of communities gather for various group meetings, social support, public information and recreational activities. Since the residents voluntarily operate the facilities, a convenient access to the center is a very important criterion for choosing where such facilities should be distributed throughout the districts. In particular, it is highly desirable to locate them within walking-distances from the residential populations. In this work, we have evaluated the accessibility to the community centers in several rural areas based on the surveys that were collected from year 2005 to 2012. We used the collected rural amenity resource distributions of the area for the evaluating the accessibilities to village center. More specifically, we considered some factors such as residential district and fraction of elderly population in the vicinity.

Statistical Methods for Multivariate Missing Data in Health Survey Research (보건조사연구에서 다변량결측치가 내포된 자료를 효율적으로 분석하기 위한 통계학적 방법)

  • Missing observations are common in medical research and health survey research. Several statistical methods to handle the missing data problem have been proposed. The EM algorithm (Expectation-Maximization algorithm) is one of the ways of efficiently handling the missing data problem based on sufficient statistics. In this paper, we developed statistical models and methods for survey data with multivariate missing observations. Especially, we adopted the EM algorithm to handle the multivariate missing observations. We assume that the multivariate observations follow a multivariate normal distribution, where the mean vector and the covariance matrix are primarily of interest. We applied the proposed statistical method to analyze data from a health survey. The data set we used came from a physician survey on Resource-Based Relative Value Scale(RBRVS). In addition to the EM algorithm, we applied the complete case analysis, which uses only completely observed cases, and the available case analysis, which utilizes all available information. The residual and normal probability plots were evaluated to access the assumption of normality. We found that the residual sum of squares from the EM algorithm was smaller than those of the complete-case and the available-case analyses.
