표준 기록관리시스템의 전자기록 보존 기능 평가 연구 - 문서보존포맷변환 기능을 중심으로 - (Evaluation of the Preservation Functions in Standard Records Management System for Public Agencies)

  • 본 연구는 표준 RMS를 대상으로 보존 기능 구현 여부와 그 방식을 확인해보고 이후 보존 기능 개선을 위한 고려해야 할 시사점을 도출하였다. 법률과 공공표준 분석을 통해 기록관에서 이루어지는 공공 전자기록 보존 활동을 추출하고, 이를 바탕으로 표준 RMS가 구현하였다 밝힌 보존 기능과의 예비 평가를 실시하였다. 그 결과 표준 RMS는 기록관에서 이루어지는 전자기록 보존 기능의 대부분을 포맷변환에 할당하고 있음이 드러나 이 연구에서도 포맷변환 기능으로 한정하여 평가하는 것으로 축소하였다. 조정된 범위에 맞게 평가에 이용할 체크리스트를 작성한 후, 이를 활용하여 표준 RMS의 보존 기능을 사용한 경험이 있는 기관의 기록물관리 전문요원을 대상으로 면담을 진행하였다. 그 결과, 표준 RMS는 기능 구현의 측면에서는 일정 정도 긍정적으로 평가될 수 있으나 기능의 이용편의성 등과 같은 구현 방식은 기록물 전문요원의 업무를 효율적으로 지원하기 힘든 것으로 드러났다. 이에 이후 표준 RMS의 보존 기능 개선상 고려해야 할 사항을 제안하였다.

  • 부산지역에서는 2020년 대표도서관을 중심으로 모든 도서관이 공동으로 사용할 통합도서관시스템(ILS)을 구축하고, 지역 내 49개 공공도서관과 103개 공립작은도서관의 서지데이터를 통합하였다. 그러나 각 도서관은 여전히 개별적으로 서지데이터를 구축하고 있고, 각 도서관에서 구축한 서지데이터는 물리적으로만 통합되어 있을 뿐 통합환경을 활용한 업무효율이나 데이터의 고품질화를 이루지 못하고 있다. 이러한 배경에서, 이 연구는 부산지역 공공도서관의 서지데이터 구축체계와 품질을 분석하고 통합환경에 적합한 새로운 실행전략을 제안하는데 목적을 두고 있다. 이를 위해 (1) 부산지역 공공도서관에서 서지데이터를 구축하는 방식을 조사하고, (2) 구축된 서지데이터의 품질을 객관적으로 분석하였으며, (3) 발견된 주요 문제점을 토대로 4가지 실행전략을 제안하였다. 이 연구에서 제안하는 실행전략은 서지데이터의 품질 제고 뿐만 아니라 업무효율과 데이터 공유를 위한 기반 구축을 동시에 실현하는 것을 목표로 하고 있다.

  • Organizations pursue a CRM strategy for the purpose of increasing business performance and value. However, firms face a multitude of organizational challenges associated with this endeavor. To reduce their risk of failure, it is suggested that firms undertake a deep analysis of organizational readiness prior to committing to a CRM initiative. Insurance sector is no exception to this fact. There is an increased need to concentrate on the various challenges thrown open by the public insurance firms in implementing CRM. Many insurance firms have invested into customer driven CRM but research indicates varying outcomes (Schmith 2004). While it is clear that there are significant issues involved in the CRM implementation and success and environment faced by the public sector. It is clear that business should have an easier time in applying CRM systems is the strategic value for public sector. With customers demanding more service and accessibility from administrators, public sector CRM software technologies have to offer best solutions for achieving process and cost objectives (Souder 2001). With results which go far beyond improved service delivery and include sustained cost reductions, increased customer knowledge and better employee morale, CRM software implementation and post product environments offer great upside value. Although there are material differences in public sector use of CRM strategy, they share at least one glaring similarity - they have much to gain from proven CRM software technology. As business methods cross over in the public sector, many government bodies are investigating how they can adopt and adapt various CRM models (Bleyer 2003). There is a need to understand the similarities and differences in public sector CRM to foster shared knowledge, business processes and planning functions to integrate disparate technologies and software platforms and then, of course, the organizational culture to support knowledge sharing (Peters 1997). For the public sector, there are clearly identified CRM processes which have resulted in increased profits and improved efficiency. These have focused on sales, marketing and customer service activities, which often operate along fundamentally different lines in various public sector insurance companies. Thus the present research paper makes an attempt to explore how public sector CRM methods can be adopted and subsequently adapted.

Role of ABAS and Bureaucratic Reformation in Improving Governmental Financial Performance Through Financial Decision Making

  • This research is aimed at examining the effect of the implementation of ABAS and BR on GFP with FDM as mediation. Respondent of research is 100 civil servants at the Directorate General of Population and Civil Registration of the Ministry of Home Affairs for the Republic of Indonesia. Data analysis is done with WarpPLS. Result of research shows that the implementation of ABAS has direct and indirect effects on GFP, and the indirect effect involves the mediation of FDM. Other result indicate that the making of proper financial decisions will help improving GFP. The effectiveness of financial decisions are able to mediate the implementation of ABAS in improve GFP. Meanwhile, BR does not affect GFP, either directly or indirectly through FDM. BR seems oriented more toward improving public service and people's welfare. This research suggests that the next research should examine whether the implementation of BR can improve governmental organizational performance in delivering public service. This research has proven that the implementation of ABAS has helped in improving the quality of FDM, while the other benefit is that this system improves GFP. Moreover, this research also gives confirmation that accounting information in good quality will be very useful in FDM.

  • J. Zhou 등이 제안한 공개키 프레임워크는 인증서의 유효 기간은 여러 짧은 갱신 기간으로 나뉘어 지며, 각 인증서는 인증서 소유자(또는 조직적인 환경에서는 소유자의 관리자)의 제어를 통하여 각 갱신 기간의 종료 지점에서 취소될 수 있다. J. Zhou 등의 공개키 프레임워크는 인증서 검증자의 계산 및 통신 부담을 줄임으로써 효율성을 상당히 증진시키지만 실제 환경에 구현하여 적용할 경우 많은 문제점을 내포하고 있다. 따라서, 본 논문에서는 J. Zhou 등의 공개키 프레임워크 내의 보안 파라메타들을 재조명한 후, 실제 구현 환경에 적합하도록 개선하며, J. Zhou 등의 공개키 프레임워크에서 불필요한 신뢰기관을 제거함으로써 보다 실용적인 공개키 프레임워크를 제안한다. 그리고, 개선된 공개키 프레임워크를 기반한 실질적인 응용을 소개한다.

공기업 윤리경영 사례 연구: 한국가스기술공사 사례를 중심으로 (A Case Study on Ethical Management of Public Enterprises: Focusing on the Case of Korea Gas Technology Corporation)

  • Purpose: As an excellent example of ethical management of public enterprises, it provides implications for excellent management strategies through continuous ethical management promotion to domestic public enterprises and general enterprises through case analysis of the Korea Gas Technology Corporation's ethical management system and implementation. Methods: A case analysis was conducted on the ethical management system and implementation of the Korea Gas Technology Corporation, focusing on ethical management, human rights management, and social contribution activities. Results: The Korea Gas Technology Corporation's ethical management case is significant as an example showing the long-term progress and development process of establishing and implementing the ethical management system. Starting with the establishment of a basic plan for ethical management in 2004, the Korea Gas Technology Corporation has continuously advanced its ethical management system and practical capabilities. Through this, it is possible to provide implications to other companies through benchmarking on major implementations at each stage, such as the introduction, institutionalization, settlement, and maturity of the ethical management system. Conclusion: It proposes ethical management execution performance management centered on the performance of each stakeholder, linkage between the ethical management strategy system and the organization's strategy system, classification of related subjects and roles in the ethical management promotion system, and active external communication.

  • Reforming social relations requires changing the system of relations between state executive bodies, institutions subordinate to them and a citizen, which is characteristic for most of the country, in which the latter is a petitioner even if his indisputable rights and legitimate interests are satisfied. One of the most important areas of public administration reform is the formation and development of a system of administrative services and appropriate information support. The result of the implementation of this direction should be the creation of such a legal framework and its real implementation in administrative and legal practice, in which consumers of administrative services will have broad rights and powers and will not be passive subjects manipulated by civil servants.Thus, the main task of the study is to analyze the normative legal aspects of information support for the provision of administrative services in the field of public administration. Effects of Iranian Economic Reforms on Equity in Social and Healthcare Financing: A Segmented Regression Analysis

  • Objectives: One of the main objectives of the Targeted Subsidies Law (TSL) in Iran was to improve equity in healthcare financing. This study aimed at measuring the effects of the TSL, which was implemented in Iran in 2010, on equity in healthcare financing. Methods: Segmented regression analysis was applied to assess the effects of TSL implementation on the Gini and Kakwani indices of outcome variables in Iranian households. Data for the years 1977-2014 were retrieved from formal databases. Changes in the levels and trends of the outcome variables before and after TSL implementation were assessed using Stata version 13. Results: In the 33 years before the implementation of the TSL, the Gini index decreased from 0.401 to 0.381. The Gini index and its intercept significantly decreased to 0.362 (p<0.001) 5 years after the implementation of the TSL. There was no statistically significant change in the gross domestic product or inflation rate after TSL implementation. The Kakwani index significantly increased from -0.020 to 0.007 (p<0.001) before the implementation of the TSL, while we observed no statistically significant change (p=0.81) in the Kakwani index after TSL implementation. Conclusions: The TSL reform, which was introduced as part of an economic development plan in Iran in 2010, led to a significant reduction in households' income inequality. However, the TSL did not significantly affect equity in healthcare financing. Hence, while measuring the long-term impact of TSL is paramount, healthcare decision-makers need to consider the efficacy of the TSL in order to develop plans for achieving the desired equity in healthcare financing.

  • 본 연구의 목적은 공기업의 성공적인 KM 추진전략의 실행도와 중요성 인식도가 KM 성과에 미치는 영향을 조사하는데 있다. 본 연구의 수행을 위해서 첫째, 선행연구를 통해 공공기관 및 민간기업의 성공적인 KM 추진전략 및 KM 성과를 고찰하여 핵심요소를 파악하였다. 둘째, KM을 실행하고 있는 공기업을 대상으로 전략의 실행정도, 중요성 인식도, 그리고 KM 성과를 측정하였다. 셋째, KM 전략의 실행정도와 중요성 인식도 간의 복합관계가 KM 성과에 어떻게 작용하는지를 분석하였다. 그 결과, KM 전략의 실행뿐만 아니라 중요성에 대한 종업원의 인식 제고가 KM 성과에 유의한 영향을 주는 것으로 나타났다. 공기업 KM을 성공적으로 이끌기 위해서는 KM 추진전략에 대한 종업원들의 이해 및 중요성 인식도를 고려해야 할 것이다.

LESSONS LEARNT IN THE IMPLEMENTATION OF DEVELOPMENT PROJECTS IN SOUTH AFRICA

  • The levels of unemployment and poverty are extremely high and two of South Africa's most pressing problems. There is also a widely acknowledged need for housing and municipal infrastructure (water supply, sewerage, streets, storm water drainage, and electricity, refuse collection). From a theoretical perspective supported by experience elsewhere in Africa, there are reasons for considering that properly formulated employment creation programmes based on the use of labour-intensive methods could be established to construct and maintain the required physical infrastructure, thus creating employment, skills and institutional capacities. Over the past 30 years several projects have been initiated in South Africa to counter unemployment and poverty. Given the socio-economic conditions and political objectives (regarding development, employment creation and alleviation of poverty), it is anticipated that future large-scale construction projects will be proposed by the public sector (National, Provincial and Local Government). The paper will first examine the main tenets of the implementation of development projects through the use of labour-intensive construction and a description of progress elsewhere in Africa and their potential contribution which public works programmes could make to alleviate the poverty and unemployment problems. The research will then analyse the successes and challenges that have been experienced in South Africa in relation to the implementation of development projects over the past 30 years. The paper closes with recommendations and lessons for the future.
